The research problem is concluded in the decision makers of this organization not adopting this matrix in the strategic decision making process also the lack of awareness to the importance to its dimensions and the deep impact. The importance of this research is by highlighting the methodology of this matrix in organizational decision making. It endeavored to initialize the analytical tools and working mechanism that can be used to know the Environmental components into external environment (opportunities & threats) and internal environment (Strengths & weaknesses) that effects the organization in general, therefor identifying the dimensions of this matrix is a work plan to determine the right path for organizational future work.The researcher selected a sample consist of 30 director from the work field and in order to get the required information the researcher conducted personal interviews and personal investigation have been taken in addition to questionnaires. The study included scientific systematic approach on the effect of SWOT matrix by all sides, represented by (strength, weakness, opportunity, threat points) in order to reach a decision related to the community the organization is working for, therefor the concerned directors are required to have the scientific knowledge with academic nature, to set the suitable ground for decision making. The researcher came up with a number of conclusions and recommendations most importantly : • Conclusions : that there is an explicit weakness in human resource capacity and financial situation that are the essential conditions for the success of any organization and any disorder in these two conditions can cause obvious and effective fault in achieving strategic goals.• Recommendations : the importance the high officials conducting periodical work paths to show the effect of leadership skills on organization in developing the understanding of strategic planning. And in order to find the goals of this study the researcher divided it into four charts : The First chart covers the methodological framework the second chart presented the theoretical principles of SWOT matrix to set a foundation for the decision making process, the third chart to present the information analysis, and the fourth & final chart was about the most important conclusions and recommendations of the research.

There is no doubt that the issue of talent management is of the modern and important topics for companies, in general, as it consisted the problem study, as experienced by the companies of stiff competition, which had an impact on the human capital, where we clearly note growing challenges and difficulties in business environment, and increased domestic and foreign competition among the competition, and increased difficulties in to obtain a leading position and keep it under conditions of uncertainty. As is known, the efficient human element is a wealth at the moment, where the companies that have the human element so efficient, it has a weapon capable of facing competitors and excellence about them. Hence, the concept of talent management to impose itself as a modern concept requires stand with it, and embraced by companies because of its long - term effects on both the company and employees. & establishing to what came before the important of the study came through the significance of the subject to know the range of the potentials & the abilities of the researched company on the financial, material & humanitarian level in the fields of the study variant & how would they be implemented on the actual reality inside the company & hat participate in investing its intellectual capital on the long - term, and diagnose whether the company management examined is aware of the importance of such a concept to achieve the strategic Entrepreneurship, and whether the full awareness of employees of the importance of the application of this concept is available in the examined company contribute to invest its intellectual capital of in the long run. To clarify the relationship between key and subordinate research variables, it has two main hypotheses, where the first main hypothesis focused on the presence of significant correlation between talent management and strategic Entrepreneurship. The second hypothesis refers to the existence of the effect significant differences between talent management strategy and Entrepreneurship, and branched out from these two hypotheses sub - hypotheses, based on the questionnaire, as an essential tool distributed on a sample composed of (120) managers and workers at the General company for Leather Industries, and data were analyzed using a number of statistical tools to get to the results such as, factor analysis, duplicates, the percentage, the arithmetic mean, standard deviation, and the relative importance, and choose the correlation and influence between them the use of descriptive analytical method, which is a form of scientific investigation and interpretation to describe the phenomena. The study reaches to a set of results, the most prominent of them is there were a significant correlation between talent management and the strategic Entrepreneurship, as it emerged that there are significant effect of the talent management on the strategic Entrepreneurship, demonstrating the distinctive role played by talent management to achieve corporate Entrepreneurship. The study found a number of conclusions, the most important of them is the talent management make the strategic Entrepreneurship and both of the management and employees of the company believe of the importance of its application in the company examined. The study also provided a number of recommendations based on the conclusions presented, the most important of them is the need for the adopt of the company management examined the concept of talent management, as one of the modern subjects, which encourages the examined company management to abandon the traditional methods of dealing with talented employees, and thus improve their surrounding working conditions leading to the possession of the company human capital qualifies them to meet the competitors, and thus achieve the strategic Entrepreneurship. The study also made a number of proposals, the most important of them is the need to try to put pressure on those responsible the (re - activate the Consumer Protection law), who buys the product, so as to ensure the right customer right, as well as the opening of marketing outlets in the various government departments to increase the company's sales.

Six hypotheses are formulated , and derived from them branch hypotheses which were tested by using statistical instruments. The strategic vigilance and the marketing culture are considered as explanative variables and marketing management as responsive variable.The study aims at identifying the marketing philosophy adopted by the management and the extent which suits the company's financial and human capacities as well as its present environmental circumstances within the context of the strategic vigilance and the marketing culture common in the minds and thoughts of the concerned management.The Iraqi Airways Company has been chosen as the society of the research and a questionnaire form is used to collect the data , ( 160 ) forms are distributed out of which ( 150 ) are suitable for analysis. The subjects include personnel in decision - making centers ( such as members of the council of the company management , the department managers ,the heads of the sections and units ) in the company. To enhance the data collected by the questionnaire form , personal meetings ,field observations and annual reports of the company are conducted. The analysis of the data is done by using the ( spss - 22 ) computing programme.The study reached many conclusions the important of which are : 1 - There in an interaction and integration between the strategic vigilance and marketing culture that contributes in making the company management constantly ready to face the unstable environmental circumstances and the sudden events as a strategic vigilance , and the company's internal management based on values and traditions Integration that every individual in the company takes it as marketing culture.2 - The company management adopt in its marketing orientations the philosophy of Selling preferring it to the other marketing philosophies and orientation. From this We conclude that : A - The company management is interested in its internal environment more than the external one which means that producing and offering services are done before knowing the need and desires of the customers , that is from the company's perspective rather than the customers perspective.B - The company concentrates on developing its services offered now without thinking of Vitiating these services and their markets in accordance with the new need and desires of the customers and the necessity of enlarging and vitiating these markets as a strategic aims as long as the opportunity for the markting growth is available. The research is enclosed with many recommendations the important of which are : 1 - It is necessary that the company management invest the integrated and positive relationship and dynamic interaction between the strategic vigilance and marketing culture and marking use of them when applying the scientific method in adopting a marketing philosophy or orientation in accordance with environment and in order to assume a distinguished status among the world airlines companies and to recall its old reputation which it lost when it faced exceptional circumstances.2 - Despite the fact that the marketing orientation of the company towards selling is considered a successful one on the short term , the company management should think of a marketing philosophy that keeps pace with the development of the modern age and on long term strategies based on the outside - towards - inside perspective of the company with an understanding of the customers' actual needs and the way of keeping contact with them for a long time and the nature of the competition and the movement of the competitions in the market and balancing the interest of the customer and that of the company and the society ,and protecting the environment and its resources.

