Abstract: تعد طريقة المربعات الصغرى الاعتيادية (OLS) من افضل طرائق تقدير معلمات انموذج الانحدار الخطي وان هذه الطريقة تتصف مقدراتها بصفتي عدم التحيز والاتساق وهذه من صفات المقدر الجيد , الا ان مقدر طريقة المربعات الصغرى يصبح متحيز وغير متسق اذا كان المتغير ال | Ordinary Lease Square (OLS) is the way of the best methods of Parameter estimating of Linear Regression Model , that’s where this method is characterized by unbiased and consistency , and these qualities of good estimator , but (OLS) estimator becomes biased and inconsistent if Explanatory variable contains measurement errors , and the study has been of two consistent estimators, were taking into consideration the presence of measurement errors and they are : reliability ratio method and this way corrects the biasing in (OLS) estimator and makes the estimator consistent , and the other way is : instrumental variable method ; and this way gives consistent estimator and contributes to support the explanatory variable through the addition of an external variable T ,and the instrumental variable must be correlate in a strong relationship with explanatory variable ,also has been showed the additional information's necessary to the alternative estimator to the (OLS). above methods have been applied by using of simulation style of the software MatLab as measurement of errors takes three distributions and they are : normal distribution , standard normal distribution and Uniform distribution by using three sizes of samples (100 , 50 , 20 ) the result showed that reliability ratio estimator method is the best estimator ; regardless of the size of the sample and the distribution of the errors measurement , and this finding corresponds to the findings of researchers , and on this basis has been applied Reliability ratio estimator method on the medical data obtained from patients have fallen asleep in the department of artificial kidney in (Yarmouk) hospital in Baghdad. that's where the level of Urea in the blood is dependent variable , two readings of blood pressure were taking for each patient ,which represent the average is instrumental variable , the purpose of taking blood pressure for each patient in order to estimate the variance of measurement errors ,also has been taken third blood pressure reading by using dialysis machine to represent instrumental variable , has been reached that the ratio of reliability for blood pressure measuring ranging between ( 0.80 - 0.85 (

Abstract: يهدف هذه البحث الى تحديد دور نظام تقويم اداء القيادات العليا والوسطى في تحديد مستوى جودة العمل المؤسسي في وزارة الزراعة، من خلال دور تقويم اداء القيادات العليا وتاثيرة في جودة العمل المؤسسي، فقد لمس الباحث حاجة الوزارة الى استنباط الطرائق التي توظف مخرج | This Research aims to define role of the system of evaluating the performance for higher leadership in determining the level of institutional work quality in the Ministry of Agriculture, by measuring system efficiency of evaluating the performance for higher leadership and its effect in institutional work quality, the searcher touched the ministry’s need to derive methods to exploitation outputs of efficiency of evaluating the performance for higher leadership in the studied ministry in order of developing techniques of institutional work quality levels, for standing on the role of system of evaluating leaderships performance, we asked the following question : “What is the role of system of evaluating leadership performance in institutional work?” In order to achieving the aim of research, and to answer the issue questions the searcher reached through the theoretical framing and involved studies to build default plan define the relation between research variables formed from system of evaluating leadership performance as independent variable contains six subsidiary dimensions : (Polarization, evaluating the performance of personnel, training, motivation, selection, planning ) and quality of institutional work as independent variable contains six subsidiary dimensions (Reliability, responsiveness, tangibility, security or confirmation, sympathy or contact, civil or merit) these variables reacted to form the frame of research. The research community consists of managers of managerial positions in the level of high and medium levels in the Ministry of Agriculture. We used technique of comprehensive inventory where the research was applied to all members of the community, which contains general managers and their assistants and heads of departments in the ministry administrations who numbered (34) institutional, and the response rate was (100%). The questionnaire had used as essential tool in collecting informatios and data, and (SPSS) program had used in analyzing data which used to get percentages and duplicates, and testing of Alpha Kronnebaj, and the coefficient of Spearman correlation and other analyzes that have been used to test the hypotheses of the research. The research results showed that the Ministry of Agriculture employs evaluating the performance leaders in the decision - making system for personnel matters, and attaches importance to the quality of institutional work, as well as in the use of information in the selection of the training process, as well as setting stimulation system in the ministry and to rely on the data and information as a system evaluating the performance leaders in the future planning, the results reflected the weakness of evaluating the performance of employees standards in the Ministry of Agriculture and lack of familiarity with workers on the results of the evaluation, which indicates the presence of a defect in the evaluation system, the ministry, which requires to develop the criteria that used for evaluation and inform the staff on the results to determine points of weakness and strength the process of evaluating their performance points. The research came out with set of recommendations based on the conclusions that I reached that include the need of the ministry to attach importance to evaluate the performance of more leadership and rely on their outputs in the process of improving the quality of institutional work system, to gain process efficiency, accuracy and objectivity in raising the level of quality of work, in addition to the development of performance criteria used in the evaluation of performance so as to be able to measure the performance of senior leadership and do not lead to interference in personal factors, And the need for a feedback system follows the process of evaluating the performance of leaders, which can be employed to recognize the results of their assessment and to identify weaknesses and avoidance, as well as identify the strengths and strengthened.

