Abstract: تهدف الدراسة الى امكانية التحول من موازنة البنود الى موازنة البرامج والاداء في المديرية العامة لتوزيع كهرباء الرصافة اذ تعد موازنة البنود من اقدم انواع الموازنات ولازالت مسيطرة على معظم موازنات دول العالم ومنها العراق ويستند مبدا اعداد الموازنة العامة على اساس تقدير النفقات وفقا لبنود يمثل كل منها نوعا من انواع الصرف لذلك فان المدخلات لهذه الموازنة تعتبر انواع المصروفات وتوزع على مستوى الوحدات المنفذة ويجري تقسيم هذه المصروفات الى فقرات اكثر تفصيلا كالمرتبات وما يتعلق بهواالسلع وانواعهواالصيانة وظهر هذا الاسلوب نتيجة الحاجة الى ربط البرامج الحكومية بالخطة العامة للدولة فهذه الموازنة تهدف الى الربط بين الاعتمادات وبين تحقيق الاهداف المخططة وهي تعتبر وسيلة لاتخاذ القرارات التي تتعلق بالمفاضلة بين البرامج البديلة والمتنافسة لتحقيق اهداف معينة وهكذا تعطي لوظيفة التخطيط الاولوية على كل من وظيفة الرقابة على الصرف او ادارة النشاط الحكومي من خلال البرامج وبذلك فهي تجمع بين الابعاد الثلاثة للموازنه وهي ( تخطيط ،تنفيذ ، رقابة ) واتبعت الدراسة منهجية الدراسة في المديرية العامة لتوزيع كهرباء الرصافة نظرا لاهميتهواشملت الدراسة الفترة الزمنية لعام/ 2012 و2013 ويمكن ان نوجز ذلك بالسؤال الاتي : هل يمكن تفادي المشاكل التي تتعرض لها المديرية العامة لتوزيع كهرباء الرصافة الناجمة عن استخدامها لاسلوب الموازنة التقليدية باستخدام اسلوب موازنة البرامج والاداء؟.من هنا ظهر الهدف من الحالة الدراسية حول المتطلبات الحتمية للانتقال الى نظام موازنة البرامج والاداء واهمية الحالة الدراسية تكمن في ان تطبيق هذا النوع من الموازنة يحقق الاهداف التي من اجلها خصصت الاموال .لقداختار الباحث المديرية العامة لتوزيع كهرباء الرصافة لكونها احدى المديريات العامة التابعة لوزارة الكهرباء وهي تتبع الموازنة التقليدية في تقدير التخصيصات وامكانية تطبيق موازنة البرامج والاداء في تلك المديرية .وقد توصلت الدراسةالى مجموعة من الاستنتاجات كانت اهمها : ان الاستمرار في استخدام الاساس التقليدي في تخطيط واعداد الموازنة وتنفيذها في الوحدات الخدمية ومنها المديرية العامة لتوزيع كهرباء الرصافة يحد من كفايتهوافعاليتها في الاستخدام الامثل للموارد المتاحة ويقلل الفرص في تحسين اداءها كونه يشجع على زيادة الانفاق بدل من الترشيد والعقلانية في الانفاق. واختتمت دراسة الحالة بمجموعة من التوصيات اهمها : تقديم الدعم الكافي للمدراء من اجل انجاح تطبيق موازنة البرامج والاداء عن طريق منحهم الصلاحيات اللازمة لتطبيقهواان توجد قاعدة معلومات عن طريق عمل نظام خاص لترحيل النتائج الخاصة بعمل موازنة البرامج والاداء ومتابعة التطبيق التجريبي اولا باول عن طريق التقارير المقدمة من كل نشاط من اجل معالجة المشكلات التي قد تواجه التطبيق | The study aims at the possibility of transformation of the budget items to the budget programs and performance in the Directorate - General for the distribution of Rusafa electricity as is the budget items of the oldest types of budgets and still in control of most of the budgets of countries around the world, including Iraq and is based on the principle of the general budget prepared on the basis of estimates of expenditure under the terms of each of which represents a kind types of exchange, so the input of this budget is the types of expenses and distributed at the level of the executing units being such expenses divided into paragraphs more detailed such as salaries and related goods and types of maintenance and the back of this technique as a result of the need to link government programs the general plan of the state, this budget aims to link the credits and the achievement of planned objectives and is considered as a means to make decisions related to differentiation among alternative programs and competing to achieve certain goals, and so give the function of planning priority over all of the function of exchange controls or management of government activity through programs and so it combines the three dimensions of the budget, namely, (planning , implementation, control) and the study followed the methodology of the study in the Directorate General of Electricity distribution Rusafa due to their importance and