First one is the independent variable of the strategic financial performance while the second is the dependent variable represented by the corporate value. This work is to study a sample of Iraqi banks included in the Iraq Stock Exchange room. The focus is on the role of the financial performance analysis and its impact in determining the value of the banks in a sample of 10 commercial banks for nine years from 2005 to 2013. The problem description is about the nature of the existing relationship between the strategic financial performance and the corporate value, in the light of this forward a series of questions and inquiries that embodied the dimensions of the problem.This study is based on the financial statement set in the balance sheet and the income of the banks in Iraqi companies listed in the Iraq Stock Exchange room, this information is analyzed and presented as financial ratios to determine its impact on the market value and market value - added using the statistical method of simple linear regression.The study is based on two major assumptions. First major hypothesis is that (there is no significant effect of strategic financial performance indicators in the market value indicators) and give rise to a range of sub - hypotheses, while the second hypothesis is that (there is no significant effect of strategic financial performance indicators in market value - added indicators) and give rise to a range of sub - hypotheses. Hypotheses is tested using a set of the most important means of statistical regression analysis.The study found the most important conclusions : the lack of a statistically significant effect between financial performance and strategic value of the business in the companies of the study sample. That is, based on the results found that there is a series of other factors that established the value and takes the control of speculative factor or financial market efficiency.

Abstract: Healthcare associated infection (HAI) is acknowledged as the most frequent adverse event in health care , , The main goal of this study represented by suggested model applying methods of quick and low - cost in control of the acquired infections, and defined the correct techniques in applying infection control methods , but the global burden remains unknown because of the difficulty of gathering reliable data, The study tried to collected the reasons of outbreak of infection in the Iraqi hospital and on wide range and serious, Because of lack in application of Infection control programs , in addition to the weakness in medical concepts from medical staff , The widespread and misuse of antibiotics, The researcher found that there is a lack of awareness with the subject of hospital acquired infection, and some of rapid methods to control the HAI are applied by the staff but not in a proper ways.

As for the function of study, it involves an analysis of relationships and impacts of obtained changes from works of the study.The problem of the study focus on the fierce competition and the emergence of economical culture which have created the need for unique performance of administration to achieve success and urge a unique producing and invention.As well as developing and training employees in order to get a successful human capital for enhancing the competition point of organization in the marketplace so as to achieve a good reputation that cannot be imitatedor be transported easily to another organizations. That leads to form it’s identity and it’s mental image which will hold the field more than others.The study depended on a number of principals and subsidiary hypothesis which have a feature of relationship between the human capital and Enhancing Culture of Excellence Performance the Organizational Position. A center of petroleum ministry in governorate of Baghdad is chosen for practicing the filed aspect. In that I used a questionnaire as a principal appliance to collect in formation and data from thirty - one of administrative mangers and managers of departments , and fifty - five of chiefs of branches , All those have formed eighty - six persons as a samples for this study. For achieving the goals of study, that study have adopted a hypothesis sample which reveal a logical relationship among changeable of study for it had considered a human capital and the remarkable Culture of Excellence Performance as independent modifications that will affect virtually on Organizational Position. The studied sample and hypothesis are chosen by using a group of statistical methods. The researcher have cleared the theoretical senses of changeable of the study and getting a number of scientific comprehensions which can be applied, the highadministration in the ministry estimates the employee performance yearly by putting an appreciation - on grading, but the need a program of descrying a clear point of view a bout performance which in clouds a capable and efficient under standing of jobs. That assessment should be on a standard scientific base. The study has been concluded by offering a group of recommendations and the most important one was , the best performance and distinguishing feature about work of administration of human resource aim at practicing a description of jobs in the ministry in order to do justice in distribution of employees.

And determine the future strategy for each hotel of the sample of the study. We found the hotel that superiority's in customer surplus achieve superiority in the qualitative and quantitative criteria.

Indexes that have always got a significant attention due to their important roles in determining the market value of common stocks.Price of a stock is usually determined in the light of these tow indexes, depending on the realized earnings as well as on the policy being followed in paying them out.This study has aimed to test the effect of the Dividend Yield and the Payout Ratio on the market value of the common stock in the Iraqi environment. The sample of the study consisted of (12) partnership and private companies, (7) of which are mixed partnership companies and (5) private partnership companies. This study has covered the years 1995 - 1999 and that period was divided in to two sub - periods each of them is of (5) years interval.The study has adopted two main hypothesis namely : 1 - Dividend Yield and Payout Ratio have positive effect on the market value of the common stock, and this effect differ according to the differ of the company's ownership.2 - If the return on equity is higher than the required rate of return then : a. The low Dividend Yield and the low Payout Ratio would result in an increase of the price the stock.b. The low Dividend Yield and low Payout Ratio would lead to an increase in the price/ Earning Ratio.For the purpose of analysing and testing the relation between the variables of the research, beside testing the two hypotheses mentioned above, this study has used a number of financial and statistical methods, and then it reached to a number of conclusions, the most important of them are the weakness of Dividend Yield and Payout Ratio effect on determining the market value of stocks; that is because the dividend is low.

Abstract: This study was carried out on medical waste responsible personnel at ministry of healthy, AL - Karkh health directorate , AL - Rasafa health directorate and three large hospital at Baghdad. Data collection started from 1st Oct - 2006 - 1st March 2007 Each participant was subjected to five questions and checklist including 62 paragraphs, in addition to a meeting for about 2 - 2.5 hours for each one. The results indicate that 50% (3 / 6 ) of Participant don’t have medical degree related to waste management such al community medicine or hospital administration. The percentage of those who get training about the subject was found to be 33.3% (2/6). Most of the participant reported that they depend on WHO system for managing medical waste, and they don’t have any idea about Iraq’s law regarding waste management. It has been found that majority of health care establishments having many gaps in their medical waste management system such as : 1. Lack of starting medical waste management plan. 2. Lack of conduction an medical waste survey and invite suggestion. 3. Lack in recommend improvement , allocate human and financial resources and arrange for implementation. 4. Lack in draft of medical waste management plan. 5. Lack in Approvement of medical waste management plan and start implementation. 6. Lack in the periodic review of the plan All of the participants reported that there is designation of responsible personnel for medical waste management in their establishments There is statistically significant relation ships between all hypothesis mention in the results by using computerized statistical program (Spss), x2 and t - test

