المستخلص: تعد المهارات العقلية والمهارات المعرفية من اهم انواع المهارات التي تساهم في انجاز قادة المنظمات لاجراءات العمل بشكل متميز من خلال التكيف مع ظروف البيئة الداخلية والخارجية، وبالتالي تحقيق الاداء المتفوق عن باقي المنظمات. وبناءا على ذلك تبلور الاطار الف | The mental and cognitive skills is one of the most important types of skills that contribute to the achievement of the leaders of organizations for the procedures of reason seamlessly, through adaptation to internal and external environment conditions, and therefore achievement distinctive and superior performance for the rest of the organizations.Accordingly, ideological and practical context to take shape for this study in order to clarify the philosophy of the role of both the mental and cognitive skills to achieve superior performance, as well as trying to find solutions the prevailing problem in the Ministry of Science and Technology. Namely, an inability in achieve superior performance, because there are deficiencies in the levels of the mental and cognitive skills for the officials in the Ministry or in the integration of those skills.It has been depend on the practical approach in the study, as an approach helps to comprehensive and accurate analysis of all the details of study problem. It has also been depend on the form of a questionnaire essentially as means to collect the data on the study, as well as compiling many data by identifying the actual reality of the Ministry.The study population represents seven scientific offices within the Ministry of Science and Technology, has identified sample of the study represented directors, their assistants, departments and scientific centers directors and the seven offices that have been selected for the study and number reached 127.Questionnaire was used as means to collect the data and information on the study, as well as compiling a lot of data and annual reports (2011 - 2012 - 2013 - 2014 - 2015), and by identifying the actual reality of the Organization researcher ( the Ministry).Researcher reached through study at the practical side (analysis and testing) to a group of intellectual, theoretical and the other practical conclusions, which identified the fact in place surroundings of the Ministry. The most important : attention of the officials in the Ministry of Science and Technology rather well what proportions mental and cognitive skills, and lack of interest in proportions superior performance.Based on those conclusions, the study recommends increased attention to leaders in the Ministry of Science and Technology proportions mental and cognitive skills, as well as a big focus on the proportions of superior performance, as well as finds a formula official relationship between the Ministry and state institutions other inside and outside Iraq.

المستخلص: تناول البحث موضوع اثر تشخيص المعوقات التنظيمية في ادارة الابداع، وقد اختبرت الدراسة في قطاع التعليم العالي ممثلا في رئاسة جامعة ميسان. وطبق البحث في عينة مكونة من (50) مدير موزعين في مستويات ادارية متمثلة في (مدراء اقسام ومسؤولي شعب)، واستخدمت الدراسة ا | This research examines the impact of organizational barriers in innovation management. This paper had used the higher education sector as its main body of analysis. The sample consists of fifty managers from different managerial positions, both department managers and sub - division managers, from the University of Missan. The study used the questionnaires as the main method to collect information and data. The research aims to test the main hypotheses of correlation and impact among the test variables in order to answer the research argument and reach the targeted aims. A group of statistical tools such as arithmetic mean, standard deviation, relative importance, coefficient of determination, simple linear regression, and spearman coefficient are used to analyze the information and data. The research reaches several conclusions that support the main hypothesis of this paper. Among these conclusions is the dominance of the laws, regulations, and procedures in every aspect of the university’s work. The work is conducted through work regulations which do not permit the workers to operate out of familiar procedures. This is due to the administration’s fear that employees will breach the regulations, which would impact negatively on the university’s operation. The study also finds that the University of Missan does not distinguish the innovative employees correctly; this is either due to discrimination against them by managerial offices, or the university’s neglect of innovative employees and lack of appreciation for their contributions in the development of the university. In light of the findings in this research, the paper makes some recommendations. Most importantly among them is the necessity of treating organizational barriers preventing innovation in department managers’ offices and their sub - divisions. The research also recommends the adoption of a particular mechanism to distinguish innovators and increase the suitable financial and moral incentives, to allow them to partake in decision - making.