Abstract: The study aims to put general lines for the strategies to develop Iraqi electricity and rationalize of economic resources against attaining the demand for electricity in future through analyzing the economic and institutional variables which concern with electricity capacity for the period ( 1970 - 1999). this case would be done through three directions represented in nature of exploration of production resources , type of exploration of potential and available capacity in production stations of electricity and consuming of resources. In order to establish the aim of study and testing the validity of the hypothesis which says " The development and growth cannot be realized without production electricity energy using advanced technology fulfilling the requirements of all economical sectors and be the necessity of fulfilling personal requirements" The study reached for some suggestion & finding which the important of them are mentioned as following : 1. The rate of waste for natural resources are very high in general & specially for production of electricity.2. Declining the efficiency of exploitation of stations capacity for production of electricity during the period of study & decreasing of it in year 1999 contrasting with ( Alsco) countries, despite the a vial ability of public elements.3. Iraq needs for electricity for about ( 10030.4)MW in year 1999 and would be increased annually for about (3%)at least , if it would stay on the same electricity resources capacity per capacity in year 1999.besides the important of economic & social welfare.4. Declining of efficiency of using of electricity resources in Iraq through the years of study. that could be appear from the economic .measurement & the imperical studys such as such as : a. Validity of estimated regression relation among the rates of the growth of individual share for the electricity and for the GDP in constant prices for year 1980 by using test DF.b. The Regressions relations appeared that the rate of equilibrium among efficiency variables in long range , about(0.483). This rate is very low , so it is matching with declining of satisfying rate from electricity for different objectives.c. The results of testing of estimating relationship between behavior of dependent variables in short rang by Error correction mechanism , that there would be positive effect for changing of the independent variable against the dependant variable in short range & nearly about (0.73) from the differences among the real values and long rang & value of dependent variable would be corrected in every year by correcting the route of dependent variable growth slowly in accordance with its variables in short rang. That is of course would be related to the declining of the rate of satisfaction from the electricity & medium of productivity as a result of depending Iraq upon the revenues of oil exporting.d. Decreasing of flexibility of economic resources rationalization for Iraq against availability of electricity as a result of increasing of exploitation of electricity resources efficiency contrasting with rationalization of economic& social cost for electricity

Abstract: ان معظم البحوث في موضوع المعولية اودالة البقاء يوجد عليها بعض الماخذ في عملية التحليل الاحصائي الدقيق الذي يهدف الى الحصول على مقدرات ذات مستوى عالي من الكفاءة. وتبرز اهمية الحاجة الى طرائق التقدير الكفوءة هذه التي تسمى بالطرائق الحصينة (Robust Methods) | Most of researches in the subject of reliability contain clear decrease in the processes of accurate statistical analysis which aims at getting estimators of a high level of efficiency and the important of the necessity to many efficient estimation methods, which are called robust methods, appears when the data of the studied phenomenon are contaminated , it means the observations contains outliers which may produce estimators which result in increasing (decreasing) in the (MSE).A matter which leads to unconfirmed statistical inference.From this point was the goal behind this research in reaching robust estimators of the survival function through studying some robust and classical methods and bayes methods in contaminated weibull distribution , and that is by assuming three levels of contamination. namely,(? = 0 , 0.15 ,0.30 ).Also , a robust method proposed to estimate the survival function for contaminated weibull distribution.In this study , the method of simulation was used to compare between the studied estimation methods of all levels of contamination.In this thesis , the researcher concluded the success of the proposed method in estimating the survival function in comparison with other methods depending on the measures : (IMSE) and (IMAPE) so, the researcher specified a chapter for applying and using the proposed method on real data to estimate the survival function s(t).