Abstract: Based research topic in the study of variables presidents in the work of the Office of the Inspector General, two administrative methods to protect public funds and the second reduction of financial and administrative corruption, and the correlation between the theoretical aspect of the study with the practical side, kicks off this research to link the most important functions of the Office of the Inspector General, a function control and audit and its impact the functions of state institutions, as a means effective in reducing the incidence of financial and administrative corruption and achieving integrity, with the ethics of public office, which is one of the most important aspects that lead to administrative corruption, in order to access the respondent officers to aim at the prevention of corruption types and forms to ensure the health and safety workflow in government departments.To understand the nature of the relationship between the variables under study, it has been adopted administrative methods to protect fundsPublic independent variable through three dimensions, (constitutional protection, criminal protection, civil protection), and cases of financial and administrative corruption is variable depending through five indicators, (bribery, embezzlement, theftAnd fraud, forgery, abuse of office, mediation and nepotism.)The problem for research on the phenomenon of financial and administrative corruption and account for a significant attention by developing societies is greater than before the developed societies and interesting, because of this phenomenon from the effects of serious repercussions for the future of the state in the economic, social, cultural and political aspects and to bring the losses can not be estimated price, which is phenomenon represents a violation of the laws and regulations and this problem take pictures of several, including bribery, influence peddling or favoritism or nepotism or theft of public funds, or take the abuse of power, in order to achieve personal benefits to the employee himself or to a group in a way, but we believe that this phenomenon is a problem worth looking at and the study.The research aims to enhance the role of administrative methods to protect public money and its implications in the fight against financialand administrative corruption and to identify obstacles and ways to overcome them, and highlights the importance of administrative methods through the increase in cases of financial corruption at the global level, particularly Iraq, and what it requires from the application of these management techniques by regulators and the development and possible future solutions to address this dangerous phenomenon and carry out comprehensive reforms in state institutions, leading to support the economy in Iraq and the advancement of society and make it free from serious pests of corruption by standing on the main aspects and forms of administrative and financial corruption, diagnosis, determine the causes, what are ways and means to curb administrative and financial corruption, highlighting the contribution of regulatory agencies to minimize the administrative and financial corruption, through the link between these two variables.Of the reasons that led me to choose this subject, the role of public money in people's lives as they relate to their interests to provide public services and satisfy the needs of an audience of users, as well as the physical means by which exercise management activities, as well as the reasons that led me to search strange phenomenon that striking considering the decline of dealing with public money, as money goes, or the money is not his owner, and therefore be vulnerable to attack him from the individuals squatters intent to yours, or harm him because of misuse, or state employees charge of it, all of this prompted me to highlight the legal protection for this money, indicating strengths and weaknesses, whether it is in the legislation or in the protection of the law the competent organs

And what effect that in the process of appraisal the performance of workers?)In order to achieve the goal of the study, and answer questions about the problem reached a researcher through thought and theoretical studies related to the building scheme supposedly shows the relationship between the variables of the study, as it consisted of Human Resources Information System as an independent variable included six dimensions of the sub (the accuracy of information, speed information, relevance of information, quality information, quality system, the use of the system), and the system of evaluating the performance of employees as a variable supported include six dimensions of the sub (functional analysis, performance evaluation criteria, methods of performance evaluation, feedback, training resident, quality system evaluation) have interacted these variables to form the framework around which the study. The study population consisted of academics and administrators owners of management positions within the level of middle management personnel in the Ministry of Higher Education and Scientific Research / Center for the ministry, as was the use of the style of comprehensive inventory so that study was applied to all members of the community, which included all heads of departments in the departments of the Ministry who was number (42), head, and the response rate (100%).And used the questionnaire as an essential tool in the collection of data and information, as it consisted of three parts, attached to the first part to personal data of the sample surveyed, and the second part was devoted to measure the efficiency of the HR information system and included (30) a paragraph, and either the third part was devoted to measure the process of evaluating the performance of employees, which included (35) a paragraph, and data analysis program was used (SPSS), through which were obtained percentages and frequencies, and the Cronbach alpha test, and Spearman correlation coefficient and other analyzes that have been used to test the hypotheses of the study.The study results showed that the Ministry of Higher Education and Scientific Research employs human resources information systems in making decisions on personnel matters, and pay attention to the quality of HR information system, as well as its updated and data processing system on an ongoing basis, but that the ministry does not inform the workers on the results of evaluating the performance of which indicates a defect in the evaluation system used in the ministry.The results of the analysis reflected the weakness of the adoption of managers in the Ministry of Education and Human Resources Information System in the process of assessing the performance of employees, which requires the ministry to increase reliance on information systems, thereby increasing the accuracy and effectiveness of decisions taken for the process of appraisal the performance of its staff.And exited the study a set of recommendations based on the conclusions reached by including the need to take over the ministry interested in more information systems and rely on their output in the process of assessing the performance of employees, to gain practical accuracy and objectivity in the evaluation results, in addition to the development of performance criteria used in assessing the performance so as to be able to Measuring the performance of employees and do not lead to the intervention of personal factors. and the need for a feedback system follows the performance appraisal process, which can be employed to identify the results of their assessment and to identify weaknesses and avoid them as well as identify the strengths and strengthened.

The problem of the research represented in non - using evaluation in training plans by the mentioned company and the questions were presented regarding evaluation of training plans.The research seeks to achieve set of applied objectives by referring to two main hypothesis and others secondary. The questionnaire has used in collecting information and data related with the research. The questionnaire has been distributed to ( 45 ) of the employees in all departments of the company. Through analyzing the response of the employees especially the managers of ( training dept. , commercial , security trainer , auditors and accountants ) by using suitable measure and suitable statistical instruments to achieve its purposes. The research concluded with the analytical results proved the correctness of the hypothesis that there is direct relation and moral relation and effect between the dimensions of training plans represented by ( reactions , learning , behavior and results ) and strategic visions represented by ( size of the works which divided into two branches , size of the works and size of human resources , completion , learning and scientific field , technology and information technology ) besides the existence of weakness in both dimensions evaluation of training plans (reactions and learning ) , where as the results of both dimensions of ( behavior and results ) showed progress and existing of conclusions regarding the site of the research. Also presented some recommendations by adopting the model of the research.

