المستخلص: هدف هذا البحث الى التعرف على دور المنظور الاستراتيجي في تطوير السياحة الدينية في كربلاء المقدسة وذلك باعتماد التخطيط الاستراتيجي كاسلوب عمل مع تنامي التحديات التي تواجه قطاع السياحة بشكل عام والسياحة الدينية بشكل خاص,اذ تعد السياحة نشاطا ضروريا للشعوب للع | This research aimed to identify the strategic perspective role in developing the religious tourism in the holy city of karbala by adopting Strategic Planning as an approach to confront the growing challenges that face the whole tourism sector generally, and the religious tourism specially. Since that Tourism has long been considered a necessary activity for all nations for many reasons like its direct impact in the economic, social and cultural sectors in addition to its impact in the international relations. The researcher has strived to study the tourism state of Karbala, and to study what this holy city have from features for the religious tourism which are represented by the holy shrines, with a survey for the most important obstacles that tries to overcome the religious tourism in karbala, those very obstacle that can be said that can be said that no strategy can develop the religious tourism without overcoming them first, by concerted efforts of all parties (the country ministries& entities with direct and indirect relation). The research also makes a simple comparison with the tourism state in Saudi Arabia, especially in the holy cities of Mecca and Al - Madina in order to take as much advantage from this experiment through number of variations. The industry of tourism is an industry of front &back correlations that does not succeed but with coordination and integration of all parties involved, and it is based on the foundations that can be represented by the services of (security, lodgings, transportation, high - competence human resources, etc.), and for this reason it is needed to set a strategy that draws the image of the religious tourism (what is should be, the way it can be accomplished, and its future) which was articulated in chapter three of this research. For that, the research has came up with an attempt to put the religious tourism in the right path through a strategy that develops it, and by following the art of strategic planning as an integrated approach for tourism, starting with the strategic analysis of the external and internal environment and then formulation the organization vision and mission, and the inspiring the strategic goals from the organization mission, them putting the goals into action according to the agreed priorities. and by determining of the alternatives, the selection was made to take one of the growth strategies which is the strategic vertical integration for the interrelated activities as a main strategy, and selecting the alliances strategy as a strategic alternative, and then working by the empowerment strategy simultaneously in order to develop the human resources that is considered as the basis of religious tourism development, then moving to the process of formulation and implementation and strategic control, then passing to the process of feedback that is indispensable in all the stages of the strategy, that enables the higher administration to update the vision as well updating all the strategy stages according to the variables. The research finally reached clear and important results and facts that prove the study hypothesis is correct.

As it ensures Find four seasons, has included the first chapter the research methodology and previous studies, while the second chapter included the theoretical side of research and was Bembgesan, Section I T_khassalganb theoretical your style factor analysis and its importance and methods of factor analysis with a focus on how the major components, while the second section has included the theoretical regression to the style of its details. It included the third quarter the practical side was Bembgesan, specialty section first application of the style factor analysis and analysis of the structure of the links, either second section has included the use of style gradient to reach the best model regression expresses the relationship between the most important variables illustrations (Independent) and variable adopted, which represents inflation, in addition to the possibility of the use of the model in futureforecasts. .The fourth quarter has included the most important conclusions that have been reached, as well as ensure that the recommendations. Has been the most important conclusions that the average daily exports of crude oil is the most influential on the rates of inflation and this is what led to be one of the important recommendations in the research is to increase exports of crude oil at the present time for the purpose of reducing inflation as the inverse relationship between inflation and average daily crude oil exports, in addition to that it was important recommendations is the diversity of sources of revenue without relying on crude oil imports note that it requires a long period of time.

There are no specialized department takes on the responsibility for the basic functions of public relations and the preparation of plans and its impact negatively on the ongoing efforts of the Council in this area.2. المستخلص: يعد القطاع الزراعي من القطاعات المهمة في عملية البناء الاقتصادي والاجتماعي في بلدان العالم المختلفة وان على الزراعة ان تسد حاجة السكان من الغذاء حتى يتحقق الامن الغذائي.ويعد محصول الشلب من المحاصيل الصيفية المهمة التي تزرع في المناطق المروية من وسط وجنوب | The agricultural sector of the important sectors in the process of economic and social reconstruction in the different countries of the world and on agriculture to meet the needs of the population of food so food security is achieved. The rice crop of the important summer crops grown in irrigated areas of central and southern Iraq, one of the important crops in food intake in Iraq depends upon the Iraqi individual in the food and meals. This research aims to predict the production of rice crop in Iraq for the period (from 2016 to 2025) through the time - series models using the Box and Jenkins models, which requires diagnosing the appropriate model and appropriate grade for this model to represent the phenomenon studied and based on annual data for the period analyzed (from 1975 to 2015), which was obtained from the Central Bureau of Statistics. After analyzing the data using statistical software gretl and address some of the problems that could have exposed the data and obtain the appropriate models to represent the production of rice, and in the model of the time series were tested stability of the chain in terms of both the contrast and the Mediterranean have shown results of the analysis after the trade - offs between Box and Jenkins models for series production of rice the adoption of standard Akaike Information Criterion (AIC) and the standard Schwartz Bayesian Criterion (SBC) and standard Hannan - Quinn (H - Q) to be after that model representative for the production of rice crop in Iraq is ARIMA (2,1,2) and test the independence of the wrong paradigm and then predict for the years (2016 - 2025).

