Has been completed in this research steps for the rehabilitation of the center for such testimony was to establish training courses for working individuals at the center and the announcement of senior management pledge to abide by the application of the requirements (ISO 9001 : 2015), as well as the preparation of quality manual and a guide to the procedures of the center in accordance with international standard.And it adopted the case study method to conduct the search, was the use of checklists (Chick Lists) Private International has been stated (IS0 9001 : 2015), and through the field of cohabitation and conducting interviews and access to records and documents have been collecting data was to measure the extent of the application and documentation based on percentages, the arithmetic mean is likely.After that it seemed a researcher working on the application requirements of the standard establishment of workshops and training sessions and supervising the creation of binders for what has been stated it has compatibility attributed to the requirements of the specification increased from (49% ) to ( 60% ), in addition to dealing with the standard guideline requirements (ISO 10015 : 1999) to measure the success in changing the level of work towards better conformity with the needs of the trainees, Among the most prominent conclusions of the adoption of the senior leadership of the practices of quality and willingness to apply the international standard requirements, as well as owning a place basic infrastructure to qualify from the application requirements of the standard, and so we recommend Korean Iraqi Center in communion with donor organizations and international certificate (IS0 9001 : 2015) for the purpose of obtaining a certificate Conformity after conducting visits from external auditors to examine the compatibility with the requirements and measure the gap level, including help in the certification of the center

There is genuine problem in the Iraqi hospitals lying into the weakness of nursing staffs, no central decision to define and organize schedules. Thus the researcher has chosen this problem as to be his title. The research come a to develop the nursing service schedules and improving performance of nursing services submitted in the Iraqi hospitals in addition to adhering international standards and scientific methods application as to contribute into raising its level to highest one suited to international one.To know the nature of the nursing services schedule and nursing care improvement, the researcher has made comparison between the hospitals as to measure to what extent these dimensions be applied. This could be done by depending on dimensions of Arabic and international study. The scale includes sample of nursing staffs working in the Baghdad Health Office/Rusafa - related hospitals (5240)nursing staffs, the martyr alSadr hospital(325)nursing staffs ,and (53)questionnaire, the martyr of Dhari Al - Fayadh hospital(152) nursing staffs, and (24) questionnaire , hospital of neurotic sciences(140)nursing staffs, and (23) questionnaire ; the sample amounted 100 individual.It has been reached to set of conclusions that indicate the hospitals do not take into consideration the healthy, social, psychological conditions for nursing staffs when preparing schedule of nurses based on system of day and night exchange

Abstract: سعت الدراسة الى تحديد علاقة التغيير التكنولوجي بنجاح المستشفى، واستهدفت الدراسة مستشفى الصدر التعليمي بمحافظة النجف الاشرف كميدان للدراسة وحددت المدة ثلاث سنوات من 2000 - 2002، وقد اختيرت الاجهزة التي ادخلت الى المستشفى بوصفها عينة للدراسة والبالغ عدده | The study intends to specify the relation of the technological change in the hospital success, and Al - Sadder teaching hospital in Al_Najaf Al_ashraf governeer has been targeted as a study field and the period have been defined from 2000 up to 2002, then the equipments that entered to the hospital at that period have been choosed and described as a sample for the study and their appointed about (21) equipments.This study pursues to analyse the needs and the fact of the technological change process in Al_sadder teaching hospital, also it intends to answer the following questions : 1_What is the fact of technological change in the hospital (study field) ? 2_What is the level of the hospital management perception to the technological change as described as a gadget to reach the success?3_What is the role of the technological change in improving and reinforcing the organizational success of the hospital ?4_What are success needs of the technological change programs and its critical success factors ?In order to achieve the study goals, the main hypothesis has been defined which is (There is incorporeal correlation relation between the technological change and the organizational success) which leads to four subsidiary hypotheses after defining the changeables of the organizational success which are ]work productivity, machinery productivity, and employees satisfaction which are (annual adjusted doctor payment, and annual adjusted substaff payment), and payback period & reciprocal payback period [that show the correlation relation between the study changeables. these hypotheses have been tested statistically by : 1 - Percentage (%).2 - Correlation factor (R).3 - (t) test.4 - ( R2) factor. According to the results , the study appointed group of conclusions, the most important one that the hospital management invested the change in technology for most equipments in reinforcement of work productivity (in proportion of 67%), machinery productivity (in proportion of 67%), and employees satisfaction represented by ]annual adjusted doctor payment (in proportion of 60%), and annual adjusted substaff payment(in proportion of 50%)[. Also it can payback the costs of all new technologies within the hypothetical productive lifetime (in supported costs) but it can not payback the costs of the most new technologies (in nonsupported costs) within the hypothetical productive lifetime.And this study appointed group of recommends, the most important are : there is necessity to change the attention of health sector management to continuous intention to insert the continuous change in technologies and continuous improving all over the equipments and technological operations in the hospital, and there is necessity to the hospital management to keep its achieved profits from its policies to maintain the achieved success which represented by increasing work productivity, machineries productivity, and employees satisfaction. And there is necessity to the hospital management to modify its policies to gain more support from the government in the change of medical technologies where the change cost is not measured at cost / benefit level, but it is measured at the disease level where the health of the person and community, improvement of life, and decrease the death rate are the major profits versus change costs.

Also , to discover the relationship between the immunization team empowerment and their management effectiveness. The importance of this study is that the immunization are very important weapon that has a close relation to people health and the safety of the community by minimizing the spread of the communicable and infectious diseases , that cause a lot of illnesses , handicaps and death in the community. So , I was convinced that this study could help in improving the health status in the country. (the one of the companies of Iraqi Ministry of Communications ), and then identify the problem with regard to telephone density and the number of switches and alternatives and possible solutions and evaluate these solutions.The study explained the reality of phone services and communications (wireless and wired) for each governorate , which included (switch Name , origin switch , type switch , switch capacity ) also dealt with the numbers of workers and the population and the current telephone density required.The study adopted two types of data : the first of data specialized on the numbers of employees and the numbers of the population and the numbers of switches and details in each province were obtained from Statistics Division and the hummen and Resource Division in the planning and follow - up department at the Iraqi telecommunications and post Company as well as the Central Bureau of Statistics and the second type of data represents data on phone capacity required and other data , obtained through an arithmetic procedures : such as results obtained , depending on population estimates in the provinces for the year ( 2012) to calculate the percentage and telephone density , this study explained that the reality of phone services is not consistent with its population since no shortage in the number of phone lines compared to with the preparation of the population , the number of switches (328) , and reached capacities telephone College in 2012 about ( 2070047 ) Subscriber , compared with whom should be included with this services and bringing them to the service with totaling ( 7443547 ), which represents the number of families , if Depend on the international standard in that the average number of members per family is four members , to reach the phone density is ideal up to ( 25%), the study also included a number of conclusions and recommendations

The study has concluded a set of conclusions was notably the existence of bottlenecks in some periods as a result of sudden increases in numbers of patients because of the reliance on assumption estimates by doctors in appointing future appointments for patients, and then no mechanism by which to maneuver between doctors in the units where this bottleneck occurs, in addition to that there were several manipulations that can be made for each doctor that can utilize from doctors in units that have a surplus in Units that suffer from a shortage of doctors. The most important findings of this study is that the system of the strategic alliance has a positive effect to improve the health service. The performance measures strategic based on the balanced scorecard to provide the full picture of the causal relationships that lead to achieve strategic goals. 2. These three variables have interacted to form the framework around which the study revolves. Since the banking sector has become an important part of which service sector is made, as well as it represents the basic pivot for the process of building and the development of the economies of countries, the Iraqi banking sector have been taken to be the sample of this study. A nonrandom sample of nine Iraqi banks was chosen, including four state banks (Al - Rafdain, Al - RaSheed, Industrial Bank, and Agricultural), and five private banks (Baghdad, Investment, Middle - East, Darussalam and Al - Warkaa banks). The data were collected from 132 managers working on the first and second levels. A questionnaire form was used as the main instrument of data - collection, in addition to personal interviews, and some reports, and statements about the banks. In order to process these data, a set of statistical methods such as (mathematic means, standard deviation, percentage, Spearman correlation coefficient, Mann - Whitney test coefficient). Upon the measurement and analysis of the study variables and testing the correlation and the exchange interaction, the study comes up to a group of conclusions among which the high level of variables of the study samples, another finding is that there is correlation relationship between the two independent variables (the market orientation and organizational learning), in addition to the existence of moral effect for the mutual relationship in business performance. While it turned out that the effect of each variable become weaker in business performance individually. On the other hand, it turned out that there is no differences in the opinions and viewpoints concerning the sample among the state and private companies and the sub - dimensions. A set of recommendations were put on the basis of the findings of the study. Finally, the researcher suggested some future studies that enhance aspect.

