تتلخص هذه الدراسة بتحديد تاثير المزيج الترويجي في خصائص الخدمة الصحية من خلال تطبيقها على مدراء المستشفيات الحكومية في محافظة بابل. فهي تروم تحقيق الاهداف الاتية : 1 - وضع اطار نظري يوضح متغيرات الدراسة المتمثلة بعناصر المزيج الترويجي.2 - وضع اطار نظري ي | This study sought to determine the impact of promotional activity in the provision of health service, by applying it to a sample of public hospitals managers in the province of Babylon. This study seeks to achieve the following objectives : 1 - knowledge of the relationship and influence between the dimensions of promotional activity and health service in the study sample.2 - Identify the fundamentals of promotional activity and the provision of health service.3 - stand over the application of promotional activity in the health organizations (study sample).For the purpose of achieving the objectives of the study were planned Hypothetically specify the nature of the relationship between the independent variable dimensions and proportions based variable mode, and for the disclosure of the nature of this relationship has been formulated several hypotheses were tested using the means of advanced statistical, and the application of statistical program For windows - spss - 18, used the coefficient simple to measure the correlation between variables and test the link (z) to know the moral of this relationship, and test (F) to determine the moral regression equation, it was also used (R2) to explain the amount of the impact of the independent variable on the dependent variable. Morgan was chosen Teaching Hospital and the Hospital of Hilla, educational and hospital childbirth and children as a sample for the study.1 - no correlation between each variable of promotional activity variables with the health service variable dimensions and proportions varying relationship.2 - There is a significant effect relationship moral promo activity in the health service..The study concluded with a number of recommendations, including : - 3 - The need for the study sample public hospitals to activate the advertising activity of health services provided by it and contribute to the counseling and health education through the adoption of the traditional means of announcement posters, playlists and radio and television programs in addition to the adoption of modern methods as a network Internet and e - mail.4 - The study sample public hospitals have to pay great attention to the means of sales promotion commensurate with the health services provided to the properties by it to build a mental image is positive for the hospital, such as the provision of ambulances to transport patients to and from hospital, providing free services to a particular medical conditions, creating mobile clinics to provide rapid health services in the requested locations, provide price discounts to patients when asked to repeat certain health service.5 - the government hospitals involving medical, nursing and administrative Mlakatha training courses in the field of public relations for giving them the required knowledge in how to connect and interact with various disease states

تبحث هذه الدراسة في مزيج الاتصالات التسويقية كمتغير مستقل والسلوك الشرائي للمنظمة كمتغير تابع وهي دراسة تحليلية في شركة مصافي الوسط (مصفى الدورة ) وقد تضمن المتغير المستقل خمسة متغيرات فرعية هي ( الاعلان , ترويج المبيعات , العلاقات العامة , التسويق المباش | This study looking at the combination of marketing communications as a variable independently and purchasing behavior of the organization as the dependent variable and is applied study in Midland Refineries Company (Daura) The independent variable included five sub - variables (advertising, sales promotion, public relations, marketing direct personal sales) and highlights the problem of the study to find an appropriate solution epistemological problem of a statement on the relative importance of a combination of marketing communications for the behavior of the purchasing organization in addition to the field problem of the obvious shortage of marketing information in most executives when making a purchase decision in the company, and the study aimed to determine the nature of the relationship between the variables key and finding the level of influence between them in addition to clarify the basic concepts of marketing Communications and purchasing behavior of the organization it has been selected Midland refineries Company (Daura) locations for the application of the study and collected the data through a sample of (82) members of the managers in the company researched distributors in a number of management levels selected respondents intentional the study relied on a field approach, and used the questionnaire as a tool head for the collection of data and information as well as interviews and personal observation and some of the annual reports of the company has been the use of statistical software (SPSS V. 23) and (AMOS) for data and information which included processing (percentages, Weighted Mean, standard deviation, Spearman rank correlation coefficient, relative importance, the coefficient of determination R2, F test, Z test, sequential regression testing). has reached a researcher to a number of the most important conclusions was the following : 1. The existence of a link between the moral and the effect of a combination of Communications and purchasing behavior of the organization relationship.2. the company's management is interested in direct marketing and public relations larger compared with other marketing communications activities in order to introduce the goods and services they sell or need.The most significant recommendations : 1. The need for the company using multiple forms of media, new and innovative combination of marketing communications marketing communications alongside traditional forms.2. Due to the size of the activities of procurement management in the company researched should build an organizational unit that determines which features and its location in the organizational structure of the size of activity it performs.

Then identifies the relationship of impacts among these variables , the importance of this study rise from the significant rule that played by the electronical management in developing the abilities and develop, improve the presented services that ride the institution to fulfil success in achieving their works in High efficiency. The check list used as a method to collect data designed to support the theoretical aspect and distributed on population of (40) samples represented by the chief of directorate, chief assistants , administration directors and units managers in the Directorate of Al - Karkh / Second, (F) test has been used to identify the moral impacts using statistic programs (SPSS22) , the results agreed with the hypothesis of study.The study concludes many of findings, the significant one that there is a meaningful relationship of electronic relationship in achieving success, then groups of recommendations , the important one is the necessity to apply electronic management by the sample circle as it have many solutions of problems such as the negative effect paper treatments, then study concludes with many of suggestions like a foresight that could give beneficial advantages for future studies

The study is aimed at analyzing the relationship between the strategic direction and business re - engineering through a sample that is consisted of (general managers and their assistants, heads of departments, heads of units) in the Ministry of Construction andHousing. The study highlights the problem of the lack of the ministry to the mechanism of implementing the strategic direction and given their role in achieving the business reengineering such as : (human resources, flexible organizational structure, informationtechnology, policies and procedures, leadership) The importance of the study lies in presenting two important organizational variables in determining the success of the organizations, namely the strategic direction and business reengineering, linking their active role can achieve a work environment with the ability to keep up with all that is new in the field of the organization's work, and defining the concept of strategic direction and its relationship to re business Engineering The researcher sought towards a logical answers to these questions,also to provide a briefing on the theory of the strategic direction and business re - engineering, and to identify the nature of their relationship from the point of the impactof the strategic direction in the business re - engineering. In order to achieve these goals, a hypothetical model has been adopted to express the logical relationship between the variables of the study, in which the strategic directionis considered an independent variable that affects the approved business reengineering variable. For the purpose of discovering the nature of relationships, the study has tended to display a set of hypotheses as an initial answers to see their verification, and thus two major hypothesesare provided as follows : 1.There is a significant correlation between the strategic direction and business reengineering.2. There is a significant effect differences between the strategic direction and business reengineering.To implement this study and test its hypotheses, the Ministry of Construction and Housing has been chosen and the descriptive - analytical analysis approachhas been adopted based on the assumptions that are to be provable through practical tests.The studyadopted samples : (50) members of the (two managers and their assistants, heads of departments and heads of units) in the Ministry of Construction and Housing and tested and proven the correlation and impactthrough the statistical analysis using the methods ofmultiple statistical of the most important of the correlation coefficient (Spearman) and the arithmetic mean, standard deviation, and the results showed that the validity of hypotheses of the study and based on those results several conclusions were formulated most of whicharethat the strategic direction has a large proportion of impact on business reengineering and the most important recommendations addressed by the study are the need for taking into account the dimensions of (information technology, flexible organizational structure, leadership) due to their importance in business process reengineering.

