Therefore, this research contributes with confronting the three variables of (technology strategy - green productivity, operational distinguishing). The investment of developed modern developed to cope up with the requirements of the age in the production process requires the creation of levels of productivity that exceeds the traditional levels of production, namely, the green productivity, which is a high level of production. This new level will achieve double goals; the first is to maintain the safety and security of the environment against pollution, and the second is suitability with the demand of the clients. Upon that fact, the research endeavor aimed at stating and diagnosing the importance of the secondary dimensions for the technology strategy in achieving the operational distinguishing with the average of achieving higher level of green productivity. The researcher depended on a group of methods in order to test the correlation relations and the effect of hypotheses that were formulated on the correction of the plan by the use of the method of research (descriptive checklist and case study). The Company of Middle Refinery \ Al - Durrah was chosen as the community of the study. The sample included (7) types of the production of the light oil derivatives - the Commission of Oil derivatives as a field of study in order to evaluate the three variables. The research comes up to a number of findings which are result of the intellectual and application aspects tackled by the researcher that diagnosed the reality of the company and the sample of the study. It is found that there is a gap that ranges from (%7 - %20). That means there is partial application of the study variables of the technology strategy and green productivity (independent variable - medium variable). In addition to conducting the quantitative aspect to document and measure the level of their realization quantitatively. The researcher recommends depending on the results of the evaluation of the checklists and the results of the quantitative aspect for both to achieve more work on the ideal use of the resources in a manner that helps to narrow the gap to reach to the ideal level (%100) to achieve better work environment which would be recorded on coming up with a various products that meet the satisfactions of the demanding parties. In addition to that the researcher makes relevant suggestions.

The study problem was personified in the extent of the Saudi and Jordanian companies using the financial leverage ratio and the impact extent of those factors on the financial leverage ratio. The study sample involved (20) Saudi corporations and (20) Jordanian corporations in various sectors registered in the Saudi and Jordanian security market for the duration (2008 - 2012). The study defined hypotheses which were tested by statistical instruments like : percentage, mean and simple linear regression based on SPSS program. The study revealed a collection of conclusions, the most important of which were : liquidity is regarded as an effective factor on determining the ratio of financial leverage, for the companies which suffer from low liquidity accumulate short - term debts; therefore, they can not resort to the financial leverage and prefer having fixed assets with high ratio to the total of their assets using the financial leverage, since they borrow at a lower profit rate because the borrowed money is secured by the value of fixed assets

Abstract: Inflation is always a challenge for most of the economies of countries in the world, because of its undesirable effects are costs borne by society, and Iraq is one of the countries which suffered from inflationary pressures for several decades. These inflationary pressures borne by members of the Iraqi community in the form of costs, without knowing the amount, size, and in this paper we appreciate using the long - term equilibrium relationship between real cash balance as a percentage of real income (GDP at constant prices), and the price policy rate over time 1990 - 2012, and then we use the estimates derived from the interest rate flexibility, by estimating the long - term equilibrium monetary demand function in the Iraqi economy to derive inflation costs through the use of consumer surplus approach for Bailey (1956), using the econometric technique (method of least squares (OLS) after conducting stationary method, to the variables of money demand function and using the statistical software developer( Eviews 0.3), The total cost value reaches (30.24%) for the annual average inflation and (71.4%). In order to achieve the objectives of the research indicators of living standards in real terms were estimated after testing the stability of the costs of inflation data series, and the average per capita GDP, private consumption spending (family) ,line of absolute poverty, before and after deducting the cost of the ration card, and verify the existence of a common integration relationship. The Research included three chapters. The first chapter discusses the theoretical framework of inflation and costs of living standards, while the second included inflationary environment analysis and indicators of living standards in the Iraqi economy, and divided into two periods the first on since 1990 - 2002,and the second period since 2003 - 2012, and then measuring and estimating the costs of inflation in the Iraqi economy for the period 1990 - 2012. the third chapter also included an analytical framework to measure the impact of inflation on the cost of selected variables to the standard of living in Iraq for the period 1990 - 2012. The measure included the impact of inflation on the cost of living standards formulation variables four equations as living standards adopted in this study using the least squares method, (OLS) ,and using the statistical program (Eviews7. 2012). The research included the most important conclusions that have been reached in addition to the recommendations. The most important conclusions by measuring the costs of inflation in Iraq for the period 1990 - 2012 that the money in the Iraqi economy, in addition to being a necessary commodity for the purposes of the transaction, it is a political commodity as a result of oil export, affected by political situations experienced by, Iraq since 1990 - 2012 and that the annual rate of in inflated costs by (30.24%) ,led to a decline in living standards in the Iraqi economy by (0.164%)&(0.171%) for the period from 1990 to 2012 and this is what led to be the most important recommendations in the search. The money, mainly from oil, in the Iraqi economy, must have a diversity of sources by stimulating economic sectors, so that Iraq becomes a source of goods and services, increased by close to the amount of oil commodity, export and the state has to achieve the security and political stability, because it is the direct cause of the decline in the rate of inflation, and its costs, and thus a rise in the living levels of society, through the transition impact on standards of living variables, and hard work by the state to reduce violence for the purpose of continuing the development process, so that we can improve the lives of Iraqi society level, while the continuation of the Iraqi Central Bank to tackle inflation target (3% - 4%) to remove its the costs imposed on society, through transmissions price used in this direction ,and the need for coordination with macroeconomic policies to ensure an environment conducive to stability and growth.

