تناول البحث التميز الاداري بكافة جوانبه فضلا عن تسليط الضوء على امكانية تطبيق انموذج التميز الاوربي EFQM في تقييم وزارة النقل، وتحديد فجوة الاداء الفعلي لمحور نماذج التميز الاوربي في بعد الممكنات على وفق منهج الرادار وماهي فجوة الاداء الفعلي لمحور النمو | The research proposal model of excellence depending on the model of the European Excellence EFQM depending on the strengths and weaknesses of the phenomenon in the ministry as well as the statement of the amount of winning the gap between the European model standards and actual performance of the Ministry of Transport on the side of possibilities using a checklist designed to check the gap between the standards subject in the European Excellence Award EFQM under axis empowered only (leadership, policies and strategies, human resources, partnerships and resources, processes) were carried out analysis of the data by finding correlations between the enablers criteria using (SPSS) program and the application of radar approach, the study basically empowered important to build a European model as well as that the results depend on the possibilities axis results setting calls for a long time for the application and Bcesp time constraints and the lack of actual data, and check the focus of the results of specialized auditors and external neutral is required to provide the results.The application of this research in the Ministry of Transport and departments affiliated to the Ministry Center (planning and follow - up department, administrative and financial department, art department, contracts and licenses department, legal department) and to meet with many of the leaders in the ministry of the two directors and the number (5) and associate general managers and their number ( 4) sections of managers and their number (26) and aide to divisional managers and the number (14) to be the total number Through the review of the results after the analysis shows the importance of the introduction of modern management concepts in all joints of the ministry and its affiliates for Odol work to a job well done with high quality and excellence, and showed researcher importance of providing transport services with high quality and excellence with the addition of additives have value and prepare Award Iraqi excellence modeled Award Model excellence is initialized European standards in light of the reality in Iraq granted to government institutions unique to plant the spirit of competition and excellence among Iraqi institutions to upgrade and advancement of the Iraqi reality in its various aspects and the development of the service and the economic sector.