The study finds the impact points of organizational support that be mediator in the relationship among the dimensions of justice organizational and excellence organizational based on personal commitment and focus on the customer and innovation.The selected sample was 299 teaching staff in colleges of the University of Kufa. The study finds that there are encouraging conclusions with higher level of perceived organizational support in respect of organizational justice.The study uses statistical tools to analyze and test the data and information by adopting statistical programs that ready for social sciences (SPSS,19), (LESERAL V.8.80) and (MOD GRaph) programs.Because the study has pursued research methodology and dimensional analysis , it is a diagnostic analytical study, and its importance lies in that it will emerge an intellectual philosophical for the nature of the study variables, based on effort applied organizational justice and organizational support, and the ability of organizational excellence to guide organizations surveyed to take advantage of its knowledge and experience stored in address its problems, in the context of the current reality of human resources working, and the possibility of formulating strategies for effective management of these resources, in the context of philosophy of organizational justice and organizational support to create human resources whom capable of giving these organizations with sufficient flexibility to adapt to environmental changes and achieve organizational excellence. Abstract: درست الباحثة موضوع اقيام الصادرات النفطية العراقية السنوية وللمدة من 1978م ولغاية 2014م بالاعتماد على ثلاث طرائق تحليل احصائية. الاولى، تحليل انموذج الانحدار الخطي المتعدد والتي تتطلب تحديد متغيرات توضيحية مؤثرة في قيم الصادرات النفطية وكانت هذه المتغيرا | The researcher studied the Iraqi Oil Exports Value form 1978 until 2014 using three statistical analysis methods. The first, Analysis of Multiple Linear Regression which requires determining independent variables that affect the Oil Exports Value and these variables were (barrel price and the average daily number of exported barrels). The second, Analysis of Polynomial Models (Growth Curve Model) and this model requires determining the suitable polynomial degree to represent the model as a curve which shows the increase or decrease that occurs in the data under study. And the third method is, Analysis of Time Series using Box - Jenkins models which requires identification of the suitable model and the degree of the model to represent the data. The three models, their equations and the mathematical relationships have been all defined, especially the ones that have been applied on the data.After analyzing the data using gretl and Matlab softwares and treating some problems that may occur to the data and getting the suitable models to represent the Oil Exports Value, in the Multiple Regression Model the confidence intervals of the estimated parameters have been calculated and testing the efficiency of the model and the estimated parameters using F and t tests. And in the Polynomial model, the curve has been estimated and drawn and calculating the confidence intervals of the parameters and the fitted curve and forecasting for 6 coming years and calculating the confidence intervals of the forecasting. In the Time Series model, the stationarity in the mean and variance of the series has been tested then identifying the suitable order for the model which was (2,1,3) and testing the independence of the error then forecasting for 6 coming years and calculating the confidence intervals of the forecasting

Indications promoted by The China Securities Regulatory Commission (CSRE) were used to measure the level of corporate governance in 42 companies listed in Amman (SE) and 20 companies listed in Iraqi (SE) and from all different economic sectors for the period 2006 - 2009 Conclusions reached 1 - Earnings management differs in the said markets from one sector to another. The Iraqi SE sectors are listed as follows : A) Hotel & tourism sector.B) Banking sector.C) Manufacturing companies.D) Services sector.E) Insurance sector.F) Agricultural sector. G) Investment sector.Where as in Amman SE sectors were listed as follows : A - Manufacturing companies.B - Services sector. C - Insurance sector.D - Banking sector. 2 - There is a positive relation between the variable of percentage of shares owned by top shear and the earnings management in all working economics sectors.3 - There is a negative relation between the posts of board directors and the top executive manager and earnings managing in all working of economic sectors except services sectors.4 - There is a negative relation between variable share percentage owned by top share and earnings management in all economics sectors.5 - There is a negative relation between the variable number of independent (outsiders) members of the board of directors and earnings management in all working economic sectors except the Banking sector in which there is no significant statistical relation.6 - There is a negative relation between the variable share percent owned by two of the top 10 shareholders after the first top holder and the earnings management in all working economic sectors except the insurance sector in which there is no significant statistical relation.7 - There is a negative relation between the foreign investments in the company and the earnings management in all sectors except the Banking and the Insurance sectors in which there is no significant statistical.8 - There is a positive relation between the holding company variable and earnings management in all sectors of working economic sectors except the services sectors in which is no significant statistical relation.9 - There is a positive relation between the variable of what the government owned share in that company and the earnings management is the ( manufacturing companies insurance and banking )sectors whereas the relation was negative in the services sector and in other sectors in general.The researcher recommended that it is vital to Issue laws and legislations concerned with corporate governance and a guide of the obligatory rules to be practiced by the Iraqi companies due to its impact on reducing the earnings management implementations

