So the main goal of the research is finding a process of a balanced living survival that a city should follow in crisis time (As it is always facing)..And the second goal is naming the characters of this process that a planner should observe and watch for, in evaluating the city “living state” and determining ability to survive. This goal could be achieved through assuming that the city is a “living entity” needs to grow and survive, and the only way for that is to follow the living process of the balanced dynamic “in between” derived out of the living form in life, and especially from “man” as a mindful living entity struggling for survive. This living process is discussed first as a thinking process considering man (planner) is a mindful being whom have to be balanced between his contradictions and dualities out of his action state of clash he is living in …And after that the process is discussed as a living - acting steps that both man and city follows..And the ecological organic urbanism provides the maximum chances for that. Exceptional way of movement is it’s management order in sustaining the life within the system, and taking a situationist attitude towards the challenges it faces. The characters and the management way of this survival process derived in this research out of the wholeness of the living world ,this similarities confirmed by the ecology science that considered have the key to transform qualities in a syllogism methodology that derived out of the Islamic epistemology and this is the methodology of the research that sets an open ended of the mutual interrelation and active act and react and transforming dynamics and ideas of ways of life between the human being “planner” and the city. Between the city and the world in a continues in between struggle inside a greater order where man stands as the only mindful being that’ll be asked about his heir before MIGHTY GOD.

Abstract: land reclamation is one of the key factors in supporting the sustainable rural development by providing the economical activities requirements which are important for the stability of the rural population, particularly the agriculture, as well as the necessary services for the sustainability. Therefore, the concept of land reclamation needs to be extended to include all life facilities (economic, social , physical and environmental facilities). For this reason, the sustainable rural development is an absolute necessity. Therefore, the importance of the current study starts from the fact that land reclamation plays an important role in raising the agricultural production and food security, particularly in the countryside. Hence, the possibility that land reclamation leads to agricultural development that could be the economic foundation of the countryside. Therefore, this study focused on analysing land reclamation projects and whether they achieve the rural and agriculture development and thus the land reclamation contribute partially to the integrated rural development. This study aims to reveal the role of the land reclamation in the rural development and it was structured into three chapters. Chapter one contains a theoretical background and a literature review and it was divided into two sections; section one dealt with the spatial sustainable development in terms of concept and objectives, constraints, principles and theories. It also addressed the concept of rural development principles and its constraints, land reclamation concept and its objectives, types, its relationship and its impact on sustainable agricultural development. The other section of this chapter was devoted to Iraq and deals with rural development and the past sustainable development plans and the elements to achieve the goals and the reclamation between the past and present in Iraq, its importance, policies, patterns of policies, agricultural development and trends, as well as agricultural development and rural development strategies and goals, with some international and Arabic experiences in land reclamation and its impact on rural development. Chapter two has two sections, section one includes the reality of the situation of the study area, highlighting the potential and natural and human resources. The second section deals with Al - Dujailah reclamation project, part of Wasit district, and determine the effect of reclamation in rural spatial sustainable development. The research results could be found in chapter three. Through a questionnaire prepared and approved by the researcher in the field study by comparing the results with goals through economic, social, physical and environmental indicators. Then the conclusions and recommendations : the land reclamation is the basis for the sustainable development through its association with the clear emergence in the following aspects, economy, socially, urban and environmentally. As well as the richness of the study area with several economical, agricultural and industrial factors. This study recommended that exploitation and investment of sustainable development, which will be reflected demographically and economically in the region in particular, and on the development of the region in general as well as the interest in reclaimed land, and follow up the reclamation process for the sustainability of the land and investment areas is reclaimed to increase the productivity of the land and the approved industry support on what is available from materials preliminary plant, animal and to improve the economic situation of the inhabitants of the region and raise the standard of living, which is an important factor in the stability of the population