Abstract: قدم المهتمون في حقل ادارة الانتاج والعمليات الكثير من الدراسات والبحوث العلمية التي سعت الى تطوير اساليب وطرائق معالجة مشكلات عدم توازن خطوط التجميع بانواعها. وصنفت تلك الاساليب والطرائق ما بين الخوارزميات الاجتهادية وما فوق الاجتهادية والاجراءات الدقيقة | Experts in the field of output Production and Operation Management have presented many research studies to develop new techniques to tackle problems related to the imbalance of all types of assembly lines. These techniques, however, have been categorized as discretionary algorithms, over discretionary and precise and developed procedures. The ever increasing interest in the problems of assembly lines imbalance underscores the key role of this type of problems and its marked impact on the reality of assembly processes and line output. In this respect, the imbalance problems of the multi assembly type become one of the most complicated due to the nature and characteristics of these lines. The question this research tackles is how to choose the appropriate procedure that includes the nature of the processes of the multi assembly type represented in this research by the sewing line of factory no. 7. The balance of this output line does not pursue any scientific rules to be followed, rather, it is subject to the individual’s discretion which consequently created idle times at the work stations and led to low output of the line and this does not meet the company plans of output levels, in addition to creating time fluctuations and stochastic duty timings task times of the research subjects of 7 models produced at the sewing line during 2009. In the light of these indications, the author has devised a flexible simulation model that helps to include these changes and to deal with the imbalance problems of the sewing output line utilizing the probable systematic uniform distribution to create duty task times for each model. Working on the simulation model depends on the results of specifying the duties on the work stations in accordance with algorithms of the discretionary methods (Ranked Positional Weight and COMSOAL). Based on the outcome, the results were obtained by employing a number of applicable performance measures and standards to assembly lines among which are (output cycle time, average output per hour, rate of the line efficiency, rate of line idle time, and duration of line idle and lost times). Next, all the results obtained from the real work situation were analyzed and compared with the simulation model results for each algorithm and the 3 hypotheses of the research were tested put to test. The research has reached a number of conclusions that have proved the validity of the simulation model to address the problem and to achieve the sewing line balance through introducing possible alternatives with regard to the duty stochastic task times. It is quite clear that the applied algorithms have effective impact on achieving better results to enhance and to improve the lines line's efficiency and maximize its output in comparison with the real condition of the line. This research recommends that the application of the model simulation model technique be applied, as an appropriate procedure to address the balance problems of the multi assembly lines, and be combined with an applicable algorithm as this model is able to efficiently deal with the changeability and stochasticity of the line through applying a scientific procedure to specify and distribute the duties tasks on the work stations.

The operations room and some surgeries is a sample search. The researcher application checklist approved by the Ministry of Health on the operating room and calculate the amount of the gap as well as the application of Pareto chart and Ishikawa diagram for the Hall of operations in general, as well as a certain number of surgical procedures. The vital hospitals that provide medical and therapeutic services round (24) hours a day and includes medical specialties minutes concerning the terms of reference for each respective hospital. These hospitals are teaching hospitals and is also subject to controls and contexts adopted by the Ministry of Health.In order to achieve the purpose of the study, namely, improving the efficiency of the quality of health services and seek to develop medical and nursing staffs and all cadres working in the provision of health service, it has been measuring the efficiency of the performance of services of these hospitals style surround data analysis, version (XLDEA - Version 2.3), and display input and output sample hospitals research and analysis on hard returns according to the size scale model (constant returns to scale - CRS) and scale returns variable size (variable Return scale - VRS).The results showed that some hospitals are inefficient hospitals, namely : (Fatima Zahra Maternity and Children, and the Ibn al - Haytham for the eyes), since the efficiency index for these hospitals (equal to the correct one). The transact in FDI witnessed an explosive growth in the last two decades of the 20 - century owing to the economical developments which pervaded the world as well as the openness of the world markets and the increase of competition, the concern in Transnational Corporations (TNCs) increased. The FDI made the TNC go beyond the borders and served as a toll to implement its operations abroad. These Companies had great role in the hinges of the world economy which reflects its financial, advertising, technological and marketing abilities. This growing role took place after a wave of mergering and strategic alliances among the companies that led to the increase of its effectiveness in the world economy, even some of the companies possessed abilities exceeded the available abilities of some countries. Consequently FDIS have become the main players that formulate and guide world events. The collapse of communism and the widespread adoption of free market economy attributed more flexibility to these investments coupled with the termination of the constraints imposed by the national regimes before the economic liberation. Thus they were able to impose their criteria because they became the main source of financial funding and acquiring the progressive technology. Numerous developing countries definitely competed to implement radical changes in their systems and Laws in order to prepare an attractive environment for FDIS. The Arab states, especially Iraq, have to interact with the new developments in the technological field because it is impossible to be away from the world developments and closed. It is necessary to interact positively with these variables and economical developments. According to the points mentioned the study provides a know - how applicable frame for the nature of the FDIS and how to attract them i.e. to provide the suitable investing climate. As Iraq is one of the Arab states the study focused on the Arab region to be the areas where the application can be analyzed through analyzing these inflows, trends. Distribution and features as well as measuring cost and the benefits realized in the host country. Moreover the paper examines the possibility of hosting FDI in Iraq through analyzing the reality of Iraq economy and its prospectus.The study reached the following important conclusions.1 - The trends of the FDI inflows are often on regional levels, they target a region and a not a designated state. The investor tooks for territories enjoy economical, predictable and political environments with effective jurisdical systems that facilitate to enter the markets. Regionalism represents dimension for overall strategy for these companies and that explains the small size or FDI inflows in the Arab world, which count for (2%) in the last two decades 2 - The evolution of commercial frames of regional configuration participated in displaying the efforts of host countries attraction to FDIS to enhance their abilities to compete and mergering in world economy by expanding their share in the market and relaxation of constraints on FDI in flows. The investors often use territory of free trade as a platform to access other markets. Egypt, for example, occupied the first location in the Arab world in attracting FDI inflows (17%) of the overall Arab inflows followed by Morocco (16%) while the other Arab states did not realize much (1%) like Iraq, Gyboty, Palestine, Kuwait, Mauritania and Somalia, and Libya has realized negative rate.3 - The attraction of FDI depends on the government philosophy, political stability, and privatization Law supremacy, the exchange of currency and taxation system. The important factor, which all these issues depend on, is the availability of real investing opportunities. The private sector plays the biggest role in this respect because it looks for these opportunities according to the requirements of the host economies and translates them in to projects and promotion to be incubators for these inflows. This clarifies the in congruency in the increase of inflows from FDL in the Arab world compared with the rapid increase in the world and in the developing countries. The rate does not exceed (5%) of the overall inflows of FDI in the developing countries while Africa realized (7%) Latin America 25%, Asia and pacific (59%)4 - The MNCS in their geographical distribution of their investments centered in the countries that always provide the congruent climate and not neglecting the importance of natural resources and the geographical location of the host countries. Egypt, Saudi Arabia, Morocco and Tunisia have the big share of the cumulative value of FDI in the Arab world which mounted (60%) in limited actors in these states because of the investor reluctance to enter specified sectors owing to the changes in political and economical situations and fear of foreign control on the nation capital. As a result the industrial sector gained the highest rate of inflows (36%) while the mining industry received (5.5%).The inflows of FDI in the Arab world were distributed in relation to the political risk of the sectors. 5 - The FDI inflows bear the positive effect that pushes the economic development forward when two conditions are available : - • The size of the inflows from FDI. The bigger size of the inflows will lead to a greater share in the economic growth process and vice verra.• The host country should adopt an effective role in conducting these inflows and directing them to the vital hinges. This explains the simple role of the FDI inflows to the Arabic region because it only realized a small rate (10%) of the gross fixed capital forming during the last two decades, while they realized higher rate in the developing countries. In Singapore, for example, the participation rate of FDI in forming the gross fixed capital was (63%) for the same period.6 - One of the justifications of FDIS in the Iraqi economy is to enhance development and economic evaluation in a country that suffers from deep and serious spoilage in economic structures and a collapse of the infrastructure. Here we can not ignore the transact with FDI has many benefits national companies (TNCS) based on the depth and degree of the relations built with centers of research and development (RD) in the host country. The current tariff still considered low as government support to most of economic sectors regardless to their productivity.Research aimed to construct power tariff system structure in Iraq to cover the electricity power cost and achieve the Rationalization of consumption through applying the upward tariff.To construct this system, some social and economic aspects should take into consideration, which consider essential means to success like backup to low - income people and support to industrial and agricultural sectors in way Consistent with the orientations of the government.The research found that the current tariff does not fit in with the requirements of the electricity industry and requirement generating stations from escalating maintenance cost in addition to the renovation of transmission and distribution grids to decrease the losses in electric power which increase the cost of one electric unit produced.The research recommends to adopt suggestion about tariff cost according to state polices to adopt strategy plan Fit with the environmental changes and study the effect application on society & Ministry of electricity MOE.