The steganography which it is develop ,more and more, with its expanding in performing security and Robustness for the digital data for any media and for decreasing the capacity of the Storage and increasing the speed in transmitting and receiving, we use in this thesis the discrete cosine transform and the discrete wavelet transform as a comparative study through the hiding methods, which its applied in the time domain and frequency domain, and applied the statistical term MSE which is always used for comparative, and added another term MAPE as a support term and then calculate the PSNR to measure the quality for the images and sounds after reconstruction depending on the two terms, the colored image are applied because of its high specifications for its large area in the storage through hiding processes, which its depend on the (LSB) method of hiding. And in this thesis it is proposed a methods for designing new coefficients depending on the filters Haar and DB - 4, and the design depended on a mathematical and logical methods, and as an application for the comparative and proposed methods it depended on a sample of (24) persons which we took their images and speeches to apply the Process by hiding the speech through the image for every person, and then applied the transformations depending on the proposed Algorithms, the program is designed by the researcher using Matlab language, and then the comparative applied between the used methods which showed high quality in reconstruction and performed a proposed methods in the security depending on the mathematical transform and not only on the methods of cyphering for data through hiding and this methods for cyphering the mathematical transform give a high robustness for hiding data.

Driven some estimators for some special model.A comparison is done among the different methods by using criteria : mean square error (MSE) , mean absolute percentage error (MAPE) and average absolute error (AAE) and using several simulation experiments ,and iterating each experiments(1000) times, The results it found that the (EML) is better and more efficient than others. From the more notice conclusions that the relation between the sign and moment estimator for ARMA(1,1) model that is : when the sign is positive means the root gives invertable model and when the sign is negative means the root gives invertable model. Using the statistical package (SPSS), it has reached to the final results, where as methods used in the analysis are the descriptive statistics (weighted mean and standard deviation) to determine the strength of the research and methods of statistical inferential (correlation coefficient and simple linear regression ) as well as personal interviews program, which was prepared by the researcher that has included (21) questions related to the research problem in order to support the questionnaire and to achieve a validity required in data collection. The research has reach to many conclusions the most important of them is the positive relationship between governance with its sub - dimensions and the quality of performance indicating the possibility of spreading the culture of governance in the surveyed organization through establishing the governance mechanisms (transparency, accountability, participation, justice, equality, the rule of law) in its work through staff awareness of the importance of this approach in enhancing the quality of performance and improving the service reality of the studied organization.The main recommendations and proposals that the current research reached are : 1. The need to take advantage from the nature of the relationship between governance and quality of performance by creating an administrative leadership, which owns a strategic vision encompass a good governance practices with the achievement of a rational management that appropriately exploit and manage the organization's activities. 2. The need to link the concept of governance with some modern concepts such as e - Governance by taking advantage of information network (the Internet) in the completion of transactions electronically, and government today went towards the adoption of this concept in the various service institutions for providing e - Governance from a high potential for the simplification of procedures in completion of various transactions that contribute to alleviate the burden on the citizen through the elimination of archive paper - based system and replace it with electronic archiving leading to the elimination of red tape and reducing corruption, tax evasion and reduce the cost, time, and upgrading the effectiveness and efficiency in the government's performance and the achievement of a high quality of performance of those institutions, which in turn lead to better services.