Abstract: The slums study an important aspect of urban and regional planning studies as a result of the rapid growth of slums and the issue of which of the security risks and social negative impact on the present city and its future, leading to difficulty in dealing with these areas by the relevant operational and planning in Iraq, so the study was built on that the rapid growth of the slums negative dimensions of complex security and social problem will lead to an imbalance in the spatial balance of the city. In the study hypothesis came in light of the expansion of slums and increased security and social threats to the city are planning policies to deal with slums as a foundation stone for the extension of security and stability and achieve spatial balance of the city, and many governments have adopted ignore style for solving the problem of housing and urban and for this style negative accumulations led the breadth of the residential slums and rapidly which produced a social and security problems have made the city lose balance and spatial city of Hilla, one of the cities that suffer these problems, there are areas to enjoy security, stability and public services, while other areas devoid of all these means.It is here search to highlight the security and social problems of the slums and the extent Anekasaha the city in general, and the disclosure of the factors that led to the emergence of slums, and analysis of the reality of these areas in the city of Hilla, and develop appropriate solutions to tackle the problem and reduce them came. And the access to those solutions and proposals by analyzing the results of the questionnaire and to propose a range of styles and programs that would address the security and social problems and reduce the rapid growth of slums. As it ensures search a number of solutions, including the initiation basic policy to deal with the slum areas, with an emphasis on improving the policy and it's (to improve the quality of life, to achieve balanced development, achieve social integration, to achieve economic balance, to achieve urban development) which leads to the achievement of the spatial balance of the city.

Abstract: The search including conceptual study deals with the industry and its effectiveness in the spatial structure and the main basis for industrial signing as a start to study the nature and types of the new industrial cities and its impact spatially.Where the first chapter of the research study was on the conceptual foundations of the industry and the industrial location and the factors influencing it as well as including the classic theories of industrial location On the other hand including spatial development and strategies used and the industrial development in the spatial correlation structure and aspects of influence. As addressed in the second part of the conceptual industrial cities framework and concept of the public, types and strategies, has proved its importance in the creation of spatial development at various main aspects (economic, social, environmental and architectural) as well as the differences between the industrial location single and pooled or industrial agglomeration, industrial cities are new works to bring about development contribute to the sustainable preservation of raw materials from attrition, as well as preservation of the environment and the ocean side of urban industrial project as well as the main economic and social aspects.The second part of the research in the study of the reality of the event analysis of the industrial sector and industrial city in Dhi Qar, as well asthe use of mathematical and analytical methods in order to determine the effect of the industrial sector in the reality of the spatial structure and its ability for making a spatial development on one side, and in the evaluation of new industrial city strategy in Dhi Qar on the other hand.The results of the analysis search refer to : - : 1 - weakness in the industrial sector the adoption of spatial development, where results showed a weak correlation between the sectoral indices and spatial indicators.2 - weakness in the strategic planning of the city planning and industry standards and this was confirmed by quadrilateral strategic analysis where results showed a slight weakness in the internal environmentand a big weakness in the external environment and it indicates the weakness of government attention in the industrial cities.3 - weakness in the planning standards for the establishment of the Iraqi industrial cities making the location and its design is weak compared to international standards, as well as the not decieded the law of the Iraqi Industrial Estates Act made its strategy characterized by weakness.Through the above, the industrial city in Dhi Qar able to keep up with the development and progress of global and Arab industrial cities as what I planned well and this depends on the extent of the competent authorities rely on the establishment of industrial cities according to international standards and provide administrative and financial facilities to foreign and local investors

Abstract: During the last few decades, the globe witnessed a remarkable change towards rapid urbanization by which people have changed their life style.This has led city inhabitants to consequent demands and needs causing new land manipulation on the account of open and natural spaces in all cities in general and in Iraqi cities in particular resulting into : increasing population and expand ing the geographic area of the cities compared to the rural areas by which they are surrounded. Consequently, the previously mentioned reasons have resulted in the emergence of several problems which have doubled the burden on these cities and their citizens as well. In addition , neglecting the importance of urban open spaces which play an essential role in the planning procedures of the cities and their natural scenes. This has motivated architectures and planning administrations of a great number of the world's most economically and structurally developed countries to adopted this issue which has resulted in a number of planning movements aiming at conducting researches to find a specific system adopting the open space in all its types