Use search the questionnaire as the main instrument of data collection , in addition to interviews with some of the staff of the offices of the Inspectors General sample search terms (4) and (10%) of offices of Inspectors General in the Iraqi ministries and included (Office of the Inspector General of the Department of communications, Office of the Inspector General of the oil Ministry, Office of Inspector General of higher education and scientific research, Office of the Inspector General of the Ministry of industry and minerals) , The sample included (107) individuals holding the position (Manager, Director) and the data was processed using the statistical package (spss). The search reached a number of conclusions, including Inspector General supports transformation to shift to the electronic human resources management , Through offices in email as a channel of communication open in two directions in the completion of part of the everyday work of the Office , attracting qualified leads to the success of the transition to the electronic management of human resources as well as to provide the required financial support , and the involvement of staff in training courses on administrative regulations with the moral and financial incentive to , the most important recommendations focused on work to develop common systems for the offices of Inspectors General for electronic archiving and download the data and follow - up investigative committees, working on all offices.

The research population in shareholding companies listed on the Iraq Stock Exchange, with a choice of intentional sample of 24 shareholding company representing approximately 27% of the research population after achieving certain conditions, It was to rely on the annual financial reports of the Iraqi Stock Exchange for 6 years , for the period from 2008 - 2013. A set of statistical methods have been used in analysis the relationship between the variables and test the research hypotheses, Including linear regression model both types simple and multiple, Pearson correlation coefficient, analysis of variance (ANOVA) , the coefficient of determination as well as conducting all of the t - test and f - test to determining the statistical significance of the relationships between variables. The research results indicated to the existence of a significant effect for the size of debt used in the economic value added, and that this effect increases with the entry Frim size as a third variable in the test model that relationship and the reason for this to the strong relationship shown by the correlation coefficient between the Firm size and the levels of debt , The results also showed there are clear differences in the economic value added between the sample companies, since only 42% of the sample companies has achieved the average value added during the six years of the study, While the other companies which represent 58% of the sample research did not succeed in achieving the average value added during those years, but to exceed it to Accidental loss value during some of those years. Consequently, the research recommends to need the attention of corporate management at Approaches based on the value in the measurement of the actual profits earned , And the importance its acknowledgment of the positive impact resulting from the use of debt in maximizing Shareholder wealth and value added of the Firm , In order to determine the appropriate ratios of debt used according to the size and capabilities of the Firm

Abstract: يتضمن البحث تقييم المشروعات المنفذة والتي دخلت في فترة التشغيل التجريبي وفق معايير التقييم والمتمثلة بـ( الكلفة والجودة والوقت) لتحديد حجم فجوة الانحرافات لعينة المشروعات خلال سنوات التقييم (2011 - 2012 - 2013 - 2014) م لكل من معايير التقييم الثلاث , ثم ي | Research includes evaluation of projects implemented and which entered into trial operation period in accordance with the evaluation criteria and of (cost, quality and time) to determine the size deviations gap for the sample of projects during the years of assessment (2011 - 2012 - 2013 - 2014) of each of the three evaluation criteria, and then followed by a calculation the size of the overall gap to the problem based on the research problem to determine deviations from the specific implementation of each project by answering several questions to answer turns out the reasons for these deviations occur.The importance of research Focus on the evaluation of received projects from contractors executing the project companies, by comparing the cost, quality and time, which identified them as a criterion for assessing the amount of the actual cost and quality achieved and the time it takes to actually implement, Only in this comparison highlights the objectives of the research that highlight the role of evaluation in identifying problems encountered in the projects and the extent to which senior management of the research sample of the results of this comparison in reducing the overall size of the gap for the projects.A researcher has reached to a number of conclusions which stands behind the cause of volume ratio deviations gap to the inefficiency of the technical and financial authorities develop the determinants of the project criterion for evaluation for use with non - followers of the scientific foundations for the development of these criteria and make the comparison that result in repeated deviations on an ongoing basis and not to work to find ways to solve them.Recommendations of the research state in all that is necessary to solve the problems that were the cause behind the decline in financial and material rates of implementation and breadth of deviations gap, whether at the level of each of the sample projects or on the level of the size of the total gap for these projects, which focused in the adoption of the assessment as a tool to detect deviations, and took the top management of those Results mainly to the implementation of projects in the future and choosing efficient companies financially and technically by the referral of the project to ensure the implementation raise rates and reduce the size of the gap