It aimed at recognizing the effect of organizational trust and employees' performance evaluation process in the mentioned company , identify the correlation of variances of the study and identify the effect style of trust in employees' performance evaluation in which the researchers adopted interference and integrated method. In order to execute the study, class random sample is used upon sample consists of (120) person from the employees of the above company ( in the headquarters of middle oil company). Questionnaire is used as essential instrument in gathering data and information related to this study. (120) questionnaire has been distributed upon the selected persons, out of it (3) three questionnaire are excluded because they were invalid in analysis and (96) questionnaire returned. In order to deal with such data and information, many statistic methods are used such as : (arithmetic mean, normative deviation, percentage, correlation coefficient (Spearman), (Simple Regression) which are used to test the hypothesis of the study. The researched has reached to a set of conclusions, out of them; the availability of organizational trust in the organization that has relation with the effectiveness of employees' performance evaluation process, then its success. There is great effect of organizational trust employees' performance evaluation process. This process reflects the importance of organizational trust in increasing the efficiency of employees' performance evaluation process in the company. The study is concluded with some suitable recommendations for the beneficial of concerned parties which indicates the necessity of starting the company increasing its consideration upon constructing trust between the employees themselves and the administration. Also the higher administration undertakes promoting and consolidate trust within the employees by consolidate behavioral values and construct organizational culture upon work logic and working as team spirit and self - control within the employees

Adopting internal marketing as one aspect of marketing for the purpose of demonstrating the possibility of developing the reality of performance in companies and work reality. Therefore, there must be an integrated view and the placing of harmonized policies of sustainable planning in the different aspects because they complement each other. Many countries have applied the concepts of sustainable constructional planning for the purpose of achieving livable cities as much as the environment can offer and absorb, in order to maintain life’s continuity and quality. Iraqi cities suffer economic, social and environment problems, this requires moving towards livable cities “sustainable cities”. Therefore, the research has been based upon a hypothesis which is summarized by that the current planning philosophy and mechanisms are far from sustainable planning principles and thereby this resulted in the accumulation of economic, social and environmental problems in the Iraqi cities. The research took an analytical approach which depended on building a theoretical framework in which the most important sustainability indications were concluded, then applying this to the practical aspect, Al amarah city was chosen as an example of an Iraqi city and the possibility of generalizing the livable cities experiment in conformity with the available conditions and resources. This city has been chosen since it was an economically prosperous city until the end of the seventies and the beginning of the eighties. After the economic deterioration until 2003, the city was able to return to the forefront of Iraqi cities during the period from 2003 until now from the living, security and economic aspects (contrary to the other Iraqi cities) which proves that the policies adopted to the city’s administration and planning are different from the rest of the Iraqi cities. Questionnaire forms were made and given to the study sample which included specialized State employees who have experience in this field. The research determines the most important theoretical bases of the idea of livable (sustainable) cities, their achievement criteria and their planning bases. The researcher was able, through using scientific methodology in descriptive analysis, to suggest the best which can be done in sustainable planning and sustainable development which could be applied to Al amarah city. The most important conclusions which have been reached is that the basis of designing livable cities lies in sustainability, which contribute to reducing the economic, social and environmental problems which have afflicted our cities from ancient times until now. There is also the need to use environment - friendly energy sources since the city’s environment is suffering pollution for many reasons like generators, noise and lack of tree - planting. Among the most important recommendations concluded, is the importance of achieving a sustainable constructional planning which provides livable cities. This must be achieved through the collaboration of all efforts by the departments specialized in constructional planning and the relevant authorities, by support from the local and central governments

