The research aims to keep the activity and work transportation garages main current transfer the collective on domestic flights only to accommodate growing daily trips and separated from foreign trips, and set up garages new transfer on the outskirts of Baghdad province and the separation and identification of flights operating both internal and external, and the study and analysis of the external transport flights - Interior and Interior - Foreign within the administrative limits of the Municipality of Baghdad and borders the province of Baghdad. 3. المستخلص: The most important of urbanization in cities indicators is the shift from rural life to urban population growth due to natural growth and migration of internal and external both types as well as high natural growth rate of population growth, and all that has led to population momentum in the cities led to the fluctuate population balance and for concentration of population excessive in cities certain, especially large cities, research tries to study the disadvantages of excessive and its impact of urbanization on cities in the economic and social aspects in terms of the lack of services and overtaking on the capacity of the city, as well as the search will go with the concepts of sustainable development in cities and their relationship to growth and urbanization will examine the impact of excessive urbanization on land use negatively and positively, it will discuss urban land market and the absorptive capacity of the land of the aspects of housing and urban transport in particular.The research problem is the lack of a clear scale and a clear mechanism to assess the excessive increase in the urbanization of cities and the effect of this increase on the diversity and changing land use, this relationship between excessive urbanization and uses the picket relationship which in turn will determine the subsequent form of the city, where the total number of posts and uses the space increases increasing the volume of works and the type of function, leading to excessive use of urban land, It will aim research to analyze the changes that occur in the cities as a result of excessive urbanization and its impact on the increase and diversification of land use in cities, and analysis of these changes in the light of global studies in this area to find a flaw areas and deficiencies in the Iraqi cities, as I suppose Find the excessive urbanization witnessed in modern cities as a result of population growth and rising birth rates and reducing mortality rates and increased immigration has led to a change of land use in cities and the creation and the development of new uses and that the growth process over the index of random urban growth and lack of consistency in the distribution of services compared to the population distribution, which also means unequal road networks in terms of Takaful and utilitarian and a weak economic base and would be unable to city funding changes and the growth and spread of unemployment and lack of individual productivity and increase urban spending, while the scope of the research included the temporal border since placed first for the city of Arbil, the basis of the scheme in 1959 to 2014, extent, and limits the spatial included the region in the environment limits urban city of Arbil consisted of seventy - five and confined area within the street percent, meters, and has research descriptive and analytical approach adopted a formula that research aimed at qualitative and quantitative description of the phenomenon or set of phenomena combined interconnected through the use of known data collection tools. المستخلص: The research studied the analysis of the economic structure of Tikrit and showed its economic capacity, to provide an important information and analytic database needed by the decision and policy makers when they plan to develop the economics of the city (Tikrit). Some regional economic methods have been used in the analysis process such as economic base, location quotation, and shaft share methods since these methods can give more precision results for the planners.The main problem is the lack of most of the cities and provinces including Tikrit to sufficient economic studies shows the economic reality, specialty, the variety, the consumption industries, the production industries, for domestic consumption and export … etc. and determine the economic base of the city; whether its agricultural, industrial or tourism.Aim : The aim of the research is to analysis the economic reality of Tikrit using some important analytical methods such as economic base, location quotation, and shaft share methods, those methods can take part in analyzing the economic structure of Tikrit and show its economic capacity to give an indicators needed by the decision makers to improve the local and regional economic reality, and determine the essence of technical ways that can improve the analysis method, and the modality of using those methods in the analysis of the local economics.Hypothesis : the research is analysis the economic structure of Tikrit using regional quantity methods which have more accurate and clear results and can help in scientific and realistic analysis, and can also help to predict the future accurately, and this can help to make more reasonable plans.Research end up with few conclusions, the most important one that every work chance in 1987 in the province level at the base sector generates 1.3 work chance at the non - base sector, while at 2011 it generates 1.9 work chance at the non - base sector.On city level (Tikrit) every work chance in 1987 in the province level at the base sector generates 1.3 work chance at the non - base sector, while at 2011 it generates 2 work chance at the non - base sector.On the economic activities level Tikrit has higher level in health and education sectors than other districts in salahuddin province.

