Abstract:
The housing situation is characterized by the widening of the gap between the need for housing and the housing stock. This is accompanied by the lack of State policies to solve such a problem. However, legislations were issued to sort realestate such as (legislation number 850 in 1979 and 940 in 1987), followed by permission to build a third floor. All the residential areas are included in these legislations regardless of the law of roads and buildings classification. Although the legislation preceded the increasing and wideningof the residential areas fragmentation phenomenon, the problem emerged due to social, economic and security changes and the absence of the governmental observation as well. This led to build residential units illegally, in addition to the legal units. As a result, the number of the residential units was redoubled. Then, this phenomenon started to influence the residential areas and the infrastructure services on the entire city.The problem of the fragmentation of the residential area and the accompanied deterioration in the level of infrastructure services is a problem of most Iraqi cities, principally in Baghdad. This phenomenon is increased lately for several reasons, including social, economic and because it is the capital. This is particularly after 2003. This issue represents the problem of this research. Accordingly, the study supposed that the efficiency and the adequacy of the infrastructure services are negatively affected by thisphenomenon.The research entitled" Fragmentation of Residential Plots and its Impact on the Infrastructure Services - Water Supply and Sewage" aims at studying the efficiency and adequacy of the infrastructure services under the shade of the fragmentation of the residential areas by studying the reasons which caused the fragmentation and the effect on the water supply and sewerage. If we address the issue of the increasing number of housing units within acertain area in the perspective of the relationship between the population and the availability of infrastructure services, particularly services for drinking water and sanitation, we find that this increase missed keeping up with the services as the services accommodate more than what they were designed for. This increases the pressure on the services and thereby reducing the efficiency and adequacy of service.The study questionnaire (questionnaire for the planners and decision - makers, the questionnaire for residents) to be guided by the views to be utilized in any planning process concerning the future of the phenomenon, the study finding more than a linear model to calculate the amount of water consumed in the dwelling unit and the factors affecting them and then the possibility of calculating the quantity of waste water generated as a result of consumption and thus comparability with design capacity of networks of services under study.The study recommends a database for each district; the residential units, the population and the capacity of the networks and how much the upper limit of population the networks can serve, The illegal housing units are to be corrected by partial demolishing in order to make them match determinants and standards and applicable with laws and suspend the decision re - fragmentation in existing zones and adopted in new areas. The study also recommends reducing the standard of water consumption to reduce pressure on the exchange service on the one hand, and avoid extravagance and waste of water resources, on the other hand, as well as recommending the adoption of separate networks for sewer service (domestic and rain) to avoid or minimize damage as a result of the rains, as well as several recommendations that would limit and reduce the effects of the phenomenon.