Because the first have given priorities to intangibles, like (Knowledge and Intellectual) and others had neglected it, depending on their existed resource only. For the importance of the intangible resources, organizations have created specific management units, called “Knowledge management” which give high attention to that resources. Environments is continually exceeding in complexity, in the same time technological development continuous and exceeding change, in addition to a crossing cultures, in such situation, knowledge management became unable to support organization knowledge needs because it take care in internal function and activities only, and ignore the outside environment. According to that environmental pressure and its threat, organizations should adapted, to do that organizations created comprehensive knowledge management (CKM) which cares about internal and external organizational environment in the same time. (CKM) is a hole philosophy which aimed to pursue and support intangibles and systemic knowledge, and in the same time give importance to intellectual capital (IC) which considered the main creator of knowledge. The (CKM) has four basic approaches : Internal efficiency approach, information systems approaches, personnel efficiency approach and (IC) approach. (IC) has been chosen as a moderate variable between the independent variable (CKM) and dependent variables (Organizational effectiveness).The research is divided in to two major parts : First side : Theoretical part which has shown in two chapters, the first one shows previous studies and the methodology of the research. The methodology contains research problem which summaries the necessity of the benefit that organizations can get from there intangible resources. Three major hypotheses have emerged from research problem, with many branch hypothesis have followed as follow : The second chapter was titled “the research theoretical, frame work, (CKM, IC, And organizational effectiveness). This chapter takes in details the meaning of (KNM) and the difference between it and the partial KM. the chapter in the same time shows its basic philosophy and explain its variables measure. There are high importance to (IC) especially about its meaning. Second side : practical side : In this side the research measured the hypothesis which depending on information had collected from electric sector by questionnaire, which was considered as a basic instrument to collect information. In addition the researcher used many others ways for this purpose, like interview and documents. Third chapter had describe and analyzed research variables according to sample response. The fourth chapter shown result analysis and hypothesis approval. The last part of this chapter explained the importance of the effective variables and its priorities. The fifth chapter was appalled for results, recommendations, and suggestions. The researcher used many statistical instruments to improve the right or wrong of hypothesis, the importance among them are : simple & multiple regression, Path analysis, factor analysis, Canonical correlations. The research has reached many results, the most important among them are mentioned below : A - all major and branch hypothesis have significant impact on organizational effectiveness and (IC).B - the impact of (CKM) on organization effectiveness accordance (IC) is more than the impact with out (IC).C - intangible resources have a high importance in increasing organizational effectiveness.D - Organizations which researched do not give suitable carefulness to their intangible resource.At the end the researcher give many recommendations : 1. Organizations should give large carefulness to knowledge because it is a power, otherwise its power will be usefulness.2. Organizations must established (CNM) which maintain knowledge and adapt (IC) according fixed technology.3. A high attention should be given to human capital as it is the most importance part in (IC).4. Organizations priorities should be listed according to their mission and strategies.5. The researcher selects this subject by depending on the social and economic data survey of the household in Iraq which is carried out in 2007 by the central organization of statistics and its subsequent building poverty line based on these data by using (spss) to arrive at the social and economic variables of direct impact on the poverty level. The indications of poverty in Iraq show that the poverty rate comes to 23% and this rate is centered in the rural increasingly than the urban since the poverty rate comes 39% and 16% respectively these indications also show that the size of poor household comes to 9.5 person and for other households 6.3 persons. The illiteracy ratio comes to (25 - 15) years among the poor - 27.1 %. The ratio of those primary school leavers or school - Not Joiners comes to 25 - 2% while other than poor households comes to 11 - 6% As for intermediate school poor - Joiners, the ratio comes to 79.5 % - the results show that 24% of those poor drink undrinkable water. The unemployment ratio for those adults whose age ranging from 15 and more 15% The Results also show that the Average of individuals, monthly Salary for those poor comes to 87 thousand Iraqi dinar while other's Salaries come to 149 thousand Iraqi dinars. The major differences between the a group of poor people and a group of Non - Poor people on the one hand, and on the other hand the main differences between poor people and non - poor people in cities and country sides for more than 20 variables by (T Test). The researcher comes to the fact that there are nine variable of different meaning - which are as follows : the Average of Household size, the ratio illiteracy, the ratio of non - advantage of health care during the period of pregnancy, the ratio of bachelorhood, the ratio of non - having drinkable water, the Average of individual's monthly salary, the Average of individual's monthly expenditure, the ratio of unemployment, Loans ratio to meet the needs of consuming families. The researcher uses the factor analysis to analyze the relationship among the nine Variables to come to the main factors that affect the level of poverty. The researcher also uses the cluster analysis and transferring the nine Variable data into the standard formula to eliminate the difference of measuring units of these Variables and consequently ensuring the Validity of carrying out the process of classifying the data and determining the relationship among factors in terms of similarity and differences and then going in to the clustering method and analyzation together with the way of comparison by means of Box plot which shows the symmetry of data inside the Variable