This research depend on - major idea that there are strongly impact of information technology on time management is Sumer university. In order to understand and illustrate a previous idea the researcher choose the essential factors of information technology such as (equipment and tools, software, data buses, Networking and communications, individuals), the dimensions of time organizing, time direction, time controlling. The researcher expressed the research problem through, a number of intellectual and applied question which formed by some of the hypo theses that asked about the correlation, relationship between two the variables, and also asked about the effect of information technology on time management then the purpose of the research is gets answers to these question in order to analysis these relationship between these variable. This research applied on sample of individuals involves (47) person worked in filed relate with computers in sumer university, the contains (46) question analysis by sops program. Finally, the research conclude some result which indicate to existence correlation signify cant and significant effect between which proved that the hypotheses are correct, the reserve present some useful recommendations from the applied and theoretical conclusion, was the most not ably are the need for increased attention in infrastructure components of information technology generally and improve vocabulary of Electronic computers in order to contribute to the completion of management tasks and use the time effectively

المستخلص: The study aimed to evaluate and develop quality standards in the education sector, through sampling the opinion of stakeholders the current standards and make the development of it, as it is the basis for important quality in the development of the educational process through diagnosis of the strengths and weaknesses in the education sector, as it notes the existence of problematic standards in the current standards and thus their inability to diagnose the actual reality of education, the study was based on Exploratory study method and homeliness and field interviews with those involved in order to get the data, it has been a form design included the proposed standards for adoption instead of the current standards, and have been applied study on a sample of supervisors administrators and supervisors jurisdiction, school principals and teachers within the education categorically third Karkh Directorate, has also been used a number of statistical methods and standards including : the arithmetic mean of the reference, the standard deviation, the relative importance test T - test, the global exploratory analysis and so with the help of statistical program (SPSS) : The current study findings to a set of conclusions was the most important : The existence of a concrete blurry and weak when some managers regarding the application of knowledge standards, accompanied by a lack of interest in the subject of how to view the lesson to the students, with the shortening and clear by the knowledge managers of modern teaching methods. The study concluded a set of recommendations Perhaps the most important : the need to the attention of teachers using modern methods of teaching enables students to understand easily and clearly is using the methods used in the distinguished schools with increased support and develop managers and teachers the ability to establish positive relationships with students and colleagues at work, taking into account the need to adopt standards proposed and obtained the agreement of the study sample.

المستخلص: هدفت الدراسة الحالية الى التعرف على واقع متغيري الدراسة في المنظمة المبحوثة والتعرف على العلاقة والاثر بين (المحددات التنظيمية وادارة التغيير),اذ طبقت هذه الدراسة في المديرية العامة لتربية بغداد الرصافة الثانية حيث شملت عينة من المديرين بلغ عددهم(80) مدي | The present study has aimed to identify the reality of changeable study in the surveyed organization and find out the relationship and impact between (organizational detriments and the change management). This study was applicated in the General Directorate of Education Baghdad \Rusafa 2. About (80) directors from various levels (director of department, director of division ? unit official) were involved as samples to gather information.Questionnaire was depended as a main method for getting information Concerning this study. The statistical program (spss) was used to analyze the final results of the answers to the questionnaire. Interviewing a number of directors of the surveyed organization was to enhance the questions of the questionnaire and clarify its sections as well. the study was produced by testing a number of main and sub hypotheses. The results have produced a relationship of connection and impact of organizational detriments of its dimensions (organizational structure communication, organizational culture, Information Technology) to manage change in the surveyed organization. The study also has produced a number of recommendations, the most prominent of which was emphasis on developing and enhancing the process of technological change in the surveyed organization. This was achieved by using work techniques systems and equipment of new mechanism as well as using various new technology methods to diagnose and resolve problems faced and the need to focus the attention of the surveyed organizations in organizational structure and make it more flexible in order to be in response to the requirements of change as well as to enhance the role of communications in the surveyed organization because of its impact in coordination processes between the various departments at all levels in order to achieve the goals of the organization

The theoretical problem happens basically due to the dearth of the studies and researches dealing with studying and analyzing the role and the relationship that link the variables. While the scientific problem is from the real challenges that face the Iraqi organizations which are demanded to achieve the sustainability and how to preserve it through the renewal operations which should be carried out continually. This study has been carried out because of the relationship's importance among the three variables in the labour organizations in order to test and diagnose the relationship's level and the possibility of its implementation in the application's environment represented by the colleges of the Mustansriya University (College of Medicine, Engineering, Sciences, and Education). In order to achieve the goal of the study, seven major and minor hypotheses have been tested. The sample of the study contained (204) male and female persons from the teachers staff of the mentioned - above colleges. The data and information were compiled via a poll consists of (48) questions in which the amounts of data had been processed statistically through several statistical means such as ( the Percentage, the Probable Arithmetical Medium, the Standard Deviation, the Relative Importance, Spearman Ranks' Correlation Coefficient, the Test of F, T., the Track Analysis). The study has reached several conclusions in which the most prominent is represented by the existence of the direct correlated relationship and the impact of talents' dimensions and the organized persistence as well. The study has also concluded a group of recommendations such as the necessity of the transformation into the concept of employing the talents' management which depends on using cognition and information through forming an integral strategy of the labour of the Iraqi universities and colleges in addition to the labour of the university management to achieve the optimum usage of the human resources and to allow opportunities for the qualified people through providing them with a suitable labour in order to encourage them to achieve scientific inventions and prospective ambitions towards creating an organized persistence prototype. Finally, the university's colleges should employ the talented individuals according to their specializations in the proper administrative centers by depending on the results of the talents management performance assessment to upgrade the level of the colleges in addition to attract the competent staffs along with talented people of seldom specializations to fill the gaps in the colleges