and emphasizing its importance.These movements have developed through time to reach to the (green networks)movement. Being newly researched and rarely been dealt with , the research problem has been crystallized namely ; (1 - Lack of clarity of green networks concept and its characteristics and effective indicators ; 2 - Iraqi cities suffer from pollution and penetrative actions on the natural spaces which surrounds these).The research aims at (1 - identifying and clarifying the concept of green networks and characteristics and effective indicators 2 - Determining the role of green networks in planning Iraqi cities ).The study hypothesis is : (1 - Green Network and indicators work according to a comprehensive framework starts from the highest national or regional level towards the lowest point in the site 2 - Niglecting to relay on the role of green networks in Iraqi cities is considered the main reason of pollution problem and penetrating on the surrounding spaces). In its introduction, the research is based on a number of observations and readings relevant to the subject which confirms that a defect exists in the role of open urban spaces.Throughout the four chapters, the researcher seeks to present a comprehensive view through studying the root of the problem which is Urban Open Space with its significance and classifications reaching to the most important problems which have affected its role in planning reaching up to the network.The researcher also provides an apparent perspectives of green networks clarifying their components and objectives as it is part of urban sustainability so these networks achieve their goals in the cities in order to set up a planning process which should be followed to reach a preliminary vision to form the features of an integrated comprehensive system. This system can combine joints of what may have remained of the nature in cities and can connect it to the surroundings.Throughout her study, The researcher clarifies this network and its comprehensiveness by studying its levels and eliciting the most important features by which it is characterized and they are namely; ( identity ,connectivity , integration and multi - functional duty ).Finally, through studying the characteristics of green networks and their secondary axes, the researcher has reached to derive several key indicators which have been enhanced by including examples of international experiences and the most important standards and quality values.Moreover, she has classified the indicators according to two axes namely; (natural greening and manufactured greening).These two axes and their secondary indicators are considered as tools by which green networks are applied and work together to get to the efficient green networks and apply them on the ground. Those axes and indicators have been used to assess the status of proposed green network in the basic design (2007 )of Erbil city to get an apparent idea about the most important problems. The purpose behind that is to assess the extent of applying this plan on reality of the city in the year of the study to determine the causes of delay in implementation and reluctance. Moreover, the researcher has presented initial idea of proposed integrated Green Network to the city in addition to public and special recommendations to reach an achievement of multi - functional open spaces of an integrated system in the region.

Abstract: The transportation inside the cities plays a very important role in the effectiveness and completeness among its combination as it is system made for moving individuals , goods and its necessary facilities. With the increasing development ,seen in the growth of cities, has become bigger , return there has been some issues which effect negative on the level of services of transportation.the modern states tended to rely on the strategies of organization and controlling the transportation and create diversity in its pattern, introducing intelligent transportation system like (ITS) and modern system ,relying on the coordination with related technologies, connected with both the information system and the devices of traffic control and the communication and data base and computer systems run by a technical system, specialized in this field and work to increase its function capacity and improving the level of movement in the transportation system minimizing the environmental effects which in return will provide a perfect transportation , sustainable with the suggest modern systems. Research problem is the increase in population and the development of activities leading to increase the number of day trips, and the absence of efficient and sophisticated systems and means of control and regulation of transport and traffic led to the deterioration of the transportation system in Baghdad. The research aims to identify the most modern and developed of intelligent systems for the transfer of technologies and the most important urban applications, stand toward the importance and impact ofpublished for the first time in the city of Baghdad, and to identify the most important applied in intelligent transportation sector international experience, and to develop indicators that can contribute to solving transportation problems in the city Baghdad Research Hypothesis over the possible application of intelligent systems for transport in the city of Baghdad, and that its application will contribute to the organization of transport and traffic, and providing forecasts in the transport sector, thus facilitating theprocess of simulating transport problems in the city of Baghdad toward finding solutions, and the sustainability of those solutions through observation and tracking The research studies the intelligent transportation systems in the field modern the research has concentrated on three axes The first axe is about choosing one sector of Baghdad (K.Z )(which suffers from multiple traffic and transportation problems)in