Abstract: تتمثل مشكلة نظم تقييم الاداء في الجامعات والكليات العراقية بصورة عامة وكلية الادارة والاقتصاد بصورة خاصة في عدم اعتمادها على معايير عالمية او دولية في التقييم. لذلك تم تقديم هذا البحث والذي يهدف الى تصميم نظام لتقييم اداء كلية الادارة والاقتصاد باعتماد | The problem with assessing performance in Iraqi universities and colleges in general and the college of Administration and Economy, in particular, is the lack of dependence on a global or international standards in the assessment. So this research was presented, which aims to design a system for assessing performance of Administration and Economics College by adoption of the Balanced Scorecard and according to (Association to Advance Collegiate Schools of Business) (AACSB) standard.Research methodology based on case study and applied study, as were the data on the status of the application (AACSB) standards is collected from Administration and Economics College / Baghdad University, and design assessment system by adoption of the Balanced Scorecard through the distribution of (AACSB) standards on dimensions of the card and determine the weights for each dimension and apply it in the college. Questionnaire was used to determine the relative importance which distributed to (30) individuals divided into (3) assistants Dean (7) heads of department (10) managers Unit and Division and (10) teaching staff holds the title of professor Dr. Checklists has been used as a primary tool in the research , that has been prepared according to (AACSB) International standards to obtain the necessary primary data, and this required an interviews with faculty members and members of the accreditation Committee, as well as field homeliness researcher at the college to obtain the necessary including data.Number of statistical methods was used in the research, including frequencies, weighted mean and the percentage, in order to get the results, which pointed to achieve (curriculum content) standard and (the educational level of the program) standard highest proportion of application and documentation has been reached (100%), and (executive education) standard less proportion of application and documentation which reached (0%). Results of the implementation of the proposed system showed that college achieved the highest level of performance in (customer) perspective by (76.8%) , And it's performance from (educational process) perspective was proper,it has achieved (71.5%), But its performance from (organizational direction and strategy) ,(financial performance) and (learning and growth) perspectives did not reach the required level which achieved performance level by (61.6%, 62.2%, 68.6%), respectively, so that the college achieved the level of performance in general by (69.02%).

The research is conducted under intellectual reflections of theoretical, methodological and Practical dimensions. Strategic success desired by business organizations is stimulated by an epistemological and ontological balance in the context of holistic and realism outlook, which is derived from the language of controversy between strategic and financial perspectives. This controversy is related with the interpretation of the relationship between diversification and value of a firm.The resulted outgrowth of gap theorizing was responding via synthesis and integration outlets between thesis, according to the arguments of resource - based theory and its focus on diversification benefits and value - maximizing hypothesis. And its antithesis, according to the arguments of agency theory with its focus on diversification costs and value - destroying hypothesis. This synthesis is culminated by the disclosure of the distinct role of real options approach as a harmony stimulating different perspectives according to three empirical and analytical studies on a sample consisted of the largest American companies listed in Fortune 500 along with seven years period (2005 - 2011). This first local attempt, which has based on panel data analysis for interpreting an expected variance of firm value due to diversification strategy, may helps with a clear vision to solve the contradiction and confusion between strategic and financial thoughts to explore the true linkages between the two studied constructs , as a strategic objective pursued towards the intent of survival in the radical environment of 21 - st century.Awareness conceptualization of the research problem with its dimensions on the one hand, and trying to overcome its effects on the other hand, have led to deduct many hypotheses to explain the relationship between diversification and firm value in relation with the first two studies, which have been coincided with moderators in consistent with the resource - based and agency theories. In addition, other hypotheses of the third study, have abducted in the context of synthesis through real options theory accompanied by an active corporate governance mechanisms. This has done in response to the dialectical analysis process and to reach the targeted strategic balance in terms of a true diversification cost - benefit tradeoff towards achieving value maximization objective, which its roots are derived from the firm's mission, vision, creed and ideology.The statistical analysis has revealed that many hypotheses were valid, including those of real options lens, which have explained the significant moderating role of corporate governance mechanisms in the positive relationship between the related diversification and firm value.Results indicate the logic and validity of the integrated perspective in exploring a diversification - option value linkage - based strategic balance thesis under some corporate governance mechanisms; Board Independency and Management Ownership. The researcher followed in the current study the quantitative Methods, which is one of the basic entrances in social studies, including business, comes as a result of the questionnaire style use as an essential tool in data collection. Theinternal environment with its main elements : organizational structure, administrative leadership and incentives play an important and vital role in the performance of organizations by influencing in the behavior of employees.Therefore,it shows the willingness of workers to make great efforts for the benefit of the organization and possess a strong desire to stay there and stay away from negative behaviors, and acceptance regulatory rules, values, and the main objectives of the organization.The problem of research derived from the sensor to the manifestations of negative behavior in the Offices of General Inspectorsand the negative serious effects on relationship of workers and their organization intellectually and professionally, and importance of recognizing the organization for the consequences of this phenomenon on the performance and commitment of its staff.Onthe basis of this importance,this research came to test the research community that represented by (6) Offices from the Offices of General Inspectorsin the Iraqi Ministries, the sample included (98) employees used the questionnaire to collect data and analyzed paragraphs based on the Statistical Program for Social Sciences (SPSS).The research has come to many conclusions, most notably is, the centralization govern the work of the surveyed Offices of General Inspectors. Theworkers cannot take the decision bythemselves only by reference and in detail to senior management, in spite of knowing what must be done and the limited participation of workers in decision - making by the laws and regulations.The official and complexity limited the free movement of workers towards highlighting the skills and personal abilities that reflected on the functions of the office, standing in front of their ambitions and their inability to embrace new ideas.Theadministrative leadership affect the negative behaviors, and this shows that the leaders or administrative of offices have prominent role in the treatment of negative behaviors, as it put the plans, policies and programs.It can reflect the vision, philosophy and ideas in creating an appropriate internal environment and encourage their human resources to raise and interact with them and encouraging them to participate in the implementation of these ideas and visions, leading consequently to enhance the trend towards positive behaviors and to move away from the negative ones.The types of positive moral incentives increase the sense of relief and a desire work, as well as a sense of complacency about financial incentives that received being equal to employees in other organizations. As well as a number of recommendations, including moving away from the concentration of power in specific areas of the organizational structure of the researched organization, re - distribution of powers, reduce the rules and procedures specific to the behavior of employees within the researched organization, and bring the tradition of fieldwork - based of self - censorship to achieve creativity and a sense of confidence.To avoid the unwanted behavior, it need from the administrative leadership to listen to various levels of regulatory proposals and problems of subordinates and work to resolve it, and not left hanging.Because itis vital and important for the growth of the researched organization and developed and encourages them to take risks and responsibilities and not blame and reprimand them in case of failure and reducingthe specific rules and procedures to the behavior of employees within the researched organization. Thetradition of fieldwork - based of self - censorship must followed to achieve creativity and a sense of confidence, avoid undesirablebehavior, and the need to create an internal environment suitable lead to increase the ability of workers on adaptation by financial and moral incentives and enhancing work to create asuitable internal environment. Was conducted a questionnaire to find out societal intervention in the preparation of previous plans , by distribution of (125) form , which included questions about the intervention of the citizen and the civil society organization and officials of the Governorate and deputies of the Council into preparing plans. after analyzed results according to this survey , showed that the citizen and the civil society organization is not on high level and the officials of the Governorate and the deputies of the Governorate council have intervened to favor their parties and their organizations. Moreover, this study highlights the reality of services for patients, especially in the targeted governmental teaching hospitals. The Patient Satisfaction with Nursing Care (PSNCS) has been measured in these hospitals through the revised scale by Tang et al, (2013).This scale includes four major domains; Health Information (5 items), Influencing Support (4 items), Decision Control (4 items), Specialized Technical Competence (7 items). The method of surveying patients’ opinions about the degree of their satisfaction with the nursing services offered in the targeted hospitals. The study scale has been tested for its reliability and validity. The researcher used the statistical measures of Factor Analysis, Mean, Standard Deviation, Kaiser - Meyer - Olkin) exploratory measure, Bartlett Test which measures the association relationships among variables. Moreover, the researcher used the Mann - Whitney test for individual differences among patients’ answers in the targeted hospitals in the Statistical Package for Social Science (SPSS) for Windows.The researcher concluded a set of conclusions, some of which were shared among the targeted hospitals. The most significant conclusions include although the nursing services are delivered in a high - quality professional manner, but the delivery of such services is somewhat delayed from predetermined times which gives the patients an impression of absence of attention with the patients and what they need of care throughout their hospitalization. Furthermore, the nursing staff do not care appropriately in engaging patients in the health care delivered for them, which generates the feeling of absence of interest of the nursing staff with the patients.The researcher suggested a set of recommendations including the necessity of quickening the delivering the nursing services in time in order to substantiate a good impression among patients relative to the extent of their value in the hospital. Additionally, it is vital to take more care of improving the nursing skills for nursing staff through engaging them in specialized courses in order to enhance their competences. Ultimately, it is necessary to quicken the delivery of the nursing services in the appropriate time in order to substantiate a good impression among patients relative to the extent of their value in the hospital.

