Abstract: The project of balad's major sewerage system is one of the biggest projects who is still in progress in salahulddin province provincial - development plan that was approved in 2013. This project works in two parts ; the 1st is installing the sewerage networks (both of heavy sewerage & rain sewerage) and the 2nd is installing the life - off units (for heavy sewerage & rain sewerage , as well). the directorate of salahuiddin is aiming that at end of construction it will be able to provide services for four residential quarters , one of the main challenges that project's management experience is how to achieve these projects in the determined time , added cost and technical specifications although the majority of these projects have been managed with predetermined time and financial resources limits , they still need some improved strategies and more careful calculation in their time and cost management. This project was chosen for the following reasons , The first reason is that the project is currently stopped, because of the security and financial circumstances in salahulddin province in particular.this is a great manage time and cost when the work is resumed , and the second reason is during the progress of the project, the until it was stopped, the completion percentage was behind what it was planned originally. this highlights the need to study how to avoid these delays in future using a scientific and logical method , and the third reason that the project has many variables that affect the progress, which are of great importance for scientific and mathematical methods. To achieve this purpose the project was studied using modern scientific and mathematical methods , which are the curved part method (CPM) for project's real and accelerated timing the Primavera V6 software and the AutoCAD 2015 software. the goal is to benefit from these methods and software to establish a new work schedule for the project. Due to the project's various and clashed (in sometimes) objectives that are have to be accomplished in a limited time , it is very important to be careful and accurate with making the right time. It was highly needed to use an efficient mathematical model that work with all these variables in the limited time allowed and according to their priorities. This mathematical method is called the Goal Programming for multi - objective mathematical models.

The paper also aims at placing strategy for implementing the investment projects in Diyala's local administration, where it has been used" Description and Analytic" method. It has been chosen list of examination by analyzing the external an internal environment ( SWOT) for Diyala Governorate as to know strong and weak points for every project to specify most obstacles the projects face with. It has been gathered data from the main relevant sources directly. As a result, it has been indicated that there have been a weakness into applying the strategic planning owing to some obstacles. Most important conclusions are listed below : 1. The goals the plan includes (in Diyala) are modest and unambitious one , thus , the goals would be unqualified to carry out investment projects or to develop them in the governorate. It has been also noted that there has not been quality control and lab to test the substances that are used to implement the projects in the governorate aforesaid. This actually would motivate and impel most companies to go the private labs and universities for testing the materials. This, in return, being exposed to corruption for not being there quality control on these labs by the governorate. 2. There is not department of strategic planning in Diyala Governorate as to be responsible for putting the plans andcensorship on implementing the projects via measurements placed for this purpose.

Abstract: تاثر القطاع الزراعي في العراق بالتغيرات السياسية والاقتصادية والتشريعية التي شهدها العراق على مايقارب عقدا من الزمان والذي انعكس سلبا على فعالية مساهمته من الناتج المحلي الاجمالي وبالتالي على الاقتصاد, اذ يشير التقرير الاقتصادي السنوي لعام 2012 للبنك ال | The agricultural sector in Iraq has been affected by the political, economic and legislative changes that witnessed it Iraq at last decade which reflected negatively on the effectiveness of its contribution to gross domestic product (GDP) and then on the economy. The annual economic report of the Central Bank of Iraq indicates that the agricultural sector constitutes about 4.1% of GDP for 2012. However, the agricultural sector faces multiple problems that add negative impact on the agriculture development trends in Iraq. The Global warming which is the most prominent problem and shortage of rain have caused desertification phenomenon. The decrease of levels of Tigris and Euphrates rivers, due to many reasons, as well as the decrease of the quantities of the underground water and incompetent use of resources by farmers have increased the soil saline, degraded it and decreased land fertility. All these factors have led to decrease of the arable lands and fast growing number of population added more pressure on the land to increase productivity to meet people’s growing needs which, at the end, caused degradation of the arable lands. Therefore, it is important to discuss these problems and find out the root causes of the decrease of the arable lands and devise proper solutions. This study has been developed to assess the change of wheat production between 2005 and 2012, through analyzing the relation between production quantities and the cultivated lands as well as the quantities of water that have been provided. Further, the impact of supplied water and used lands were measured through line graphs in this study. The increase and decrease of arable lands and the lands that can be used for agriculture in comparison to the size of the whole land explain clearly the benefit of agricultural activities.Land degradation leads to damage of environmental elements including water, air, and soil. The relation between environment and economy is strong and reciprocal and form the basis of the sustainable work of each one where economy protects environment and nature elements through typical distribution of resources provided by environment to boost economy. Further, through economic activities funding is being allocated to fix degradation and damage. Protecting environment will protect economy as well and achieves its mission to meet people’s unlimited needs and increase development rates which boosts people’s welfare in each community. The aforementioned relation has encouraged people concerned with environmental economy to look for cash indicator called Cost of Environmental Degradation (COED) which recognized as an important indicator for decision makers to identify the loss of economy in cash that has been caused by environmental degradation and lack of environment protection. The economic costs of agricultural land degradation for the period (2005 - 2012), where estimated a lowest costs in 2010 about (3,437,884,583) IQD and a highest costs in 2012 which amounted to (589,579,870,614) IQD. Conclude from that the cost of the alternative opportunity for these costs has been exceeded on the rights of subsequent generations in natural resources as well as environmental assets so it recommend to do a strategy to promote the agricultural sector through diagnosis its main problems. The desertification, the poor management of water resources, and the financial and technological weakness represent the almost important of these problems must be diagnosed, as well as setting a time limit to treatment these problems which cause a heavy losses in cultivated arena and production, in additional to monitoring a large sums of money to reduce or treat the deterioration in order to increase agricultural development, which is reflected positively on the economy of the country.