order to test whether the application is possible.The second axe is that the field surveys on the traffic volume(VPH) has been made on the streets ,located on (22) intersections and areas meant to be studied in this field , especially at the nocturnal and diurnal rush hour of (September, November, December 2015). This survey has been made in order to measure how volume dense is the traffic and to compare the mentioned ,traffic volume density with the necessity of applying these intelligent systems.Also the traffic statistics in the street has been analyzed to extract the level of services(LOS) by using the program (HCS2010)check the level of achieving of outspreading of these systems, which determines that the level of services has to be at C level or at least lower that this level during most of the daytime ,not the extraction of the Average Annual Daily Traffic (AADT)which n its turn it is regarded the third condition of necessity of applying the intelligent transportation system.Thus the result (VPH , LOS, and AADT)have been compared with the rules of applying the system of(VMS,CCTV,TSS)to determine which streets need these intelligent systems to be installed on, when comparing the results of the streets in which possibility of the deployment of intelligent systems with the total number of streets in the study area was reached that (83%) from the streets of the study area where the conditions for the deployment of intelligent transport systems available.As for the third axe it has been measured the effectiveness of applying the intelligent transportation system on how effective they are on minimizing the traffic jam in streets and improving the level of its services in the streets According to the index, which determines the rate of reducing congestion (35%) in ways that apply system (CCTV, VMS) When applying this index on the volumes of traffic on the streets of the study area has been reachedto improve service levels to the level of service (C) and best for (13) Street by (28%) of the total area of the streets And in general it has been found to improve service levels for all the streets of the study area to the best levels in the case of the application of intelligent systems. Except for the presence of only two streets where the level of service ((LOS at (F)) (4%) of the total study area streets before and after the Application of Intelligent Transport Systems.

Abstract: The historic city centers are the heart of the cities they represent different periods of time experienced by the city, so they form the identity of the citys as well as being constitute the cultural heart of the historical, political, economic and social of the city, somany researchers and specialists planning were interested in the subject of urban renewal as a way to solve urban problems in the historic centers preservation and sustainability for future generations through the achievement of sustainable social,economic, environmental, cultural and physical dimensions, so the discussion deal with the relationship between innovation and sustainability through the presentation of the research problem, namely : (weakness of the complementary relationship between urban renewal and sustainability in the historical city centers) and resolve the research problem has been selected research hypothesis, which states : (the concept of a particular place development; works to achieve the complementary relationship between urban renewal and sustainability of the historic city centers), the research objectives were (1 : knowing the complementary relationship between the concepts of urban renewal and sustainability in historic city centers, Second : knowing the role of the privacy of theplace development; "preservation, cultural monuments, architectural identity, sense of place, a sense of belonging, heritage resources, culture and cultural planning" in the complementary relationship).As determined pursuant to the theoretical framework of the research problem and hypothesis, as first chapter discusses the definition of the concept of urban renewal and sustainability and sustainable renewal. The second chapter addressed the definition ofthe concept of privacy of the place which is known by the concepts of space and urban development and spatial and urban historical and cultural heritage and spatial development. The third chapter fitted theoretical framework derived from sortingthrough and discuss the construction of the first and second indicators corresponding with each other all the way to the final results, which represent indicators final research that have been applied in the practical side of the fourth chapter in the three aspects ofthe study area (Qishleh and its neighborhood) and a similar example ( Cairo's historic center) and the comparison between the results and analysis by the researcher.The research gives number of conclusions and final recommendations are the most important conclusions (that protect and improve the historical rehabilitation of historic buildings and exploitation of cultural activities that have a significant impact on thepromotion of belonging to the area of the environment. Through regulation or spatial planning uses to maintain the region and revitalization and historic preservation of resources to achieve linking the past with the future through the present. this is achievedthrough land use which have an impact significant on the sustainability of the historic preservation area; and that the nature of the use and the kind they have to suit the nature of the area, and that the study area need to redistribute uses to achieve long - termsustainability of the fabric urban; re - design of the urban environment and accordingly) One of the main recommendations of the research (giving importance to the role of the legislative framework and law in decision - making and to determine land use of the areaand historical power to impose laws on private property owners).

