Abstract:
ان جسر الفجوة الاخذة بالتوسع ما بين احتياجات العراق من المياه اللازمة لتحقيق التلبية الكاملة لكافة متطلبات القطاعات (المستخدمة للمياه) وما بين التراجع المخيف في توافر المياه العذبة قد اصبحت مسالة بالغة التحدي لهذا البلد, ذلك بان الوضع المائي فيه اخذ | Bridging the ever - expanding gap between Iraq`s water needs to fully meet the requirements of all water - user sectors, and the fearsome decline of freshwater availability, has become a very challenging issue to this country. That is because its water situation is deteriorating faster than anticipated, and that the water flowing into it, is going to be reduced significantly within the next few years mainly due to the ambitious developing plans of the riparian countries in Tigris & Euphrates basins namely (Turkey, Syria, Iran), Specially with the absence of comprehensive permanent watersharing agreements, in addition to climate change and other causes. What imposes an urgent necessity to leave the traditional water resources management towards The Integrated Water Resources Management, in order to achieve the sustainable development, and not to have the water shortage issue as an imminent threat in the years ahead. Since the agricultural sector is the greatest consumer & waster of water in Iraq, then any attempt targeting water resources sustainability should start from this very sector, through the implementation of a gradual & systematic comprehensive reforms & certain technical procedures that aim (as a whole) to the optimal efficient use of water resources in the agricultural sector, which represents a prerequisite for achieving the sustainable development (economically, environmentally, socially), and forms a safety factors that repels the anticipated consequences of difficult water conditions in the years ahead. This research is not only identifies an unsolved problem that is often neglected, but it also makes (through a strategic orientation) a detailed four - priorities - strategy that describes a plan of actions need to be taken soon and how to deal with each priority effectively, in terms of moving towards the sustainability of water resources in the agriculture sector. The research gets conclusions, and recommendations in which one of them is the need of conducting an affiliated studies, practical researches, and implementing series of programs aim to rationalize fresh water use in the agriculture sector, raise irrigation efficiency on filed scale, and raise water& crop production.