The study found that three out of the nine projects have achieved the full efficiency for a period of three years, while the remaining six projects were not efficient,The researcher recommended a range of solutions to address this disparity rates of efficiency, including re - allocation of resources (inputs) between projects as commensurate with the production capacity of the projects, on the other hand to improve outcomes researcher proposes to carry out preventive maintenance projects to avoid stop such projects as a result of faults expected, and the emphasis on Cree river and clouds especially for projects process areas (Intake), in order to reduce the mad with water drawn inside the project and thus reduce the burden on the project in the water filtering process. The research population in shareholding companies listed on the Iraq Stock Exchange, with a choice of intentional sample of 24 shareholding company representing approximately 27% of the research population after achieving certain conditions, It was to rely on the annual financial reports of the Iraqi Stock Exchange for 6 years , for the period from 2008 - 2013. A set of statistical methods have been used in analysis the relationship between the variables and test the research hypotheses, Including linear regression model both types simple and multiple, Pearson correlation coefficient, analysis of variance (ANOVA) , the coefficient of determination as well as conducting all of the t - test and f - test to determining the statistical significance of the relationships between variables. The research results indicated to the existence of a significant effect for the size of debt used in the economic value added, and that this effect increases with the entry Frim size as a third variable in the test model that relationship and the reason for this to the strong relationship shown by the correlation coefficient between the Firm size and the levels of debt , The results also showed there are clear differences in the economic value added between the sample companies, since only 42% of the sample companies has achieved the average value added during the six years of the study, While the other companies which represent 58% of the sample research did not succeed in achieving the average value added during those years, but to exceed it to Accidental loss value during some of those years. Consequently, the research recommends to need the attention of corporate management at Approaches based on the value in the measurement of the actual profits earned , And the importance its acknowledgment of the positive impact resulting from the use of debt in maximizing Shareholder wealth and value added of the Firm , In order to determine the appropriate ratios of debt used according to the size and capabilities of the Firm

Questionnaire was used to determine the relative importance which distributed to (30) individuals divided into (3) assistants Dean (7) heads of department (10) managers Unit and Division and (10) teaching staff holds the title of professor Dr. Checklists has been used as a primary tool in the research , that has been prepared according to (AACSB) International standards to obtain the necessary primary data, and this required an interviews with faculty members and members of the accreditation Committee, as well as field homeliness researcher at the college to obtain the necessary including data.Number of statistical methods was used in the research, including frequencies, weighted mean and the percentage, in order to get the results, which pointed to achieve (curriculum content) standard and (the educational level of the program) standard highest proportion of application and documentation has been reached (100%), and (executive education) standard less proportion of application and documentation which reached (0%). Results of the implementation of the proposed system showed that college achieved the highest level of performance in (customer) perspective by (76.8%) , And it's performance from (educational process) perspective was proper,it has achieved (71.5%), But its performance from (organizational direction and strategy) ,(financial performance) and (learning and growth) perspectives did not reach the required level which achieved performance level by (61.6%, 62.2%, 68.6%), respectively, so that the college achieved the level of performance in general by (69.02%).