Two hundred and fifty questionnaires were distributed to a sample of pharmacists, and only two hundred thirty - six questionnaires have recovered valid, this constitutes a response rate of about (94%).In order to handle these data, many statistical instruments have been used, included percentage, arithmetic mean, standard deviation, correlation coefficient, and simple regression coefficient. Based on the measured variables of the study, diagnoses and tests the link and influence relations study indicates that the marketing mix (product, price, promotion, distribution, people, physical environment, process) either separately or collectively affected on the competitive advantage of local medicines. Te study recommends the need to support the Iraqi pharmaceutical industry and increase the interest of pharmaceutical companies producing the improvement of the quality of their products and the development of methods of promotion with the need to follow the marketing methods adapted by international companies and attract people with marketing experience to the advancement of local pharmaceutical industry to face the challenges of competition in the Iraqi market.

The research community consists of managers of managerial positions in the level of high and medium levels in the Ministry of Agriculture. We used technique of comprehensive inventory where the research was applied to all members of the community, which contains general managers and their assistants and heads of departments in the ministry administrations who numbered (34) institutional, and the response rate was (100%). The questionnaire had used as essential tool in collecting informatios and data, and (SPSS) program had used in analyzing data which used to get percentages and duplicates, and testing of Alpha Kronnebaj, and the coefficient of Spearman correlation and other analyzes that have been used to test the hypotheses of the research. The research results showed that the Ministry of Agriculture employs evaluating the performance leaders in the decision - making system for personnel matters, and attaches importance to the quality of institutional work, as well as in the use of information in the selection of the training process, as well as setting stimulation system in the ministry and to rely on the data and information as a system evaluating the performance leaders in the future planning, the results reflected the weakness of evaluating the performance of employees standards in the Ministry of Agriculture and lack of familiarity with workers on the results of the evaluation, which indicates the presence of a defect in the evaluation system, the ministry, which requires to develop the criteria that used for evaluation and inform the staff on the results to determine points of weakness and strength the process of evaluating their performance points. The research came out with set of recommendations based on the conclusions that I reached that include the need of the ministry to attach importance to evaluate the performance of more leadership and rely on their outputs in the process of improving the quality of institutional work system, to gain process efficiency, accuracy and objectivity in raising the level of quality of work, in addition to the development of performance criteria used in the evaluation of performance so as to be able to measure the performance of senior leadership and do not lead to interference in personal factors, And the need for a feedback system follows the process of evaluating the performance of leaders, which can be employed to recognize the results of their assessment and to identify weaknesses and avoidance, as well as identify the strengths and strengthened.