المستخلص: Roads services represent one of the important indicators that reflect the extent of the welfare of society and its development, and because of the increasing various means of transportation and doubled traffic in and out of cities, the issue of basic services provision to regional roads users has become one of the necessary issues that must be studied extensively and accurately to get to the appropriate mechanism for the spatial locations of these services along these roads.The objective of the study is to identify the most prominent services in the study area, and to verify the adequacy of their spatial location, and find the shortfall in order to draw a development planning policy for the development, rehabilitation and investment of these services in a way that achieves the efficiency of selecting the appropriate location.A hypothesis was set that states (the adequacy of spatial location for public road services on regional roads leads to improve the level of performance of the road through the identification of a set of factors that directly affect this efficiency). To learn about the validity of this hypothesis, these services were studied and evaluated along the regional road network connecting three Governorates, Holy Karbala, Al - Najaf Al - Ashraf and Babylon. The requirements of the study necessitated to be in three chapters as well as the introduction, conclusions and recommendations. First and Second chapters included the theoretical framework of the study.Third chapter was dedicated for the practical part of the study area. Field survey was made for the location of these services using Geographic Position System instrument (GPS). Coordinates of these services location where taken , data entered into the Geographic Information Systems (GIS), and were processed and analyzed, depending on (Spatial Analysis), through a service scope made for each of these services in accordance with standards and regulations adopted.In order to recognize the degree of adequacy of these services and the extent of compliance with these standards, and to recognize the extent of acceptability and satisfaction of the passers - by regarding quality of the service provided, questionnaire forms were accounted for the views of two groups of regional road users, the travelers, and Motorists moving on these roads.The research sorted out some conclusions, the most important are that the adequacy of spatial location for public road services is linked to a variety of factors and determinants that affect the planning standards adopted for the spatial location of these services, and that that these services did not attain sufficient satisfaction and acceptance from the users of regional road.The study found a set of recommendations, the most important are the need to reconsider the standards of planning set for the spatial location for the public road services, as to take into consideration the classification of the road, traffic density and the size and number of settlements served by the road, and the need to adopt human, quantity and environmental standards, not only the distance standard

المستخلص: The research study urban residential structure of the city is an important aspect of the planning study areas for housing , as local housing standards on the basis that the adoption of appropriate residential structure functioning as a good record and blamed the demands and needs of the population. These requirements and needs , which increased for the time being largely a result of changes large and rapid shifts in the various aspects of life. It needs to pay attention to urban planning in general and residential areas in particular. And so I took the study of the use of central importance in the economic and social life. Here, the role of the scheme in the current study variables and predict future conditions machetes allocation of space required for each use through guided planning standards when developing basic schemes for cities. It based on that built the research problem , which is to come residential shops in the city of Muqdadiyah is characterized by the absence of a clear vision on the extent of adoption of the bases and It can't apply of housing criteria when planning and implementing schemes such shops, so was assumed find the use of different land planning as best in terms of spaces and locations and the adoption of the bases and housing standards in planning , contributing to find appropriate housing structure for housing and distribution of a fair and efficient services. The research to detect allocated to each use of the use of land area in the study area (209), compare this space with the local planning standards and give a clear picture of the most prominent of those uses and the statement of the extent to which this share to the requirements and needs of the population and determine the extent of matching public services planning In the camp, the local housing standards landmarks. Finally, we concluded to determine findings and that was the most important : 1 - The disappearance of commitment and planning standards imbalance ratios to use of land when cities and residential and shops of modern planning leads to the cities to suffer from a clear failure , its functions and its various activities. 2. Hypothesis health and stability of the researcher.3 - Structure urban social phenomenon linked to intellectual and spatial and temporal variables are influenced by several factors including : (social and economic factors and the nature of the environment) For the purpose of determining patterns of formation of this structure is well must study these factors. It also recommended to the researcher several recommendations, including the need to adopt local foundations and criteria when planning residential shops and the need to implement basic plans as required.