This controversy is related with the interpretation of the relationship between diversification and value of a firm.The resulted outgrowth of gap theorizing was responding via synthesis and integration outlets between thesis, according to the arguments of resource - based theory and its focus on diversification benefits and value - maximizing hypothesis. And its antithesis, according to the arguments of agency theory with its focus on diversification costs and value - destroying hypothesis. This synthesis is culminated by the disclosure of the distinct role of real options approach as a harmony stimulating different perspectives according to three empirical and analytical studies on a sample consisted of the largest American companies listed in Fortune 500 along with seven years period (2005 - 2011). This first local attempt, which has based on panel data analysis for interpreting an expected variance of firm value due to diversification strategy, may helps with a clear vision to solve the contradiction and confusion between strategic and financial thoughts to explore the true linkages between the two studied constructs , as a strategic objective pursued towards the intent of survival in the radical environment of 21 - st century.Awareness conceptualization of the research problem with its dimensions on the one hand, and trying to overcome its effects on the other hand, have led to deduct many hypotheses to explain the relationship between diversification and firm value in relation with the first two studies, which have been coincided with moderators in consistent with the resource - based and agency theories. In addition, other hypotheses of the third study, have abducted in the context of synthesis through real options theory accompanied by an active corporate governance mechanisms. This has done in response to the dialectical analysis process and to reach the targeted strategic balance in terms of a true diversification cost - benefit tradeoff towards achieving value maximization objective, which its roots are derived from the firm's mission, vision, creed and ideology.The statistical analysis has revealed that many hypotheses were valid, including those of real options lens, which have explained the significant moderating role of corporate governance mechanisms in the positive relationship between the related diversification and firm value.Results indicate the logic and validity of the integrated perspective in exploring a diversification - option value linkage - based strategic balance thesis under some corporate governance mechanisms; Board Independency and Management Ownership. The researcher followed in the current study the quantitative Methods, which is one of the basic entrances in social studies, including business, comes as a result of the questionnaire style use as an essential tool in data collection. Was conducted a questionnaire to find out societal intervention in the preparation of previous plans , by distribution of (125) form , which included questions about the intervention of the citizen and the civil society organization and officials of the Governorate and deputies of the Council into preparing plans. after analyzed results according to this survey , showed that the citizen and the civil society organization is not on high level and the officials of the Governorate and the deputies of the Governorate council have intervened to favor their parties and their organizations. Abstract: يهدف البحث الى التعرف على مستوى الرضا المتحقق لدى عينة من المرضى الراقدين في المستشفيات المبحوثة ( الكندي التعليمي, بغداد التعليمي , واليرموك التعليمي ) , فضلا عن تسليط الضوء على الواقع الملموس لخدمة التمريض وعلى وجه الخصوص في المستشفيات التعليمية الحكوم | This study aims to identify the level of patients’ satisfaction among a sample of hospitalized patients in the targeted hospital (Al - Kindy Teaching Hospital, Baghdad Teaching Hospital, and Al - Yarmook Teaching Hospital). Moreover, this study highlights the reality of services for patients, especially in the targeted governmental teaching hospitals. The Patient Satisfaction with Nursing Care (PSNCS) has been measured in these hospitals through the revised scale by Tang et al, (2013).This scale includes four major domains; Health Information (5 items), Influencing Support (4 items), Decision Control (4 items), Specialized Technical Competence (7 items). The method of surveying patients’ opinions about the degree of their satisfaction with the nursing services offered in the targeted hospitals. The study scale has been tested for its reliability and validity. The researcher used the statistical measures of Factor Analysis, Mean, Standard Deviation, Kaiser - Meyer - Olkin) exploratory measure, Bartlett Test which measures the association relationships among variables. Moreover, the researcher used the Mann - Whitney test for individual differences among patients’ answers in the targeted hospitals in the Statistical Package for Social Science (SPSS) for Windows.The researcher concluded a set of conclusions, some of which were shared among the targeted hospitals. The most significant conclusions include although the nursing services are delivered in a high - quality professional manner, but the delivery of such services is somewhat delayed from predetermined times which gives the patients an impression of absence of attention with the patients and what they need of care throughout their hospitalization. Furthermore, the nursing staff do not care appropriately in engaging patients in the health care delivered for them, which generates the feeling of absence of interest of the nursing staff with the patients.The researcher suggested a set of recommendations including the necessity of quickening the delivering the nursing services in time in order to substantiate a good impression among patients relative to the extent of their value in the hospital. Additionally, it is vital to take more care of improving the nursing skills for nursing staff through engaging them in specialized courses in order to enhance their competences. Ultimately, it is necessary to quicken the delivery of the nursing services in the appropriate time in order to substantiate a good impression among patients relative to the extent of their value in the hospital.

[The study finds many of the conclusions and the most important on is that the system of (BOT) is one of the actors for the establishment of infrastructures and large infrastructure facilities, systems, and concluded the study, at the end the study concludes by some recommendations which are , prepare a special legislation governing the hiring process in accordance with the system of (BOT), clearly defines the mechanism by which was conducted hiring, and contracting stages and procedures of each stage.

Pursuant to the directions of scientific interleave the academic side of the study with practice, launched this search to connect one of the main management functions , a function control through quality standards for audit work and pose an impact on all functions of the organization and its operations , as a means actors in achieving fairness and reduce the incidence of corruption , with one of the most important aspects that lead to deviation from the ethics of public office , the administrative corruption , in order to achieve its objectives for the surveyed offices to ensure the health and safety of the functioning of the government departments and prevent corruption. To understand the nature of the relationship between the variables studied , was the adoption of quality standards for audit work independent variable through four dimensions , ( professional requirements , skills and competencies , distribution of tasks , guidance and supervision ) , and cases of administrative corruption variable dependent through indicators five which are ( bribery , abuse of office , embezzlement, theft, fraud , forgery , mediation and nepotism ).The main reason for the choice of research topic is the sense of the importance of the subject and the need to deepen the vision , especially the reality of the work of the offices, since the work and the development of these offices , the researcher noted , the lack of guidelines or standard under which measure the level of quality of work supervisory or regulatory reporting , and in order to be a reference departments and agencies in the preparation of reports , as well as the lack of an organizational unit in the office competent supervision over the obligation to apply quality standards audit work , according to international standards for audit quality work control and audit , as stipulated by the international standard ( 220 ) , which contributes to the improvement of quality control and audit work , through the commitment of officers to apply the standards and their impact in reducing the incidence of administrative corruption , which is an important goal circles seeking regulatory agencies and organizations all achieved. Then a theoretical framework has been prepared in connection with the concepts of integrated , quality standards for the diagnosis of audit work and administrative corruption cases exceeded all covering it almost subset of concepts.This has adopted this research planned hypothetical expresses the logical relationship between the variables of the research, the purpose of the application of this research and testing hypotheses has been selected sample of (7) from the offices of inspectors general of the (36) working in the Iraqi ministries they represent one of the most important regulatory agencies operating in the diameter, which was established under the coalition Provisional Authority Order No. ( 57 ) for the year (2004) , was the adoption of the resolution as head of the data collection as well as the adoption of four other tools , office annual reports , views of actual , personal interviews , and data for displaying the completion rate percentages for treatment negative phenomena general sample of Iraqi institutions for years ( 2012,2011,2010 ) , has reached the size of the sample surveyed ( 126 ) of the slice censors administrative and financial represented at all levels of offices surveyed , have been using the statistical program - (SPSS), for the purpose of conducting statistical treatments.In light of the results researcher found to a set of conclusions was the most important , the weakness of knowing some of the auditors in the offices of inspectors general standards of verifiability , and especially the international standard ( 220 ) Special audit quality , through demonstrated results on the existence of the proportion of neutral ( 41.3 % ) to own sufficient knowledge of the concept of quality of performance in accordance with the international Standard.It concluded Find a set of recommendations , most notably , to promote and consolidate went offices of inspectors general to develop and improve the quality of audit work through the development of guidelines or standard under which measure the level of quality of work supervisory or regulatory reporting , in order to be a reference to the departments and agencies in the preparation of reports , as well as the development of an organizational unit in offices competent supervision over the obligation to apply quality standards audit work , as well as the application of the concepts and thought this trend in general in the whole office.

