Abstract:
The slums study an important aspect of urban and regional planning studies as a result of the rapid growth of slums and the issue of which of the security risks and social negative impact on the present city and its future, leading to difficulty in dealing with these areas by the relevant operational and planning in Iraq, so the study was built on that the rapid growth of the slums negative dimensions of complex security and social problem will lead to an imbalance in the spatial balance of the city. In the study hypothesis came in light of the expansion of slums and increased security and social threats to the city are planning policies to deal with slums as a foundation stone for the extension of security and stability and achieve spatial balance of the city, and many governments have adopted ignore style for solving the problem of housing and urban and for this style negative accumulations led the breadth of the residential slums and rapidly which produced a social and security problems have made the city lose balance and spatial city of Hilla, one of the cities that suffer these problems, there are areas to enjoy security, stability and public services, while other areas devoid of all these means.It is here search to highlight the security and social problems of the slums and the extent Anekasaha the city in general, and the disclosure of the factors that led to the emergence of slums, and analysis of the reality of these areas in the city of Hilla, and develop appropriate solutions to tackle the problem and reduce them came. And the access to those solutions and proposals by analyzing the results of the questionnaire and to propose a range of styles and programs that would address the security and social problems and reduce the rapid growth of slums. As it ensures search a number of solutions, including the initiation basic policy to deal with the slum areas, with an emphasis on improving the policy and it's (to improve the quality of life, to achieve balanced development, achieve social integration, to achieve economic balance, to achieve urban development) which leads to the achievement of the spatial balance of the city.