Abstract: Iraq's economy has seen a year later (2003), both the monetary and real, a new phase where changes have occurred, the most important of them the Central Bank of Iraq got for its independence, according to the law (56) for the year (2004) in the formulation of monetary policy, and determine the appropriate tools in the implementation of the objectives of that policy, particularly price stability and raise the value of the Iraqi dinar.Indeed, the Central Bank of Iraq, a year later (2003), introduced window for sale and purchase of foreign currency. Thus, it has harnessed the accumulated foreign reserves, as the currency auction is an indirect monetary tool aimed at the withdrawal of excess liquidity and maintain the value of the Iraqi dinar, so the study runs from the hypothesis that the central bank can stabilize the dinar exchange rate, and that any limitation on daily sales of the dollar, it will reflect negatively on that stability.Therefore, the purpose of this study, in the process testing the hypothesis, is to evaluate the role of the new established mechanisms by the Iraqi Central Bank to raise the value of the Iraqi dinar, and maintain its stability, especially auction currency, and then review the options before the Central Bank under the low foreign reserves as a result of lower oil prices.For the purpose of the detailed explaining of the whole aspects of the study, it was divided into three chapters, followed by conclusions and recommendations. Chapter one discusses the theoretical framework of the exchange rate and the Central Bank of Iraq, and chapter two offers the objectives, functions and independence of the Central Bank of Iraq in the framework of the law (56), and the chapter three highlights the role of the auction in the stability of exchange rate, and the options under a decline in foreign reserves.

Abstract: The present study addressed the "efficiency in using the Kaizen model for the measurement of organizational performance", which is a subject that has never been taken in academic aspects based on the writer's knowledge. The importance of this study comes from being a new subject in management, and relates directly to the continuous development of organizations in both private and public sectors.The argument of the study is summarized by some important questions like; does the efficiency of Kaizen model depend on the availability of suitable capacities and resources for the success of the self - assessment process? The aim of the study is to investigate the ability of the organizations under this study to use the model, and highlighting some essential requirements for its success. For that aim, an assumption was made that the organizations under this research have an acceptable level of competence to use Kaizen model to achieve organizational success. In addition, in order to verify this assumption, a questionnaire was used as a main tool. It was answered by a representative sample of Assessment teams' members in the following public organizations : The General Inspector office of the Ministry of Youth and Sport, General Inspector office of the Ministry of Education, General Inspector office of the Ministry of Municipalities and Public Works, General Inspector office of the Establishment of Martyrs, and the General Directorate for Industrial Development. The sample included 52 members. The data was collected using many methods like questionnaires, field visits, and personal interviews. In addition, several measurement tools were adopted to get the results including percentages, Arithmetic mean, standard deviation, and the coefficient of variation, with the help of the statistical program SPSS.The study shows important findings. First, Kaizen model is suitable to use with the activities and processes of the chosen public organizations. Second, the results of the organizational Performance assessment are not taken into consideration most of the time, which leaves the assessment as a routine process without any reform outcomes. This weakness is a result of the absence of any organizational environment that can develop a changing culture within its different managerial levels.Finally, the study ends up with some recommendations : 1) The important need to invest and adopt Kaizen model to analyze the internal organizational environment in order to highlight the strengths and weaknesses of the organizational performance2) Spreading awareness about self - assessment and continuous development's culture in all managerial levels3) Increasing the knowledge of employees about modern best practices and their efficiency in developing the organizational environment