Abstract: The working class is the slide in the broader community and is the main pillar upon which all countries of the world in all Economic sectors and development is the basis for progress and development in all fields. The difference in employment between the provinces as well as the disparity in services led to the disparity in the size of labor between provinces that's why I'm interested in this research study this phenomenon Mstaan statistical analysis (use of linear regression multi), to determine the factors that affect the size of the labor for the three provinces of Iraq and any provinces over the size of the labor on the level of Iraq, according to results of the survey of employment in 1987, to the year 2001, and the data that have been obtained from the concerned ministries official (health, education, agriculture, electricity), and study the impact of the factors of health, education, agriculture and services (electricity and water) on a volume of employment. The researcher found that there are some factors have an impact extrusive (positive) in some provinces as the number of schools in the province of Nineveh, unlike others with the opposite effect as the number of faculty members in the province of Basra, for the lack of Quotient in the number of schools in that province.

Abstract: قد تبدو ظاهرة السكن العشوائي مشكلة عمرانية بحتة لكنها في الحقيقة نتاج لمجموعة من الاسباب والعوامل التي يمكن تصنيفها الى اسباب سياسية واقتصادية وتخطيطية وحتى اسباب اجتماعية وعلى الرغم من التشابه الواضح في معظم خصائصها العمرانية والاجتماعية والقانونية عا | It seems to be that the phenomenon of The Random Residence is a pure problem, but in fact it is a result of a range of reasons and factors that can be classified into political, economic or planning or even social reasons and in spite of the clear similarity in most urban, social and legal characteristics globally, they differ in some characteristics from region to another and from time to time.The study aims to shed light on this Random Residence phenomenon and to identify the causes, consequences and implications of them and the attempt to gain access to the strategies contribute to face, address ,and reduce this phenomenon inside the cities as well as to enrich the scientific and service institutions with these studies, which would contribute to the improvement and development of the performance of Municipal enterprises and offers many solutions to this problem to move flexibly within the urban and constructional fabric of the cities.The problem of the study represented in the spread of construction and random housing resulting from the violations and abuses in the territory of the State and agricultural lands, orchards and building violations, which were estimated at about 30% of the area of the holy governor of Karbala, and its manifestation of the negative on the urban and civilized fabric although there are a number of laws and regulations that prevent the spread of this phenomenon, but to no avail, so the problem of the study can be summarized by type of strategies which can be used to face the Random Residence in the holy governorate of Karbala.The study uses an analytical approach to view the data connected by the research through the view and what the researcher gained of documented data which were held by the municipal offices in the governorate of holy Karbala in addition to the collected data through using the form of survey, and the study of the reasons behind the emergence of this problem, depending upon the display of the previous studies and experiences of Arab and foreign countries in addition to Iraq, regarding how to deal with the Random Residence in their cities and what are the strategies used in treating them. The study found a number of findings and recommendations which would contribute to providing a key database to the municipal offices in governorate of holy Karbala, that are concerned with the implementation of the design foundation for the governorate and gives clear results for the reality of the abuses of housing for the extent of the suitability of urban life, and to identify the case of abuses of residential, over - stepping's and the level of services through information gathered from the sample under study of (100) family within the limits of municipal institutions. The most prominent result is the inability of the residential areas to provide the basic functions (educational, commercial, recreation, roads & services) to serve the residents due to their regularity of buildings and its violence to the standards of planning, or as a result of an imbalance in the providing the space required for these activities, and that a high proportion of buildings are in bad condition as the status of urban poor do not provide a suitable climate to live and the great variation in areas of land resulting from the random and illegal isolation for the region. Which requires the adoption of several strategies to solve these problems, and the possible dissemination of these treatments on all Iraqi cities because of the correlation of the majority of the relevant departments in the same legislation, taking into consideration the attractions of the cities and sincere intention for treatment.