the study included the time period of the year / 2012 and 2013 can be summed up this question the following : Is it possible to avoid the problems faced by the Directorate General of Electricity Distribution Rusafa resulting from use of the traditional style of the budget by using a method of programs and budget performance?From here the goal of the case study about the inevitable requirements to move to the back of the programs and performance and the importance of the school system's budget situation is that the application of this kind of budget to achieve the objectives for which funds were allocated.Kdakhtar researcher for the Directorate General of Electricity Distribution Rusafa for being one of the Directorates General of the Ministry of Electricity and follows the traditional budget allocations and in assessing the applicability of programs and performance in those Directorate budget.Aldrashaly has reached a set of conclusions was the most important : To continue to use the traditional basis in the planning and budget preparation and execution in service units, including the Directorate - General for the distribution of Rusafa electricity limits the adequacy and effectiveness of the optimal use of available resources and reduces opportunities to improve their performance being encouraged to increase spending instead of rationalization and rationality in spending.In conclusion, the case study a set of recommendations including : Provide adequate support to the managers for the success of the application software budget and performance by providing them with the necessary powers to be applied and that there is an information base through the work of a special system for carry - on work programs and performance and follow - up demo application first budget results go through the reports submitted by each activity in order to address problems that you may encounter the application.

Abstract: It mentions the Holly Quran section YUSUF (47) that, there is a king has vision someday, and that vision was not placed on the shelves just wanted the nightmares theorists, but thanks to the intervention of the Prophet we see it turned into a strategy elaborate scheme carried out accurately and saved the people of Egypt from destruction, It is not correct to say that the senior management and stakeholders in organizations today do not come upon them these visions. It is, by reading the daily reports and data manager is well aware of this or that what took place in his organization, and what is taking place there. But they are certainly did not know the unseen in events in the organizations future . The role of this research comes here, which was based on future studies to look at the future and determine the features of tomorrow in order to avoid falling into crisis and ward off threats and exploit opportunities to reach the desired future of the organization.This paper discusses some of the fundamental problems diagnosed in the production of electrical energy directorate in Basra and we know very well what this vital sector of the direct impact on life in general and to the progress and development of the state.And that the senior leadership in this organization has missed a lot by working in the annual operating plans and the possibility to catch up with what is required of energy each year and continued reaction to the more challenges the policy, which was to some within the folds of this research addressed. I wrote this research to be addressed to read by my fellow engineers is primarily where there was an explanation of the side of the theoretical future studies and planning scenario and briefly on what really they need to understand the practical aspect of thisresearch and to continue the process to predict the future in their positions productivity and their departments.