يعد تطبيق المواصفة الدولية ادارة الجودة في المشروعات(ISO 10006 : 2003) الاصدار الثاني ضرورة لمواكبة التقدم الهائل في مجال المشروعات, لتفادي المخاطر التي قد تتعرض لها المشروعات ويساعد المنظمات الموجهة للمشروعات( المنظمات المسؤولة عن تخطيط و/او تنفيذ وتسليم) | The implementation of the international standard of quality management in projects (ISO 10006 : 2003) Released the second the need to keep up with the tremendous progress in the field of projects, to avoid the risks that may be exposed to projects and help - oriented projects Organizations (responsible for the planning and / or implementation of organizations and delivery) to get an advantage competitive. The application of international standard moves such organizations from the routine performance in project management to the performance of professional modern strategic character, because most projects oriented organizations have difficulty in evaluating strategic projects due to lack of application of international standard requirements of quality management in the project. Hence the problem of the research in the non - application of international standard requirements of quality management in the project (ISO 10006 : 2003), and not rely on the checklist for evaluating projects. So research aimed to application of quality in project management in the research sample Department of Engineering Affairs / Office of Diyala province, through the preparation of a checklist international standard project management quality (ISO 10006 : 2003), and evaluate the performance of projects strategically in accordance with International Standard quality of the project management. The importance of research to identify the international standard requirements (ISO 10006 : 2003), Second Edition, as well as to provide a broad understanding of the thinking of a firm to manage the projects assisted in the evaluation of strategic projects and to achieve the objectives of the research were to rely on the case study method, which helps in the deep and comprehensive analysis of the problem under study, Use the search and check list for being the head of a tool in data collection, which included (132) items included international standard quality management of project requirements (ISO 10006 : 2003). It was chosen as the Engineering Section in the Office of Diyala province as a location to conduct the practical side in the search for the diagnosis of the gap between international requirements of the standard and the reality of the actual application The research found a lack of interest in the quality of projects and activities for the presence of a large gap between the actual application and the requirements of the standard and its percentage (43.8), which indicates that the application is weak with the requirements of international standard in the research sample. Find recommends applying the international standard of quality management in projects (ISO 10006 : 2003) in a sample of research and benefit from the results of checklists to assess project management practices.

This study aims at identifying the application of banking marketing mix in Rafidain bank in Baghdad, and its impact on customer Satisfaction. Two sets of variables were chosen. The independent variables : banking marketing mix and demographic.The dependent variables : customer Satisfaction.The population of the study was customer of Rafidain bank head quarters. in Baghdad The sample was (150) customer. A quetionaire consist of (74) questions was this tool to collect data, and testing hypothesis was by using SPSS program.Results and findings of the study were as follows : - The Rafidain bank adopted. Five out of the seven marketing mix dimensions, the people and physical evidence had significant effect on customer Satisfaction.The study did not show a significant difference due to demographic variable.

وجبت التحديات وحالات اللاتاكد البيئي من منظمات الاعمال, ولاسيما الصناعية منها, ان تصبح دائمة البحث عن السبل التي تستطيع من خلالها تحقيق هدف البقاء والنمو والاستمرار, لذا ساهم هذا البحث في مواجه ذلك بمتغيراته الثلاثة المتمثلة بـ ( استراتيجية التكنولوجيا, و| The challenges and uncertainty in business organizations, especially industry, necessitated that they every way for the achieving the goal of survival, growth and continuity. Therefore, this research contributes with confronting the three variables of (technology strategy - green productivity, operational distinguishing). The investment of developed modern developed to cope up with the requirements of the age in the production process requires the creation of levels of productivity that exceeds the traditional levels of production, namely, the green productivity, which is a high level of production. This new level will achieve double goals; the first is to maintain the safety and security of the environment against pollution, and the second is suitability with the demand of the clients. Upon that fact, the research endeavor aimed at stating and diagnosing the importance of the secondary dimensions for the technology strategy in achieving the operational distinguishing with the average of achieving higher level of green productivity. The researcher depended on a group of methods in order to test the correlation relations and the effect of hypotheses that were formulated on the correction of the plan by the use of the method of research (descriptive checklist and case study). The Company of Middle Refinery \ Al - Durrah was chosen as the community of the study. The sample included (7) types of the production of the light oil derivatives - the Commission of Oil derivatives as a field of study in order to evaluate the three variables. The research comes up to a number of findings which are result of the intellectual and application aspects tackled by the researcher that diagnosed the reality of the company and the sample of the study. It is found that there is a gap that ranges from (%7 - %20). That means there is partial application of the study variables of the technology strategy and green productivity (independent variable - medium variable). In addition to conducting the quantitative aspect to document and measure the level of their realization quantitatively. The researcher recommends depending on the results of the evaluation of the checklists and the results of the quantitative aspect for both to achieve more work on the ideal use of the resources in a manner that helps to narrow the gap to reach to the ideal level (%100) to achieve better work environment which would be recorded on coming up with a various products that meet the satisfactions of the demanding parties. In addition to that the researcher makes relevant suggestions.

انطلقت الدراسة من ضرورة الاهتمام بهيكل التمويل والرفع المالي والمتغيرات المالية (العوامل) التي تؤثر على نسبة الرفع المالي (الربحية, القوة المالية, السيولة، الموجودات الثابتة، نسبة الضريبة، درجة الرافعة التشغيلية، الحجم، النمو، المخاطرة)، وتجسدت مشكلة الدر | The study set out from the necessity of interest in the financing structure, financial leverage and financial variables (factors) affecting the financial leverage ratio (profitability, financial power, liquidity, fixed assets, tax ratio, the operating leverage extent, size, growth, and risk). The study problem was personified in the extent of the Saudi and Jordanian companies using the financial leverage ratio and the impact extent of those factors on the financial leverage ratio. The study sample involved (20) Saudi corporations and (20) Jordanian corporations in various sectors registered in the Saudi and Jordanian security market for the duration (2008 - 2012). The study defined hypotheses which were tested by statistical instruments like : percentage, mean and simple linear regression based on SPSS program. The study revealed a collection of conclusions, the most important of which were : liquidity is regarded as an effective factor on determining the ratio of financial leverage, for the companies which suffer from low liquidity accumulate short - term debts; therefore, they can not resort to the financial leverage and prefer having fixed assets with high ratio to the total of their assets using the financial leverage, since they borrow at a lower profit rate because the borrowed money is secured by the value of fixed assets

تتلخص مشكلة الدراسة بالتساؤل الرئيس (عدم وجود ادراك بالمستوى الكافي لدور الثقة المنظمية في عملية تقييم اداء العاملين في شركة نفط الوسط؟)، وهدفت الى تشخيص قوة الثقة المنظمية وتقييم اداء العاملين في الشركة المبحوثة، وتشخيص علاقات الارتباط بين متغيرات الدراس | The problem of the research is summarized by a main question (there is no enough perception of organizational trust in employees' performance evaluation process in middle oil company). It aimed at recognizing the effect of organizational trust and employees' performance evaluation process in the mentioned company , identify the correlation of variances of the study and identify the effect style of trust in employees' performance evaluation in which the researchers adopted interference and integrated method. In order to execute the study, class random sample is used upon sample consists of (120) person from the employees of the above company ( in the headquarters of middle oil company). Questionnaire is used as essential instrument in gathering data and information related to this study. (120) questionnaire has been distributed upon the selected persons, out of it (3) three questionnaire are excluded because they were invalid in analysis and (96) questionnaire returned. In order to deal with such data and information, many statistic methods are used such as : (arithmetic mean, normative deviation, percentage, correlation coefficient (Spearman), (Simple Regression) which are used to test the hypothesis of the study. The researched has reached to a set of conclusions, out of them; the availability of organizational trust in the organization that has relation with the effectiveness of employees' performance evaluation process, then its success. There is great effect of organizational trust employees' performance evaluation process. This process reflects the importance of organizational trust in increasing the efficiency of employees' performance evaluation process in the company. The study is concluded with some suitable recommendations for the beneficial of concerned parties which indicates the necessity of starting the company increasing its consideration upon constructing trust between the employees themselves and the administration. Also the higher administration undertakes promoting and consolidate trust within the employees by consolidate behavioral values and construct organizational culture upon work logic and working as team spirit and self - control within the employees