Perhaps the worse and highlighted features of economic crisis which is faced by each of Arabic and developed countries is aggravation of unemployment problem which is the extrusive increasing of members who have an ability and willing for work and researchers for work without finding it. Therefore the researcher chose making use of Iraqi Household of Social & Economical Survey data which performed during two years (2007, 2012) and by using the Package of SPSS v.20 in order to receive to social and economical variables which affects in prevalence of unemployment phenomenon and its classification among governorates. Based on factorial analyses manner in extraction the most important factors that affects in describing unemployment phenomenon conduct during matrix analyses for correlation among studying variables, it has chosen a group of variables for two years which explained the interaction method of these variables and the importance of each variable also making use of clustering analysis to classify it among governorates, and defining the convergence & divergence extent among governorates according to the studied variables and analyses clusterization stages for two years. The paper contains four chapters, chapter one : concludes introduction, objective, methodology, data source, referential review for collection of studies and researches concerned to the subject and analysis manner, chapter two : concludes the theoretical side that involves statistical analysis by using factorial and clustered analysis manner, chapter three contains the applicative side for research by applying the analyses for indicators which is concluded and knowing the important factors which has the great affection by defining the phenomenon conduct and the method of classification among governorates, chapter four contains conclusions we reached and sources and recommendations.The result of factorial analysis explains that the most exaggerate importance variables on unemployment is the hardness for getting a work and has appeared this affected for both two years 2007 &2012, its significance at governorates (Missan , Al Muthana , and Sulymania ) for 2012, (Missan , Al Muthana , and Erbil) for 2007, also the results explains clustered analysis that there is clusteralization of bordering and non bordering south governorates for studied variables for 2012, as well as north and middle governorates while at 2007 the clusteralization was for bordering & non bordering south governorates but not clusteralization for north governorate with south governorate, there was intimacy for Baghdad for these two years by regarding the clusteralization at the last stage with remainder of governorates as it regards the capital and the biggest governorate by it’ s population

Was used in this research descriptive approach based on the monitoring of what is there, and analysis, as identified research community with students of the University of Mustansiriya totaling (23517) students for studies of primary morning for the academic year (2012 - 2013) spread (12) Faculty of them (5) scientific and (7) of humanity, and by (11056) male and (12461) Female and distributors, according to scientific specialization by (10867) students and (12650) students in the major humanitarian, was selected (300) students spread over the faculties of Science and education by (150) students of scientific specialization and (150) students of specialization humanitarian, felt researcher building measure self - efficacy among the students of the university, including the researcher adopted a definition of Pandora (1977, Bandura) have been required to adopt the areas of self - efficacy at Pandora which is the field (ability to deliver), the field (competitiveness), the field (to control the vague positions), and after that was collected expert opinions and analysis were retained paragraphs which were the differences between supporters and opponents are statistically significant at the level (0.50) by (83%) or more for the benefit of those who backed the validity, and thus became the number of paragraphs (31) paragraph, as the initial ones (15), paragraph positive and (16) paragraph negative, put the researcher included five for estimating the responses to items of the scale, namely, (apply to always , apply to often apply to sometimes, apply to rarely, does not apply to never), was selected (300) students by 150 students, and 150 students the way (random) from the research community, and applied the scale on the sample in question. The sample was building differ from the sample discriminatory, any researcher to apply the scale once a sample of construction, and the second time on a sample application, has been applied standard on the research sample comprised of 300 students from the faculties of Science and Education at the University of Mustansiriya and by (150) students and a student of the Faculty of Science and (150) students from the College of Education after it has been deleted paragraph (11) is distinctive and thus amounted to items of the scale (30) paragraph, the results showed that the sample of current research enjoy a high level of self - efficacy, as shown by the existence of differences statistically significant differences between males and females in the effectiveness of self - interest and the female, as the results showed the presence of statistically significant differences in the course of study (Science - a human) in self - efficacy. The results indicated that the value of alpha calculated for the interaction between the sexes and a course of study (0.527), which is smaller than the value of alpha spreadsheet (3.84) at the level of significance (0.05) and with two - freedom (296.1) and this result indicates a lack of statistically significant differences with the interaction between sex and specialization in academic self - efficacy, in the light of the results of this research came researcher with a number of recommendations and suggestions