Abstract: اظهرت دراسة الواقع الميداني ومن خلال التقارير الخاصة بالجهات الرقابية والتفتيشية ولغاية عام 2013 ان وزارة الثقافة تعتمد نظام تقييم اداء يعاني من عدة نقاط ضعف منها افتقاره للمؤشرات المالية التي تقيس كفاءة الاداء ومؤشرات وصفية التي تدفع زبائن الوزارة للمشاركة في عملية التقييم وعدم اعتماد تكنولوجيا المعلومات في ادخال معلومات النظام اي لا يمتلك ابعاد مجالات استراتيجية ، لذا ارتاينوامن خلال هذا البحث ان نقوم بعملية قياس اداء وزارة الثقافة بالاعتماد على النظام الحالي لتحديد نقاط الضعف في ذلك النظام ، وقد هدف هذا البحث الى بيان كيفية قياس الاداء لوزارة الثقافة من خلال النظام الحالي لتقييم الاداء وبيان مدى ملائمته لاداء الوزارة ، كما اعتمدت الباحثة على اسلوب دراسة الحالة بالنزول الى ميدان العمل للحصول على البيانات المطلوبة للوصول الى النتائج المطلوبة وقد اكتفت الباحثة بتشخيص نقاط الضعف في النظام الحالي وبناء نموذج نظام لتقييم الاداء وفق بطاقة الاداء المتوازنة ، وانتهى البحث بعدة توصيات كانت اهمهواضع نظام جديد لتقييم الاداء وفق منظور استراتيجي مع توفير المستلزمات المادية والموارد البشرية لانجاح هذا النظام . تناولت هذه الدراسة عملية تصميم نموذج لتقييم الاداء لوزارة الثقافة من وفق منظور استراتيجي باستخدام بطاقة الاداء الموزونة (SBC) كاداة للتقييم ، حيث تم تغيير المنظورات التقليدية لبطاقة الدرجات الموزونة الى اربعة منظورات تلاءم عملية تقييم الاداء للوزارة . اذ تم تقديم اطار نظري لمفهوم تقييم الاداء الاستراتيجي مع اعطاء صورة بسيطة عن مفهوم بطاقة الاداء الموزونة ، وقد اعتمدت الدراسة منهج دراسة الحالة الواقع الحالي لوزارة الثقافة وتم الاعتماد على بيانات عامي 2012 و2013 ، وقد افرز البحث عدد من النتائج وكان اهمها ان مقاييس الاداء الاستراتيجي على اساس بطاقة الدرجات الموزونة تقدم صورة واضحة ومتكاملة عن اداء الوزارة كما تبين اين تكمن نقاط القوة والضعف وكيف تتم المعالجة .

Abstract: تهدف الدراسة بكل اساسي الى وضع اطار فكري لتحديد اولويات الاستثمار في قطاع النقل بشكل يتناسب مع حاجة وقدرات وموارد هذا القطاع. تكمن مشكلة الدراسة في تعدد الفرص الاستثمارية لقطاع النقل وكون الوزارة تتعامل مع عدة قطاعات للنقل المتمثلة بـ(القطاع البحري,القطاع الجوي,القطاع البري ) وضمن هذه القطاعات توجد تفرعات كثيرة لذلك فان نجاح عمل الوزارة يتحقق من خلال معرفة درجة اهمية كل مشروع ومساهمته في تطوير قطاع النقل ضمن خططها البعيدة والقصيرة المدى . لقد تضمنت الدراسة بيان كيفية تقييم المشاريع الاستثمارية التشغيلية والاستراتيجية للوزارة والبالغة عددها (88) مشروع وفق خمسة معايير اعتمدتها الباحثة لتخرج منها بمجموعة تقييمات تم على اساسها تصنيف المشاريع وفق جداول ,مما اسهم في تحديد اولويات الاستثمار الاستراتيجية والتشغيلية في كل قطاع (البحري ,الجوي ,البري ) ومن جانب اخر فقد استندت الباحثة الى مقارنة بين ما هو متحقق فعليا" في كل قطاع من نشاط وما هو مخطط باعتماد خطة التنمية الوطنية كاساس للمقارنة ليتم معرفة معدل النمو السنوي المركب في كل قطاع الامر الذي يسهم في اضفاء معرفة اي من القطاعات يتفوق على الاخر لتعزيز القطاع الذي يحقق نسبة نمو جيدة وتطويره نحو الافضل ومعرفة موضع القصور في القطاع الذي لم يحقق ما هو مخطط له وفق خطة التنمية للعمل على معالجته . واختتمت الدراسة بتحديد اولويات الاستثمار وفق معايير ومن ثم تحديدها الاولويات وفق خطة التنمية الوطنية ومعدل النمو السنوي المركب وخرجت الباحثة بمجموعة اولويات يفترض بالوزارة اخذها بنظر الاعتبار لكونها تمثل ضرورة واقعية لتوسيع طاقات النقل وتطويره .

