Abstract: Baghdad city suffer from a serious shortage infrastructure services which is the essence of spatial development and their quality has a significant impact on the development or deterioration in existing cities have water and sanitation sector received a great deal of deterioration of these services, and in spite of government support for these sectors allocating relatively large sums within the investment plan and development of the regions of the Municipality of Baghdad plan to improve these sectors, but the the level of these services is not living up within the acceptable level, according to this research problem was identified Which stipulates that The weakness of out puts of the water and sanitation sector in the Baghdad city despite significant investment allocations to these sectors within the temporal and spatial framework of the study area. The research aims to recognize the reality of the water and sanitation sector for the Baghdad city, services and analysis of the investment plan and the plan for development of the regions for water projects and sewerage to the Municipality of Baghdad for the period (2008 - 2016) as well as measuring the efficiency of the implementation of the investment plan and the regional development plan for 2016 And the extent of citizen satisfaction with the service and willingness to pay for better services by using the questionnaire form of a random sample of the community of Baghdad city is supposed to activate urban development depends on the efficient preparation of investment plans include complementary projects take into concern the actual need for the city.The researcher found that it was not prioritize investment plans properly as the deficit in the sewage sector is very large compared to allocations earmarked a few are not equivalent to the water, which is among the highest in the Municipality of Baghdad allocations despite the significant correlation between the two services as well as the decline in the efficiency of project implementation under the investment plan and the plan for development of the regions of the Municipality of Baghdad The improvement in the amount of water produced in the city of Baghdad, a good improvement during the period of the research plan, but this improvement has not kept pace with improvements in water quality index as well as the water tariffs are very few which will negatively on this sector because of the low budget, which overwhelms the government to continue to support this sector and through questionnaire it shows that a greater proportion of citizens are dissatisfied with the water and sewerage services and the willingness of citizens to pay for better services and to reduce the existing deficit involvement of the private sector in improving water and sanitation services that are offered concessions to attract investment in infrastructure services.