تناول البحث تحليل العلاقة بين التسويق الداخلي والخدمات المكتبية في شركة نفط البصرة وتسليط الضوء على ضرورة الاهتمام بالتسويق الداخلي والخدمات المكتبية وتم استعمال المنهج الوصفي التحليلي واستعمال انموذج سبيرمـــن في الاستبانـة. مشكلـــة البحث تمثلــت بعد | Research Analysis of the relationship between internal marketing and office services in Basra Petroleum Company Highlighting the need to pay attention to internal marketing and office services. The descriptive analytical approach and the use of the Spearman model were used in the questionnaire.The problem of research was not to use the company investigated Internal marketing and office services The research sought to achieve a set of applied goals based on three main hypotheses.The questionnaire was used to collect data and information related to the research, distributed to a sample of 64 employees of the engineering agency, and by analyzing the answers of the employees of the officials (engineering, refrigeration engineering, engineers, administrators, technicians, auditors, accountants) An appropriate measure and statistical tools appropriate to achieve its objectives.The research concluded that the validity of the hypotheses was positive and significant correlation between internal marketing dimensions such as quality of information services, quality of extension services, quality of secretarial services, and field of vision. Adopting internal marketing as one aspect of marketing for the purpose of demonstrating the possibility of developing the reality of performance in companies and work reality. Desktop and archiving In addition to the weakness in how to absorb this modern trend through the adoption of internal marketing as a facet of evaluating the performance of the office and measuring the quality of the performance of the office (with the results showed that the dimension (internal marketing and quality of extension services and the quality of information services and the quality of secretarial services) When the internal marketing trends and trends in the performance and completion of the work and the existence of conclusions regarding the site of the research and made recommendations to the model of the research.

The study is of importance to the importance of the research community and the sample, and then supporting the marketing department in the telecommunications companies in planning the marketing process and taking the appropriate measures related to its recovery. The study aimed to shed light on the philosophy of Entrepreneurial marketing and its application in the Iraqi telecom companies. The study is applied in a number of Iraqi telecom companies and adopted a random class sample of 136 members of the study community, including (Manager, Associate Managers, Division Managers, section Managers, Supervisors, Employees). The study examined a number of main and subsidiary hypotheses about the availability of the level of morale and the relationship of influence between the study variables and the moral differences between the telecommunication companies. Study The questionnaire was used as a key tool for studying the field side of telecommunication companies surveyed. The statistical measures used were statistical analysis programs (AMOS - V23 and SPPS v23). The study reached a number of conclusions, the most prominent of which is that the management of telecommunications companies applied to Entrepreneurial Marketing In companies in the study community attributed to the interest of telecommunications companies surveyed by its subsidiary dimensions, And there have been significant levels of marketing performance and these levels have emerged because of their attention to the sub - indicators. The study recommended the necessity of activating the Entrepreneurial Marketing because it contributes Strengthen of marketing performance, which is a criterion for determining the success or failure of companies and activating the role of government control, as well as interest to stakeholders (government, society, investors, employees, customers).

ان عملية التخطيط المستدام لاستعمالات الاراضي هي عملية شمولية يوازيها استدامة لمناحي الحياة الاخرى لذلك لابد من وجود نظرة متكاملة ووضع سياسات متناغمة من التخطيط المستدام في مختلف المجالات لكونها متكاملة مع بعضها, وهناك دول عديدة شرعت في تطبيق مفهومات التخط | The process of sustainable planning to lands uses is a comprehensive process paralleled by sustainability of other life’s aspects. Therefore, there must be an integrated view and the placing of harmonized policies of sustainable planning in the different aspects because they complement each other. Many countries have applied the concepts of sustainable constructional planning for the purpose of achieving livable cities as much as the environment can offer and absorb, in order to maintain life’s continuity and quality. Iraqi cities suffer economic, social and environment problems, this requires moving towards livable cities “sustainable cities”. Therefore, the research has been based upon a hypothesis which is summarized by that the current planning philosophy and mechanisms are far from sustainable planning principles and thereby this resulted in the accumulation of economic, social and environmental problems in the Iraqi cities. The research took an analytical approach which depended on building a theoretical framework in which the most important sustainability indications were concluded, then applying this to the practical aspect, Al amarah city was chosen as an example of an Iraqi city and the possibility of generalizing the livable cities experiment in conformity with the available conditions and resources. This city has been chosen since it was an economically prosperous city until the end of the seventies and the beginning of the eighties. After the economic deterioration until 2003, the city was able to return to the forefront of Iraqi cities during the period from 2003 until now from the living, security and economic aspects (contrary to the other Iraqi cities) which proves that the policies adopted to the city’s administration and planning are different from the rest of the Iraqi cities. Questionnaire forms were made and given to the study sample which included specialized State employees who have experience in this field. The research determines the most important theoretical bases of the idea of livable (sustainable) cities, their achievement criteria and their planning bases. The researcher was able, through using scientific methodology in descriptive analysis, to suggest the best which can be done in sustainable planning and sustainable development which could be applied to Al amarah city. The most important conclusions which have been reached is that the basis of designing livable cities lies in sustainability, which contribute to reducing the economic, social and environmental problems which have afflicted our cities from ancient times until now. There is also the need to use environment - friendly energy sources since the city’s environment is suffering pollution for many reasons like generators, noise and lack of tree - planting. Among the most important recommendations concluded, is the importance of achieving a sustainable constructional planning which provides livable cities. This must be achieved through the collaboration of all efforts by the departments specialized in constructional planning and the relevant authorities, by support from the local and central governments

The main problem to be discussed was from determining the renewed role of human resources management and its impact in management of knowledge gap and Contribution to the theoretical accumulation in cemented renewed role for the management of human resources and secretions intellectual debate about the management of the knowledge gap in addition Is there a relation and impact between the renewed role of human resources management and management knowledge gap.In order to clarify the relationship between the researches variables, severl main hypotheses have been formed, the questionnaire method has been adopted as a means of gathering data and acquiring financial data with its analysis. The questionnaire was subject to Validity and reliability tests : distributed to 133 one from general Managers The heads of departments and directors of the people and staff of Al - Rafidain bank and its branches.and for analyzing the study data the (SPSS) and ready - to - use programs were used. The main statistical tools used in analysis were : "percentage, frequency, average, diversion, differential factor, Spearman connection factor, simple linear slant ".The statistical methods discharged a number of results, mainly the The existence of a positive relationship between the renewed role of human resources management and management of the knowledge gap and not to mention the effect of the renewed role of human resources management and the knowledge gap management.In the framework of discussing the results, the study forwarded a number of conclusions, mainly that the ability of organizations to identify the renwed role of human resources management and its impact of knowledge gap management has a great impact on diverting it to developing organizations.Finally, the study has submitted anumber of recommendations through which they can deepened the renewed role of human resources management in the Al - Rafidain bank to ensure the deepen of competitive advantage and sucess for it