Abstract: Strategic spatial planning had significantly attention in the past two decades and on all international and continental, regional and local levels and banded together several scientific competence in the highlight, was a joint product of thinkers in a variety of sciences such as management, planning and strategy, economics, geography, environment, resulting from this interest clear reflection in the field of urban and regional planning was the change the traditional goal of focusing on land - use planning his attention to focus on strategic spatial planning based on a strategic analysis of the internal and external environment of the region, and then adopted this research a number of styles and models planning on according to the available and used as input to the specimen of the proposed study and of a matrix of strategic planning quantitative data QSPM)) as the matrix output quantity has been certified as inputs in a matrix SOWT and then determine the appropriate strategic alternative. One of the important conclusions of the research are as follows : - Capabilities of self - agricultural sector plant in the province of Babylon, being able to developmental strategy for obtaining dependence on weights Kicks interior by (3.3) points (strength) index weights external weights by 3.6 points (Jobs Index) compared with the average Likert scale quadruple user (2.5) points. - Capabilities of self - agricultural sector animal in the province of Babylon, being able to developmental strategy for obtaining dependence on weights Kicks internal by 3.4 points (strength) index weights external weights by 2.6 points (Jobs Index) compared with the average Likert scale quadruple user (2.5) points. - Capabilities of self - industrial sector in the province of Babylon, being able to developmental strategy for obtaining dependence on weights Kicks interior by (2.8) points (strength) index weights external weights by 3 points (Jobs Index) compared with the average Likert scale quadruple user (2.5) points.One of the main recommendations recommended by the search adopt a more active approach to project planning in order to promote regional development and competitiveness of cities and the best approach is strategic planning. As well as the adoption of strategic spatial planning in the industrial and agricultural sector (Hiwana - vegetarian) based on strategic analysis and the purpose of this analysis is to diagnose the strengths, weaknesses, opportunities and challenges points and then determine the strategic position of the segments spatially, as well, we find that there are many points can be strengthened to overcome the vulnerability indicators internal (within the graphical environment of the place) and at the external level has industrial and agricultural domestic sectors in the study area is a great investment opportunities indicators to reduce external threats and ultimately concludes Find that the industrial and agricultural sectors spatially them good and encouraging Resume capabilities on investment which will lead later to the events of balanced regional development of the area the study (of the province of Babylon) if exploited properly in scientific analysis..

Abstract: Roads services represent one of the important indicators that reflect the extent of the welfare of society and its development, and because of the increasing various means of transportation and doubled traffic in and out of cities, the issue of basic services provision to regional roads users has become one of the necessary issues that must be studied extensively and accurately to get to the appropriate mechanism for the spatial locations of these services along these roads.The objective of the study is to identify the most prominent services in the study area, and to verify the adequacy of their spatial location, and find the shortfall in order to draw a development planning policy for the development, rehabilitation and investment of these services in a way that achieves the efficiency of selecting the appropriate location.A hypothesis was set that states (the adequacy of spatial location for public road services on regional roads leads to improve the level of performance of the road through the identification of a set of factors that directly affect this efficiency). To learn about the validity of this hypothesis, these services were studied and evaluated along the regional road network connecting three Governorates, Holy Karbala, Al - Najaf Al - Ashraf and Babylon. The requirements of the study necessitated to be in three chapters as well as the introduction, conclusions and recommendations. First and Second chapters included the theoretical framework of the study.Third chapter was dedicated for the practical part of the study area. Field survey was made for the location of these services using Geographic Position System instrument (GPS). Coordinates of these services location where taken , data entered into the Geographic Information Systems (GIS), and were processed and analyzed, depending on (Spatial Analysis), through a service scope made for each of these services in accordance with standards and regulations adopted.In order to recognize the degree of adequacy of these services and the extent of compliance with these standards, and to recognize the extent of acceptability and satisfaction of the passers - by regarding quality of the service provided, questionnaire forms were accounted for the views of two groups of regional road users, the travelers, and Motorists moving on these roads.The research sorted out some conclusions, the most important are that the adequacy of spatial location for public road services is linked to a variety of factors and determinants that affect the planning standards adopted for the spatial location of these services, and that that these services did not attain sufficient satisfaction and acceptance from the users of regional road.The study found a set of recommendations, the most important are the need to reconsider the standards of planning set for the spatial location for the public road services, as to take into consideration the classification of the road, traffic density and the size and number of settlements served by the road, and the need to adopt human, quantity and environmental standards, not only the distance standard

