يهدف البحث الى عرض وتقديم الاطار الفكري والنظري لمتطلبات التحسين المستمر كفلسفة ادارية ومجالات التطبيق في محاولة لتقليل الفجوة المعرفية والعلمية في تبني هذه الفلسفة بهدف استخلاص الاساليب المناسبة، كذلك هو محاولة لايجاد صلة وثيقة بين اثر تبني متطلبات التحس | This research aims to offer and provide the intellectual and theoretical framework and requirements for continuous improvement philosophy administrative and application areas in an attempt to minimize the cognitive and scientific gap in the adoption of this philosophy in order to draw the appropriate methods, as well as an attempt to create a close link between the impact of the adoption of continuous improvement and good requirements applied to the development of municipal work quality and including construed to achieve higher than those of municipal institutions. So is the use of model Malcolm Baldrige institutional excellence to measure the quality of the work of the service departments in Diwaniyah province, through the preparation of (Check List) and ascertain the extent of the application of some service departments in Al - Qadisiyahh province (Directorate of Municipalities of Diwaniyah, the municipality of Diwaniyah Directorate, the Directorate of Water Diwaniya and Directorate streams of Diwaniyah and Urban planning Directorate in Diwaniya) standards Malcolm Award stairs and get to know how much winning the gap between the degree of the standard and the fact the service, as well as the preparation of the list of other screening which is measured by continuous improvement in service departments mentioned in Al - Qadisiyah province to measure the quality of municipal services through some indicators. Add to urge the service departments in Al - Qadisiyah province to improve their performance to reach the degree of reliability as the initiation of the attempt to apply the standards of total quality management is an important step needed to study and train and support the establishment of quality management efficient working on the follow - up all operations (administrative and technical) carried out by the departments. The key findings of the researcher is that most service organizations, including the Diwaniya municipality lacks a center or a specialized section meant to provide research and consultation by the municipal labor and diagnosis of the requirements of customers, but the municipality only to diagnose these cases raises in social networking sites and the Fund's proposals the municipality, and therefore it should municipal determine specialized division for the issuance of such research and consulting., also did not adopt the municipality of Diwaniyah administration and most of the service departments total quality management newly administratively concept administration failed to initiate the management of those service departments appoint a quality team to assume the responsibilities entrusted to it. The researcher recommends the need to establish a prize at the country level means excellence and awarded the highest authority in the country (granted by the Presidency of the Republic, for example) to service organizations superior, and be granted this award annually, to stimulate those organizations on the hard work and excellence in their work and foster a spirit of competition among them
