Abstract:
The research aims to know the current organization of health institutions in terms of centralization and decentralization and its impact on customer satisfaction through its reflected on the quality of health service provided. By searching the literature review of administrative and shed light on the role of administrative organization in the management of health institutions were also clarify the concept of centralization and decentralization as one of the aspects of the organization and the advantages and disadvantages of each of them, on the other side was to clarify the concept of service quality dimensions in health ten. On the practical side was selected two samples : the first was managers and assistants to primary health care centers in the province of Karbala, numbered 48 for the measurement of where you stand the administrative organization of these centers in terms of centralization and decentralization, and the second was patients those institutions and reached the 120 for the diagnosis of the extent to which these institutions to the needs of the citizens of health services by measuring the quality of services provided, and the appropriateness of the current organization to improve those services. The most important researcher conclude that the administration of public health Karbala follow the central work of administrative with primary health care centers in all the functions of the organization, and came customer satisfaction to achieve the level of acceptability are good but at the same time did not rise to the level of ambition, which indicates that there is no compatibility between the system Central approach and the level of customer satisfaction on service provided The most important recommendations, should be given sufficient powers to manage the health centers to carry out the functions assigned by the organization better and gradually, and the most important aspects of the grant of powers is in the management of human and financial resources as the basis of the work of organizations