This system is based on the idea of gathering different machines in groups so as to treat the group of similar parts, which results in the formation of semi - independent manufacturing cells. The aim of the study is to design a system called (IESCMSS) which depends in the expert as one of the artificial intelligence technologies and this system consists of two parts, the first one is interested in generating different solution to the problem of the formation of manufacturing cells by using a group of cell formation methods. This part also presents advice to the user about doing possible changes and evaluating according to the group of efficiency measures for cell formation to choose the best method. The second part of the system acted on loading the work orders on the cell in order to estimate the energy of both machines and cells, and applying a group of the rules of scheduling the cellular manufacturing system and comparing between them according to a group of measures that evaluate the activity of scheduling rules and recognizing the performance of each rule to choose the best one. The expert systems was designed depending on the (Visual Basic) language which is considered the suitable environment to design advanced programs and to verify the possibility of applying those programs to obtain quick and precise results. The scientific importance of this study was originated from its humble participation to fill the gap in the process of treating the problem of the formation of manufacturing cells and scheduling them as well. The study has depended on the case study manner as a method to know the results of managing the expert system (IESCMSS). The study sample were taken from Tammooz air conditioner factory. The most important conclusions of the study were : the AVV method in forming manufacturing cells exceeded the other methods in view of the group of formation efficiency measures. The results of applying the expert system showed a new method in doing the process of reassignment to the machines and the parts quickly and precisely in addition achieving accuracy and quickness in doing the processes of loading and scheduling to each cell generated from the application of formation methods

The descriptive analytical methodology ,and the reconnaissance style have been used, and preparing for questioning air as a tool by the research to measure justice by distributing investment shares for region development program, and also the effective factors. It includes a community and study sample from the members of local legislative and executive authority(municipality counsels in districts and sub - districts in wasit province, and head departments that concern to execute projects ,and concern of University instructors as an important sample. The results of the research showed up a mess in the effective factors of distributing the investment shares, and weakness in the available resources and in the administrative operation representing by organizing, leadership and observing working sides to execute the project without active information system for decision makers. A simple regression analysis was used in the tests to determine the effect of ( (Health service quality), and the Beta coefficient for the expected change in the dependent variable (QoS) due to the change in one unit of the independent variable (health expenditure) of Know the ability of the model to explain the relationship between independent and dependent variables.The study concluded that the level of quality of health service in all hospitals is very high for all years of study. This carries a very important conclusion. Either the hospital departments are 100% successful so that they invest all their resources properly. The quality assessment is wrong, especially that it is conducted by committees of the hospital itself. The study reached a number of recommendations, the most important of which is that the hospital departments are specialized in the management of hospitals and the adoption of indicators of maternal and infant mortality as an important indicator of quality of health service

The research also sought to test a range of major and minor hypotheses in terms of correlations and influence between research variables beyond initial answers research seeks to be validated in order to answer questions and field problem for research, was adopted Find two methods are complementary to each other to achieve the goals and test hypotheses which are (the Descriptive method, and The analytical method). Abstract: يهدف البحث الى دراسة اسباب عزوف المواطنين من اجراء العمليات جراحية في المستشفيات الحكومية والتوجه الى المستشفيات في القطاع الخاص ولغرض معرفة الاسباب وتشخيصها وتحليلها فقد تم اختيار عدد من المستشفيات الخاصة العاملة في بغداد وبجانبي الكرخ والرصافة وبالشكل ا | This research aims to study the reasons for the reluctance of citizens from having surgical operations in governmental hospitals and their desire to go to hospitals in the private sector. To know the causes and their analysis, a number of private hospitals operating in Baghdad in both Karkh and Rusafa has been selected as follows : • Rusafa : Jarrah Hospital, Hayat Al Rahibat Hospital, Mostanserya Hospital. Bunuk Hospital, Rahibat Hospital, Dijlah Hospital, Firdos Rahibat Hospital, Baghdad Hospital.• Karkh : Meserra Hospital, Dhergham Hospital, Kadhumya Hospital. Patients who had various surgeries were interviewed, and their views and opinions were taken via a checklist which has been prepared for this purpose. 65 patients were reached, statistical data were processed through calculation frequencies, means, and percentages to know the answers of the sample of patients about the reasons of their reluctance. A set of conclusions were reached, among which : The citizens felt weakness in the performance and responsiveness of staffs in governmental hospitals, the surgeons behavior in private hospitals was more appropriate, respectful, and humane than that in governmental hospitals, the private hospital staff can better handle the patients' emotions.

Abstract: The product is one of the challenges faced by companies developing, With growing competition has become the introduction of new products and the ability to develop and increase the quality consistently a major reason for the success of companies and this is what drives these companies to develop and employ different methodologies and software in one or more aspects of the development and design of the product and the process and these methodologies : Concurrent engineering , Six Sigma ,and Lean System.Despite the widespread use of these methodologies in the design and development in the industrial and service companies, it has noted researcher and through review of the literature as focused on product development using one or two of those methodologies found no study or research dealt with the subject of product development according to methodology concurrent engineering and Lean Six Sigma (Integration methodology diffraction Six Sigma and Lean system), and from this standpoint, the problem of the study identified as the following : What reflection of product development according to the integration methodology concurrent engineering and Lean Six Sigma to increase access to the market faster, reduce development costs, reduce the standard damage ratios, reduce defects. This research represents a cognitive process and attempts to activate and apply the proposed approach to product development and the integration of concurrent engineering tools (design for manufacturing, design for assembly and design for excellence) with Lean Six Sigma and applicability of the proposed framework in the Iraqi business environment.This research was conducted at the General Company for Electrical Industries adopted a product (Water cooling device Salsabil three taps) as a sample to search. Especially since the company surveyed suffer from the reluctance of customers to buy the product sample. Researcher adopted the design cycle (define, measure, analyze, design and verify) as a methodology for the collection of concurrent engineering tools and Lean Six Sigma in the development and design of the product and used so multiple techniques (Pareto chart, scheme of cause and effect and the dissemination of job quality) in addition to the use of statistical methods and percentages.The research found a set of conclusions, including the existence of significant differences in time develop process and the time of arrival of the product developer to the market, the process that the use of concurrent engineering is where the Lean Six Sigma, the process, which do not use those methodologies, as recommended research into the the use of the design cycle (DMADV ) in product development because it provides a roadmap to get to the best development and design.

In this age the cost advantages and the scarcity of resources retreat against innovation, superiority and distinction. The banking industry is considered the key of transformation to the knowledge economics. It is facing, as other sectors of economy, many competitive challenges, chief among which may be the total liberation of the bank financial services, results of the information revolution, the attempts to globilize economics in away leads to remove boundaries, the overlap of interests and the competitive conflict. Establishing on what has been mentioned and due to the strategic role played by private sector banks through in the activation of the movement of investment and development in Iraq and because of the restricted areas of competition according to the scale economics, the study aimed at adapting the philosophy of (TQM) of the private banking services sector after the unique successes achieved by many world banks through implying philosophy as a competive weapon and a profit strategy and continuity in business environment.The study aims at treating the philosophy of (TQM) through a strategic perspective which accomplishes integrity among the frameworks and the operational requirements and the strategic content of philosophy as a strategy for superiority and pioneering in market beginning from the strategic analysis for the (CSF) relating to the dimensions of industry environment and the factors relating the strategic capabilities as forces of impediment or support to carry out the priorities of continuous improvement in the quality of services and the banking operations concerning design, application and performance. It eventually analyse the effect of (TQM) philosophy priorities on improving the strategic performance industry in connection with its competitive, operational and financial dimensions.This study adopted conceptual and objective criteria to collect data; the objective criteria have been devoted to study the indicators of the strategic performance, whereas the conceptual criteria included two questionnaire tools, the first of them was prepared for managers according to dicimal meter and the second for customers according to the five sides likert meter. The two tools have been prepared in the light of former studies, and then distributed to all bank’s managers and some branch banks managers. The customers questionnaire tools were distributed to a random specimen out of the industry bans customers from August through November - 2002. The data were analyzed descriptively where the linking hypotheses were tested by Spearman Rank Correlation method and the effect hypothesis were examined by simple - stepwise multiple Regression methods - virtually Kruskal wallis test was employed to verify discrepancies and differences among the independent and dependent variables the study includes seven chapters , the first one deals with methodology. The second , third and fourth chapters are devoted to discuss frameworks and theoretical information of the (TQM) philosophy. But , the fifth , sixth and the seventh chapters explicate the applied aspect of the study as well as the data analysis results. The study results have proves that there are real gaps in the accomplishment of the (TQM) priorities in banking operations and sevices , chief among which were the virtual performance of the banking services in view of industry for the realized quality of service from the customer’s point of view , then other two subsequent gaps were the gap of to be correspondent with and the design gap relating their used dimensions in the study. The results also showed the achievement of several study hypotheses or the acceptance of null , hypotheses concerning the connection and influence of the (CSF) which relate the industry environment dimensions with the priorities of (TQM) represented in the constant improvement of the correspondence quality by the significance of assurance and empathy dimensions , and virtually the continuous development of the virtual performance quality and the banking operations. The bargaining force factors of buyers and the density of present and expected competition are the most supporting factors to the industry responsiveness to the Priorities of the continuous improvement. Moreover many (CSF) which relate the strategic abilities achieved a virtual responsiveness to the priorities of the continuous improvement , chief among which were the human , technical , operational and Knowledge abilities. The results showed that the (TQM) philosophy had achieved an essential supports to the strategic performance of the industry , this fact has appeared clearly in the field of competitive performance represented in improving the customers’ satisfaction and improving the competitive position of industry and the operational and financially performance. The study has arrived to some recommendations the most important of them are : it is necessary that the private sector banks adopt the (TQM) as a strategy of survival and profit in market through practical and studied plans and programs to raise the level of the quality of bank services and operations. it also aims at seriously decreasing the quality gaps if it was to confront the forthcoming competitive challenges in the iraqi market starting from increasing the operations of the strategic analysis to the industry environment , the competitors trends , developing the information concerning the customers and his expectations and then translating these expectations accurately in characteristics and criteria of the banking performance. Moreover , the development of the marketing , conceptual and technical abilities is considered through increasing the interacting marketing programs , diversifying the marketing bland , employing advanced methods in communications and exchanging information. Finally , it is necessary to think about building strategic fusion’s or alliances among the industry banks to promote promote their competitive power in adopting the option of superiority through the quality of the banking services and operations.