The present study addressed the "efficiency in using the Kaizen model for the measurement of organizational performance", which is a subject that has never been taken in academic aspects based on the writer's knowledge. The importance of this study comes from being a new subject in management, and relates directly to the continuous development of organizations in both private and public sectors.The argument of the study is summarized by some important questions like; does the efficiency of Kaizen model depend on the availability of suitable capacities and resources for the success of the self - assessment process? The aim of the study is to investigate the ability of the organizations under this study to use the model, and highlighting some essential requirements for its success. For that aim, an assumption was made that the organizations under this research have an acceptable level of competence to use Kaizen model to achieve organizational success. In addition, in order to verify this assumption, a questionnaire was used as a main tool. It was answered by a representative sample of Assessment teams' members in the following public organizations : The General Inspector office of the Ministry of Youth and Sport, General Inspector office of the Ministry of Education, General Inspector office of the Ministry of Municipalities and Public Works, General Inspector office of the Establishment of Martyrs, and the General Directorate for Industrial Development. The sample included 52 members. The data was collected using many methods like questionnaires, field visits, and personal interviews. In addition, several measurement tools were adopted to get the results including percentages, Arithmetic mean, standard deviation, and the coefficient of variation, with the help of the statistical program SPSS.The study shows important findings. First, Kaizen model is suitable to use with the activities and processes of the chosen public organizations. Second, the results of the organizational Performance assessment are not taken into consideration most of the time, which leaves the assessment as a routine process without any reform outcomes. This weakness is a result of the absence of any organizational environment that can develop a changing culture within its different managerial levels.Finally, the study ends up with some recommendations : 1) The important need to invest and adopt Kaizen model to analyze the internal organizational environment in order to highlight the strengths and weaknesses of the organizational performance2) Spreading awareness about self - assessment and continuous development's culture in all managerial levels3) Increasing the knowledge of employees about modern best practices and their efficiency in developing the organizational environment

يعد التطبيع التنظيمي احد المفاهيم الادارية التي استحوذت على اهتمام كثير من الباحثين في مجال الموارد البشرية والسلوك التنظيمي لاثاره الايجابية في كثير من المتغيرات المنظمية الاخرى. واستنادا الى ذلك هدفت الدراسة الى معرفة الدور الذي يمارسه التطبيع التنظيمي | The organized normalization consider one of the administration concept which attract the intension many of researchers in human recourse and organized behavior to his positive effects in many of regulatory variables. Based on that , the study was prepared to find out the role played by the regulatory normalization of the three stages (pre - access, confrontation, stability) in dealing with problems of work stress. This was done in the colleges of the University of Al - Qadisiya of (17) College, supported on mainhypotheses emanating of them sub - hypotheses to test the relationship and influence between the its variables.The study adopted descriptive and analytical approach by using descriptive style in the theoretical side and the statistical analysis at the practical side, and are designed for this purpose administrating a questionnaire that suitable for nature of the study and its objectives as an essential tool for data collection , and that was processed using a number of statistical methods (Mean weighted, standard deviation, relative importance, the correlation coefficient of simple Sirman, test F, the coefficient of determination) which was distributed to a sample of (47) employees of the deans of colleges the University of Al - Qadisiyah and their assistants (scientific and administrative) and after collecting and dispersing and data processing statistical program (SPSS) and in the light of the results the study had reached a set of conclusions, namely The University of Al - Qadisiya and through its colleges of the study sample was able to hiring and investing the change in the regulatory normalization of events more changes to deal with the pressures of workproblems. But there are differences in the moral influence of the subvariables (stages) in dealing with the problems of the pressures of work, this change has appeared in (phase stability) larger than the other stages (preaccess, confrontation).Whenever the study came out a set of recommendations which can contribute to strengthening the positive aspects and address the negative aspects of the study sample colleges the most prominent the use of modern methods of normalization and developed methods of modeling behavior for the normalization of personnel and the mitigation of pressures of work facing them.

تهدف الدراسة الى معرفة مدى تطبيق وزارة الشباب والرياضة العراقية للانشطة التي لها علاقة بوجود استراتيجية واضحة للتدريب واثر ذلك في مستوى اداء االمشاريع الشبابية فيها، ولقد تكون مجتمع الدراسة من التشكيلات الادارية التابعة للوزارة، اما عينة الدراسة فتم اختي | The study aim to investigate the application of the Iraqi Ministry of Youth and Sports to the activities that are related to a clear strategy including training and its impact on the performance of youth projects. The population of the study are the administrative formations of the ministry. The study sample is a random sample of the ministry employees which covers 50% of the study population by 10 departments. This study targeted the employees and directors of the ministry that work in the departments concerned with training, trainers to the ministry directorates and trainees in economic empowerment which include how to develop a project courses held by the ministry through forums across the provinces of Iraq. The questionnaire was used as a tool for data collection. The study was conducted on 150 questionnaires collected from the ministry. Several conclusions were found, including : 1. There was a positive statistically significant relation between the application of the stages of the training process from a strategic perspective and the youth projects performance at the ministry of youth and sports 2. The presence of a statistically significant positive correlation between the extent of the senior management involvement in training strategy and the project performance. 3. The results of this study showed that there are some constraints that face these companies when adopting an effective training strategy for training such as lack of organizational culture and highly qualified trainers and the rigidity of the laws and regulations. Finally, this study concluded a number of recommendations that include the need for the top management at the Ministry of Youth and Sports to provide more attention and support for a clear training strategies of the overall ministry strategy, as well as the need for specialized training programs provided to its members, and to apply the training methods that suit the ambitions and aspirations and needs of young people.

For the former reasons the research problem crystallized in not to identify all green manufacturing companies in the industrial system requirement, and the lack of a checklist to assessing those requirements. Therefore, the aim of research into Identification of green manufacturing system requirements and Design checklist on according to the proposed green manufacturing system requirements so that it can assessing the availability of green manufacturing requirements and diagnosing the gap between the reality of the actual manufacturing and green manufacturing requirements of the proposed system in the factory sample. تهدف الدراسة الى تشخيص دور الاصلاح الاداري ( كمتغير مستقل) في ترشيد نفقات موازنة الدولة (كمتغير تابع) من خلال ابعاد الاصلاح الاداري المتمثلة بــ (التطوير التنظيمي، والترشيق الوظيفي، ومكافحة الفساد الاداري) مع متطلبات ترشيد النفقات العامة التي يفترض من اجه | This study aims at diagnosing the role of the administrative reform ( as an independent variable ) in scanting the country's budget expenditure ( as a subsidiary variable ) throughout the administrative reform dimensions represented by ( systematical development , job scantiness and combating administrative corruption ) and the general prerequisites of the expenditure scantiness which are supposed to be controlled by the governmental authorities which precisely determine the objectives the priorities , social justice and achievement control. The problem posed in this study is represented by the excess in the government's responsibilities and its excessive needs for general expenditure at the time there is scarcity in the resources which should sponsor the general budget, which leads to a continual budget deficit as well to the absence of clear - cut aims, of specifying the priorities and of control. this study is based on the assumption that the administrative reform for the country 's institutions is conducive to the scantiness of general expenditure concerning the country's budget. To illustrate the relationship between the variables of the main study and the subordinate study, two hypotheses have been formed, of which the main hypothesis concentrates on the existence a statistical indicator related to administrative reform as to the scantiness of expenditure related to the country's budget. the study relies on the analytical and descriptive approach when treating its variables with the help of the criteria agreeable with the aims and the nature the environment of the ministry in question ( the ministry of finance ) throughout using a number of statistical means to attain the required results such as using a factor analysis, repetitions, percentages, accountancy domain, criterion deviation and relative significance. The study has been applied to the ministry of finance throughout distributing a questionnaire which consists of 30 questions to a sample formed of 40 officials from the center of the ministry including a general director , assistant of a general director , department director and a director of sub - department , together with experts working in it and a group of officials who have long worked in the ministry. all the data have been collected from the processed sample which has been subjected to the descriptive and statistical analysis using the statistical programme called ( amos - VRR 23 and spss - VER 23 ) The study has concluded a group of findings of which the most important ones are : - there is a relatively strong relationship __a positive one inferred from the results of the statistical analysis__ with the variables of the study ( administrative reform and the scantiness of expenditure for the country's budget ), which emphasizes the truthfulness and compatibility of the major and minor relevant hypotheses, and the institutions' need for scantiness. the findings also show that the process of wasting the public financial resources and the increase in expenditure on non - productive sectors will lead to a greater opportunity of stealing and pilfering supporting many aspects of corruption. Finally , the researcher presents some recommendations necessary for preserving the public financial resources, of which the most important one is directing the processes of expenditure on productive projects in all the relevant sectors to ensure bringing about the financial revenue and social progress.