While the moral relationship between authoritarianism and high performance the fact that there are no negative signal and this means that the more attention formalities by one unit high - performance increased by one unit. This study tries to Know the role of the foreign direct investment in the economy of host states and tries to decide the range of the posterity of the role in the in the economic changes depending on the chines experiment which this study consider it as a ruler to decide and know the role. This study aims to find the importance of foreign direct investment for the host countries by knowing Its role in the economy of these countries. The hypothesis of this study is that the foreign direct investment has positive and effective roles on the economy of host countries if they are followed a suitable policy , procedures and lows which deal with the foreign direct investment since the chines experiment has proved its positively through it’s a achievement. This study depends on the historical motheds of analyses in order to know the history of this phenomena and its development since its beginning in addition to historical study of Chinese experiment to know its most important development. This study reline the motheds to get specific conclusion about this phenomena and about the Chines experiment , therefor, this study divides into three chapters. The first chapter deals with the theatrical frame of the foreign direct investment since the beginning until today. this chapter is divided in to three sub chapter. The second chapter is divided in to to two subchapter. It deals with the historical mouthed of Chines economics since the socialism revolution till now a day. The third chapter is divided in to two subdivision which study foreign direct investment in the Chines economic. This study has been selected a pacific a period , from the beginning of this phenomena until nowadays , but it can sentries on the last thirty years. while for Chines experiment this study has been focused on the period between (1949 - 2004) which considered the building periled of Chines experiment. The study is interested in giving a clear picture of the of the reality of child poverty in Iraq , through the suffering of the child cases of deprivation of needs and basic services is saturated by appling Bristol indicators of severe deprivation for children in the calculation of depdeprivations suffred by the children and the severe poverty of children , and classification of children in accordance with the integrated sample poverty and socioeconomic survey of the family for the year 2012 scale , amounting to (25488) families wich included (87118) children , wich were obtained from the ministry of planning / central statistical , which included all the governorates. used in statistical data analysis software (stata version 12 , spss version 21) , as well as use of factor analysis as a way in multivariate statistical analysis of the data to find the most important factors affecting the phenomenon of the child poverty The researcher found through this study that (18.8%) of all children suffered from severe child poverty in 2012 , and the governorate of thi - qar top Iraqi governorates in the proportion of child poverty. It was also classified the children of Iraq in accordance with the integrated poverty measure , as shown through which (8.3%) of the total children suffered chronic poverty (they have suffered poverty according to the style of poverty and style UBN line ) , and (14.5%) suffered a newly poverty ( the have suffered poverty according to the style of the poverty line only ) , (10.2%) is the ratio of children who have suffered structural poverty (they suffered poverty according to the style of UBN only), the children who were classified according to the non - poor poverty measurement method was accounted for (66.9%) of the total children. By using factor analysis to find the most important factors affecting the phenomenon of Child poverty, it shows that there are five factors that control the fifteen variables on the level of Iraq and also on the urban level, either in terms of the rurel were six factors, The variable (severe deprivation of education) the greatest impact in the formation of the first factor on the level of Iraq, either at the urban level was variable (monetary poverty for the family) the greatest impact in the formation of the first factor, as was the rurel to the variable (severe deprivation of information) has the greatest impactin The first factor formation