The study concluded a number of conclusions that indicated a significant correlation between the study variables based. The aim of this research is to demonstrate the roles and duties of official establishments in Iraq that took in their consideration the treatment of missing persons' files before and after 2003 directly and indirectly. This research is aimed also to demonstrate the role of forensic database management system (FDMS) in determining the numbers of missing persons, and their identification to know their fate.The researcher adopted descriptive and analytic design by using data and information obtained from local and international reports.One of the most important results of this research is the lack of interest from the official establishments that reached the level of ambition about this file, as well as that the presented efforts did not cope with the size of the problem in comparison with other countries that faced a similar one, due to several reasons among them is the lack of solid database about missing persons, and instead of that is the dependence upon appreciation and available limited data in addition to failure to approve and activate the project of the national center for the missing persons, due to legal and technical reasons, and that of FDMS granted to ministry of human rights in Iraq by the international commission on missing persons (ICMP), caused by the absence of financial allocation and the presence of several establishments and temporary committees that deal with that file as a result of absence of strategic vision for the management of such file as what was done in other countries that had passed the same circumstances.The most important recommendations proposed by this research is to use and activate FDMS for the management of missing persons file in Iraq, by creating informative and integrated unified central system for the missing persons in Iraq, that supplied by the latest advanced technology in accordance with the international regulations and standards for the benefits of justice and the families of missing persons in Iraq, whether those of mass graves, wars, and terrorism of all it's forms, through unifying efforts, and to avoid it's distractions in cooperation with the relevant authorities , and to restrict the responsibilities in one establishment, through the creation of the national center for missing persons in Iraq(Baghdad), with other three centers in other provinces to collect data especially after the modification of mass grave protection act, and of the martyrs foundation act in 2015, through cooperation with the medico - legal directorate (MLD) in the ministry of health to check the DNA of missing persons

Abstract: The problem of processing wastes and trashes is regarded as one of the contemporary challenges facing the world countries due to its direct impacts on the human health and safety and the environmental pollution it causes, as well as its economic and social impacts on the society. Thus, the process of processing trashes and wastes is a necessary question that requires serious interest in it and accurate dealing with its dimensions.For the increase of consumption and the difference and change of consuming patterns in the different governorates of Iraq, including Baqouba city in which the problem appears evidently as a result of the failure of its Municipality Directorate in applying modern styles and methods to deal with the processing of trashes and wastes, as well as the non - existence of the proper approaches to the processing operation. The problem was reflected on a number of questions such as : what is the style depended now by the Municipality Directorate of Baqouba in processing the wastes and trashes in the city? Can the method of waste processing be applied in the city with all the various positives they carry that are reflected on environment, health and economy? What are the factors most affecting the application of these approaches.The research aims at defining the most important factors affecting the application of the four processing method (decrease, reuse, recycling, thermal dissociation).The research population was represented by Baqouba Municipality Directorate with a sample of one hundred officials working at the environment section and the engineers of projects section. The research is based on the descriptive and the quantitative approaches in measuring and analyzing via a questionnaire prepared according to scales reliable in many studies which are accommodated for the present research purposes.The research has arrived at several conclusions, the most prominent of which are : the operations of managing and processing wastes and trashes are made by random methods with no planning and continual follow - up which results in work confusion and services presentation lower than the required level that do not achieve the environment safety and the society health.The most important recommendation is the orientation towards the application of strategic approaches to process the trashes and wastes according to the application priority at which the research has arrived to be a base for building a system of sound management of wastes and trashes at Baqouba Municipality Directorate.

Abstract: يهدف هذا البحث الى استكشاف مدى تطبيق مكاتب المفتشين العامين للمؤشرات العالمية والمؤشرات المحلية لتقييم اداءهم في الحد من الفساد ومعرفة الدور الذي مارسته بهذا الخصوص من خلال مؤشرات خاصة بالحد من الفساد الاداري والمالي, اذ بدات هذه المكاتب ومنذ عام 2004م | This research aims to explore the application of the inspectors general of global indicators and internal indicators offices to assess their performance in reducing corruption and knowledge of the role exerted in this regard through a special reduction of administrative corruption and financial indicators, as these offices started and since 2004 to exercise real role in the fight this disease and the passage of more than a decade on the Created and growing phenomenon in the country, the assessment of a scientific and realistic practical benefit, and here began the idea of research, which aims to evaluate the performance of offices of the inspectors general in reducing corruption by using local and global indicators for the reduction of administrative corruption and indicators financial in Three Iraqi ministries are (education, culture, health)..The researcher has resorted in the process of assessing the performance of the checklist (Ckeck List)), which included three lists for examination included the first global indices, which are certified by the European Union in evaluating organizations as the researcher wants to use a universal local to show the aspects of the real weaknesses and their suitability in the application to organizations national and the second internal indicators of the Diwan of financial control in the evaluation of these offices, and the third list has been for reduction of corruption indicators, which faced a researcher extremely difficult to formulate the absence of a special measure indicators, as the researcher found that all the measures and indicators of corruption are all included surveys do not based on a scientific and realistic figures as a result of the special nature of administrative and financial corruption, and this was confirmed by all combating international organizations, and the fact that research is primarily intended to evaluate these offices in their role in reducing it was incumbent on the researcher formulate a special measurable indicators, so it resorted to the national strategy to combat corruption in the Iraq (2010 - 2014), adopted mainly in the drafting of the reduction of corruption indicators.In light of the theoretical and practical study and statistical methods used, the researcher to a group of the most prominent results1 - turns out that there are application global indicators in total in my office culture and health, with a weak and inadequate in the recruitment of some of these indicators as an indicator of staff for Strategic and index layout, partners and resources for both offices and operations management in the Health Bureau index, while failure by the Office of the afternoon Inspector General of the Ministry of Education in the application of these indicators on the overall level and there was inadequate in the recruitment of strategic indicators and the planning and management of operations and the failure was more pronounced in the index staff and partners and resources.2 - shows that there is an application for local indicators on the whole in the inspectors' offices in the three ministries, but it turned out that some indicators did not apply enough as an indicator of the inspection, and the effectiveness of achieving the goals of the Office of the Ministry of Education. Prominent among the recommendations adopted by the researcher in the light of the above results as follows : 1 - pay more attention to human resources (staff) who are considered the head of the human intellectual capital of an organization they are representing the tool key to achieve the set targets through identifying the sources of the necessary polarization that fit the nature of the work of the inspectors general offices by following precautionary measures when the appointment is to look in the biography self, as well as work to develop their skills through which are commensurate with their qualifications and practical nature of the business in charge of the training sessions.2 - . Abstract: تسعى المنظمات الخدمية الى تحقيق ميزة تنافسية من خلال اختيار مواقعها بالقرب من الزبائن بهدف تسليم الخدمات بوقت قصير وزيادة عوائدها وحصتها السوقية وتصمم ترتيبها الداخلي بالشكل الذي يمكن من تسهيل تدفق الزبائن والعاملين والموارد والمعلومات بهدف تقليل صفوف واو | Service organizations select locations in a proximity to customers to deliver services quickly, and, meanwhile, increases their revenues and market share. The layout of such organizations should facilitate the flow of customers, employees, materials, and information, to prevent the creation of waiting lines and unwarranted waiting times. The survival of service organizations is hinged, to a great degree, on the right location and layout of such organizations; hence such decisions are conceived strategic in nature. The ongoing researches are still seeking to find scientific methods to help decision makers, in making decisions about the location and layout. This research studies the problem of selecting the location of fuel stations in oil products Distribution Company, and how to prioritize the location, as this decision is still facing the obstacles of complicated procedures and assumptions of decision makers. Furthermore dealing with the decision criteria as same importance without being subjected to the degree of influence of each on the decision. Concerning the arrangement of the fuel stations, they are arranged in a way that does not match with the assumptions of any queuing models, which require one server in each service channel and its reflection on the increase of waiting line and waiting time, which complicate the crisis. The study aims to design an integrated frame work for selecting the fuel stations location and arrange approvals for construction by applying analytic hierarchy process (AHP) on a sample of the stations that received the approval of construction in the company since 2008, using Criteria (ground, environment, social, engineering, legal, and services). Also, the queuing theory and simulation are used to study the proposed layout design for the fuel pumps according to queuing model M/M/s. Also, there was estimation for the performance standards to the proposed layout (number of cars on waiting, number of cars in service, number of cars in the system. filling quantity, filling time, waiting time, total time in the system, idle time) and comparing it with the actual performance standards for sample of fuel stations. The operating of the simulation models is based on a number of assumptions that reflect the actual reality together with the queuing theory. This study is important because its knowledge contribution of with service systems in general and the fuel stations in particular. Also the study provide objective solutions to the company by shortening the procedures and the time it takes to select the location and layout design in a way that achieve optimal investment in station space and reduce the waiting line, waiting time and idle time. Thus, this study is an attempt in Iraqi services environment through coincidence between the strategic decisions of operations management in one study. The study proved the efficiency of AHP and its ability to shortening time and efforts required to make decision of selecting stations location and arrange construction issue approvals, depending on set of criteria that have been identified in this study. Also, the simulation results confirmed the proposed layout performance standards exceed the actual layout performance standards. Finally, the study recommended the need to adopt AHP in selecting the location and granting approvals for construction of stations according to multiple criteria, and to adopt the proposed layout according to the queuing theory in designing layout of the fuel stations