The study finds the impact points of organizational support that be mediator in the relationship among the dimensions of justice organizational and excellence organizational based on personal commitment and focus on the customer and innovation.The selected sample was 299 teaching staff in colleges of the University of Kufa. The study finds that there are encouraging conclusions with higher level of perceived organizational support in respect of organizational justice.The study uses statistical tools to analyze and test the data and information by adopting statistical programs that ready for social sciences (SPSS,19), (LESERAL V.8.80) and (MOD GRaph) programs.Because the study has pursued research methodology and dimensional analysis , it is a diagnostic analytical study, and its importance lies in that it will emerge an intellectual philosophical for the nature of the study variables, based on effort applied organizational justice and organizational support, and the ability of organizational excellence to guide organizations surveyed to take advantage of its knowledge and experience stored in address its problems, in the context of the current reality of human resources working, and the possibility of formulating strategies for effective management of these resources, in the context of philosophy of organizational justice and organizational support to create human resources whom capable of giving these organizations with sufficient flexibility to adapt to environmental changes and achieve organizational excellence. Personal interviews of officials, field visits of the minisrty researched and use of the checklist was used as a key tool in data collection and the research information, research results were analyzed by using percentages and the probable arithmetic means, and reach found important conclusions : 1 - The results of the analysis showed that the percentage contribution of dimensional and strategic objectives in establishing the formulation of e - governance strategy was (58.9%) which is acceptable degree.2 - The contribution of the distance of the external environment for the organization and the usage in the drafting of the strategy was acceptable degree for both, and was (54.6%) for the distance of the external environment, where as the percentage after the use was (55.5%).3 - The percentage of contribution after the readiness of the organization in the formulation of e - governance strategy was (66.6%) medium degree

A checklist of quality assurance standards was prepared for the assistant director of nursing. A special questionnaire was designed for the satisfaction of sick patients in some sections of the hospital, which were distributed to 28 patients and patients, The first stage was to collect the examination list data before the application of the program, with the patient's questionnaire distribution, to diagnose the patient's satisfaction, and the second stage Done The collection of the data of the examination list after application in some sections of the hospital. A number of statistical methods were used including (frequency distribution, percentages, arithmetic mean, standard deviation, difference coefficient) and SPSS program for processing the data collected.The main findings were that the hospital applied the standard (access to services by 88.9%). Because the first have given priorities to intangibles, like (Knowledge and Intellectual) and others had neglected it, depending on their existed resource only. For the importance of the intangible resources, organizations have created specific management units, called “Knowledge management” which give high attention to that resources. Environments is continually exceeding in complexity, in the same time technological development continuous and exceeding change, in addition to a crossing cultures, in such situation, knowledge management became unable to support organization knowledge needs because it take care in internal function and activities only, and ignore the outside environment. According to that environmental pressure and its threat, organizations should adapted, to do that organizations created comprehensive knowledge management (CKM) which cares about internal and external organizational environment in the same time. (CKM) is a hole philosophy which aimed to pursue and support intangibles and systemic knowledge, and in the same time give importance to intellectual capital (IC) which considered the main creator of knowledge. The (CKM) has four basic approaches : Internal efficiency approach, information systems approaches, personnel efficiency approach and (IC) approach. (IC) has been chosen as a moderate variable between the independent variable (CKM) and dependent variables (Organizational effectiveness).The research is divided in to two major parts : First side : Theoretical part which has shown in two chapters, the first one shows previous studies and the methodology of the research. The methodology contains research problem which summaries the necessity of the benefit that organizations can get from there intangible resources. Three major hypotheses have emerged from research problem, with many branch hypothesis have followed as follow : The second chapter was titled “the research theoretical, frame work, (CKM, IC, And organizational effectiveness). This chapter takes in details the meaning of (KNM) and the difference between it and the partial KM. the chapter in the same time shows its basic philosophy and explain its variables measure. There are high importance to (IC) especially about its meaning. Second side : practical side : In this side the research measured the hypothesis which depending on information had collected from electric sector by questionnaire, which was considered as a basic instrument to collect information. In addition the researcher used many others ways for this purpose, like interview and documents. Third chapter had describe and analyzed research variables according to sample response. The fourth chapter shown result analysis and hypothesis approval. The last part of this chapter explained the importance of the effective variables and its priorities. The fifth chapter was appalled for results, recommendations, and suggestions. The researcher used many statistical instruments to improve the right or wrong of hypothesis, the importance among them are : simple & multiple regression, Path analysis, factor analysis, Canonical correlations. The research has reached many results, the most important among them are mentioned below : A - all major and branch hypothesis have significant impact on organizational effectiveness and (IC).B - the impact of (CKM) on organization effectiveness accordance (IC) is more than the impact with out (IC).C - intangible resources have a high importance in increasing organizational effectiveness.D - Organizations which researched do not give suitable carefulness to their intangible resource.At the end the researcher give many recommendations : 1. Organizations should give large carefulness to knowledge because it is a power, otherwise its power will be usefulness.2. Organizations must established (CNM) which maintain knowledge and adapt (IC) according fixed technology.3. A high attention should be given to human capital as it is the most importance part in (IC).4. Organizations priorities should be listed according to their mission and strategies.5. This solves the most important problem to discuss with the weakness of its machines the current agricultural insurance and the lack of its own law which includes government support. Find and high light the importance of the role of agricultural insurance in agriculture to secure the continuation of the income of farmers and ensuring food gets to the citizen and being a real contributor to the reduction of agricultural risk. The research aims to analyze the current solution to find new frameworks project proposal a law on agricultural insurance and the establishment of a fund for the management of agricultural risk as a substitute for the law in the absence of legislation or delays in the legislative procedures.In order to achieve this, the researcher in the study combined the research for two communities the first is national insurance company in order to prove the weakness of agricultural insurance and the urgent need for solution, and the second community is the ministry of agricultural in order to examine the draft law. The researcher reached several conclusions such as lack of a law on agricultural insurance and there is no government support for the activity, other than international experience. For the purpose of analyzing the data and draw conclusions have been the use of statistical and descriptive and analytical (such as circles calculations, standard deviations, correlation analysis, and analysis of simple linear regression). The research found a group of the most important conclusions. The results of the analysis showed no significant positive relationship between Formalities and high performance. While the moral relationship between authoritarianism and high performance the fact that there are no negative signal and this means that the more attention formalities by one unit high - performance increased by one unit. I conclude the research with a set of recommendations : the necessary of redesigned job by the bureaus in a correct scientific manner and concern essential dimensions in the re search in order to reach good organizational performance, as well as the delegation of authority and responsibility toward decentralization as a motivate way and training for employee , which contributing to the success of the observing work in the.

