Abstract: The city of Baghdad is witnessing nowadays a severe traffic congestion in its streets in general and in the city centre in particular (the study area), which leads to weaken the (level of service) in those streets. The land use distribution in this area, and the high dependency on private vehicles in the daily movements, with the limitation of public transportation, they all led to heavy congestions. Besides that, the central area lacks an adequate right - of - way to expand the existing transport system; as a result, it has become essential to introduce other solutions for congestion rather than expanding solution. So in this study one of the congestion management strategy would be Identify; which is the free parking strategy to apply it with the park and ride system to enhance the accessibility to public transit. The hypothesis of the study was adopting parking management strategies, will contribute in reducing the pressure on the streets of the city centre. The study also has explained the effective criteria for locating the parking of this system. and the relative importance for each criterion used in the locating process by using Multi Criteria Decision Analysis (AHP method); then, by using ArcGIS program, the basic layers which enter the spatial analyst (suitability analysis) had been drawn, then in the Overlay process, the primary alternatives for locating had been identify; then come the evaluation process to those alternatives in AHP process to find the optimum locations. In addition, the study has found the correlation between the strategy of controlling the parking prices inside the centre and the outside (the free of charge parking), with the traffic reduction. Due to the absence of such strategy in Baghdad in the current time, the study has depended on the international studies and experiments to prove the hypothesis, and then apply the proven percentages on the current traffic volumes that enter the study area. After that, the study concluded that applying this strategy can increase the level of services in some streets of the area from (F) to (C), and thus it will reduce the congestion in the city centre