Iraqi industrial sector was examined as a filed to make filed aspects as it took a random of (75) manager in three industrial companies.This study results support it hypothesis where it that companies that the companies which was in entering stage was directed to finding strategies. The company in development stage was directed to participating and companies in maturity were directed to investment. The series is in introduces study contents on four researches. First for the study curriculum and some previous study. Second research about theoretical frames. Third research about examine and analyze study hypothesis. Fourth research about the most important conclusions, recommendations and suggestions.The study introduces several conclusions, and recommendations, which emphasize on necessity of harmony mechanism between knowledge administration strategy and stage of organization life cycle which support in understand organizations nature. Also the study emphasizes on the importance of study concept of organization life cycle which support to understand nature of organization constitution and its surviving and the affection on organization performance.

The depression of dividend rates in the companies due to the existence of investment chances needs fund and improving its cash.2. The companies do not apply pecking in financing their capitals, and the results of asymmetric information analysis came congruent. The results confirmed the depression in asymmetric information between management and investors. almost companies didn’t make abnormal returns , on contrary the expected return excess the actual return.

Interested in this study, the application developed for this tool, which is based on a detailed assessment of the requirements key to patients in order to determine the technical requirements that need to pay greater attentionduring the process of designing the service and development, and from this point of view, the study sought to devote attention to application of advanced function deployment Quality (QFD) in the process of the design of public health care service.Have been identified basic requirements of the patients admitted to the hospitals surveyed (Specialized Surgeries and educational Baghdad hospital) belonging to the Department of Medical City in Baghdad, and technical requirements through personal interviews of patients have fallen asleep and doctors of various specializations, as well as checklists prepared for this purpose for the collection and analysis of information and data necessary for the application of this tool, in order to assess the degree of availability in each hospital versus Researched information on her rival at the hospital (private alrahebat hospital). Based on the results of the analysis checklists prepared an important tool for the purposes of this study was completed to determine the relationship between the requirements of the patient and the technical requirements (medical and therapeutic) within the matrices used to build the house of quality, and the results showed that the order of precedence of the technical requirements that need greater attention from the hospital to meet the needs (requirements patient) the most important, and then publish and find the best application for matrices houses all subsequent quality. The study publishing tool function quality (QFD) as an entrance that directs the attention of the hospital towards the design of an efficient service, as it was designed to measure service for hospitals and respondents compared to cases before the application (QFD) and beyond.The study summarized, among other conclusions, the most important superiority clear to educational Baghdad hospital, compared hospital Specialized Surgeries in the possibility of applying the publishing tool and job quality in terms of meeting the requirements of the patient, as well as the availability of supplies and technical aspects of the two hospitals mentioned, the weakness of the precise requirements of the patient is the reason that lies about the lack of match even if the relative between the patient and the hospitals surveyed , and has views of the hospital competitor (private alrahebat hospital) to meet the requirements of the patient than hospitals respondents indicating the superiority of quality at (private hospital), and concluded with several recommendations, among them work on the adoption application tools that will contribute to the improve the quality of health services, especially (QFD) tool, and the need to prepare practical measures just over, according to a blogger in the chart procedural of the current study, and the adoption of plans to improve the quality of medical and health services provided in hospitals in the Department of Medical City and to meet the needs of patients and the way that exceeds those provided by private hospitals.

Where the research sample consists of managers and their assistants, bosses and their assistants, and a number of employers. The sample was chosen according to the total restriction method by which (50) questionnaires were distributed but (43) were gathered. The workable questioners were (41), that is, 90%. Only two questionnaires were rejected.The study has arrived at the fact that the general company of Iraqi ports employed, and still so, the TQM by all its elements. But the levels of application of those elements have varied in the earlies stages with the existence of some obstacles that disturb the application of the elements of TQM. keeping in mind purpose of performance. The study has, also ,shown the requirements of TQM do not differ in their effect on improving the institutional performance.Last the study recommends that it is necessary to enhance the lend of knowledge of all employers to be a were of applying the TQM and remove all the obstacles that exist in moving from the traditional management to the TQM

In other words, they do not have knowledge of the entire business model ministry or organizational structure or strategy by the ministry and the consequent knowledge and perhaps this deficiency in the ability level of knowledge of the business due to the limited role which give companies the surveyed experts and officials, human resources, which may be limited in most of its aspects on operational issues.And included the most important recommendations is definitely on the managers in the ministry researched to benefit from staff with experience , skill and knowledge accumulated who are within the age groups advanced, taking their opinions and suggestions in decision - making and the development of plans , and this does not mean the exclusion of employees who are within the age groups less because of the efficiencies and also to avoid the collapse of the character of confidence and loyalty and a sense of belonging to the ministry , it must also listen to such groups.

Abstract: يهدف هذا البحـث الى تصميم ومكننة نظام متطـور لتقويـم الاداء الاستراتيجـي للجامعات العـراقيــة، باعتماد تقنية جديدة هي " بطاقة الدرجات المتوازنة " من خلال دراسة وتشخيص معالـم النظام القائم حاليا، وتحديد نقاط قوته وضعفه، فضلا عن تصميم ومكننة نظام معلومات | This research aims to design and mechanize a developed system for evaluating the strategic performance of Iraqi universities depending on a new technology named " The Balanced Scorecard ". We study and diagnose the present system and determine its strengths and weaknesses, in addition to that we design and mechanize information system capable of providing data of the desired features, through it, we can achieve the evaluation process in term of the proposed system. The research has depended on two styles : case study and empirical study to reach the desired results, and it didn’t only study what is in hand, diagnose the weaknesses in present system, and treat them by the proposed system, but further it applied the proposed system on a sample of Iraqi universities, university of Baghdad; and various interviews were made with the managers responsible for performance evaluation in the Scientific Supervision & Evaluation Apparatus / Performance Evaluation department in Ministry of Higher Education & Scientific Research, other interviews were made with the instructors in various colleges continuously, and there were field visits the researcher made to the Ministry & Baghdad university and some colleges to know work details and to get the data. of the field study, it was clear that the Education Ministry was in need for a comprehensive system for evaluating its universities & colleges performance as the present system suffers weaknesses representing in : some of its indicators were unsuitable because they couldn’t reflect the universities performance accurately, there were a shortage in determining the system weights and failure in determining the critical success factors that contribute in distinguishing the universities, and the system lacked the descriptive indicators that make university costumers take part in evaluation process, Moreover, the system lacked financial indicators that measure financial performance efficiency and the benefit of its output was limited. The research came out with several theoretical and applied conclusions, the most important of them were : 1. The strategic performance measurements measure the strategic plans performance by concentrating on key activities which accomplish strategic objectives that require various measurement tools, financial & unfinancial. The performance measurements on the basis of balanced score card technology present a whole picture about result and reason connections that lead the businesses toward maintaining strategic objectives.2. The technology of balanced scorecard is considered more objective because of its scientific methodology in determining the relative importance of strategic performance dimensions and it’s key performance aspects.3. The university performance evaluation is an accurate examination for the reality, it shows where the university is doing well, why? And where it fails, and how it can treat this failure?. The dependence on balanced scorecard technology in evaluating university performance gives a chance for forming an organized series of measurement which interpret the message of creating knowledge and participation, and benefit of it in cohesive general dynamic framework.4. The proposed system presents a description of the university in details, the positive and negative aspects through the accurate analysis and schedules, and also presents an approach for the whole measurement of the universities performance as all the dimensions are measured totally; and an approach for the partial measurement.5. The system automation on computer enables us of using various windows characterized of a distinguished capability of linking more than one database or taking the database contents and showing them on the screen directly, for the purpose of adding or deleting some data, and this facilities the process of inserting data, and eliminate the probability of error in data insertion. The research concludes with suggesting an automated system to evaluate the universities performance besides several recommendations are made, the most important were : - 1. Using the proposed system to evaluate the universities performance as it involves various financial & unfinancial measurements that present a clear and objective picture about university performance outcomes.2. Providing the necessary requirements for the successful application of the proposed system including the comprehension of all measurements, supporting the top management, providing the required human resources, equipments, and training the people responsible for performing this process.3. Supplying the university with the evaluation outcomes by depending on " Evaluating Publicity " 4. The importance of existing an objection system against evaluation results as an attempt to turn the system from the formal state to objective state.5. Setting an incentive system linked with the proposed evaluation system.