Abstract: سعت الدراسة الى تحديد علاقة التغيير التكنولوجي بنجاح المستشفى، واستهدفت الدراسة مستشفى الصدر التعليمي بمحافظة النجف الاشرف كميدان للدراسة وحددت المدة ثلاث سنوات من 2000 - 2002، وقد اختيرت الاجهزة التي ادخلت الى المستشفى بوصفها عينة للدراسة والبالغ عدده | The study intends to specify the relation of the technological change in the hospital success, and Al - Sadder teaching hospital in Al_Najaf Al_ashraf governeer has been targeted as a study field and the period have been defined from 2000 up to 2002, then the equipments that entered to the hospital at that period have been choosed and described as a sample for the study and their appointed about (21) equipments.This study pursues to analyse the needs and the fact of the technological change process in Al_sadder teaching hospital, also it intends to answer the following questions : 1_What is the fact of technological change in the hospital (study field) ? 2_What is the level of the hospital management perception to the technological change as described as a gadget to reach the success?3_What is the role of the technological change in improving and reinforcing the organizational success of the hospital ?4_What are success needs of the technological change programs and its critical success factors ?In order to achieve the study goals, the main hypothesis has been defined which is (There is incorporeal correlation relation between the technological change and the organizational success) which leads to four subsidiary hypotheses after defining the changeables of the organizational success which are ]work productivity, machinery productivity, and employees satisfaction which are (annual adjusted doctor payment, and annual adjusted substaff payment), and payback period & reciprocal payback period [that show the correlation relation between the study changeables. these hypotheses have been tested statistically by : 1 - Percentage (%).2 - Correlation factor (R).3 - (t) test.4 - ( R2) factor. According to the results , the study appointed group of conclusions, the most important one that the hospital management invested the change in technology for most equipments in reinforcement of work productivity (in proportion of 67%), machinery productivity (in proportion of 67%), and employees satisfaction represented by ]annual adjusted doctor payment (in proportion of 60%), and annual adjusted substaff payment(in proportion of 50%)[. Also it can payback the costs of all new technologies within the hypothetical productive lifetime (in supported costs) but it can not payback the costs of the most new technologies (in nonsupported costs) within the hypothetical productive lifetime.And this study appointed group of recommends, the most important are : there is necessity to change the attention of health sector management to continuous intention to insert the continuous change in technologies and continuous improving all over the equipments and technological operations in the hospital, and there is necessity to the hospital management to keep its achieved profits from its policies to maintain the achieved success which represented by increasing work productivity, machineries productivity, and employees satisfaction. And there is necessity to the hospital management to modify its policies to gain more support from the government in the change of medical technologies where the change cost is not measured at cost / benefit level, but it is measured at the disease level where the health of the person and community, improvement of life, and decrease the death rate are the major profits versus change costs.