Based on that , the study was prepared to find out the role played by the regulatory normalization of the three stages (pre - access, confrontation, stability) in dealing with problems of work stress. This was done in the colleges of the University of Al - Qadisiya of (17) College, supported on mainhypotheses emanating of them sub - hypotheses to test the relationship and influence between the its variables.The study adopted descriptive and analytical approach by using descriptive style in the theoretical side and the statistical analysis at the practical side, and are designed for this purpose administrating a questionnaire that suitable for nature of the study and its objectives as an essential tool for data collection , and that was processed using a number of statistical methods (Mean weighted, standard deviation, relative importance, the correlation coefficient of simple Sirman, test F, the coefficient of determination) which was distributed to a sample of (47) employees of the deans of colleges the University of Al - Qadisiyah and their assistants (scientific and administrative) and after collecting and dispersing and data processing statistical program (SPSS) and in the light of the results the study had reached a set of conclusions, namely The University of Al - Qadisiya and through its colleges of the study sample was able to hiring and investing the change in the regulatory normalization of events more changes to deal with the pressures of workproblems. But there are differences in the moral influence of the subvariables (stages) in dealing with the problems of the pressures of work, this change has appeared in (phase stability) larger than the other stages (preaccess, confrontation).Whenever the study came out a set of recommendations which can contribute to strengthening the positive aspects and address the negative aspects of the study sample colleges the most prominent the use of modern methods of normalization and developed methods of modeling behavior for the normalization of personnel and the mitigation of pressures of work facing them.

The population of the study are the administrative formations of the ministry. The study sample is a random sample of the ministry employees which covers 50% of the study population by 10 departments. This study targeted the employees and directors of the ministry that work in the departments concerned with training, trainers to the ministry directorates and trainees in economic empowerment which include how to develop a project courses held by the ministry through forums across the provinces of Iraq. The questionnaire was used as a tool for data collection. The study was conducted on 150 questionnaires collected from the ministry. Several conclusions were found, including : 1. There was a positive statistically significant relation between the application of the stages of the training process from a strategic perspective and the youth projects performance at the ministry of youth and sports 2. The presence of a statistically significant positive correlation between the extent of the senior management involvement in training strategy and the project performance. 3. The results of this study showed that there are some constraints that face these companies when adopting an effective training strategy for training such as lack of organizational culture and highly qualified trainers and the rigidity of the laws and regulations. Finally, this study concluded a number of recommendations that include the need for the top management at the Ministry of Youth and Sports to provide more attention and support for a clear training strategies of the overall ministry strategy, as well as the need for specialized training programs provided to its members, and to apply the training methods that suit the ambitions and aspirations and needs of young people.

Abstract: تعد موضوعة العلاقة بين النفقات العامة الحقيقية والنمو الاقتصادي من المواضيع المهمة والتي كثر بها الجدل والتحليل والنقاش بين علماء الاقتصاد على مدى عقود من الزمن.وفي الجانب النظري ورد هناك منهجين مختلفين في الادبيات الاقتصادية المتعلقة بالعلاقة بين هذين | The relationship between public expenditure and economic growth has been an important subject of analysis and debate among economists for decades. There are mainly two different approaches in the literature concerning the relationship between these economic magnitudes. These two well - known approaches are “Wagner’s law “ and “Keynesian hypothesis. Therefore, Wagnerian and Keynesian approaches represent two alternative viewpoints in explaining the causality between government expenditure and economic growth. While Wagnerian approach states that, the causality runs from economic growth to public expenditure, according to the Keynesian approach, the direction of causality runs in the opposite side. The purpose of this study is to analyses the causality relationship between government expenditure and economic growth in Iraq over the period (1990 - 2013) using time series data , and Impulse Response Function (IRF). Impulse responses trace out the responsiveness of the dependent variables in the VAR to shocks to the error term. The impulse responses of economic growth and public expenditure are normalized to have a contemporaneous impact of one - percent by dividing each shock by the standard deviation of the respective fiscal shock. These impulse responses are then divided by the ratio of the shocked fiscal variable and the responding variable, where the ratio is evaluated at the sample mean. Therefore, the rescaled impulses for the responses of economic growth to the public expenditure shocks can be interpreted as giving the reaction of the responding variable, in percent of economic growth, to a fiscal shock of size 1% percent of economic growth. This study differs from the other studies aiming to test these relation in Iraq in some ways. First this study attempts to analysis the relationship between economic growth and total public expenditures and Public expenditures for health and education in order to search for evidence supporting relation between them , Second, this study investigates the two sub - time series ( 1990 - 2002 ) and (2003 - 2013). Data analysis revealed that a Double causal relationship (two way) from a real public expenditure to economic growth and economic growth to the real public expenditure for period(1990 - 2013), which supports (Turan Yay, Huseyin T., 2009), and that the relationship with the economic growth of public expenditure on Health and education are related to one - way from economic growth to public expenditure on health and education which supports the Wagner law. Economic growth response to unexpected shocks incident in real public expenditure reflects the negative impact (Exp) response to the economic growth have a positive impact on most of the ten periods from the study but had negative levels for the second period. The expenditure on health and education in response to shocks in the rate of economic growth have the opposite effect in the ten periods, but had the lowest levels of negative periods (fifth, sixth, seventh, and eighth) Economic growth rate in response to the shock in the total health and education expenses are non - existent, and negative at the beginning of the first period of the year, but it takes continuous decline to reach the lowest value in the second quarter and the negative trend continues to the end of the last period The real public expenditure in response to a positive shock in real GDP are non - existent at the beginning with a bullish trend to end up in the second period. Then begin to fluctuate, starting from the third period to reach the lowest level in this period. GDP in response to a positive shock in real public expenditure be positive and influential impact on the error of the variable interpretation (GDP) in the first period and then begin to decline and negatively in the second period and then take swings between positive and negative for the rest of the study periods. The study concluded with a number of recommendations