It concentrates on one section of management levels in the studied banks, which is that of administrative managers. The objective of the research is to attempt to study and analyses the contribution level of the marketing communications in terms of their consolidation for the bank position in the customer’s mind, and to specify the actual and vital role played by such communications and their position within the mind. The study aims at achieving a number of cognitive and applicable goals depending on three major hypotheses and other minor ones. I made use of a questionnaire in collecting the data and information relating to the study, which was distributed to a sample of 70 department managers and heads of sections in 4 governmental and private banks. In order to process the data, I resorted to many statistical methods. Such as the arithmetic mean, the standard deviation, the coefficient link, the slope, and the mann - whiteny test.These statistical methods have shown a number of results the most obvious of which may be the presence of a moral link between the marketing communications and the mind position, and a presence of a moral impact played by such communications in the mind position, on the governmental bank level, on the private banks level, there has been a link and impact of one of the dimensions of marketing communication in relation with the goals, It has also become clear that there has been no difference In the opinions and points of view of the sample between the governmental and private banks concerning the dimensions of marketing communications and those of the mind position. As to the discussion of the results, the practical study has put emphasis on the attention required for both the marketing communication dimensions and those of the mind position in order to realize the desired mind position.

The study has been done in the center of infections diseases researches and studies and alwyia pediatric hospital. The researcher selected a sample consist of ( 71 ) individuals differs between them by their managerial level. Because part of them represent height management level other part represent middle management level and low level management. All of them work in HRM departments in previous organization. She built a hypothesis which is ( there is a relation between the practitional and developmental programs for the employees and the level of their performance ) which affect on the improvement of human resources. She used taste lists for estimation which by analysis the result's number and their percentages via ( spss ) program. representing them in cumulative frequency. Moreover several conclusions which are the weakness and little care in most part of HR strategy ( data base , electronic management , training improvement ways , wages counting , improper scientific and practitional preparing of HR. Also most of employees have low or middle scientific degree like a secondary school or diploma. The most important recommendations are the importance of encourage the managers to change tie base line of HR and select the best specialties and skills. Abstract: This research aim to determine the role of effect of developing employee's performance appraisal dimensions with high performance work system in General inspector's offices. The searcher has been touched the need of these offices to have the means to use the outcomes of developing employees performance appraisal dimensions for activating and using the practices of high performance work system to develop the means and the level of performance appraisal process, Although to stand on the role that the process of developing employee performance appraisal dimension practices in high performance work system in this important offices which it is assigned for inspection and censorship in the whole ministries of Iraqi government. The main goal of this research is to make theoretical frame for the thoughts and principle knowledge for high performance work system in light of the effect of developing employee performance appraisal dimension and analyzing the effect of high performance work system variable. The value and the originality of this research comes from its new variables which have been discussed in it and they are ( the effect of developing employee performance appraisal dimensions and the practices of high performance work system), as well as looking for adopting studies of other advanced countries by developing ,adjust it to fit our research society which can support knowledge development in human resource field ,this can be achieved by the theoretical thought and the previous studies which has a relationship with the research subject, we built an assuming plan to clarify the relationship between the research variable : developing employee performance appraisal dimension ( Goals, Reality, Option, Way forward) , the second variable is the principle of high performance work system through its dimensions (Shared Information, Knowledge Development, linking performance with reward, Egalitarianism) , as well as the practices of high performance work system dimensions( Selective Staffing, Comprehensive Training, Internal Career Opportunities, Employees participation) The research data were collected from (6) General inspectors offices to be a measure tool of questionnaire in accordance with prepared and adapted standards. The procedures for the sample distribution were done on (163) forms for the managers, engineers, counter, lawyers, and many others who work in these offices. By using the statistical techniques such as factor analysis, descriptive statistical analysis, structural equation modeling (SEM), and hierarchical linear modeling (HLM), and testing of (Baron and Kenny) & (Sobel), and analyzed by statistical programs such (LISREL 8.54), (SPSS V.11.5), (HLM7), the study results indicate that the high performance work systems have a positive impact on The research result indicate that that the effect of developing employees performance appraisal dimensions and the right application of the principle of high performance work system , both have appositive effect on the high performance work systems and this is what supports the statistical formulation of the study assumptions, that the adopting high performance work practices in the advanced countries as well as in the poor countries is not so different if there is the possibility , means , ability, and specialized people in organizational behavior and human resource management managers should aware of the research sample which show the interest of high performance work systemsThe research recommends that it is very important to take and adopt the suggested research example because of its necessity in positive application ,reaching to built and develop a high performance work system , which our inspector directorates in Iraq need it in the present time

Abstract: The study deal with two main variables : - the strategic role of distribution,and the customer loyalty. the researcher has chosen samples of Iraqi newspapers like ( AL Sabah, AL Mada, AL Bayna aljdeida newspaper) , because this product depends greatly on the consumption of customers so as to achieve the success.After studying the dimensions of these variables ( cost, flixibilty & deliver time ) which concerns the distribution, and for these dimensions ( marketing relationship, customer perception , customer experience , brand , & product quality) which relate to the customer loyalty. the problem has been identified in a number of remarks concerning the extent of awareness that the administration of the newspaper have about the importance of distribution and the delivery time of customer loyalty for achieving thissuccess in continuation of the paper, the target of the administration must be on the techniques of the distribution and the reality of these newspapers, clearing their role in achieving the customer loyalty by butting two main hypotheses : the first was (the relationship between the strategic role of distribution and forming customer loyalty). The second was ( the impact of relationship between the strategic role of distribution in constracting the customer loyalty). and by using statistical methods to analyze the data obtained by a questionnaire prepared for this purpose Percentages, frequencies, mean, standard deviation, coefficient of variation,correlation coefficient, and coefficient of simple linear regression and through interviews conducted by the researcher concludedthat the time of delivery is the dimension of the most influential in building customer loyalty, in spite of the awareness of management, there is reluctance to adjust the times of delivery of newspapers, in addition to the weakness in the mechanics of forming customer loyalty and maintain its Accordingly, the researcher has some recommendations for improving the experience of the departments in distributing of their products on their own, if they don’t , they should establish strict conditions in the selection of distributers and comply them with delivery times and impose a fine on those who do not adhere to those times and allow participation of citizens in newspapers and harness team to deliver newspaper in time at address. This will increase the number of customers and the base of newspaper subscriptions by paying a monthly distribution of the offices of newspaper vendors, or by geographical areas.

Abstract: سعى هذاالبحث الى تحديد الاسباب في عزوف الاطباء الاختصاص عن العمل في العيادات الطبية الشعبية ومدى علاقته واثره في جودة الخدمة الصحية المقدمة فيها , ولغرض الوقوف على هذه الاسباب تم الاعتماد على دراسة ( (Walton 1975 بابعادها السبعة لغرض تحليل نوعية حياة عمل | This study sought to determine the reasons for the reluctance of doctors to work in the popular medicals clinic and its relationship and its impact on the quality of health service provided, and for the purpose of identifying these causes we have been relying on the analysis of the quality of work life of employees in the PMC for doctors, problem of the study included a numberof question ,The most prominent questions of this study : is there a correlation or impact between the reasons for the reluctance of doctors to work in the P.M.C. and the quality of health service? For the purpose of the achievement of the objectives of the message we default scheme determines the nature of the relationship between the independent variable design of the reasons for the reluctance of doctors to work, and adopted variable the quality of health service. The origin of the seven hypotheses show the correlation between the variables of the study, (12) of the popular medical clinics in the karkh district the city of Baghdad were selected society to conduct the study and test the premise as study sample consisted of (50 ) doctors working in clinics surveyed the adoption of the questionnaire form for this purpose, as well as personal interviews to support the accuracy of the data and used a range of statistical methods in data and extracting results analysis depending on software(spss19). The study found a number of conclusions, the most important one : 1 - To determin the reasonse for the reluctance of doctors to work in the popular clinics through the analysis of the quality of work life sheds light on a lot of aspects that overlooked by managers in how to maintain the mission of the various scientific disciplines and qualifications of medical staffs, causing reluctance to work and therefore a decline in the level of medical services provided.. 2 - Simpile regressions results showed the impact of relaitions with moral connotations to the variables of the reasons for the reluctance of doctors to work on the quality of service variables chin, means acceptance models and health research hypotheses.The study concluded with a number of recommendations including : 1. The need to work to amend the health sector laws, the most important the separation of the public sector for the private because of its great significance in promoting the career of belonging by identifying affiliation, as well as modifying the medical gradient law allowing doctors to specialists working for a certain period in the popular medical clinics.2. reconsider wage systems and incentives for workers in the popular medical clinics to doctors by studying the possibility of allocating a lump sum per physician per month in addition to the prescribed percentage of its auditors tickets, as well as the distribution of profits realized by the Department of clinics to serve the development and improvement of doctors' salaries employees.

