Abstract: سعى البحث الى تسليط الضوء على تطبيق الانموذج الاوربي للتميز (EFQM) في الامانة العامة لمجلس الوزراء، ونظرا لاهميتها ومكانتها ودورها الفاعل في تقييم اداء الحكومة العراقية، ظهرت الحاجة الى تقييم الاداء المؤسسي لها، ومدى تحقق التميز اخذين بعين النظر الانفتاح | The research seeks to shed light on the application of the European model of excellence (EFQM) (European Foundation for Quality Management ) in the Iraqi Cabinet, and due to their importance and status and its active role in evaluating the performance of the Iraqi government, the need to evaluate institutional performance is appear, and the achievement of excellence, taking into consideration the great openness and intensification of government competition and development emerged Universal Systems assessment based on the principles and criteria, organizations seeking to adopt strategies to excel through its focus on institutional performance, away from all the random lead to the decline of the level of performance required. So the aim of the research is in the construction and development of a form of institutional performance for Iraqi Cabinet to assess. As well as the diagnosis of the mechanism that can be applied to achieve excellence in accordance with the currently approved standards, and the degree earned from the actual implementationIraqi Cabinet Was chosen as an area for research, and designed checklists to collect data on the assessment of organizational performance by applying the European model of excellence standards, the fact that the data model fit with the needs and desires of the research community, and which can identify the strengths to keep them and reservoirs opportunities to exploit and the areas of the defect to be scaled, and take action to improve performance and the comparability of port performance and results achieved with the required target performance and results.The research finds the importance of assessing the quality of performance for government institutions seeking to organizational excellence. The success of the process of evaluating the performance you need to keep pace with technological development and work under the e - government helps achieve the overall speed and decision - making, as is the application of the European enterprise model for Quality Management Model and the right way to reach excellence being the most widespread and appropriate governmental institutions, and moreover it is necessary to have a especially the Division of strategic planning as well as evaluation of institutional performance within the Department of total quality management and institutional development, and the adoption of the weighted performance index card and as a measure of the performance of departments and sections of the Iraqi Cabinet. The research recommended that the importance of the strategic plan be in line with government targets year government program, the drafting of a model as a prize and an Iraqi national for quality and excellence similar Arab and international awards, the need to provide feedback as a result of the process of evaluating performance, and keep abreast of modern developments of the methods used in the process of assessing performance, as well as development technical, and to create a sophisticated environment that supports innovation and utilized in the process of continuous improvement, and finally the mainstreaming of the Iraqi Cabinet's experience to the rest of the Iraqi state institutions.