المستخلص: Generally speaking, the societal services - the education and the health - services in particular are considered basic services that should be available in any city. These services are deeply associated with the level of prosperity a society has. The basic task these services should fulfill is related to addressing the needs of the people interims of quantity and quality.The study analyses the efficiency of the educational and health services in the outskirts of Al - chibaish city (Al - chibaish, Al - hammar and Al - fuhood).The study involves three chapters : the first deals with the theoretical evidence of the educational and health services. The general concept societal services are explained and the concept of education and health services in particular. Besides, the chapter explains the criteria of planning followed in Iraq by the governmental organizations. Some Arabic and World criteria of assessment are tackled. The second chapter tackles the area of study (al - chibaish) explaining the reality of the spatial distribution of educational and health services in the three outskirts mentioned above. The chapter observes the differences between the three outskirts in relation to their spatial distribution.The third chapter conducts an analysis by comparing the reality indexes of the actual health and education services with those of the reliable criteria adopted in this study, besides, the questionnaire is explored and analyzed focusing on questions related to the efficiency of the services.A strategically analysis is used to help understanding the general strategically situation of the facilities concerned in this study. The study shows that some educational and health institutions have very poor efficiency interims of services in all the three outskirts. The gratitude of the current services is estimated. Then the study ends up with some conclusions and recommendations related to the area of study.

The tourism sector is also the fastest economic sectors in terms of steady growth.The tourism industry is classified with many of it's qualities and it involves many specificities, distinguish it from other industries and make it different from a lot of human activities, being the industry serving millions of people and workers and saving a lot of money and spreading over the entire surface of the globe.Thus they are dealing with large numbers and different types and forms of information about these Parties, components, elements and entities, whether individuals or groups.For this, the intellectual capital and knowledge economy are considered of important issues in tourism sector which have the important role in making economic tourism policy, most organizations and specially the private have realized that the intellectual capital is an important elements in the success of modern organizations, which knowledge became the foundation in wealth, innovation and progress.This study is an expression of contemporary vision to investigate the roll of intellectual capital across it's components ( human, structural, relational and creative ) and knowledge economy through driving forces indicators for integration which is represented by ( information and communication technology, knowledge society, electronic commerce and globalization ) and prove their presence in our tourist organizations in the formulation of economic tourism policy in a sector which is one of the most important and effective economic sectors not at the level of Iraq but at the international level, it is the tourism sector.Tourism as a form of economic activity is surrounded by a net of various policies and laws that regulate the work in the tourism sector so it took three variables for the formation of the intellectual and philosophical framework of this study namely ( the intellectual capital and knowledge economy and Tourism economic policy ) which arouse several public and private questions, the aim was to build a philosophy of intellectual theory for these variables being of modern subjects in the tourist organizations in Iraq, to determine the variables level of the study and testing the hypotheses, it has been used a number of methods in analyzing and processing of date and information, relying on ready statistical programs to measure the nature of the relationship and influence between the variables of the study ( intellectual capital, knowledge economy, Tourism economic policy ), it adopted the resolution which subjects to a validity and reliability test as a tool to measure and collect data from the study society represented by (52) members of the administrative and legislative leaders working in the ministry of tourism and is intended to study these variables in theory and practical application in the field.In the light of the result, it has been reached to a set of conclusions, the most prominent were : 1 - The intellectual capital is a basic pillar of economic progress which is depended upon in building and succeeding tourist organizations through the supply of knowledge, creativity, relations between organizations and current and potential guests.2 - Co - administrative leadership to give importance to the knowledge economy because of it's main role in dealing with the opportunities and threats faced by the organization and determine it's position in the tourism market and get a sustainable competitive advantage.3 - Tourism policy plays an important role in the national economy, one of the direct effects of the closer relations and focus efforts to stimulate tourism and development in Iraq.The study concluded, the most important set of recommendations : 1 - Urge the administrative leadership of the ministry of tourism or tourist organizations to pay attention to intellectual capital as a tool and a means to achieve organizational goals.2 - Pay attention to knowledge economy system through database that allows the flow of data for knowledge and investment in information technology and the establishment of infrastructure to raise efficiency of tourist work.3 - Pay attention to legislate laws and encourage domestic and foreign tourism investment in proportion to the economic and social environment of the state

