Abstract: Roads services represent one of the important indicators that reflect the extent of the welfare of society and its development, and because of the increasing various means of transportation and doubled traffic in and out of cities, the issue of basic services provision to regional roads users has become one of the necessary issues that must be studied extensively and accurately to get to the appropriate mechanism for the spatial locations of these services along these roads.The objective of the study is to identify the most prominent services in the study area, and to verify the adequacy of their spatial location, and find the shortfall in order to draw a development planning policy for the development, rehabilitation and investment of these services in a way that achieves the efficiency of selecting the appropriate location.A hypothesis was set that states (the adequacy of spatial location for public road services on regional roads leads to improve the level of performance of the road through the identification of a set of factors that directly affect this efficiency). To learn about the validity of this hypothesis, these services were studied and evaluated along the regional road network connecting three Governorates, Holy Karbala, Al - Najaf Al - Ashraf and Babylon. The requirements of the study necessitated to be in three chapters as well as the introduction, conclusions and recommendations. First and Second chapters included the theoretical framework of the study.Third chapter was dedicated for the practical part of the study area. Field survey was made for the location of these services using Geographic Position System instrument (GPS). Coordinates of these services location where taken , data entered into the Geographic Information Systems (GIS), and were processed and analyzed, depending on (Spatial Analysis), through a service scope made for each of these services in accordance with standards and regulations adopted.In order to recognize the degree of adequacy of these services and the extent of compliance with these standards, and to recognize the extent of acceptability and satisfaction of the passers - by regarding quality of the service provided, questionnaire forms were accounted for the views of two groups of regional road users, the travelers, and Motorists moving on these roads.The research sorted out some conclusions, the most important are that the adequacy of spatial location for public road services is linked to a variety of factors and determinants that affect the planning standards adopted for the spatial location of these services, and that that these services did not attain sufficient satisfaction and acceptance from the users of regional road.The study found a set of recommendations, the most important are the need to reconsider the standards of planning set for the spatial location for the public road services, as to take into consideration the classification of the road, traffic density and the size and number of settlements served by the road, and the need to adopt human, quantity and environmental standards, not only the distance standard