Also , to discover the relationship between the immunization team empowerment and their management effectiveness. The importance of this study is that the immunization are very important weapon that has a close relation to people health and the safety of the community by minimizing the spread of the communicable and infectious diseases , that cause a lot of illnesses , handicaps and death in the community. So , I was convinced that this study could help in improving the health status in the country. (the one of the companies of Iraqi Ministry of Communications ), and then identify the problem with regard to telephone density and the number of switches and alternatives and possible solutions and evaluate these solutions.The study explained the reality of phone services and communications (wireless and wired) for each governorate , which included (switch Name , origin switch , type switch , switch capacity ) also dealt with the numbers of workers and the population and the current telephone density required.The study adopted two types of data : the first of data specialized on the numbers of employees and the numbers of the population and the numbers of switches and details in each province were obtained from Statistics Division and the hummen and Resource Division in the planning and follow - up department at the Iraqi telecommunications and post Company as well as the Central Bureau of Statistics and the second type of data represents data on phone capacity required and other data , obtained through an arithmetic procedures : such as results obtained , depending on population estimates in the provinces for the year ( 2012) to calculate the percentage and telephone density , this study explained that the reality of phone services is not consistent with its population since no shortage in the number of phone lines compared to with the preparation of the population , the number of switches (328) , and reached capacities telephone College in 2012 about ( 2070047 ) Subscriber , compared with whom should be included with this services and bringing them to the service with totaling ( 7443547 ), which represents the number of families , if Depend on the international standard in that the average number of members per family is four members , to reach the phone density is ideal up to ( 25%), the study also included a number of conclusions and recommendations

Abstract: سعت الدراسة الى استعمال قرارات تصميم عملية الخدمة عبر بيان الاثر الذي تحمله هذه القرارات على اداء عمليات المركز التخصصي لطب الاسنان في العلوية، وبما يسلط الاضواء على الوسائل التي تساعد في تقديم افضل الخدمات للمجتمع، اذ اعتمدت الدراسة في جانبها التطبيقي | The study sought to use the service process design decisions through explaining the impact of these decisions on the operation performance of specialist Dental Centre in al - alwia , and highlights the ways that help provide better services to the community, in its applied side the study based on a set of quantitative indicators used to describe the impact of customer contact and resources flexibility and capital intensity on performance of cost , quality, speed and flexibility, by taking into account certain external influences of customer contact and internal represent in resources flexibility and capital intensity. The study adopted the case study method in the specialty Center for dental/ al - alwia as one of the centers of the Baghdad Health Directorate/Rusafa, data were collected from the wrote - down data in records of patients and doctors and equipment used for the six working units within the Centre. The study has concluded a set of conclusions was notably the existence of bottlenecks in some periods as a result of sudden increases in numbers of patients because of the reliance on assumption estimates by doctors in appointing future appointments for patients, and then no mechanism by which to maneuver between doctors in the units where this bottleneck occurs, in addition to that there were several manipulations that can be made for each doctor that can utilize from doctors in units that have a surplus in Units that suffer from a shortage of doctors. The study was ended with practical recommendations highlighted the reliability of the average immersed in the communication process that occur between patient and doctor appointments for treatment rather than relying on subjective estimates by doctors, as well as the possibility of utilizing of the flexibility of the size, the number of patients as the basis on which scheduling doctors into units that leading to high performance of specialty Center, also the possibility of redeployment of available equipment in the capital - intensity units such as the teeth roots unit and oral and dental surgery to units of Less capital - intensity such as a dental renovation

Abstract: تتركز مشكلة البحث في اخفاقات ادارة المشاريع لاغلب المؤسسات الحكومية العراقية في تنفيذ الخطط الموضوعة لمشاريعها المنفذة وبكافة اختصاصاتها ولاسيما المشاريع الخدمية والتي تسببت في اهدار الكثير من الاوقات والاموال المخصصة لتلك المشاريع والتي اشارت اليها اغلب | The research aims to evaluate the management of a number of projects implemented according to project management body of knowledge (PMBOK, 2013) in the municipality of Afak municipality Directorate which belong to the Directorate of the municipalities of the province of Diwaniyah, amounting to (8) service projects as a sample research of the total (76) implemented service projects for municipal institutions of the districts and the areas of the province of Diwaniyah due to the of difficulty Viewing all official documents of the projects implemented for these institutions in order to determine the gap between the guide elements and the currently applied "in the management of these projects, as well as" the use of some quantitative measures as an indicator of the performance of the scheduling and the index cost performance and the critical ratio as well as the efficient scheduling and efficiency of the cost of the budget, the research adopted the applied research approach by examining the form (Check list) according to project management body of knowledge version fifth in 2013 and includes 10 elements include (47) items and a total score (329) degrees distributed on elements according to its importance, and as a number of quantitative measures used on the time and cost of the research sample to determine the amount of overtaking, the research came up with the conclusions perhaps their most notable are is the weakness of the research sample project management with the absence of proper planning and the adoption of speculation for the time and cost based on personal experience which are wrong in many cases, and that is reflected in the overcome of time and cost of the most implemented in municipal institutions in the municipalities of Diwaniyah Directorate projects, the research found a number of recommendations, including the application of project management body of knowledge in all of its paragraphs elements with the use of computers to analyze the activities and control through adoption of a number of software related to project management