The public relations management represents the most effective organization that plays a crucial role in controlling the communicative operations that take place among the upper , middle , and lower levels , as well as in the relationship between the organization and its internal and external masses to achieve a positive image. some organizations seek facts about other organizations to find out the strong and the weak points in the work of the competing organizations in order to attain success. Hence appears the importance of the public relations management in acquiring the confidence of the customers of the organization. The aim of the study is to investigate the impact of the public relations management on the success of the tourist organization at five - stars hotels in Iraq. and to verify the goal of the study, the researcher introduces a set of key questions to determine the relationship between the variable of the study. the private questions , they determine the problem of the study and they aim at clarifying the relationship and the effect of the variables of the study. Accordingly , many first - class hotels were chosen , and a questionnaire was used to measure was used to measure the variables of the study. A set statistical instruments and techniques were used to analyze and process the data such as Arithmetic mean , standard deviation to identify the level of the variables of the study. And spearman was used to measure the relationship between the variables of the study , simple linear regression was used to measure the effect relationship , and kruskal wallis was used to compare Al - Racheed, Baghdad ,Al - mansour melia , Babylon , Palestine and Ishtar hotels. the study come out with a set of conclusions , the most important of which are : The study shows an existence of relationship impact and a significant correlation between the variables of the study in respt to first - class hotels.The study assumed a set of recommendations the most important of which are : 1. it is necessary for the public relations management to be a separate section by itself with a status almost like that of the high management in order to acquire power and authority that enable it to achieve its tasks and activities.2. Encourage and develop substantial competence in the hotels surveyed and give them opportunities to experience and learn.

المستخلص: تكتنف القيم الاخلاقية في النشاط السياحي في طياتها الابعاد الاجتماعية والثقافية والنفسية والدينية والثقافية والسياسية، لما لها من دور فاعل في تقديم خدمات سياحية ذات خصائص فنية، فهناك تنوع وتعدد في الاجناس والاعراق والعادات والتقاليد والحاجات والرغبات لدى | Neat moral values in tourist activity in it the social, cultural, psychological, religious, cultural and political dimensions, because of its active role in providing technical characteristics of tourist services, there is a diversity and multiplicity of the races and customs and traditions, needs and desires of tourists in their programs in tourism (cultural, religious, archaeological, natural, seasonal, recreational, etc..) and this led to the existence of a need for a variety of moral values in assets and areas of interaction with the tourist communities, in part to provide tourist services, which should raise the level and quality of the moral values of the tourism product to the optimum level being in touch intensively with things and acts and tastes with tourists during the tourist enjoyment of the services provided,The importance of the role of the moral values of the tourism product in the tourist service properties due to the tourism product is characterized by an institution of complexity instability and great challenge in his work, and therefore meet this challenge in its ability to respond to the requirements of the tourism environment and through follow their adaptation to deal with the psychological, social and economic variables strategy and religious, cultural and legal. Requiring the employees and the organization of tourism both in an effort to change, and responding to the demands of the labor for the production of distinct tourist service. The correction to the moral values of the tourism product, including that can be a factor, either positive or negative in the identification of tourism services properties, and it is during the scoping study carried out by the researcher for a sample of workers in hotels and tourism companies estimated at (190) sample through a questionnaire and tested the process in the field of tourism and highlight the problem of differing estimate moral values among producers and tourists in the interaction of social, economic and cultural exchanges and other operations, which requires that there be a clear vision and accurate product with the importance of moral values in the nature of tourism services, researcher has used statistical tools to explain the phenomenon and to find correlations in the pairing the compatibility of the variables the study and then a factor analysis to see any more influential variables, and the researcher to a number of conclusions, including : form the moral values of parameters important for the behavior of the tourism product in its interaction with the tourism community and awareness of tourism importance of credibility, fairness and integrity, honesty and cleanliness values and others in social interaction and exchange in operations provide an ideal tourist service. And a link to the study of the moral values of the tourism product to study the network of social and cultural relations of the customs and traditions and cultural patterns mixed with the tourism community to understand the psychological functions phenomenon or potential for tourists, and the researcher recommends the need for effective and fruitful cooperation between the concerned authorities to follow the laws and regulations relating to the ethics of business tourism and enhance mutual trust between workers implementation The tourism product as a result of facing the tourism product of the loss of some of the ethical values of the workers that are related to integrity, honesty and credibility, and others

The importance of the fourth factor was very weak stared.As it became clear that the Iraqis request tourism Departure is focused on four Countries(Syria،Turkey،Jordan،Iran)and by(56.71)this is due to the ease of access to these Countries and Short distance and level redus the general Level of prices and decline in its Currency exchange rate measures the exception of Jordan. The letter and recommendations of the mission، in clouding the need for openness of Foreign policy on the world Countries and exchange embassies with them،and hold more tourism agreements and seek to facilitate to(Visa) and other important recommendations seek to overcome the obstacles in front of Iraqis travel outside.