Abstract: يتناول هذا البحث " اثر المزيج التسويقي في تحقيق الميزة التنافسية للدواء المحلي " من خلال راي عينة من الصيادلة العاملين في القطاع العام والخاص. تمثلت مشكلة البحث في محاولة لدراسة وتحليل اثر المزيج التسويقي بعناصره في تحقيق الميزة التنافسية للدواء المحلي | The aim of the study is to know the effect of the marketing mix on competitive advantage to company of local medicines. The study deals with the marketing mix as an independent variable and the competitive advantage as a dependent variable, the marketing mix consist of seven sub dimensions collectively and individually interact with dependent variable to form a framework around which the study consists. The questionnaire of the study, which used a principal instrument for the purpose of data collection, consists of three axes, the first axis includes demographic information, the second axis is related to the marketing mix, and the third axis is related to the competitive advantage. Two hundred and fifty questionnaires were distributed to a sample of pharmacists, and only two hundred thirty - six questionnaires have recovered valid, this constitutes a response rate of about (94%).In order to handle these data, many statistical instruments have been used, included percentage, arithmetic mean, standard deviation, correlation coefficient, and simple regression coefficient. Based on the measured variables of the study, diagnoses and tests the link and influence relations study indicates that the marketing mix (product, price, promotion, distribution, people, physical environment, process) either separately or collectively affected on the competitive advantage of local medicines. Te study recommends the need to support the Iraqi pharmaceutical industry and increase the interest of pharmaceutical companies producing the improvement of the quality of their products and the development of methods of promotion with the need to follow the marketing methods adapted by international companies and attract people with marketing experience to the advancement of local pharmaceutical industry to face the challenges of competition in the Iraqi market.

The methodology of the study was qualificative and analytical. and the study determined a set of hypotheses which have been tested by statistical such as the mean , standard deviation correlation coefficient , regression analysis , and path analysis. A random sample of (43) managers in the Ministry of planning and Ministry of laber and Social Affair was tested to explore their opinions Regarding the drives of supporting and developing the small and medium projects and the objective behind establishing and taking care of the incubators of these projects and what kind of the assistance can be presented to the owners of the projects, and what are the most prominent available standards within their ministries to achive the entrepreneurship Requirements of the small and medium projects and discovering the problems and Findling the solutions for them through depending upon the suggestions presented by the managers to the owners of the projects to help them in raising them and keep them on the track. A random sample of (43) owners of small and medium projects , who were supported and lended by the two Ministries , was also tested to explore their openions about the factors and the elements which played on effective role to develop their projects , and how he got the idea about forming the project and what was the future goal for establishing such project. An to know whether the Support of the two Ministries was distinguished or not , and then discovering the causes behind the weakness of the support , and what are the resources that helped the owners of the projects to establish them , and then knowing the problems and find the solutions for them through depending upon the suggestions presented by the owners to helped them in raising them and keep them on the track. The study reached a set of conclusions which was the most important of them is the gross of business incubators participated in the influence of entrepreneurship Requirements in the two Ministries under study across different entrepreneurship projects under study and the strongest impact for business incubators represented by creation , and the study presented a set of recommendations which can beuseful for all the Iraqi ministries and institutions which were in front of them the ministry of planning and the ministry of labor and Social Affairs.

Abstract: يهدف هذه البحث الى تحديد دور نظام تقويم اداء القيادات العليا والوسطى في تحديد مستوى جودة العمل المؤسسي في وزارة الزراعة، من خلال دور تقويم اداء القيادات العليا وتاثيرة في جودة العمل المؤسسي، فقد لمس الباحث حاجة الوزارة الى استنباط الطرائق التي توظف مخرج | This Research aims to define role of the system of evaluating the performance for higher leadership in determining the level of institutional work quality in the Ministry of Agriculture, by measuring system efficiency of evaluating the performance for higher leadership and its effect in institutional work quality, the searcher touched the ministry’s need to derive methods to exploitation outputs of efficiency of evaluating the performance for higher leadership in the studied ministry in order of developing techniques of institutional work quality levels, for standing on the role of system of evaluating leaderships performance, we asked the following question : “What is the role of system of evaluating leadership performance in institutional work?” In order to achieving the aim of research, and to answer the issue questions the searcher reached through the theoretical framing and involved studies to build default plan define the relation between research variables formed from system of evaluating leadership performance as independent variable contains six subsidiary dimensions : (Polarization, evaluating the performance of personnel, training, motivation, selection, planning ) and quality of institutional work as independent variable contains six subsidiary dimensions (Reliability, responsiveness, tangibility, security or confirmation, sympathy or contact, civil or merit) these variables reacted to form the frame of research. The research community consists of managers of managerial positions in the level of high and medium levels in the Ministry of Agriculture. We used technique of comprehensive inventory where the research was applied to all members of the community, which contains general managers and their assistants and heads of departments in the ministry administrations who numbered (34) institutional, and the response rate was (100%). The questionnaire had used as essential tool in collecting informatios and data, and (SPSS) program had used in analyzing data which used to get percentages and duplicates, and testing of Alpha Kronnebaj, and the coefficient of Spearman correlation and other analyzes that have been used to test the hypotheses of the research. The research results showed that the Ministry of Agriculture employs evaluating the performance leaders in the decision - making system for personnel matters, and attaches importance to the quality of institutional work, as well as in the use of information in the selection of the training process, as well as setting stimulation system in the ministry and to rely on the data and information as a system evaluating the performance leaders in the future planning, the results reflected the weakness of evaluating the performance of employees standards in the Ministry of Agriculture and lack of familiarity with workers on the results of the evaluation, which indicates the presence of a defect in the evaluation system, the ministry, which requires to develop the criteria that used for evaluation and inform the staff on the results to determine points of weakness and strength the process of evaluating their performance points. The research came out with set of recommendations based on the conclusions that I reached that include the need of the ministry to attach importance to evaluate the performance of more leadership and rely on their outputs in the process of improving the quality of institutional work system, to gain process efficiency, accuracy and objectivity in raising the level of quality of work, in addition to the development of performance criteria used in the evaluation of performance so as to be able to measure the performance of senior leadership and do not lead to interference in personal factors, And the need for a feedback system follows the process of evaluating the performance of leaders, which can be employed to recognize the results of their assessment and to identify weaknesses and avoidance, as well as identify the strengths and strengthened.