تعد المهارات العقلية والمهارات المعرفية من اهم انواع المهارات التي تساهم في انجاز قادة المنظمات لاجراءات العمل بشكل متميز من خلال التكيف مع ظروف البيئة الداخلية والخارجية، وبالتالي تحقيق الاداء المتفوق عن باقي المنظمات. وبناءا على ذلك تبلور الاطار الف | The mental and cognitive skills is one of the most important types of skills that contribute to the achievement of the leaders of organizations for the procedures of reason seamlessly, through adaptation to internal and external environment conditions, and therefore achievement distinctive and superior performance for the rest of the organizations.Accordingly, ideological and practical context to take shape for this study in order to clarify the philosophy of the role of both the mental and cognitive skills to achieve superior performance, as well as trying to find solutions the prevailing problem in the Ministry of Science and Technology. Namely, an inability in achieve superior performance, because there are deficiencies in the levels of the mental and cognitive skills for the officials in the Ministry or in the integration of those skills.It has been depend on the practical approach in the study, as an approach helps to comprehensive and accurate analysis of all the details of study problem. It has also been depend on the form of a questionnaire essentially as means to collect the data on the study, as well as compiling many data by identifying the actual reality of the Ministry.The study population represents seven scientific offices within the Ministry of Science and Technology, has identified sample of the study represented directors, their assistants, departments and scientific centers directors and the seven offices that have been selected for the study and number reached 127.Questionnaire was used as means to collect the data and information on the study, as well as compiling a lot of data and annual reports (2011 - 2012 - 2013 - 2014 - 2015), and by identifying the actual reality of the Organization researcher ( the Ministry).Researcher reached through study at the practical side (analysis and testing) to a group of intellectual, theoretical and the other practical conclusions, which identified the fact in place surroundings of the Ministry. The most important : attention of the officials in the Ministry of Science and Technology rather well what proportions mental and cognitive skills, and lack of interest in proportions superior performance.Based on those conclusions, the study recommends increased attention to leaders in the Ministry of Science and Technology proportions mental and cognitive skills, as well as a big focus on the proportions of superior performance, as well as finds a formula official relationship between the Ministry and state institutions other inside and outside Iraq.

This paper had used the higher education sector as its main body of analysis. The sample consists of fifty managers from different managerial positions, both department managers and sub - division managers, from the University of Missan. The study used the questionnaires as the main method to collect information and data. The research aims to test the main hypotheses of correlation and impact among the test variables in order to answer the research argument and reach the targeted aims. A group of statistical tools such as arithmetic mean, standard deviation, relative importance, coefficient of determination, simple linear regression, and spearman coefficient are used to analyze the information and data. The research reaches several conclusions that support the main hypothesis of this paper. Among these conclusions is the dominance of the laws, regulations, and procedures in every aspect of the university’s work. The work is conducted through work regulations which do not permit the workers to operate out of familiar procedures. This is due to the administration’s fear that employees will breach the regulations, which would impact negatively on the university’s operation. The study also finds that the University of Missan does not distinguish the innovative employees correctly; this is either due to discrimination against them by managerial offices, or the university’s neglect of innovative employees and lack of appreciation for their contributions in the development of the university. In light of the findings in this research, the paper makes some recommendations. Most importantly among them is the necessity of treating organizational barriers preventing innovation in department managers’ offices and their sub - divisions. The research also recommends the adoption of a particular mechanism to distinguish innovators and increase the suitable financial and moral incentives, to allow them to partake in decision - making.

The study data to the banking sector index of the Iraqi market for securities, where the study examined the nineteen banks shares of banks listed on the market.Before going to apply the study of market anomalies have been identified at the level of efficiency of the market for securities Iraq study, where they were determining the level of efficiency of the Iraqi market for securities entirely during the study period and for an extended time to five years.The test used in the study hypotheses and parametric statistical methods and non - parametric regression analysis, and the imposition of the president is "not the existence of anomalies in the Iraqi market for securities. The study is the overall market is Iraq does not have the competence according to the weak form of market efficiency, and the results showed as well as the lack of effect of month of the year, and the lack of impact of a quarter of the year, and the lack of effect size and in the time frame of the study period, according to the statistical methods used.

In spite of all that, woman still suffers to find her actual social entity status; therefore this study seeks to identify this status by her structural independent entity in the government. The researcher was based on drawing possible scenarios for The State Ministry for Woman Affairs and applied of Measures that inconsistent with objectives of researched environment where four scenarios have been drawn, namely (first scenario : State Ministry for Woman Affairs, Second Scenario : The Ministry of Women - the portfolio, Third Scenario : The Independent Commission for Women's Affairs, Fourth scenario : Merge the national machinery for women's affairs with another institution). The researcher expressed the problem of the study by a set of theoretical and practical questions that have been formulated in the form of hypotheses. The study applied at community representing The State Ministry for Woman Affairs and the sample consisted of two types : The workshop sample and case study sample to answer (46) questionnaires such as current and ex ministers, members of the Committee of Women in the House of Representatives, civil society organizations and the staff of the ministry - community of the study. Data were collected via workshop and the form of questionnaire which included (72) questions were distributed among the four scenarios mentioned previously, their answers have been subject to descriptive analysis using measures of Central Tendency as well as Factor Analysis through electronic calculator within the program (spss ver. 10).The researcher found a number of conclusions and recommendations , the most important that there is a clear tendency of consensus to choose the second scenario as a special machinery for women's affairs represented by (The Ministry of Women - The portfolio) as a real structural machinery to get the woman's rights in the future.

استندت هذه الدراسة الى فكرة مفادها ان لمجالات الاصلاح الاداري دورا فاعلا ومؤثرا لاحداث نقلة نوعية في تحسين كفاءة اداء الموظفين في الشركة العامة لتجارة المواد الانشائية واعادة الهندسة الفكرية لهذه الكفاءات لصيانة حال المنظمات العراقية على وجه العموم وال | This study is based on the idea stating that fields of administrative reform plays an active and effective role in creating a quality transformation in improving the performance efficiency of the State Company for Construction Materials Trading and re - shaping the intellectual engineering of these competencies to enhance the of Iraqi organizations in general, and the company in question in particular. The study aims at pinpointing the scopes of administrative reform as an independent variable for its fields (human resources development - spreading and supporting electronic governance, developing standard work systems and procedures) as secondary variables in improving employees performance efficiency, the dependent variable, in its aspects (competence, efficiency, increasing productivity) as secondary variables at the Company under study. The study relied on descriptive analytic method in dealing with its variables, based on measurements conforming to the Company’s goals and nature, in addition to descriptive and statistical methods in processing data. The problem of the study was expressed through a number of theoretical and practical questions put in a hypothetical diagram for the study, from which a number of major and minor hypotheses emerged. The study was applied to a sample of (41) employee at the levels of : general manager, assistant manager, department head, and division head. Data was collected through a questionnaire containing (56) questions covering the aspects of the study. The questionnaire was analyzed descriptively and statistically by using electronic computer to obtain the results through statistical application. The study reached a number of conclusions, most notable among them is that there is a significant correlation between the variables of the study at the company under study. This indicates that the hypotheses of the study are correct, in various degrees. Based on these conclusions, the researcher made a number of recommendations.