Has been tested through this variable parametric statistical methods, and used the questionnaire as a way to collect data and all were subject to a test of validity and reliability. Through this research we see the strategic alliance relationship and its impact on improving the health service for the better and try to find the strengths and weaknesses and maintain strengths and address weaknesses and improve the health institutions to advance forward and bringing it behind the developed world. The study consists of three chapters, devoted the first chapter of the methodology and previous studies, and the second to display the theoretical framework of the strategic alliance and its impact in improving the health service, and the third chapter was devoted to the practical side, testing the statistical hypothesis as well as the most important conclusions and recommendations. The most important findings of this study is that the system of the strategic alliance has a positive effect to improve the health service. This system reduces the burden of physical and risk - sharing and this leads to increased confidence in the services provided to patients and also lead to improved health service provided. Provide the infrastructure necessary for a strategic alliance and potential administrative and regulatory laws as well as the general culture and the level of acceptance with the staffs of health are the elements most effective for improving the health service and forgotten the essential role of the state in approving and assigning such a alliance strategy has a direct impact in the policy of the state of health. Another important recommendation is that there is a breeding ground for innovative ideas and high culture and the application of these alliances and find the laws and the relevant legislation in order to make the most of the sectoral and public sectors and provide better services to citizens. And raise awareness about the benefits of the alliance of workers in the private and the community because it can not establish a strategic alliance unless there is cooperation and support from everyone. As well as a law binding by the state to establish alliances with the private sector and government facilities to the success of the strategic alliance.

Since the agricultural sector is the greatest consumer & waster of water in Iraq, then any attempt targeting water resources sustainability should start from this very sector, through the implementation of a gradual & systematic comprehensive reforms & certain technical procedures that aim (as a whole) to the optimal efficient use of water resources in the agricultural sector, which represents a prerequisite for achieving the sustainable development (economically, environmentally, socially), and forms a safety factors that repels the anticipated consequences of difficult water conditions in the years ahead. This research is not only identifies an unsolved problem that is often neglected, but it also makes (through a strategic orientation) a detailed four - priorities - strategy that describes a plan of actions need to be taken soon and how to deal with each priority effectively, in terms of moving towards the sustainability of water resources in the agriculture sector. The performance measures strategic based on the balanced scorecard to provide the full picture of the causal relationships that lead to achieve strategic goals. 2. The balanced scorecard in the evaluation of the healthy performance shows where health center is excelled? why? where is his weaknesses? how is it managed?.3. It is not possible to manage the performance without measurable. The research concluded to some of the following recommendations : 1 - Put the Incentives system linked to the evaluation system. 2 - Supplies provision and the necessary requirements for the success of the application of the evaluation system. 3 - Adopt the principle of public the evaluation system. 4 - The best investment of human resources working in the health center.

And through which concluded that there is little effect of the behavior of organizational citizenship to the improvement of medical service in the surveyed hospitals, in addition to the lack of variations in answers doctors study sample attributed to personal variables that include (age, marital status, and educational attainment, and the number of years of service, Medical and address).Words key (key) : organizational citizenship behaviors, personality traits to physicians, physicians attention, care for the sick and improve medical service, Iraqi hospitals.And united conclusions, that he was not there the attention of doctors, whatever the personal traits of hand (age, marital status, educational attainment, and the number of years of service, medical and address), which led to poor practice behaviors organizational citizenship, and so for the improvement of medical service in terms of lack of interest departments to patients by a doctor of view, leading to weakness provided medical service to them, while he found that there is a positive impact and moral relationship to the behavior of organizational citizenship five dimensions (altruism, conscience conscious, and the spirit of tolerance, civility and kindness, and voluntary participation) to improve medical service, But it was the level of little effect, as a result of the low level of organizational citizenship behaviors in the hospitals of the Department of Health Baghdad / Karkh area of research.

Abstract: تناولت هذه الدراسة التوجه السوقي والتعلم المنظمي كمتغيرين مستقلين تضمن كل منهما ثلاثة ابعاد فرعية، ومتغير اداء الاعمال كمتغير تابع لهما، وقد تفاعلت هذه المتغيرات الثلاثة لتشكل الاطار الذي تدور حوله هذه الدراسة، والتي تهدف الى تحديد اثر كل من المتغيرين الم | The study tackles the market orientation and the organizational learning as independent variables each included three sub - dimensions, and the variable of business performance as affiliated variable. These three variables have interacted to form the framework around which the study revolves. Since the banking sector has become an important part of which service sector is made, as well as it represents the basic pivot for the process of building and the development of the economies of countries, the Iraqi banking sector have been taken to be the sample of this study. A nonrandom sample of nine Iraqi banks was chosen, including four state banks (Al - Rafdain, Al - RaSheed, Industrial Bank, and Agricultural), and five private banks (Baghdad, Investment, Middle - East, Darussalam and Al - Warkaa banks). The data were collected from 132 managers working on the first and second levels. A questionnaire form was used as the main instrument of data - collection, in addition to personal interviews, and some reports, and statements about the banks. In order to process these data, a set of statistical methods such as (mathematic means, standard deviation, percentage, Spearman correlation coefficient, Mann - Whitney test coefficient). Upon the measurement and analysis of the study variables and testing the correlation and the exchange interaction, the study comes up to a group of conclusions among which the high level of variables of the study samples, another finding is that there is correlation relationship between the two independent variables (the market orientation and organizational learning), in addition to the existence of moral effect for the mutual relationship in business performance. While it turned out that the effect of each variable become weaker in business performance individually. On the other hand, it turned out that there is no differences in the opinions and viewpoints concerning the sample among the state and private companies and the sub - dimensions. A set of recommendations were put on the basis of the findings of the study. Finally, the researcher suggested some future studies that enhance aspect.