The leader needs a wide inspiration and a deep understanding of the effect of work environmental and conditions on the organization that he leads.The effect of leadership should be clear while the leader recognizes and determines the constitutes and dimensions of the roles of the occupational health and safety , so that the leader might be able to create and prepare a safe and stable work environment which would give positive social and economic results to the organization.The problem of the study can be summarized in the effect of different leadership styles is not clear concerning the roles of leadership , and in the most common leadership styles in the health organization. The impertinence of this study arises from the rarity of the previous studies which were done about the same subject.The samples of this study were x - ray unit managers at Baghdad health office - Al - Rusafa which involved 24 (twenty four) hospital including a wide geographical area so that to obtain more precise and accurate information to enrich the study.This study depended upon the hypothesis which says that (the leadership style has an influence on the roles of occupational health and safety ).The Conclusions and recommendations obtained from the study were based on theoretical field. Each process of training represents a success of training in general. The problem of the study lies in the absence of a scientific methodology and accurate one to determine the methods the training needs of the staffs of the health institution in general and the doctors in particular based on three methods of analysis : organizational, vocational and the method of analysis. The importance of the study is the endeavor to determine the actual the training needs of the staffs of the health institution in general and the doctors. While the objective if the study is focused on the determination of strength and weakness points of the training programs and courses. The hypotheses of the study are : 1. There is a correlation statistical significant relationship between the effectiveness of the training program and their vocational performance after the training process. 2. There is an effect statistical significant relationship between the effectiveness of the training program and doctors' vocational performance after the training process. The most important findings are the following : 1. Training provides the doctors with the expertise and adding to the skills and knowledge and experience in medicine. المستخلص: اصبح المناخ اليوم من الموضوعات الرئيسية المهمة التي تحتل مرتبة الصدارة لدى جميع دول العالم المتقدمة والنامية، لاسيما بعد ان تبين بوضوح مدى التغيرات التي شهدها في العقود الاخيرة. والتي تحدث اما لاسباب طبيعية نتيجة اختلال في توازن النظام البيئي او لاسباب بش | Climate has become a key topic that occupies the forefront of all developed and developing countries around the world, especially after the climate change witnessed in recent decades, These changes occur due to either natural causes as a result of an imbalance in the ecosystem, or human causes such as human economic activities, these changes affected many aspects of life, one of which is the agriculture, including palm cultivation and dates productionThe aim of this research was to study the effect or the relationship between climate and dates production, which is considered one of the most important crops that can be relied upon economically. This research uses the method of Multiple Linear Regression Analysis to find out the climatic elements effecting the productivity of two types of dates (Helawi and Zehdi). The independent variables (climatic side) were the average of the yearly rates for (Maximum temperatures, Sunshine duration, Relative humidity, Wind speed and Suspended dust) in Basra city for the period (2005 - 2014), and the dependent variable was the average of the palm tree productivity measured in (kg), which represents the (agricultural side). The results showed that there are three factors (variables) affecting dates production of (Helawi), which are (sunshine duration, suspended dust and wind speed) because they were statistically significant. As for the (Zehdi), there were two statistically significant variables, which are (Sunshine and Maximum temperatures). The conclusions and recommendations were founded by using the Stepwise regression in statistical package (SPSS v19)

المستخلص: يكمن التوجه الاساسي للدراسة في تحديد فاعلية الموارد البشرية في اطار توظيف تكنلوجيا المعلومات والاتصالات دراسة حالة في دار الكتب والوثائق الوطنية العراقية، اذ تحظى تكنولوجيا المعلومات باهمية كبيرة لدورها في تغير انماط العمل وتاثيرها في مستقبل المنظمات , ا | The basic thrust of the study is to determine the effectiveness of using information and human resources technology for Iraqi National Library and National documents, as are IT great importance to its role in the changing patterns of work relativity and its impact on the future of the organization, while the human resources it has promised on according to many researchers of the most important resources in any organization.The study aims to identify the extent of the attention of Library and Archives concepts of information technology and the effectiveness of human resources management, to identify the level of use of information technology in the organization under study, as well as to identify it on the level of effectiveness of human resources management in the surveyed organization.For this purpose, formulated the hypothesis of the study ((there is a positive correlation with positive moral significance of information technology and the effectiveness of Human Resource Management)) and branching out of which four hypotheses, as targeted hypothesis determine the relationship between the information technology in the effectiveness of human resources in the surveyed organization. To test the hypotheses of the study were applied to study in a number of sections, namely Information Technology and Human Resources and the Office of Director General of the Department, as the study population was (75) The sample of the study was (40) For the purpose of completing the data collection were employed personal interviews and observations have been using a number of statistical methods for data processing of the arithmetic center - aligned, and standard deviation, and coefficient of variation, and answer the intensity of the sample for the purpose of description and analysis, simple linear correlation coefficient (Spearman) to test the validity of the link hypothesis.The study showed significant results for the majority of the dimensions of information technology networks, with the exception of the Iraqi National Library does not include Extranet network, and Intranet, as the study showed significant results for most of the dimensions of the effectiveness of human resources.The conclusion of the study, a set of recommendations highlighted the need for the library's interest in developing an internal network of Intranet and network between them and the ministry or other, represented Extranet or other modern means as well as increased training and development of staff in various areas if the library aimed to provide excellent services to the beneficiaries.