Then identifying the nature of justice effect across job satisfaction in organizational citizenship behavior if its direct or indirect in organizational citizenship. There have been six main hypotheses to test linking relation and effect and so path analysis, that have been processed and analyzed using number of statistical methods.Population of this research consisted of (127) employees in inspector general offices.Questionnaire was main tool for data collection , the research employed ready scales for all variables involved, which were all subjected to reliability and validity test. The findings were perceived employees for organizational justice and job satisfaction was moderate level ,while results pointed out that employees showed high level of organizational citizenship behavior and there was significant correlation between organizational justice and job satisfaction and so with organizational citizenship. The effect of justice was significant in organizational citizenship across interactional justice. The study recommends increasing employees' perception of organizational justice and job satisfaction

Which requires increasing care effectiveness and smoothly usage as well as providing these services by medical establishment in fast to achieve their planned targets , whereby this issue encourage these establishment to look for a new mechanisms due to the world witness a fast techniques and high competition , in addition to improve its performance in a way that give it the continuity and keep on competition in order to achieve the required targets.Also in order to achieve the aim of search and answer for the inquired of problem which some hospitals are suffering from such as Al - Sadr teaching hospital at maysan represented by the inability to achieve and acquire the visitors and patients satisfaction regarding the nursing services provided thereof , and about the effectiveness of operations performance indicates in nursing services and the relations measurements as well as the impact among the nursing services and operations performance indicates in order to provide the hospitals under the search program with positive points to enhance them , in addition to determine the negative points treat them. Thus the search is looking for enhancing the ability of the nursing staff , in one hand , and the nursing services in other hand. This required to verify the basic proposals which appear clearly through link relationship and the impact of successful result represented by the dimensions of nursing services and the interpretation result represented by operations performance indicates. In practice , the questionnaire forms have been used in search in order to collect the data and information besides the personal interviews and the site coexistence. This search has been applied on a samples of nursing staff working at the various department of the hospital in this regard which they (94) nurses and in order to reach to the results of the search , the searcher has used static methods like : percentages , average and the link relation factor to test the proposals of test the samples of descending to test the effectiveness proposals. The research has reached to conclusions : there is a moral relation between the nursing services dimensions and the operations performance indicates. Whereby there is a relation of moral indicate between the services design which is the first dimensions of nursing services with all indicates of operations performance with weak relation which is the cost , quality , delivery and flexibility. There is moral result between the second dimension of nursing services and this is also the service technology which there is medium relation of cost and quality and there is a weak relation with delivery and flexibility. The third dimension of nursing services is the strength of work due to there is a moral result with a medium relation of cost , quality , delivery and flexibility About the impact relation among the operations performance indicates with the dimensions of nursing services whereby the search has reached to a result says that there is a moral indicates between the service design and the technology service and the strength of the work for entire cost , quality , delivery and flexibility.

To test the hypotheses of the study were applied to study in a number of sections, namely Information Technology and Human Resources and the Office of Director General of the Department, as the study population was (75) The sample of the study was (40) For the purpose of completing the data collection were employed personal interviews and observations have been using a number of statistical methods for data processing of the arithmetic center - aligned, and standard deviation, and coefficient of variation, and answer the intensity of the sample for the purpose of description and analysis, simple linear correlation coefficient (Spearman) to test the validity of the link hypothesis.The study showed significant results for the majority of the dimensions of information technology networks, with the exception of the Iraqi National Library does not include Extranet network, and Intranet, as the study showed significant results for most of the dimensions of the effectiveness of human resources.The conclusion of the study, a set of recommendations highlighted the need for the library's interest in developing an internal network of Intranet and network between them and the ministry or other, represented Extranet or other modern means as well as increased training and development of staff in various areas if the library aimed to provide excellent services to the beneficiaries.

The choice of investment is always considered the winner.Hence, the research's problem is highlighted by raising questions about the essence of what this research addresses such as : What the level of administrations' awareness to mechanisms and sources of knowledge acquisition as well as the negotiation strategies in the General Automobiles & Machinery Company and the relationship of knowledge acquisition and negotiation strategies with the effectiveness of the negotiation teams? There are seven main hypotheses have been presented in this study.For the purpose of achieving the goal of the research and answer the problem questions, the selected sample consisting of (50) negotiators in the General Automobiles & Machinery Company. The researcher adopted (the questionnaire as an essential tool, other than the personal interviews) to collect data and information that have been collected and analyzed by using a number of statistical techniques represented by ( frequencies, percentages, account mean, standard deviation, variation coefficient, and the Pearson correlation coefficient, and simple regression analysis, and track analysis ).The researcher reached to several results : There is a significant correlation between knowledge acquisition and negotiation strategies as well as that there is an increasing influence to gain knowledge in the effectiveness of the negotiation teams through the negotiation strategies mediation. The main recommendations were the General Automobiles & Machinery Company should integrate both the knowledge acquisition and strategy together in order to achieve the effectiveness of the negotiation teams more than if the two variables were used individually.

Abstract: تعد المخاطرة من اهم التهديدات التي تواجهها المؤسسات المالية وغير المالية على حد سواء بسبب التغيرات البيئية التي تشهدها الصناعة المالية العالمية نتيجة انشطة التداول, التي عرضت المصارف الى خسائر كبيرة ناتجة عن مخاطرة السوق التي تصاحب الانشطة التداولية للمصا | The risks are most important things that threaten the financial establishments and non financial establishments because of the changes in global financial industry which is the results of circulating activities that make the banks face large losses because of market risks which combined with banking activities. this brought global attention toward market risks and the train to measure them according to the value at risk model being the modern scale that measures predictable losses.this paper ,therefore, aim to define all types of market risks which facing the banks and their administrations and measure it through lighting the price changing which value facing risks measure to expand the understood and know the complex calculations which it followed by this measure where attention is directed towards the important of banking market risk scale to assess the resulting loss as currency value. Enabling banks to product the size of the potential threat they are to face which in term brings higher profit on one hand and reduces the risk and circulating cost on the other hand. Using the mathematical and statistical method in calculating the value at risk through the JP Morgan model to assess the market risk for the circulating portfolio in risk of profit amounts , foreign exchange rates and the risk of property (shares)prices as well as analyzing the portfolio into three areas : fixed income instruments ,foreign exchange and equity risks (shares) beside analysis of portfolio to three fixed paper centers (fixed income ,foreign exchange and shares ,and measure the value that could face a risks for each center that face market risks to reach to single figure value represent total market risks through matrix of JPMorgan model. By using statistic science to analysis risks through show the domain of the distribution of income is natural distribution which is one of the condition to calculate the risk value because it depend on the standard deviation and arithmetic mean and depend on the period of retention is 10 days and trust percent is 95 %. The case study was done on the credit bank of Iraq for six years from 2005 to 2010.the result shows that the risk value for portfolio which represents total market risks increased for the last few years which results from calculating connection matrix showing that var1 for fixed income market papers (treasure bills )that facing changing in interest price maximize for the last few years while var2 for foreign exchange position exposed to the change in the dollar exchange rate and could minimize by time and var3 of the equity position (shares) (shares of trading bank )result from vicissitudes of shares price have miner exposed compare with var1 and var2. after extracting market return as financial index from the market portfolio which consist from eight banks selected for conformation market portfolio and adopt VaR index in Iraqi banks work , to manage their risks result from exposing to market risks , the study based on main assumption that is " market risk measured by VaR with trust percent 95% result from exposed values to interest price risks having greater effect from values exposed to foreign exchange risks and that result from values exposed to shares price". This assumption proved by extracting total VaR values to market risk and proved that it effected by interest price more than risk of foreign exchange and equity risk.

Municipalities are in the top of the list of these Governmental Systems whose work is connected with the citizens and they should provide services to them. This study enlightens the real fact of the municipality work in Al - Rasheed Municipality in Baghdad City. The purpose of this study is to show how equally the municipality services are distributed and the factors that affected it and this was done by consulting those who work in the Municipality and provide the municipality services. The municipality services, we are studying, are : sanitation, garbage collecting, water supply, waste water drainage, establishing gardens and parks, paving streets and pavements, as they are the priority needs of people. This study also declares the main factors that affect distributing municipality service which are represented in : the sources availability, administrative processes and the outside factors. The purpose of this study is, also, to measure the equality in distributing the municipality services, their quality and the relationship between them from the citizen’s (the client) point of view as he is the beneficiary of it. We used the analytic adjective and field studying method. We prepared two enquiry forms for our study; the first enquiry form was made for the officials to measure the municipality service distribution and the facts that impact them and the second one was made for the citizens to measure municipality service distribution and the quality of them from their point of view. The study included the whole research society represented in the officials and some citizens from five districts (Mahala). As a result of the study; weakness in the administrative process in Al - Rasheed Municipality was detected, represented in : the planning, organizing, leading, and control; and the decision makers in that municipality have no adequate and effective data base or information system which affected directly on Municipality service distribution and the quality of the service provided to the districts was medium. The study shows, too, that there is a moral relationship between Municipality service distribution equality and the quality of the Municipality service, because whenever Municipality services distributed equally, the quality of the service increased and vice - versa. Equality in distributing Municipality services has a moral impact relationship on Municipality services quality; and there are moral differences with statistical indications between the Municipality workers’ opinion and the citizens’ opinion about the equality in Municipality service distribution. The recommendations of this study could help in improving the municipal work and the Municipality offices.