The study aimed to evaluate and develop quality standards in the education sector, through sampling the opinion of stakeholders the current standards and make the development of it, as it is the basis for important quality in the development of the educational process through diagnosis of the strengths and weaknesses in the education sector, as it notes the existence of problematic standards in the current standards and thus their inability to diagnose the actual reality of education, the study was based on Exploratory study method and homeliness and field interviews with those involved in order to get the data, it has been a form design included the proposed standards for adoption instead of the current standards, and have been applied study on a sample of supervisors administrators and supervisors jurisdiction, school principals and teachers within the education categorically third Karkh Directorate, has also been used a number of statistical methods and standards including : the arithmetic mean of the reference, the standard deviation, the relative importance test T - test, the global exploratory analysis and so with the help of statistical program (SPSS) : The current study findings to a set of conclusions was the most important : The existence of a concrete blurry and weak when some managers regarding the application of knowledge standards, accompanied by a lack of interest in the subject of how to view the lesson to the students, with the shortening and clear by the knowledge managers of modern teaching methods. The study concluded a set of recommendations Perhaps the most important : the need to the attention of teachers using modern methods of teaching enables students to understand easily and clearly is using the methods used in the distinguished schools with increased support and develop managers and teachers the ability to establish positive relationships with students and colleagues at work, taking into account the need to adopt standards proposed and obtained the agreement of the study sample.

يهدف البحث الحالي الى تحليل شخصية الافراد العاملين، والكشف عن مدى تاثيرها في نتائج اعمال المنظمات في ظل حزمة المعتقدات الذاتية لهم، والمتمثلة بما يؤمنون به من قيم وافكار ومبادئ، واجراء اليات الاختبار بغية التعرف على طبيعة نوع ومستوى علاقة الارتباط والاثر | The current research aims to personality analyzing of Individuals working, and disclosing to what extent their impact on results of the organizations under the self - belief , and to what extent they believe in values, ideas and principles. Making a test as to know and to identify the nature of type and level of relationship correlation and impact the current research coefficients represented into five dimensions of personality (Conscientiousness, Emotional stability ,Extraversion, Agreeableness, Openness to Experience) The independent variable. And the self beliefs package (Stimulus, Quality, Job Satisfaction, Rotation towards reducing absenteeism) mediator variable. And the results business of organizations (Organizational Factors, Leaders Behavior, Reward Systems, Job Design) dependent variable. The importance of research lies into its uniqueness from other research as it is more comprehensive and wider; it combines three variables that have not been previously addressed in this manner either on local or Arab levels, besides it has not been indicated in previous studies that adopted three variables. thus, the research comes as to contribute into knowing the behaviors of workers , As most of the research and studies for the personality dimensions of the five were linked to the psychological aspect and very little regard to the regulatory, as were most of them within the framework of the relationship and the impact of the five dimensions of personality concerned, or modernity, or the help of others, or their relationship to satisfaction life or career commitment, and therefore it is far from the organizational behavioral of thought. So search came to contribute to the identification and understanding of the behavior of workers and forecasting. The researcher has selected the ministry of Science and Technology as to apply the scientific side with total sample size of (325) individuals. The researcher has adopted a random method as to select the sample. The researcher has depended on questionnaire as being considered as a basic means to gather and to collect information and data in addition to interviews and remarks , the researcher has put down during he stay as to carry out the completion of the field side. Besides , data and information have been processed by using a number of statistics methods including standard deviation, relative importance, and the coefficient of Spearman to determine the correlation, and (R2) to determine the impact of relationship within the statistical program (SPSS / V20 ), as well as the program (Amos) to analyze the track. According to this methodological framework for data search.it has been planned hypotheses of the research and working to verify the hypotheses identified by the researcher that numbered (8) hypothesis main including the (32) sub - hypothesis Combines the three variables examined. ساهمت ثلاثة متغيرات لتشكيل الاطار الفكري والفلسفي لهذه الدراسة, والتي تمثلت بـــــ (التيقظ القيادي، التفوق الذكي، الرافعة المعرفية )، فاستثمار واستخدام المعرفة وبشكل متكرر من قبل القادة يسهم وبشكل فعال واساس في رفع قيمة المنظمة، والذي يتحقق بدوره من خلال | Three variables interact to form the conceptual and philosophical framework of this study; these were vigilance of leadership, intellectual excellence, and achieving knowledge leverage. The investment in knowledge and using it frequently by the leaders, actively contribute to increase the value of organization, which can be achieved by a combination of leaders awareness of (both internal and external environment variables), futuristic envision planning and availability of the necessary support to provide an environment that fosters their organization superiority; and it is not just any superiority we are talking about, it is an intelligent versatile superiority.The study targeted the problem that the leaders have a limited awareness of the effects of vigilance and availability of intelligent superiority support at the knowledge business level and at the projects and scientific research level on the organization scientific advantage. Moreover, there is a lack in promoting and advertising the organization achievements to the public and other organizations. This study target is to answer the above questions and to define the level of achievement by the study variables and how the knowledge was invested in addition to providing solutions to the problems facing that organization, especially how to achieve the scientific leverage and adopting ways to help maintaining leaders awareness and intelligent support, so to be able to better the organization. The organization under study comprises the seven divisions at the Ministry of Sciences and Technology. We identified two layers of samples. First, the administrative leaders (170 directors). Second layer, represented by the employee (128 employee). We have formulated 7 main frame hypotheses with 21 sub - hypotheses, we tested these by appropriate statistical methods. We used questionnaires as a tool for collecting data and information related to the study. Moreover, the researcher collect a lot of data through her evaluation of the actual work environment of the ministry. The researcher has found a group of theoretical and practical conclusions that described the work reality in the environment of study, one of the main findings is the ministry faired average in regard to collaboration between the leadership vigilance and scientific knowledge superiority to achieve knowledge leverage, so the main recommendation focused on a group of practical measures; some of these are related to governing law and regulations while the others are related to attending training seminars and workshops and removing all obstacles toward the best use of the gained knowledge and all available knowledge resources in the ministry. Moreover, we suggest establishing a formal relationship between ministry of science and technology and other institutions inside and outside Iraq. It is better to establish a special committee to supervise the coordination between these parties in terms of developing the scientific research and choosing the subjects, which benefit the other ministries. This committee must choose different research with different approaches to prevent duplication of researches, as the similarity of researches is the main reason behind underutilization of the scientific research; this committee should aid in applying for patent rights.

يتناول الباحث في هذه الدراسة تحديد " دور القيادة الريادية في عملية استثمار الموارد البشرية " دراسة تحليلية في تشكيلات وزارة النقل العراقية , حيث سعى الباحث الى اختبار علاقة وتاثير القيادة الريادية بابعادها المحددة بالمباداة , وتحمل المخاطر , واستغلال الفر | The study deals with “identification of the Role of Entrepreneurial Leadership in Human Resources Investment Process”, an analytical study in companies affiliated to the Iraqi Ministry of Transportation, where as the researcher has endeavored to examine the relation and influence of Entrepreneurial Leadership with its proactive - specified dimensions, risk - taking, opportunities investment, creativity and invention in human resources investment process, with its specified dimensions : knowledge, training, enriching the live of employees and achievement.The researcher has specified several hypotheses for his study, included two main hypotheses and eight secondary hypotheses, in accordance with essence and queries of this issue, In order to examine validity or non - validity of these hypothesis, the researcher has prepared a questionnaire that contains variables for descriptive pattern which have been implemented by the Director Generals of the companies affiliated to the Iraqi Ministry of Transportation, as well as their assistants and managing directors, who represent the top of administrative pyramid in the Ministry.The study reached a number of significant conclusions, of the most important is the distinct role of Entrepreneurial Leadership in human resources investment process. This role is apparent from the form of relation through analysis process among variables, in addition to the effective impact of the Entrepreneurial Leadership and its own proactive - specified variables, risk - taking, opportunities investment, creativity and invention in human resources investment process with its specified variables : knowledge, training, enriching the live of employees, and achievement.Finally, the study has submitted a number of recommendations through which Entrepreneurial Leadership’s role could be deepened within companies affiliated to the Iraqi Ministry of Transportation to enhance its competitive advantages