Abstract: يواجه العراق صعوبات وتحديات كبيرة في محاولة سعيه لتحقيق امنه الغذائي، لوجود مشاكل في الانتاج الزراعي وفي الاستجابة لمتطلبات السوق من خلال تزايد المعروض من الاغذية المستوردة قياسا بالمعروض من المنتج الزراعي الوطني في السوق العراقي مما ينذر بان مسالة تامين | Iraq faces great difficulties and challenges in his attempts to achieve food security.The research focuses on a number of problems, including large - dumping food products imported policy in spite of the provision of the local product, and Ouksour agricultural production in response to market demands, foreshadowing that the issue of securing the lunch inside Iraq is in great danger and a threat to the issue of food security in Iraq.And highlights the importance of research on the need for attention to the stability of the food security it represents a stable, economically, socially, politically and security of the country, and the importance of achieving self - sufficiency in strategic commodities from the support and development of the national economyThe research aims to analyze the reality of food security in Iraq and the strategies used and analyze the performance of the agricultural sector and models of proposed strategies to achieve food securityIn order to achieve that the researcher has chosen in the sample studied and the Ministry of Agriculture a community of experts in the field of food security, where the study was conducted on 10.05.2015 until 30.12.2016.Researcher found several conclusions that the most important agricultural sector suffers from a food gap and low domestic production rates, where Iraq depends mainly on the agricultural sector to achieve food security, it also offers several recommendations to search the most important.Set a comprehensive national food security strategy with the involvement of national authorities and institutions to achieve economic revival of the country and carry out a thorough survey of all food needs for future phase of the country and to set effective strategic plans for its implementation.

Abstract: يهدف هذا البحث الى قياس وتحليل العلاقة بين تحرير التجارة الخارجية والنمو الاقتصادي في العراق للمدة (2014 - 2003) باستعمال نموذج (ARDL), وينطلق من فرضية مفادها ان النمو الاقتصادي في العراق يستفيد من الصادرات والاستيرادات, ولغرض التحقق من هذه الفرضية تم تحو | This research aims to measure and analyze the relationship between The liberalization of international trade and economic growth in Iraq. The period (2003 - 2014) using ARDL model , This research is derived from a main - hypothesis adopted in this paper is that economic growth in Iraq will benefit from the exports and imports , To achieve this hypothesis ,Annual data is converted to quarterly data; as well as the use of augmented Dickey - Fuller Test , applying ARDL model and tests for the second order tests , applying and error correction model (ECM) , in addition to The Test for Granger causality. The research concluded that there is a long - run equilibrium relationship between GDP and exports and Imports, We also can see a quick response in the GDP when exports and Imports are changing. It also shows that exports have the largest proportion; And exports account for the largest Proportion , The estimated Model Reflects A very high level of quality assessment; This also illustrate the value of the coefficient of determination amounting to (%92) , as well as the fact that the estimated model does not suffer from the problem of autocorrelation, heteroscedasticity , as well as parameters stability as reflected in CUSUM test. The assessment results refered that a(%10) change in exports on the long - run will lead to a(%3.42) change in GDP , ceteris paribus. It also refered that a(%10) change in imports will leads to a decreas in GDP by (% - 0.08) , ceteris paribus and this is insignificant because P - value is more than more (%5). This is emphasize by the hypothesis states that “export - lead - growth”.

