Abstract:
This study aims to evaluate the uses of urban land proposed by the updated master plan of Al - Samawa city for the period (2008 - 2038) through a process of calibration of those uses and clarifying the extent of compliance with rules and criteria of planning and design and the ability of those uses to meet the needs of the population in the present and future reaching goals that have been designed for it.The master plan adopts a clear and an integrated vision to form and determine the uses of urban land and forms a frameworkthrough which treatment can be made with time and place units and achieving right living between city and its society. The evaluation dealt with land uses according to a set of considerations and planning bases which concentrated on the adoption of master plan for a general philosophy and methodology to plan land uses with a clear future vision, rules and criteria adopted, the formation of the identity of the city, the morphological identification and the master plan contain for all the previous morphological stages of the city, sustainable development and environmental safety, regional surroundings and the economic base of the city, comprehensive and effective transportation plan, growth alternatives and expansion trends, achieving use sufficiency.Since the planning process in the city is generally recent and designing a new master plan specifically for the city, , it become necessary to do such a study to evaluate land uses in order to avoid mistakes of the past for the scarcity of planning studies that dealt with the study area. The study concluded the following important set of conclusions : 1 - The master plan depended on a set of scientific bases and planning standards which implies general bases represented in uses distribution according to connected relationships and reduce the size of the burden imposed by each use to other uses in addition to special bases represented in in putting detailed goals through land use diagram in order to reach the highest degree of urban appropriateness according to a hierarchy sequence for planning units where functions are distributed according to its levels.2 - The master plan and through its philosophy contained a group of elements the most important of them are population growth of the city and the population is expected, which will reach (330,000 people) in the target year (2038), functional and spatial relationships for the city within its region , because the city is the center of the province of Al - Muthana, in addition to other elements represented by providing adequate area for future expansion with determining directions of that expansion, in addition to treatment of the negatives of the previous general diagrams which resulted in weakness in the cohesion of the urban fabric of the city.3 - The ability master plan to contain morphological stages of the city and the expansion directions which the city of Samawa passed during the previous morphological stages. 4 - The urban land use rates that was determined by the master plan of the city matches with their counterparts in Iraqi and world cities in terms of ranking usage, with the clear superiority of Al - Samawa citizen share of the area of land use according to the planning criteria.