Abstract: نظرا للاهمية التي تتمتع بهواحدة تنسيق السياسات العامة للدولة في الامانة العامة لمجلس الوزراء والدور الذي تؤديه ضمن موقعها في هيكل الحكومة العراقية فقد هدف موضوع البحث هذا على تحليل المهام التي تقوم بها الوحدة, والالية التي من خلالها تنجز اعمالها بقصد الدراسة والوقوف على مواطن القوة والضعف لدى الوحدة, واهم انجازاتهوامدى كفاءة الاداء لديها ثم تقديم المقترحات لغرض تعزيز عمل هذه الوحدة ضمن اطار انموذج سلسلة قيمة المعلومات Information Value Chain. وقد تم اجراء البحث بجانبين اولهما الجانب النظري اذ تم عرض فقرات البحث بالاعتماد على الادبيات المنشورة في الدراسات علاوة على ما قدمته الكتب المتخصصة في هذا المجال اذ شمل العرض على تحليل المهام الرئيسة والثانوية للوحدة طبقا لانموذج سلسلة القيمة لبورتر فضلا عن الاشارة الى دور ادارة المعرفة والمعلومات وكيفية التعامل معها لما لها من صلة في موضوع بحثنا هذا. والجانب الثاني هو تحليل للحالة الدراسية فوفقا لهذا الجزء تم تحليل عمل وحدة تنسيق السياسات العامة وهيكلها التنظيمي والتحديات التي تواجهها في ضوء تحليل سلسلة قيمة المعلومات متضمنا الوثائق والادوات جميعهواالتي تتعامل بها الوحدة وطبيعة التقارير الدورية الواردة والصادرة من والى الوحدة وعليه تم وضع الاستنتاجات عن هذه الدراسة والمتعلقة بعمل الوحدة والياتهوامن ثم التوصيات التي كتبت نسبة الى تلك الاستنتاجات. | Due to the importance that the Public Policy Coordination Unit in the General Secretariat of the Council of Ministers has and considering its role within its position in the Iraqi Government structure; this research/study has aimed to analyze the roles and responsibilities of the Unit; and the mechanism that has been used to achieve its tasks. This analysis intend to highlight the strengths and weaknesses of the unit and its most important achievements and its performance efficiency, then submitting proposals for the purpose of strengthening the work of this unit within the framework of the Information Value Chain model.The research was conducted into two aspects; firstly the theoretical part where different paragraphs were displayed depending on the similar published studies and researches in addition to the information presented from the books of the same specialized area. This presentation included the main and secondary activities of the unit in accordance with Porter Value Chain analysis model; in addition to a reference to the role of Knowledge and Information Management and how to employ them due to their linkage to the subject of our study. The second aspect is an analysis for a study case; according to this part; the work, the organizational structure, and faced challenges of the Public Policy Coordination Unit has been analyzed, supported by all the documents and the tools used by the Unit and a view of the type of incoming and outgoing periodic reports from and into the Unit, and based on that, a number of conclusions were put together about this study, which is related to the Unit work and mechanism which led to a number of recommendations that was composed based on the resulted conclusions.