Abstract: The planning for the regional development is considered of a most important methods for development and growth, as it pay attention to all the sources , humans and materials. Available in the territory. Then finding indexes about the about the development of territory according to the objectives set to achieve general goals and particular policies. Then draws the plans and policies and convert them to developmental projects and programs. Therefore, its success is connected to the equilibrium and comprehensiveness and flexibility with the ability for continuity and modernization. the achievement of the regional development depends on the study of the human sources and the way to improve them and how they can be utilized regarding the natural sources and potentials available in that region. And trying to find the best strategies out of the region to proceed for a regional development.So it is trying to make best use and most efficient investment of the sources and the relating features of parts in the territories. ( urban on one hand and countryside on the other hand). And this means that there are priorities in achieving territorial development which attempt at achieving relative balance and justice in the distribution of the outcome of the development among the parts of the territory. So they differ from one region to another according the priorities of the regions.Abu - Ghraib outskirt was selected as applicable example to make the development on theoretical bases as it serves as one of the most and nearest outskirts to Baghdad and trying to make it equivalent to the advanced outskirts according to planning and designing considerations that the researcher has concluded through the study of the outskirt circumstances which stated that its development lies in many sources and potentials and by viewing it relation and closeness to Baghdad city through assets like the ease of the access and its economic development. Which gravitate many activities that leads to integration relation with theoutskirt. What recognize the outskirts is the multiple professions ( agricultural - industrial ) which is a main pillar prioritized by the policy of development. The multiplicity of industry and agriculture with many sources of population concentrations are indication of clarity for economical and demographical standards of the development.By observing the final results of applying the methods of development sources and price weighted index on the parts of the outskirt of Abu - Ghraib , we found that Alnasr - Walsalm neighborhood came first in the availably of development sources 3100.15 which is 51% while the center came second with 3024 equals 49% of the sources.Professional classification of the land usage come in two directions together or sometime one overshadows the other. the first is the agricultural activity especially in Alnasr - Walsalm as the agriculture represents 67% after applying the development sources method, while the center has only 33% since the outskirt has many fertile lands. The second direction is the industrial with 68% in the center while 32% in Alnas - walsalm part

Abstract: Generally speaking, the societal services - the education and the health - services in particular are considered basic services that should be available in any city. These services are deeply associated with the level of prosperity a society has. The basic task these services should fulfill is related to addressing the needs of the people interims of quantity and quality.The study analyses the efficiency of the educational and health services in the outskirts of Al - chibaish city (Al - chibaish, Al - hammar and Al - fuhood).The study involves three chapters : the first deals with the theoretical evidence of the educational and health services. The general concept societal services are explained and the concept of education and health services in particular. Besides, the chapter explains the criteria of planning followed in Iraq by the governmental organizations. Some Arabic and World criteria of assessment are tackled. The second chapter tackles the area of study (al - chibaish) explaining the reality of the spatial distribution of educational and health services in the three outskirts mentioned above. The chapter observes the differences between the three outskirts in relation to their spatial distribution.The third chapter conducts an analysis by comparing the reality indexes of the actual health and education services with those of the reliable criteria adopted in this study, besides, the questionnaire is explored and analyzed focusing on questions related to the efficiency of the services.A strategically analysis is used to help understanding the general strategically situation of the facilities concerned in this study. The study shows that some educational and health institutions have very poor efficiency interims of services in all the three outskirts. The gratitude of the current services is estimated. Then the study ends up with some conclusions and recommendations related to the area of study.