The study finds the impact points of organizational support that be mediator in the relationship among the dimensions of justice organizational and excellence organizational based on personal commitment and focus on the customer and innovation.The selected sample was 299 teaching staff in colleges of the University of Kufa. The study finds that there are encouraging conclusions with higher level of perceived organizational support in respect of organizational justice.The study uses statistical tools to analyze and test the data and information by adopting statistical programs that ready for social sciences (SPSS,19), (LESERAL V.8.80) and (MOD GRaph) programs.Because the study has pursued research methodology and dimensional analysis , it is a diagnostic analytical study, and its importance lies in that it will emerge an intellectual philosophical for the nature of the study variables, based on effort applied organizational justice and organizational support, and the ability of organizational excellence to guide organizations surveyed to take advantage of its knowledge and experience stored in address its problems, in the context of the current reality of human resources working, and the possibility of formulating strategies for effective management of these resources, in the context of philosophy of organizational justice and organizational support to create human resources whom capable of giving these organizations with sufficient flexibility to adapt to environmental changes and achieve organizational excellence. Abstract: خلال العقد الاخير من القرن العشرين بعض المنظمات صنعت تاريخا بينما الاخرى اصبحت تاريخا، وذلك بسبب ان الاولى اهتمت بمواردها غير الملموسة، مثل، المعرفة وراس المال الفكري، بينما الثانية اهملتها واعتمدت فقط على الموارد الثابتة. ونظرا لاهمية الموارد غير الملموس | Over the last decade of twentieth century, some companies have made history, while others have became history. Because the first have given priorities to intangibles, like (Knowledge and Intellectual) and others had neglected it, depending on their existed resource only. For the importance of the intangible resources, organizations have created specific management units, called “Knowledge management” which give high attention to that resources. Environments is continually exceeding in complexity, in the same time technological development continuous and exceeding change, in addition to a crossing cultures, in such situation, knowledge management became unable to support organization knowledge needs because it take care in internal function and activities only, and ignore the outside environment. According to that environmental pressure and its threat, organizations should adapted, to do that organizations created comprehensive knowledge management (CKM) which cares about internal and external organizational environment in the same time. (CKM) is a hole philosophy which aimed to pursue and support intangibles and systemic knowledge, and in the same time give importance to intellectual capital (IC) which considered the main creator of knowledge. The (CKM) has four basic approaches : Internal efficiency approach, information systems approaches, personnel efficiency approach and (IC) approach. (IC) has been chosen as a moderate variable between the independent variable (CKM) and dependent variables (Organizational effectiveness).The research is divided in to two major parts : First side : Theoretical part which has shown in two chapters, the first one shows previous studies and the methodology of the research. The methodology contains research problem which summaries the necessity of the benefit that organizations can get from there intangible resources. Three major hypotheses have emerged from research problem, with many branch hypothesis have followed as follow : The second chapter was titled “the research theoretical, frame work, (CKM, IC, And organizational effectiveness). This chapter takes in details the meaning of (KNM) and the difference between it and the partial KM. the chapter in the same time shows its basic philosophy and explain its variables measure. There are high importance to (IC) especially about its meaning. Second side : practical side : In this side the research measured the hypothesis which depending on information had collected from electric sector by questionnaire, which was considered as a basic instrument to collect information. In addition the researcher used many others ways for this purpose, like interview and documents. Third chapter had describe and analyzed research variables according to sample response. The fourth chapter shown result analysis and hypothesis approval. The last part of this chapter explained the importance of the effective variables and its priorities. The fifth chapter was appalled for results, recommendations, and suggestions. The researcher used many statistical instruments to improve the right or wrong of hypothesis, the importance among them are : simple & multiple regression, Path analysis, factor analysis, Canonical correlations. The research has reached many results, the most important among them are mentioned below : A - all major and branch hypothesis have significant impact on organizational effectiveness and (IC).B - the impact of (CKM) on organization effectiveness accordance (IC) is more than the impact with out (IC).C - intangible resources have a high importance in increasing organizational effectiveness.D - Organizations which researched do not give suitable carefulness to their intangible resource.At the end the researcher give many recommendations : 1. Organizations should give large carefulness to knowledge because it is a power, otherwise its power will be usefulness.2. Organizations must established (CNM) which maintain knowledge and adapt (IC) according fixed technology.3. A high attention should be given to human capital as it is the most importance part in (IC).4. Organizations priorities should be listed according to their mission and strategies.5. Giving the structural capital and relation capital for purpose of (IC).6. Organizations must sharing in knowledge portfolio knowledge to success and servile.

In addition, the hail , frost, agricultural pests and the like, which they threaten and limit the agricultural activity. So, these lead to non - continuity of peasants and Although we note the reluctance of almost complete and the orientation for the agricultural insurance. So, the peasants depend on the government that depends principle of compensation instead of agricultural insurance when the natural disasters happen, despite of the difficulties and finance distress, as well as the suspicion of corruption dogging the compensation process. This solves the most important problem to discuss with the weakness of its machines the current agricultural insurance and the lack of its own law which includes government support. Find and high light the importance of the role of agricultural insurance in agriculture to secure the continuation of the income of farmers and ensuring food gets to the citizen and being a real contributor to the reduction of agricultural risk. The research aims to analyze the current solution to find new frameworks project proposal a law on agricultural insurance and the establishment of a fund for the management of agricultural risk as a substitute for the law in the absence of legislation or delays in the legislative procedures.In order to achieve this, the researcher in the study combined the research for two communities the first is national insurance company in order to prove the weakness of agricultural insurance and the urgent need for solution, and the second community is the ministry of agricultural in order to examine the draft law. The researcher reached several conclusions such as lack of a law on agricultural insurance and there is no government support for the activity, other than international experience. It was also provided several recommendations including : 1 - The establish of a law on agricultural insurance includes government support for patterns insurance by at least 30% , and the establishment of joint - stock company is made up of public and private sectors.2 - The importance of partnership and alliance between the national insurance company and the Iraqi company within the frameworks of agricultural insurance in particular

Abstract: ان الغرض من هذا البحث هو لقياس مدى تاثير المرونة التنظيمية بابعادها ( مدى الاتزام في القواعد والتعليمات, ومدى استخدام السلطة ) في تحقيق الاستجابة لمتطلبات الاداء العالي بابعاده ( التوظيف الفعال , التدريب المكثف , تحفيز العاملين , مشاركة العاملين ) في مدير | The purpose of this research is to measure the impact of regulatory flexibility dimensions (formal and authoritarian procedures) to achieve response to the requirements of high performance dimensions (the effective recruitment, intensive training, motivate employees, participation of workers) in the general municipal Directorate as one of the directorates of the Ministry of Municipalities and Public Works. For the purpose of this measure it has been selected sample composed of 88 individuals from the research community represents the levels of assistant general manager of department heads and managers of people and some of the staff to answer the questionnaire prepared for the purpose Hama. For the purpose of analyzing the data and draw conclusions have been the use of statistical and descriptive and analytical (such as circles calculations, standard deviations, correlation analysis, and analysis of simple linear regression). The research found a group of the most important conclusions. The results of the analysis showed no significant positive relationship between Formalities and high performance. While the moral relationship between authoritarianism and high performance the fact that there are no negative signal and this means that the more attention formalities by one unit high - performance increased by one unit. The more attention in the authoritarian practices by one unit Say higher Alade Bmekda one unit. The researcher also concluded that the explanatory variables differentiated the opposite of what the back of the results of the variable adopted, and this explains the quest researched the organization towards high performance requirements, but under the influence of an administrative device traditionally is not consistent with the current reality in terms of the use of time and cost, but proceeding according to procedures characterized Balsmh and central Graham Walterz