Abstract: يهدف البحث الحالي الى التعريف بمبادئ six sigma وتباين تاثير ابعاده في تحسين الاداء لاطباء الاسنان ومعرفة مدى توفر البيئة الملائمة في المركز التخصصي في البلديات وما مدى تبني المركز التخصصي قيد البحث لابعاد six sigma كاحد المداخل في تقليل الاخطاء الطبية. | For the given importance of the health sector as one of the important service sector , and of what distinguishes it from other service sectors, and for the purpose of improving the performance of dentists in Iraq to the level of developed countries in this field, as well as to benefit from the experiences of these countries and their experience in improving the health performance, which requires genuine efforts to improve health performance, So has the goal of research at introducing the principles of six sigma and is there the influence of the dimensions of six sigma to improve the performance of the dentists and the availability of an appropriate environment in the Specialist center respondent to the application of six sigma principles and what the extent of adoption of the Specialist Center under consideration of the dimensions of six sigma , Is there enough information for administration about six sigma methodology and if we can adopt six sigma as one of the entrances to reduce medical errors by six sigma.So the research has dealt with six sigma and its five dimensions are (commitment and support of senior management, the focus is on the patient, continuous improvement, training and civil, and infrastructure) as an explanatory variable, and improve performance as a variable - response So it was identified Specialist Dental Center in al _baladyat society for the study, and for the results to be objective and reflect the reality of the quality of medical service and more accurate, researcher used random sampling method in the selection of the research sample consisting of 60 dentists, as distributed 65 to identify and retrieve them 60 questionnaire and the rest is not valid due not to answer all the paragraph Search reach a set of conclusions, among them that there are difficulties in the application of six sigma in practice because of the limited financial resources and the capabilities and technological, that the selection of competent people and improve their abilities and give them adequate opportunity to prove their merit and value their role is a critical factor in the selection of dentists qualified competentAnd there is need for the administration to provide support and backing and communicating with medical staffs in order to improve their performance so as to contribute to the improvement of the service provided to the patient and that there is a positive and significant correlation between the focus on the patient and improve the performance of dentists in the respondent center which contributes to the provision of health service with high - quality level of relationship, with greater focus to provide a means of pleasing the patient was an indication of the high level of performanceResearcher recommended a rapid response to the requirements of patients, providing health service have given up of defects is the main objective of the methodology of Six Sigma, and through them achieve patient satisfaction for provided health service and the definition of the importance of improving the performance of the medical staffs in general and dentists in particular, and to develop the necessary plans to achieve this goal and Studies constant pursuit for the deployment of Six Sigma culture and establishment the supporting ethics for outstanding performance for dentists, so, In order to stand on the ways and methods that develop those skills and help improve performance in health organizations and the researcher suggested to analyze the root causes of the problem, if the actual performance level below the lower limit of the expected level of performance, and work to resolve the problem (not just repair) by remove the root cause of the problem, and take advantage of the talents of good dentists and development and focus on the strengths and realize that we cannot eliminate all the shortcomings and weaknesses, just only by focusing on improving the performance of employees and address weaknesses in performance

Project management represents a unique systematic proficiency which runs the changes and pushes the organizations and companies to a remarkable competition and consequently achieves results according to the company’s strategy. Because of the importance of the project management, several institutes and specialized entities in project management submitted number of project management maturity models which aim to determine the level of the project management maturity in organizations and companies. However, there is still a need to submit a perfect maturity model containing the characteristics which the other international models have; besides the characteristics the models have ignored in addition to some characteristics submitted by writers and researchers to be a guide that helps organizations and companies to assessment the level of the project management maturity and to continue improving it. The study aims at designing a project management maturity model and then to apply it to a sample company of the Ministry of Construction and Housing. The study also aims at designing a system for evaluating assessment the level of the project management maturity by using programming languages (Microsoft Visual Basic 6.0) and Data Base (Microsoft Access) to construct the data base system. in order to calculate the average level of the project management maturity and to count the two indicators of cost and scheduling performances, and in the light of them particular basics will be deterring the projects are classified according to excellent , success and challenge. as well as detraining the failing projects in some of the excellent , successful and challenged by the management of the project and high administration The system has been designed in a general form and it is not confined to handling the case related to the sample study.An example case is taken from the Ministry of Construction and Housing to fulfill the aims of the study, the method of studying was taken into account so as to obtain all the required data and information to apply a sample project management maturity in it.The researcher, together with teams of evaluation in the companies dealt with, performed the evaluation of the level of the project management maturity and using the project maturity level evaluation system afterwards to determine the level of project management maturity and to determine the indicators of cost performance and scheduling performance and classifying companies’ projects to several categories as well putting a plan to improve the level of the project management maturity in the companies dealt with.The study has reached several conclusions such as : The results of the study showed that the studied companies have achieved the level of project management maturity distributed between the two levels (1) and (2) of maturity which pointed out that the contracting companies in the Ministry of Construction and Housing are still in the beginning of maturity because they did not apply the concepts and philosophies related to the project management maturity and The results of the circumstances the constructional industry sector went through. The study recommends adopting the application of the Project Management Maturity Model (PM3) in the companies studied to see the truth of the project management maturity in them to be the starting point to improve the project management maturity which calls to adopt the guide of the Project Management Body of Knowledge (PMBOK) to realize activities which include plans, procedures, jobs, activities, rules and methods and ways related to each operation of the project management operations

Questionnaire is regarded as the main tool to collect data and information, in addition to make structured interviews. The statistical program (SPSS) was used to analyze data. The study has had many conclusions, the most important one is that current Iraqi situation has a negative effect on the Iraqi investment field that has affected all the requirements for establishing hedge funds as economy is the corner stone for other supplemented requirements, a strong investment will not be achieved without an effective economy, accordingly it is useless o to talk about any other requirement. The study has concluded to a basic recommendation represented by the attempt to develop the security and economic reality by the concerned authorities through making changes in the plans and strategies related to these two variables, as the current situation of the country prevents the success of any investment enterprise like the establishment of hedge funds.

The proper planning of capacity is a crucial factor in satisfying the demand on the company's products or services, and in identifying the proper mix of the company's resources needed to satisfy its customers and maintain the company's market share. This research work deals with the problem of capacity planning at Babyl 1 Factory, at the State General Company for Batteries Manufacturing. Through field observations, interviews, and the Factory's records, the searcher realized that the production level of the factory has decreased significantly compared to the production levels achieved in the previous years. In addition, the searcher noticed that capacity levels of the production departments reflect great variations. Therefore the searcher decided to study and analyze this problem to reach practical solutions to help the company better planning capacity. A case study approach was adopted in studying, analyzing, and data presentation in this research. The searcher used a number of tools such as : descriptive statistics in gathering and presenting and analyzing the data which pertains to this problem, Microsoft Excel in designing and running the simulation model designed by the searcher, Visual Basic in designing the Computerized Capacity Options Model ( CCOM ). The results of this research confirmed the existence of a capacity problem at the factory which lead to accumulated effects of capacity variation between the departments at the factory, In addition the simulation results revealed the running the factory for two shifts could increase the production up to 77 units a day. Although this figure is not typical of the factory, however it shows that the capacity could be increased if real action is taken to solve the capacity problem at the factor. The searcher recommends the used of simulation in studying and analyzing the capacity problem at the factory to reduce the capacity gaps between departments and to increase the daily production rate.

The information and data were collected by a questionnaire include (87) questions. The data are treated statistically by depend on several methods such as (median, range, multiple regression coefficient, the level of importance ,factors analysis)The study conclude to several results the most important is exchangeable affection relation between transformation leadership and organizational trust.There appear that there are moral affecting for the style of transformational leadership, on the level of Baghdad Company for Soft Drinks and National Company For Chemical Industries. Also there are moral affection of organizational commitment in its most affecting dimensions for the individuals( trust in co - worker and trust in organization administration).On National Company For Chemical and Plastic Industries. There appear moral affection for organizational trust in achieve organization commitment through trust co - worker trust dimension and on the level of Baghdad Company For Soft Drinks. This study deals with that problem through asking some questions which are : What is the nature of the relationship between building strategies of attracting the competencies and its external sources regarding the effect and the connection? What is the proposed sample to attract the competencies in Ministry of Oil? In order to reach the answers to these questions, this study started to prepare a study case about the oil sector specifically about the Board of Ministry of Oil through taking a deliberate and intentional sample of about 41 persons whose job titles range from (Director Generals and their Deputies, Heads of Departments and their Deputies, and Heads of Sections). The collection of data depended on a test form which was prepared in order to achieve the goals of the study which includes (25) paragraphs. In order to extract the outcomes of the study, the statistical program (SPSS) has been used. This program includes many statistical manners which showed the level of answers, and it tested the study hypotheses and according to its results, the study has reached to a number of conclusions mainly : the strategy of attraction achieved a positive and strong relation with the sources of attraction and this confirms the positive dependence on those sources when dealing with the attraction strategy. Accordingly, a group of recommendations has been drawn mainly : The establishment of database according to the internal and external environment data in order to enable the ministry to put a strategy that conforms to the threats and opportunity of the surrounding environment.This study includes some proposals and the most important of them is presenting a sample for building a strategy to attract competencies in Ministry of oil