المستخلص: جاء البحث من ضرورة الاهتمام بالمعوقات التي تقف امام تطبيق مفاهيم ادارة الجودة الشاملة من خلال اطار التحليل الاستراتيجي الذي يهدف الى تزويد المعنيين بالمعلومات المهمة بقطاع المشاريع الانشائية وتوضح لهم الانحرافات الحالية والمحتملة التي تحدث في اثناء عملية | The research comes to focus on constraints which face the application of total quality management concepts within the framework of the strategic analysis, which aims to provide stakeholders with important information related to construction projects sector and illustrate current and potential deviations which occur during the design process, implementation, and the works in order to overcome them, and correct the ways and minimized the threats which challenge the work of the projects department office.The theoretical side for the research problem outlined that construction organizations is going toward avoiding the delay problems which occur in construction projects as well as to reduce the cost for maintenance, rehabilitation and the cost for spare parts requests due to errors in the design or implementation, or the weakness of the executed company.The aim of the research is to identify the most fundamental obstacleswhich face the application of total quality management.The research tackles the importance of strategic analysis for the construction sector and its role in identifying the obstacles which prevent to carry out the aims" TQM" such as reducing of cost and time too, as well as achieving high quality.The research outlined two theoretical assumptions which had been tested via statistical tools for example , the arithmetic mean, and the relative importance.The office of projects department had been chosen, which is represented by the party responsible for the implementation of the project (specialist center for nuclear treatment and radiotherapy ).The research has relied on scales which were used in previous studies after they have been adapted to suit The objectives of the research and the nature of the Iraqi environment.The researcher concluded multi results as the most important of them is the lack of interest of the office ,under the study, with external threats which surround the organization which lead to hinder the application of total quality management requirements" TQM. The researcher suggested to pay the attention by the surveyed office with the total quality management requirements to create a state of balance between what is planned for and what is actually achieved on the ground, follow - up the implementation for the purpose of correcting the ways in its times, and the occurred errors shouldn’t be allowed to be accumulated as it would be too difficult to be controlled in the future.

المستخلص: The financing of Development plays an essential and important role in directing the internal sources of finance through the domestic credit, which includes the savings and how to improve and mobilize it for the credit purpose by multiple expansion in all the payments instruments which are used by deferent institutions dealing in both money and stock market. Besides the internal financing, there is the external finance which includes the direct foreign investment ,Loans, Grants, and Subsidies.The lack of developed money and stock markets, Limitations in marketing the bonds, Limitations of financial channels through which savings are collected and mobilized, Weak banking sector which lack the trust of Public, and the Accumulation of debt and it is service, All of these flaws are the characters of developing countries which produce negative consequences in these countries, and Iraq is not an exception.According to the economic logic, every developing country cannot achieve an accelerating development, unless making accumulation through some time horizon, and this Accumulation achieved through three connected stages. The first one the existence of savings, the second is the improving of these savings to assure the flow of investments without relying on foreign lending, and the latter represented by directing these savings to the productive investments, such as industrial and agricultural ones. That is to say, the possibility of achieving accumulation after making a coincidence between the supply and demand of savings through the intermediate financial institutions and financial markets, to develop the national economy, in condition that there is an economic visionAbstract coincide with the developmental abilities to achieve the targeted economic development.The study lies into three sectors, the first one deals with the intellectual and economic fundamentals of the finance sources, and this sector subdivided to three articles, which survey the fundamentals of internal and external finance, the relation between the developmental finance and the public expenditures, invention and poverty, and the nature of finance source and it is developmental consequences, respectively.The second chapter which is contains three articles, is about the finance in selected countries. The first one surveys the most important the world - wide developmental consequences of finance sources, while the two later chapters the developmental finance in south Korea and Algeria respectively. The third chapter consists of four articles, is dealing with the development finance in Iraq. The first article devoted to the development and conditions in Iraqi economy during the period 2004 - 2013. The second and third articles are about the internal and external finance in Iraq respectively, while the last one deals with how to correct the finance path and the available alternatives in Iraqi economy. Finally, the study contains some conclusions and recommendations.