This study was applicated in the General Directorate of Education Baghdad \Rusafa 2. About (80) directors from various levels (director of department, director of division ? unit official) were involved as samples to gather information.Questionnaire was depended as a main method for getting information Concerning this study. The statistical program (spss) was used to analyze the final results of the answers to the questionnaire. Interviewing a number of directors of the surveyed organization was to enhance the questions of the questionnaire and clarify its sections as well. the study was produced by testing a number of main and sub hypotheses. The results have produced a relationship of connection and impact of organizational detriments of its dimensions (organizational structure communication, organizational culture, Information Technology) to manage change in the surveyed organization. The study also has produced a number of recommendations, the most prominent of which was emphasis on developing and enhancing the process of technological change in the surveyed organization. This was achieved by using work techniques systems and equipment of new mechanism as well as using various new technology methods to diagnose and resolve problems faced and the need to focus the attention of the surveyed organizations in organizational structure and make it more flexible in order to be in response to the requirements of change as well as to enhance the role of communications in the surveyed organization because of its impact in coordination processes between the various departments at all levels in order to achieve the goals of the organization

The theoretical problem happens basically due to the dearth of the studies and researches dealing with studying and analyzing the role and the relationship that link the variables. While the scientific problem is from the real challenges that face the Iraqi organizations which are demanded to achieve the sustainability and how to preserve it through the renewal operations which should be carried out continually. This study has been carried out because of the relationship's importance among the three variables in the labour organizations in order to test and diagnose the relationship's level and the possibility of its implementation in the application's environment represented by the colleges of the Mustansriya University (College of Medicine, Engineering, Sciences, and Education). In order to achieve the goal of the study, seven major and minor hypotheses have been tested. The sample of the study contained (204) male and female persons from the teachers staff of the mentioned - above colleges. The data and information were compiled via a poll consists of (48) questions in which the amounts of data had been processed statistically through several statistical means such as ( the Percentage, the Probable Arithmetical Medium, the Standard Deviation, the Relative Importance, Spearman Ranks' Correlation Coefficient, the Test of F, T., the Track Analysis). The study has reached several conclusions in which the most prominent is represented by the existence of the direct correlated relationship and the impact of talents' dimensions and the organized persistence as well. The study has also concluded a group of recommendations such as the necessity of the transformation into the concept of employing the talents' management which depends on using cognition and information through forming an integral strategy of the labour of the Iraqi universities and colleges in addition to the labour of the university management to achieve the optimum usage of the human resources and to allow opportunities for the qualified people through providing them with a suitable labour in order to encourage them to achieve scientific inventions and prospective ambitions towards creating an organized persistence prototype. Finally, the university's colleges should employ the talented individuals according to their specializations in the proper administrative centers by depending on the results of the talents management performance assessment to upgrade the level of the colleges in addition to attract the competent staffs along with talented people of seldom specializations to fill the gaps in the colleges

This study aims to show the role performed by service quality in development profits of organization in a suitable way for requirements of end users and their needs and desires.It has been also define the relationship and impact of quality of service and improve profitability of the organization. Therefore , supposed plan have been adopted show relation between variations and effect of each on. Two hypotheses derived from them secondary hypothesis done by testing with suitable statistical tools.Iraqi Air Ways Company have been chosen as a field for performing this study and collecting by Questionnaire form for data and distributing (150) forms supported by personal interviews, field notes and yearly reports for company for boosting data analysis by using (SPSS).The study results showed no relationship between the impact and the quality of service and improve profitability.This study reached to numbers of results , most important are : There is no direct contact between Marketing department and company branches in the main headquarter for Iraqi Air Ways because branch of marketing lie in Al - Sadoon region and independent quality and there is no existence for unit representing branch in the concerned headquarter , and outputs didn’t give positive impress about service quality which supported indicator of profit which lead decision makers in higher administration for Iraqi Airways to hold responsibility of work by interested in this scale for development profitability , and Delay dates of Air trips causing worry for travelers

جاء البحث من ضرورة الاهتمام بالمعوقات التي تقف امام تطبيق مفاهيم ادارة الجودة الشاملة من خلال اطار التحليل الاستراتيجي الذي يهدف الى تزويد المعنيين بالمعلومات المهمة بقطاع المشاريع الانشائية وتوضح لهم الانحرافات الحالية والمحتملة التي تحدث في اثناء عملية | The research comes to focus on constraints which face the application of total quality management concepts within the framework of the strategic analysis, which aims to provide stakeholders with important information related to construction projects sector and illustrate current and potential deviations which occur during the design process, implementation, and the works in order to overcome them, and correct the ways and minimized the threats which challenge the work of the projects department office.The theoretical side for the research problem outlined that construction organizations is going toward avoiding the delay problems which occur in construction projects as well as to reduce the cost for maintenance, rehabilitation and the cost for spare parts requests due to errors in the design or implementation, or the weakness of the executed company.The aim of the research is to identify the most fundamental obstacleswhich face the application of total quality management.The research tackles the importance of strategic analysis for the construction sector and its role in identifying the obstacles which prevent to carry out the aims" TQM" such as reducing of cost and time too, as well as achieving high quality.The research outlined two theoretical assumptions which had been tested via statistical tools for example , the arithmetic mean, and the relative importance.The office of projects department had been chosen, which is represented by the party responsible for the implementation of the project (specialist center for nuclear treatment and radiotherapy ).The research has relied on scales which were used in previous studies after they have been adapted to suit The objectives of the research and the nature of the Iraqi environment.The researcher concluded multi results as the most important of them is the lack of interest of the office ,under the study, with external threats which surround the organization which lead to hinder the application of total quality management requirements" TQM. The researcher suggested to pay the attention by the surveyed office with the total quality management requirements to create a state of balance between what is planned for and what is actually achieved on the ground, follow - up the implementation for the purpose of correcting the ways in its times, and the occurred errors shouldn’t be allowed to be accumulated as it would be too difficult to be controlled in the future.

تشهد الاسواق العراقية اليوم تحديا ومنافسة شديدة من السلع الاجنبية المماثلة للمنتجات الوطنية اذ اصبحت تلك السلع خطرا يهدد الصناعة الوطنية ولمواجهة هذا التحدي والوقوف بوجه هذه المنافسة اوجب على المنظمات العراقية ضرورة رسم استراتيجياتها الكلية بناء على ال | Iraqi markets witnesses a challenge and competition from the foreign products similar to the national products. These products began to pose a threat to the national production. To face that challenge and to confront the competition, the Iraqi organizations have to draw their strategies based on the care for the quality of their products. Hence, the importance of the research is attract the attention to the higher administration in the State Company for Mineral Industries in particular and all the national companies in general to the necessity of considering the quality dimensions when designing the products and showing the importance of these dimensions in achieving the highest revenues of the company, and spread the awareness for all the administrative levels in the company with these dimensions. These have a role in promoting the national product to be a parallel to the imported foreign products in addition to the enhancement of legislations that limit the random importation of foreign products. The present research aims at testing the effect of the quality dimensions aims at testing the effect of the quality dimensions (performance, characteristics, dependency, compatibility, durability, usability, aesthetic, quality) in the strategies of protecting the national product (enhancement of the law of costumes, enhancement of the Iraqi product production, enhancement of consumer protection law). That was done through a questionnaire form to the sample from the State Company for Mineral Industries of (54) persons. The obtained results of the form were analyzed and processed statistically. The research depends on a number of statistical methods such as (arithmetic preferred means, standard deviation, relative importance, Limitation coefficient R2, simple correlation coefficient, Z - test, and F test). The research comes up to a number of findings such as : there is a significant weakness in the realized quality (the impression generated by the consumer towards the product), and a poor interest in product quality standards the consumer prefers the foreign product because its outside appearance. The study also concludes the most of the sample members have no knowledge of the law of consumer protection, and of the costume tariff law, and Iraqi product protection law which have the effect of protecting the Iraqi market against the invasion of the national products. The research comes up with a number of findings about the variables of study such as the necessity of working in the tariff and the law of Iraqi product protection and also applying more effectively the law of consumer protection and educating the consumers about their rights on one hand, and caring of the study system with the quality standards on the other. That will enhance the laws pertaining to the protection of the national product over the foreign products. Thus, the national product will attract the attention of the consumers and achieve the greatest share on the local markets.