Abstract: The subject of environment protection has acquired a special importance because it did not restricted on limited part, but it expand to include the economical, social and political dimensions. The world senses the threaten dangerous for the surrounding environment where he live, so the laws enacted to beat on the frivolous hands to restrict the gained deterioration, the effort did not limited to the single effort, but, the state community seeked through his different establishments like the united nations and their subsidiaries to gather the international efforts to protect the environment, our only boat.The Muslims inattentive that their Immortal Islamic law (Sharia) where it is the seal of missions, had surrounded with all the sides concerning the human life, it exploit the universe starting from the environment, then made him a successor on the glob, necessitated on him the restrictions and limitation for his dealing with this land (environment) to ensure his and her safety.This thesis aim to explore the role of the Islamic law (Sharia) in protecting the environment through the principle of theccessor appointment, to achieve that, the thesis had to be divided into three chapters. Chapter one dealt with the subject of protecting environment in the light of the international laws, where , section one reviewed the international efforts for some advanced states and Arabic countries, section two reviewed the efforts of the united nations in protecting the environment, where section three dealt with economical importance of the environment.Chapter two dealt the subject of the successor appointment in the light of the Islamic law (Sharia) where section one took the concept of the successor appointment and their kinds, section two dealt with the laws of successor appointment and section three dealt with the limitations of the successor appointment.Chapter three specialized for the successor appointment and environment through three sections, section one dealt with the purpose of the Islamic law (Sharia) and her role in protecting environment, section two dealt with practical procedures for the Islamic law (Sharia) in protecting the environment, and section three the role of the successor appointment in protecting the environment, it also include the conclusions, recommendation and summery.

Abstract: تهدف الدراسة الى تشخيص دور الاصلاح الاداري ( كمتغير مستقل) في ترشيد نفقات موازنة الدولة (كمتغير تابع) من خلال ابعاد الاصلاح الاداري المتمثلة بــ (التطوير التنظيمي، والترشيق الوظيفي، ومكافحة الفساد الاداري) مع متطلبات ترشيد النفقات العامة التي يفترض من اجه | This study aims at diagnosing the role of the administrative reform ( as an independent variable ) in scanting the country's budget expenditure ( as a subsidiary variable ) throughout the administrative reform dimensions represented by ( systematical development , job scantiness and combating administrative corruption ) and the general prerequisites of the expenditure scantiness which are supposed to be controlled by the governmental authorities which precisely determine the objectives the priorities , social justice and achievement control. The problem posed in this study is represented by the excess in the government's responsibilities and its excessive needs for general expenditure at the time there is scarcity in the resources which should sponsor the general budget, which leads to a continual budget deficit as well to the absence of clear - cut aims, of specifying the priorities and of control. this study is based on the assumption that the administrative reform for the country 's institutions is conducive to the scantiness of general expenditure concerning the country's budget. To illustrate the relationship between the variables of the main study and the subordinate study, two hypotheses have been formed, of which the main hypothesis concentrates on the existence a statistical indicator related to administrative reform as to the scantiness of expenditure related to the country's budget. the study relies on the analytical and descriptive approach when treating its variables with the help of the criteria agreeable with the aims and the nature the environment of the ministry in question ( the ministry of finance ) throughout using a number of statistical means to attain the required results such as using a factor analysis, repetitions, percentages, accountancy domain, criterion deviation and relative significance. The study has been applied to the ministry of finance throughout distributing a questionnaire which consists of 30 questions to a sample formed of 40 officials from the center of the ministry including a general director , assistant of a general director , department director and a director of sub - department , together with experts working in it and a group of officials who have long worked in the ministry. all the data have been collected from the processed sample which has been subjected to the descriptive and statistical analysis using the statistical programme called ( amos - VRR 23 and spss - VER 23 ) The study has concluded a group of findings of which the most important ones are : - there is a relatively strong relationship __a positive one inferred from the results of the statistical analysis__ with the variables of the study ( administrative reform and the scantiness of expenditure for the country's budget ), which emphasizes the truthfulness and compatibility of the major and minor relevant hypotheses, and the institutions' need for scantiness. the findings also show that the process of wasting the public financial resources and the increase in expenditure on non - productive sectors will lead to a greater opportunity of stealing and pilfering supporting many aspects of corruption. Finally , the researcher presents some recommendations necessary for preserving the public financial resources, of which the most important one is directing the processes of expenditure on productive projects in all the relevant sectors to ensure bringing about the financial revenue and social progress.