المستخلص: ان مشكلة البحث تقوم على التذبذب في نسب تنفيذ الموازنة المالية لمجلس المحافظة بالنسبة للحسابات الرئيسة للمصروفات، وعدم دقة المجلس في وضع المبالغ التخمينية للايرادات المتوقع تحصيلها والمصروفات اللازمة الى تدهور في اداء بعض المهام التي يقوم بها مجلس المحافظ | The problem of the research is based on the fluctuation in the rates of implementation of the financial budget of the provincial council for the accounts of the major expenses, and not to the Council accuracy in setting the amounts of speculative revenue expected to be collected and expenses needed to deterioration in the performance of some of the functions carried out by the Provincial Council and events stagger clear in the financial performance. Thus was born the actual need for a need for a financial assessment as an important tool to detect deviations occurring and to propose appropriate solutions.The research hypothesis is that the use of the budget as an instrument of control helps in assessing the financial performance of the provincial council would contribute to providing services and doing business entrusted to him best.The most significant findings include : - 1_ Volatility in rates during the implementation of the budget in 2012 for accounts where the major expenses rose in the accounts of ( intermediate goods , supplies services , maintenance of assets , non - financial assets ) fell in the accounts of ( compensation of employees, other expenses )2_ Low amounts of revenue within the operating budget of the Council over the past two ( 2012.2013 ) reaching ( 65,888,905.118414677 ) dinars respectively compared by disbursements because of the Council 's reliance on revenue achieved outside the operating budget and of the fees imposed on imported and exported goods as a result of private decisions issued by the Council as the highest legislative authority in the province.3_ Not funded by the Ministry of Finance of the provincial council of all the amounts allocated to it during the year 2012 , reaching the proportion of funding (64% ), while the Ministry of Finance to compensate teams Council funding through 2013 as the percentage of funding ( 127% ).The main recommendations include : - 1_ We recommend to exercise precision when preparing the budget for revenues and expenses to get to the implementation of the best ratios2_ Coordination with the Ministry of Finance on the need for the need to finance the provincial council of all the amounts allocated to it for the purpose of implementation of all expenses3_ address the Ministry of Finance and the emphasis on the need to increase supplies allocated to the accounts of the amounts of goods and services and maintenance expenses and other assets, which will help the provincial council on the performance of his duties

المستخلص: تهدف الدراسة الى معرفة العلاقة بين الرسمية والمركزية وتاثيرهما في جودة الخدمة الصحية المقدمة في المستشفيات، ولفهم طبيعة العلاقة بين المتغيرات الثلاثة، تم اعتماد الرسمية والمركزية كمتغيرين مستقلين متمثلة باربعة ابعاد ( التعليمات والاوامر، القواعد والاجر | The current study aims to knowing the relation between formalization and centralization and their effect on health service quality in hospitals ,To understand the relation between the three variable , the formalization, centralization, have been adapted as an independent variable with four dimensions ( instruction & commands , rules & procedures , pyramidal sequence and validities accreditation ) and quality of health service as dependent variable through five dimensions ( tangible , depending , safety , responding and empathies ).The study adopted conceptual criteria to collect data which included two questionnaire tools , the first one was prepared for employees of the hospitals , and the second one for the customers ( patients ) ,and according to five sides liker meter. The two tools have been prepared in the light of former studies and then distributed to the employees and for different medical specialization and scientific levels, In fact (50) tools for employees in the searched hospitals ,and same number of tools for the costumers ( patients ). The period of time to preparing the study continued from (2/2008 - 8/2008). The data were analyzed descriptively by spearman rank correlation method to test the hypothesis and simple - stepwise analysis for tasting the effect.The study includes five chapters, the first one was devoted to discuss frameworks and the theoretical information of the three variables (formalization, centralization and health service quality) , the second chapter was devoted to methodology side of the study to discuss the framer and previous studies, and the hypothesis of the study, and its tools, and its procedures, The third chapters explicate the applied aspect of the study as well as analysis the important of variable of studies, the fourth chapter explain the correlation and effectiveness between variables of studies , the fifth chapter showed study results and proposed a number of recommendations which may improve health service quality. The study results showed that the formalization, centralization subordinated as big shaped in management of hospitals and have negative effect on quality of health service which suffer from ugly performance because of several causes like taking care and carefulness from give enough validities for hospital managers afraid from some mistake or absence of efficient managers and emigration of large no. of medical staff as a result of deterioration of security applied. A number of recommendations have been proposed, one of these its necessary to give the managers some validities and training managers to improved their capabilities and abilities and try to built flexible organization structures which can adopted with reigning depositing.