تعد التحالفات الاستراتيجية احد اهم الخيارات الاستراتيجية على مستوى المنظمة ككل في ظل حدة المنافسة والمخاطر والتهديدات التي تعيشها منظمات الاعمال اليوم اذ جاء بحث ( المتطلبات الادارية والفنية وتاثيرها في نجاح التحالفات الاستراتيجية ) لايجاد اهم متطلبات نجا | This study highlights the strategic alliances between the public and private sectors and the requirements of the success of these alliances, where this study aimed to identify the concept of alliances and the importance of and justification for doing so search on the administrative and technical requirements for success and identify these requirements and give each of them its importance in achieving strategic alliances successful have included study two major variables strategic alliances and the requirements of success in two - dimensions administrative and technical, and we define strategic alliances here as : the strategic choice based on the replacement of competition and conflict, cooperation, leading to the unification of efforts to control the risks and threats and participation in profits and benefits tangible and intangible gains.The administrative requirements of success has been expressed as : a combination of factors related to the administrative aspects which, if available, all or a large percentage that in wishing to establish a strategic alliance organizations will ensure that the success of the alliance, either the technical requirements of success expressed as : a combination of factors concerning workers in strategic alliances as the human resource is based mainly in the success of any such objective factors and the exchange of expertise and information systems.In order to detect the nature of the link and effect relationships between the independent variables (administrative and technical requirements of success)and dependent variable( strategic alliances) have been put forward two major assumptions that the success of strategic alliances is linked to and affected by the provision of administrative and technical requirements for success note that these requirements have been collected with the help of scientific sources and taking the opinions of the Masters arbitrators with the views and experience of the research community and after it was important to determine the requirements necessary for the success of strategic alliances between the public and private sectors and necessary, the questionnaire method was used for the collection of statistical data and prove hypotheses.In the end, the study reached a set of conclusions was the most prominent determine the administrative and technical requirements necessary and that must be provided when the contract any strategic alliance was the most important administrative requirements are the importance of the presence of security and stability for the holding of successful alliances and possession of allied organizations full readiness to exchange experiences and knowledge in the administrative aspects, either technical requirements It was the most important possession of working in alliances dedication and sincerity to work with confidence and provide transparency between staff workers. Where he also concluded during the study of the technical requirements for success are the most influential on strategic alliances.Either of the key recommendations that emerged from the study is the importance of looking for success requirements of the alliance and try to provide the most percentage of them with a focus on human resources training and development, with the importance of having high belief in leadership in the importance of strategic Alliances and make it work in the toughest conditions.

One of the main reasons for the researcher to choose the subject of The impact of the training elements in enhancing the performance of employees as an applied study in the Mayoralty of Baghdad , Due to the importance of training for the workers in the service departments and develop their skills , experience and functional knowledge on an ongoing basis which leads to develop their performance. The research problem was that some believe that the individual does not need to train as he acquires experience through fieldwork. The research sample included staff from different specializations (administrators, technicians, accountants, engineers) from the sections of Administration Department in the Municipality of Baghdad. a sample consisting of 40 trainees Was randomly selected include 20 males and 20 females ,some information had been collected about them such educational qualification , years of service and the number of training sessions in which they participated. The researcher has built its research tool which is a questionnaire consists of 31 questions divided into two axes : the first axes about the trainee opinion about the training programs, the second axes : the impact of training programs to improve their job performance and how they agreed on the questions mentioned in the questionnaire. the researcher also prepare Modulus of Sincerity and consistency to the research tool , Statistical analysis was performed to the data that has been collected through the questionnaire by using the Statistical Package (spss) to evaluate the fields and aspects that the questionnaire seek to display and to show the importance of the training program in improving the workers performance within the organization mentioned in the research. As well as testing of scientific hypotheses that set for determine the correlation and the impact of training programs on the employees performance.The most important results that have been obtained from this research : 1. The training programs are not commensurate with the needs and aspirations of the employees and their desires to develop.2. Commit with the time of the training courses.3. Deficiency in use a variety of clarifying tools in implementing the training programs.4. Weakness in providing practical examples commensurate with the theoretical content of the programs.5. Openness and harmony of the trainers with the trainees and their interaction in discussion and accepting suggestions.6. the administration support did not live up to a high degree to the training programs and did not get enough attention.

The independent variable included five sub - dimensions , and dependent variable , were interacted to form the frame work which around the study revolves and which is aiming to define the impact of the strategies of supply chain; as an independent variables , on product cycle as dependent variable (product life cycle) ; since the industrial segment represent the most important one of the baselines together with the service segment to build the economies of all countries and their development , so the researcher has defined the Iraqi industrial segment to be a community for study represented in the state company for construction industry , which consider the column base to the ministry of industry of Iraq. Data has collected from all section of company , from managers , officials , and of the people who have competence in this aspect , used the collection of data , as well as , personal inter views and some releases of the company sample , in order to address these data. Several statistical methods have been used , which included (mean , standard deviation , the percentage , the correlation coefficient (spearman) , and simple regression coefficient. Based on the measurement of the study variables and diagnosing them and testing the relations all the correlation and its impact among them ; the study ended with some conclusions and the most important one was the existence of the relation of correlation and the impact with a moral significance between the strategies of supply chain and the product life cycle in the companies of research sample

يعد العراق من بين الدول التي التفتت الى اهمية الاستثمار الاجنبي غير المباشر حيث سمح قانون الاستثمار في العراق لغير العراقيين بالاستثمار، وتم تفعيل قانون الاستثمار بالسماح لغير العراقيين بالتداول في سوق العراق للاوراق المالية في شهر اب من سنة 2007م، ان ل | Iraq is among the countries that turned to the importance of indirect foreign investment, where the law allowed to the indirect investment in Iraq for non - Iraqis. The investment Law was activated to allow foreigners to trade in the Iraqi market for securities in the month of August from the year 2007. This shift in trading in the Iraqi market for securities that would have an impact on the market, and these effects is its impact on the performance of the market.The study aimed to analyze the volume of indirect foreign investment at the macro level of the Iraqi market for securities, and analyze the volume of indirect foreign investment at the level of each sector of the Iraq market for securities, and to analyze the trading indicators in the Iraqi market for securities, as well as the analyzing the impact of indirect foreign investment in trading indicators of the Iraqi market for securities. The study was conducted on an analysis of annual data for the main trading indicators of the Iraqi market for securities, and main trading indicators for non - Iraqis, for the period from (2007ـ 2013). Reached the study to a set conclusions of the most important of which showed a statistical test results the existence statistically significant effect between of major trading indicators for non - Iraqis in key trading indicators in the market conclude of that the indirect foreign investment an important positive role in the stock trading movement in the Iraq market for securities this requires the strengthening the volume of these investment in the future , As statistical test results showed the existence statistically significant effect between the two indicators of trading volume and number of contract executed for the non - Iraqis for each sector and the trading volume and the number of executed market contracts and this reflects the influential positive role to investment foreign indirect in all sectors of the market in trading movement in the Iraq market for securities As exited the study with a set recommendations of the most important the work on the Diversification of securities and the development of new types of them and traded them in the Iraqi market for securities in order to attract new investments to the market, including the indirect foreign investment.