Abstract: سعت الدراسة الى تحديد علاقة التغيير التكنولوجي بنجاح المستشفى، واستهدفت الدراسة مستشفى الصدر التعليمي بمحافظة النجف الاشرف كميدان للدراسة وحددت المدة ثلاث سنوات من 2000 - 2002، وقد اختيرت الاجهزة التي ادخلت الى المستشفى بوصفها عينة للدراسة والبالغ عدده | The study intends to specify the relation of the technological change in the hospital success, and Al - Sadder teaching hospital in Al_Najaf Al_ashraf governeer has been targeted as a study field and the period have been defined from 2000 up to 2002, then the equipments that entered to the hospital at that period have been choosed and described as a sample for the study and their appointed about (21) equipments.This study pursues to analyse the needs and the fact of the technological change process in Al_sadder teaching hospital, also it intends to answer the following questions : 1_What is the fact of technological change in the hospital (study field) ? 2_What is the level of the hospital management perception to the technological change as described as a gadget to reach the success?3_What is the role of the technological change in improving and reinforcing the organizational success of the hospital ?4_What are success needs of the technological change programs and its critical success factors ?In order to achieve the study goals, the main hypothesis has been defined which is (There is incorporeal correlation relation between the technological change and the organizational success) which leads to four subsidiary hypotheses after defining the changeables of the organizational success which are ]work productivity, machinery productivity, and employees satisfaction which are (annual adjusted doctor payment, and annual adjusted substaff payment), and payback period & reciprocal payback period [that show the correlation relation between the study changeables. these hypotheses have been tested statistically by : 1 - Percentage (%).2 - Correlation factor (R).3 - (t) test.4 - ( R2) factor. According to the results , the study appointed group of conclusions, the most important one that the hospital management invested the change in technology for most equipments in reinforcement of work productivity (in proportion of 67%), machinery productivity (in proportion of 67%), and employees satisfaction represented by ]annual adjusted doctor payment (in proportion of 60%), and annual adjusted substaff payment(in proportion of 50%)[. Also it can payback the costs of all new technologies within the hypothetical productive lifetime (in supported costs) but it can not payback the costs of the most new technologies (in nonsupported costs) within the hypothetical productive lifetime.And this study appointed group of recommends, the most important are : there is necessity to change the attention of health sector management to continuous intention to insert the continuous change in technologies and continuous improving all over the equipments and technological operations in the hospital, and there is necessity to the hospital management to keep its achieved profits from its policies to maintain the achieved success which represented by increasing work productivity, machineries productivity, and employees satisfaction. And there is necessity to the hospital management to modify its policies to gain more support from the government in the change of medical technologies where the change cost is not measured at cost / benefit level, but it is measured at the disease level where the health of the person and community, improvement of life, and decrease the death rate are the major profits versus change costs.

The most important hypotheses of the research were as the following : 1 - There is an effect of the marketing factors on the customer capital. 2 - There is a correlation between the marketing factors and the customer capital. 3 - There are differences between both banks in the marketing activities, the customer equity, the relationship benefits and customer capital. Research Method : The descriptive analytical method was used to explain the effect of marketing factors on the customer capital. To achieve the research aims, a collection of instruments such as (questionnaire, personal interview, observation) was adopted. The most prominent results the research arrived at were : there was a significant effect of the marketing factors on the customer capital, there was a significant correlation between the marketing factors and the customer capital, and there were significant differences between both banks at the level of marketing activities, the customer equity, the relationship benefits and customer capital. The research came out with a group of recommendation, the most prominent of which were the necessity to establish behavioral databases for customers in order to benefit from in classifying the customers into groups according to the size of contributions for each group in profits achieved by both banks, and to establish centers of customer services at both banks branches.

The study recommends the use of five techniques, in each one a different function was employed. These functions are : 1. Squared loss function2. Principal component function3. Canonical correlation function4. Multiple correlation function5. Partial correlation function In the five suggested techniques the model of Quesada & Casteillo which is a generalization of Vining and Myres model for the one response case, was considered. The model was assumed to follow the assumptions of the seemingly unrelated regression equations system. And Zenller’s two stage technique was employed to estimate its parameters. The five suggested techniques were employed in five different experiments for different fields. Then the results were compared with the results of Quesada & Casteillo approach for multiple robust parameter design. The comparison was based on criteria of the average mean square error, which was the lowest at the most optimal solutions produced from the suggested techniques and for the following applications : 1. Optimization and robustness of the High - performance Liquid Chromatography. 2. Optimization and robustness of the carry and release function of a coated drug.3. Optimization and robustness of the computers network efficiency.4. Improvement and robustness of the quality of coffee treated by a new technique.5. Optimization and robustness of the function of a printing machine in adding colored inks.

