Abstract:
Thought plays an important role in different lore, sciences and in enhancing city activities especially after studying the latent abilities and existing relationships in order to develop city growth.Planned thought - passing different stages - through modernism stage and post modernism, where it started shifting away from theology and the authority of tyranny , depending on rationality towards the being of place reality. It became science and the knowledge accumulation have an obvious contribution in developing criteria and planning methods by different theories such as gardened (parks) cities , central circles cities and many modern theories and applications connected to technique and technology , representing the response to the pressure of social , environmental and economic reality to achieve comfort, welfare of mankind and to solve problems.In the age of digitizing after passing machine and manufacturing age , transformations took place on the conceptual level , and a change started in the city scene and the appearance of informatics in the cybernetic age , with the progress of time , new thinking methods and applying the material and moral elements in making the place character, and the perception of space and its importance in organizing natural and cultural environment has changed. Constants started to change in front of humans needs and the dynamic necessities in the city and its activities , and planning relied on homogeneity , flexibility, pattern and symbol - and it relied on analyzing, predicting and different means to achieve future aims, therefore though started theoretically then became theoretical experiment, and urbanism became a form of philosophyof thought.Multi trends have appeared such as synergistic communicative trend, Just city, multi ethnic cultures and all what may contribute in solving conflicts. The problem of search was consisted of the gap existed in the planning environment in its theoretical and planning aspects between Iraqi city and other cities in the world.A planning feature is the dual nature of planning - normative and descriptive - and this requires reconsidering the effective elements that affect the process of urban planning , and analyzing it descriptively and statistically to figure and state the benefit trails and reach a scientific modeling that contributes in enhancing place efficiency by using integration and correcting spatial scales. Transformations took place everywhere , and its applications were found in different cities and places, sustainability and clean technology are means to achieve a better life and to participate in plans sketch.Accelerated urbanization has contributed in generating different problems , suchas poverty and pollution ,which necessitatedstudying the sustain and achieving a change for a new life. The process of sensory and functionally organizing, questionnaire of employees opinions, in the environment of planning and analyzing results to reach a group of indicators that contribute in closing this gap and catch up with other cities.The thesis reached a group of recommendations and results in which the most important were : reform institutional structures, type of governing ,legislations that suit the needs, and the participation of the Iraqi citiesplanners in these legislations to rectify failure by communicating and achieving social justice.