Abstract: تهدف الدراسة الى معرفة العلاقة بين الرسمية والمركزية وتاثيرهما في جودة الخدمة الصحية المقدمة في المستشفيات، ولفهم طبيعة العلاقة بين المتغيرات الثلاثة، تم اعتماد الرسمية والمركزية كمتغيرين مستقلين متمثلة باربعة ابعاد ( التعليمات والاوامر، القواعد والاجر | The current study aims to knowing the relation between formalization and centralization and their effect on health service quality in hospitals ,To understand the relation between the three variable , the formalization, centralization, have been adapted as an independent variable with four dimensions ( instruction & commands , rules & procedures , pyramidal sequence and validities accreditation ) and quality of health service as dependent variable through five dimensions ( tangible , depending , safety , responding and empathies ).The study adopted conceptual criteria to collect data which included two questionnaire tools , the first one was prepared for employees of the hospitals , and the second one for the customers ( patients ) ,and according to five sides liker meter. The two tools have been prepared in the light of former studies and then distributed to the employees and for different medical specialization and scientific levels, In fact (50) tools for employees in the searched hospitals ,and same number of tools for the costumers ( patients ). The period of time to preparing the study continued from (2/2008 - 8/2008). The data were analyzed descriptively by spearman rank correlation method to test the hypothesis and simple - stepwise analysis for tasting the effect.The study includes five chapters, the first one was devoted to discuss frameworks and the theoretical information of the three variables (formalization, centralization and health service quality) , the second chapter was devoted to methodology side of the study to discuss the framer and previous studies, and the hypothesis of the study, and its tools, and its procedures, The third chapters explicate the applied aspect of the study as well as analysis the important of variable of studies, the fourth chapter explain the correlation and effectiveness between variables of studies , the fifth chapter showed study results and proposed a number of recommendations which may improve health service quality. The study results showed that the formalization, centralization subordinated as big shaped in management of hospitals and have negative effect on quality of health service which suffer from ugly performance because of several causes like taking care and carefulness from give enough validities for hospital managers afraid from some mistake or absence of efficient managers and emigration of large no. of medical staff as a result of deterioration of security applied. A number of recommendations have been proposed, one of these its necessary to give the managers some validities and training managers to improved their capabilities and abilities and try to built flexible organization structures which can adopted with reigning depositing.

Abstract: يهدف البحث الى معرفة واقع ثقافة الطفل العراقي في ظل الارهاب، لاستيعاب سلبيات هذا الواقع من اجل الحفاظ على ثقافة الطفل وتنميتها وتطويرها بما يخدم الطفل والمجتمع، وقد قام الباحث بزيارة الى موقع دار ثقافة الاطفال وبعد عقد مقابلات مع المسؤولين تم جمع المعلوم | This research paper aims to understand the current reality of the culture of the Iraqi child in the shadow of terrorism; to comprehend the negative aspects of such reality in order to protect and develop the culture of the child in ways that will be beneficial for both the child and society. The researcher has visited the Children’s Culture House and met with the appropriate staff as to collect information and reports regarding the strategy, activities, and the works of the house. The researcher has also visited the Center for Psychological Studies that is affiliated with the Ministry of Higher Education and Scientific Research to obtain specialized knowledge about the terrorism phenomenon and the extent to which it affects the culture of the child. Moreover; the researcher has been in contact with representatives of United Nations Children's Fund - UNICEF and the International Organization for Migration - IOM in order to obtain reports detailing the current status and situation of children in Iraq.A descriptive statistical approach is used by the researcher; acheived by closely following the situation in Iraq - a country which has become a field for various terrorist attacks - and how that situation affects and alters the culture of the child in a manner that threatens the future of the country as a whole. Percentages are used to quantitatively depict and describe some of the data that is utilized.The most significant conclusion of this research paper is that the culture of the child falls within the circle of terrorism in Iraq; and it does so in two ways : 1. Field Terrorism : Examples of which include explosions, bombing of cities, gorilla war, assassinations, and kidnaps. 2. Media - Driven Terrorism : Embodied by the plethora of television programs, cartoon shows; and electronic games played on consoles, personal computers, cell phones… etc. These various manifestations of terrorism have caused many problems suffered by the Iraqi child and have adversely affected the cultural level thereof. Developing and nurturing the culture of children is a strategic and evolutionary goal for any society for children are the future of the nation and the holders of its heritage and identity; they also are the nation’s present that reflects where it stands among others.

Present Research aims to examine and evaluate the actual fact for Hillah city, to recognize the scope of process the criteria of green City and abstraction the Gap size and analysis it, also make the assess the efficiency of Al - Hillah Departments, with requirements of mutation strategy to an green city by using list of standards test, then adapt the simultaneous and future long term solutions to transfer the city to an green, the research adapt many of a reliable investigation approaches that represented mainly by field applicable approach , with the historical approach to reinforcement the concepts that had been deal with. The research set forth from a problem which has been expressed by a number of cognitive and applicable inquiries, aiming from the answers of those inquires to clarifying the theoretical philosophy and cognitive functions for the research variables , that represented by strategic requirements , sustainable green City as it is one of the modern subjects on Iraqi environment in general and the environment of Al - Hillah city in particular , then examine its significant and its effect with the possibility to applying it within the system of Higher Education and all Official Departments that related directly to sustaining environmental and Urban planning. The research concerned generally on the scope of environmental studies and sustaining development, also on environmental, physical and planning sides for the concept of green city, and the potential application of green city on a cities and existing constructional agglomerations like Hillah City, and by adopting the strategy of analytic survey. The research samples targeted by sighting and personal interviews and by using lists of standard test and putting the notes and inquiries with detecting directly on the records to obtaining the data and the required information that the study needs in order to reach to its goal. These interviews were conducted with the heads of the departments that concerns directly to the requirements of green city which is represented by the director of Al - Hillah Municipality and the sections mangers of this department which are represented by the Managers of hard residues section , Environment section , town planning section , planning and follow - up section , parking and gardens section , audit and internal monitoring section in addition to Directors of Physical planning Department and Water and sewage Department , and Electricity Departments by its two branches the production and distribution ,also the Directors of Energy research, Environment Department , State company of passengers and delegations transportations , and the Director of planning department at Babil Province office , Babil Governor assistance for planning affairs and all sections and divisions of these departments that concerns directly to the research. Whereas the main tools for the research are represented by the list of standards test by adopting universal criteria related to the green city in addition to a set of local criteria which is adopted by the departments that concerned to the research, the data analysis were done by number of statistical tools like weighted arithmetical mean and the percentage rate at coincidence and gap size. At the final conclusion, after deduction of field side results by its three topics , therefore number of results and conclusions was formed depending on these conclusions , most important of these conclusions were the exist of huge gap at the field of services that related to green city of Hillah that needs for more study and analysis and recommend the plans and strategies that essential to reducing it within deliberated calendar program , however the most significant conclusion has been reached is the shortage of environmental awareness for both the official and ordinary people at Hillah city accompanied by un recognition and careless by the importance of maintain the conservation the environment of their city and implement the standards of green criteria in it. According to conclusions that has been reached which the researcher based on in putting a set of recommendations and suggestions for Hillah city to be a sustainable green environmentally friendly city.

Abstract: لقد اصبحت الحاجة الى تقييم جودة الخدمات الفندقية التي تقدمها المستشفيات للمرضى الراقدين حاجة ملحة وضرورية جدا لكونها تتعلق بسلامة الحالة الصحية للمريض الراقد بصورة خاصة وللمجتمع بصورة عامة اضافة الى انه اصبح لزاما على ادارات المستشفيات مواكبة عملية التط | Has become the need to assess the quality of hotel services provided by hospitals for patients admitted to an urgent need and are very necessary as they relate to the safety of the health atatus of the patient lying inparticular and society in general in additi to that it has become imperative for the departments of hospitals cope with the process of evolution and acceleration in scientific discoveries and to reach out to the state of scientific progress , similar to what has reached the hospitals to the regional or global level. This research aims to evaluate the quality of the performace of hotel services provided by the hospital of baquba education from the perspective of patient are a sleep. To measure the overall quality of these services through the use of "performanc measurement services performance " " SERVPERF" Dimensions of the five , which focuses on measuring actual performance of the services hotel provided the patient lying where the problem of servchattempt to deliver the performance of quality hotel services to upgrade the quality of service through touch the shortcomings and weaknesses and help to support and develop. Hare revealed the results of the analysis of a relationship between the dimensions of the five components of the measure of the quality of hotel services with overall quality of service also showed results positive impressi of the patients in the hospital for overall quality of the hotel services provided to them and saide , 86.6% of them to a good level and a bove have been recommended to search the need to find waysdirect and fast connection with catering in order to increase the speed of response to changing food items for cases that require a special type of food.