Yet, the study faced a lot of obstacles because of the lack of references and sources about this subject. In this regard, it is important to study the theoretical and practical sides of reliability and their interrelationship since it is an indication to the proficiency and capability of the system component without deficiencies for a long time. This will lead us to evaluate the operation of the system component for improving and increasing the quantity and quality of these systems in addition to its role in the development of the engineering system.The wiebull distribution is used, as a model for failure since this distribution is proper when the failure rates somewhat high in starting operation. These rates will be decreased with increasing time. Thus, the study deals with the comparison between estimating parameter and reliability function of the three parameters Weibull Distribution as a model for failure. Different Approaches have been used to carry out the research these include : 1. Classical approachesa. Maximum likelihood method. b. Moment method.2. Baysian approachesa. Bayes method.b. Shrinkage method.Comparison was made between the methods of estimation by employing simulation using Monte - Carlo method using the statistical measures (MSE) and (MAPE) to identify the priority of these estimators for different sample sizes. The study is divided into four chapters, Chapter one deals with the theoretical Background of the topic, including the concepts of reliability. Chapter two is a review of the different estimation methods and aspect s of reliability. Chapter three is devoted the practical side of this research and results analysis. Chapter four reveals the conclusions, findings and the recommendations of the study

Abstract: Time Series Analysis face Two important Problems, take Part in the base of Statistical Work, Which are : Identification and Estimation Problems Specially in Stationary limits. Thus, the identification Process Was based in most of the researches on the Linear Models, Where had used many Methods, Some of them by graphics, and some Other by identification's Criterion's for instance : AIC and BIC Criterions and Others. On the Other hand, the estimation Process stands also on the parametric Methods only, for many years ago. But, the Complexity and improvement of the Phenomena's, and the Progress made in Computers, In both hardware and Software, and the Progress happened in the Numerical Analysis, Courage's the researchers to make their Papers and articles in advanced topics deal with Problems Which could face the identification and Estimation, either the difficulty of large sample size , or by the nonlinear Patterns which could suit some models from others. Furthermore, some Phenomena's may change its behavior at some point (Period) of time, so, it may have two different Patterns (Models) or more. Therefore, at the same time the researcher introduce the Classical identification (AIC , BIC) ,also introduce the new ones ( Table - C and FPE that depended on Kernel function. Where the researcher Make a Suggestion Kernel function in identification. Also we concern with Estimation parameter of Linear and nonlinear Model AR(P) , EXPAR(P) , SETAR(L,K,K,…,K). Here , the researcher also introduce a suggestion of Estimation method grouping the advantages of each of Parametric Estimation Like (Burg and Fisher) and nonparametric like (Spline) together. Also the researcher offers and there proposition about using MGCV Criterion for Estimation ( Spline Method) so in comparison. Also researcher introduce a Suggesting , using the initial Value for Smoothing parameter in Estimation Method (Spline). The researcher used Simulation experiments, by using ( Monte - Carlo) Method, where applied with different Sample Size and different Parameters, Where first : The identification suggesting shows an efficient Criterion especially With the model AR and SETAR , Second : for the estimation suggesting which shows an efficient criterion compared with all the models applied in the simulation experiments

So the aim of the research is in the construction and development of a form of institutional performance for Iraqi Cabinet to assess. As well as the diagnosis of the mechanism that can be applied to achieve excellence in accordance with the currently approved standards, and the degree earned from the actual implementationIraqi Cabinet Was chosen as an area for research, and designed checklists to collect data on the assessment of organizational performance by applying the European model of excellence standards, the fact that the data model fit with the needs and desires of the research community, and which can identify the strengths to keep them and reservoirs opportunities to exploit and the areas of the defect to be scaled, and take action to improve performance and the comparability of port performance and results achieved with the required target performance and results.The research finds the importance of assessing the quality of performance for government institutions seeking to organizational excellence. The success of the process of evaluating the performance you need to keep pace with technological development and work under the e - government helps achieve the overall speed and decision - making, as is the application of the European enterprise model for Quality Management Model and the right way to reach excellence being the most widespread and appropriate governmental institutions, and moreover it is necessary to have a especially the Division of strategic planning as well as evaluation of institutional performance within the Department of total quality management and institutional development, and the adoption of the weighted performance index card and as a measure of the performance of departments and sections of the Iraqi Cabinet. The research recommended that the importance of the strategic plan be in line with government targets year government program, the drafting of a model as a prize and an Iraqi national for quality and excellence similar Arab and international awards, the need to provide feedback as a result of the process of evaluating performance, and keep abreast of modern developments of the methods used in the process of assessing performance, as well as development technical, and to create a sophisticated environment that supports innovation and utilized in the process of continuous improvement, and finally the mainstreaming of the Iraqi Cabinet's experience to the rest of the Iraqi state institutions.