This system is based on the idea of gathering different machines in groups so as to treat the group of similar parts, which results in the formation of semi - independent manufacturing cells. The aim of the study is to design a system called (IESCMSS) which depends in the expert as one of the artificial intelligence technologies and this system consists of two parts, the first one is interested in generating different solution to the problem of the formation of manufacturing cells by using a group of cell formation methods. This part also presents advice to the user about doing possible changes and evaluating according to the group of efficiency measures for cell formation to choose the best method. The second part of the system acted on loading the work orders on the cell in order to estimate the energy of both machines and cells, and applying a group of the rules of scheduling the cellular manufacturing system and comparing between them according to a group of measures that evaluate the activity of scheduling rules and recognizing the performance of each rule to choose the best one. The expert systems was designed depending on the (Visual Basic) language which is considered the suitable environment to design advanced programs and to verify the possibility of applying those programs to obtain quick and precise results. The scientific importance of this study was originated from its humble participation to fill the gap in the process of treating the problem of the formation of manufacturing cells and scheduling them as well. The study has depended on the case study manner as a method to know the results of managing the expert system (IESCMSS). The study sample were taken from Tammooz air conditioner factory. The most important conclusions of the study were : the AVV method in forming manufacturing cells exceeded the other methods in view of the group of formation efficiency measures. The results of applying the expert system showed a new method in doing the process of reassignment to the machines and the parts quickly and precisely in addition achieving accuracy and quickness in doing the processes of loading and scheduling to each cell generated from the application of formation methods

Abstract: يشهد العراق تحولا سياسيا مهما وتاريخيا من نظام الحكم المركزي الشمولي الى نظام الحكم اللامركزي الذي يقضي بتفويض صلاحيات واسعة للحكومات المحلية في المحافظات والمدن العراقية ويهدف هذا التحول الى تطوير وتحسين مستوى الخدمات المقدمة للسكان وبصورة عادلة.لذلك ف | Iraq has been faced a political and historical transformation from central ruling system to decentralized ruling system ,that lead to authorize many wide interests for local governments in provinces and local cities.This transformation aims to develop and improve the level of services that presented to people fairly So the aim of this research is to identify the range of achieving the social justice by distributing the investment shares for region development program under the shade of decentralized ruling presented by local authorities in wasit province ,and what are the effective factors in that reconnaissance of the opinions of these executive sides. The study discussed the meaning and the aim of social justice and decentralized ruling, and the importance of population criteria due to the importance of that criteria to achieve the justice by considering human as the one who is managing the development and the goal of development at the same time ,but that criteria is not enough to achieve justice. So it had been discussed groups of other criteria that should be considered to achieve that. The descriptive analytical methodology ,and the reconnaissance style have been used, and preparing for questioning air as a tool by the research to measure justice by distributing investment shares for region development program, and also the effective factors. It includes a community and study sample from the members of local legislative and executive authority(municipality counsels in districts and sub - districts in wasit province, and head departments that concern to execute projects ,and concern of University instructors as an important sample. The results of the research showed up a mess in the effective factors of distributing the investment shares, and weakness in the available resources and in the administrative operation representing by organizing, leadership and observing working sides to execute the project without active information system for decision makers. The results of the research showed up that the level of justice in distributing the shares was medium. Although there is a difference in distributing the shares in the districts and sub - districts of wasit province. The research includes many recommendations may help to raise the projects and mechanism to achieve justice

Abstract: يعد الانفاق الصحي من العوامل الاساسية التي لها الدور الكبير في رفع مستوى جودة الخدمات الصحية لما له من الاهمية الكبيرة في توفير ماتحتاجه المنظمات الصحية من اجهزة ومعدات وادوية ومستلزمات اخرى في اداء خدماتها الصحية الى المحتاجين لها.وتهدف الدراسة الى است | Health spending is a key factor in raising the quality of health services because it is of great importance in providing health organizations with the necessary equipment, equipment, medicines and other supplies to perform their health services to those in need.The study aims to review the structure of health expenditure, know the level of quality of health service, and determine the relationship between the size and structure of health expenditure at the level of quality of health service.This study is a retrospective study of the structure of health expenditure in the hospitals of the Department of Health Najaf for the period 2011 - 2015, through data extracted from hospitals and the Najaf Department of Health Najaf.In a correlation analysis, Pearson correlation coefficient was used to measure the relationship between the two quantitative variables. A simple regression analysis was used in the tests to determine the effect of ( (Health service quality), and the Beta coefficient for the expected change in the dependent variable (QoS) due to the change in one unit of the independent variable (health expenditure) of Know the ability of the model to explain the relationship between independent and dependent variables.The study concluded that the level of quality of health service in all hospitals is very high for all years of study. This carries a very important conclusion. Either the hospital departments are 100% successful so that they invest all their resources properly. The quality assessment is wrong, especially that it is conducted by committees of the hospital itself. The study reached a number of recommendations, the most important of which is that the hospital departments are specialized in the management of hospitals and the adoption of indicators of maternal and infant mortality as an important indicator of quality of health service