Abstract: يهدف هذا البحث الى التقييم لاليات تنفيذ استراتيجية مكافحة الفساد في المديرية العامة للماء التابعة الى وزارة البلديات والاشغال العامة، لان هذه الاستراتيجية تعتبر الاولى على صعيد الحكومة العراقية، فكان لابد من تقييم اليات التنفيذ لها من خلال عرض مضمون الوثيقة الاستراتيجية لمكافحة الفساد الخاصة بمكتب المفتش العام والتي تضمنت اربعة ظواهر سلبية من اصل احدى عشر ظاهرة في عموم الوزارة للفترة من 2010 ولغاية 2014 للتعرف على ايجابياتهوامعوقاتهوالغرض التاكد من ملائمة تلك الاستراتيجية مع اعمال المديرية العامة للماء وتحليل اسباب القصور وتشخيص نقاط القوة ليتم بعدها اقتراح جملة من الاليات والاجراءات اللازمة لزيادة فرص نجاح وفعالية تطبيق الاستراتيجية الوطنية لمكافحة الفساد ودفع عجلة الجهود المبذولة في مكافحة الفساد الى الامام وامداد الاطراف المعنية بتوصيات تحمل في طياتها مصداقية عالية للحد من الفساد او تقليصه قدر الامكان. وكان الاسلوب المعتمد في تقييم الالية المتبعة من قبل المديرية العامة للماء هو الاسلوب الوصفي بالاعتماد على البيانات والجداول التي تم استحصالها من الجهات التي يرتبط بها البحث ومن خلال التقييم للاليات المتبعة لاحظنا تطبيق بنود الاستراتيجية وان بنود هذه الاستراتيجية في صلب اختصاص عمل المديرية وبتماس مباشر في انتاج الماء والمحافظة عليه من الهدر ورفع نظام الجباية وتحسينه، وكان من ابرز تلك النتائج هو العمل بنظام دقيق في احتساب كمية الماء المستهلك وان معظم الخطط الموضوعة لمعالجة الظواهر المؤشرة في الوثيقة الاستراتيجية كانت في اغلبها عملية ومنطقية فضلا عن ارتفاع نسب المعالجة عن ما هو مخطط وتفعيل الدور الرقابي ومتابعة الخطوط الناقلة المارة بالاراضي الزراعية وتوفير مبالغ اضافية في حقل الجباية نتيجة تعزيز كوادر الجباة والاستفادة القصوى من المجمعات المائية ورفع طاقاتها نتيجة لاشراف المديريات في المحافظات بصورة مباشرة وتجنب حالات الاوبئة واخيرا اضافة طاقات للماء المنتج بالنسبة للمجمعات المشيدة في الاماكن التي لا يتوفر فيها مصدر ماء. | This research is aimed at the evaluation of the mechanisms of implementation of anti - corruption in the Directorate General of Water of the strategy to the Ministry of Municipalities and Public Works, because this strategy is the first at the level of the Iraqi government, was necessary to evaluate the implementation of its mechanisms through the presentation of the content of the strategy document for the fight against corruption for the Inspector General's Office which included four phenomena negative out of eleven phenomenon across the Ministry for the period from 2010 until 2014 to learn about the positives and constraints and the purpose of ascertaining the suitability of this strategy with the work of the General Directorate of water and analyze the causes of deficiencies and diagnose strengths are then propose a set of mechanisms and procedures to increase the chances of success and effectiveness of national anti - corruption strategy and the application of advancing efforts in the fight against corruption forward and supply the parties concerned carry with it the credibility of the recommendations of the high to curb corruption or reduced as much as possible. It was adopted in the mechanism used to assess by the Directorate General of Water method is descriptive method based on the data streams that have been collectible of those who associated research and through the evaluation of the mechanisms used to noticed the application of strategic items and that the terms of this strategy within the purview of the Directorate's work and in contact directly in the production of water and maintain waste and raise tax collection and improve the system, and it was the highlight of these results is to work accurate system in the calculation of the amount of water the consumer and that most of the plans to address the marked phenomena in the strategy document was the most practical and logical as well as higher treatment for what is planned and activating the role ratios supervision and follow - up carrier lines passers agricultural land and the provision of additional funds in the collection field as a result of promotion of cadres collectors make the most of water complexes and raise their energies as a result of the supervision departments in the provinces directly and avoid epidemics and finally adding the energies of the water product for the complexes built in places where the water source is not available