What is the impact of global crises in determining the balance of the world oil market? المستخلص: تعد الاساليب التدريبية الذكية من المؤشرات والعناصر المهمة في عملية رفع وتحسين الاداء المراسيمي في نظم الادارة الحديثة، وبذلك تتحدد مشكلة البحث في ضعف الاداء المراسيمي لمجلس الوزراء العراقي ومعرفة الاسباب وراء هذا الضعف او الخلل واليات معالجته اذ يهدف الب | Considered the smart training methods one of indicators and important elements in process of raise and improve performance of Ceremony in modern management systems, and thus determined by the research problem in weakness of Ceremony performance of Iraqi Council of Ministers. and the knowledge of Causes behind this weakness or imbalance and the mechanisms for handling, where the researcher aims through this research to how improve, develop, and raise the level of performance of government Ceremony according to adoption of smart training methods, modern, and sophisticated, and rehabilitation the ceremony cadres of Council of Ministers for the purpose of obtaining a quick and effective results in vision of the current reality and the requirements of administrative reform campaign provided for in the general framework of the government's program for Prime Ministers. The researcher reached to set of conclusions that diagnosed the reality of Ceremony performance, from the most important, interesting of leadership and management of the organization in training element as an active ingredient in supplement staff expertise, skill, and knowledge through the use of smart training methods that designed to increase the level of Ceremony performance for staff, which leads to reducing the financial burden on the organization's budget as a result of efficiency in the utilization of available resources, and the keenness of employees to gain Ceremony skills through specialized training programs in the ceremony and Protocol, local and foreign, the futility of the use of traditional training methods lead to a reluctance of staff for training and low morale to achieve and improve performance now and in the future. Based on the conclusions, researcher presented a set of recommendations from the most important, the interest in exploiting the optimization of the resources of the organization in achieving Ceremony tasks and improve performance Ceremony and searching for new ways to raise that level through the radical handling or alternative scenarios for facing the obstacles or challenges the Organization, and Invest the International methods to enhance the Ceremony performance aim processors upgrading its level commensurate with the work of our organizations and putting mechanisms within the strategic framework with focus on the function of planning and plans for improving the Ceremony performance strategically that must be analyzed and tested before being applied.

المستخلص: يركز موضوع الدراسة على دراسة متغيرين رئيسين ضمن عمل الوكالة الادارية والمالية في وزارة الداخلية العراقية,وهما (العمل الفرقي وفاعلية الانجاز) وتمحورت هذه الدراسة على معرفة طبيعة علاقة وتاثير العمل الفرقي بوصفه المتغير الرئيسي من خلال ابعاده, (العمل الفرقي | The subject of studying focuses on the two main variables study within the administrative and financial functioning of the Agency in the Iraqi Ministry of Interior, they are (teamwork and effective achievements of work) and this study focused on the knowledge of the nature of the relationship and the impact and dimensions of teamwork as the main variable through its dimensions (functional workteam, working multiplifunctional teams and cross work) on the effectiveness of achievement as responsive variable and the primary goal is to state the role of teamwork to achieve effective achievement of the researched organization, it is worth noting that the importance of the subject as result from the subjects which it limited interest of studies teamwork and its types in the administrative and financial agency, in order to test the research hypotheses were accommodate its variables in the form of a questionnaire prepared by depending on the number of metrics related to the search topic was distributed to 126 officers for many levels (manager , head of the Department, principles' Division, and principles' units) and the research conducted on the administrative and financial agency and its branches the questionnaire was main way for gathering the information which Adopted by the researcher and used many statistical methods to treat the required information, as he introduced a researcher in the field - side analysis of the (alpha Cronbach) way to the stability and addresses a researcher for the statement that the paragraphs of the fortieth questionnaire represent a studied phenomenon as best representation through the test of the facts in two ways exterior facts and structural exploration facts through factor analysis exploratory, followed by an analysis of the level of importance of the paragraphs of the questionnaire with its secondary and primary variables, using the arithmetic mean weighted and standard deviations and the relative importance of each paragraph of the questionnaire and all secondary variables which expressing for the study of b variables (types of work Alvrgi and effective achievement), where he used a researcher in data collection analysis statistical methods and standards developed up to the objectives of the study, by statistical analysis program Amos version twenty third.One of the main conclusions reached by the study is : - ? Multidisciplinary committees in the administrative and financial agency have a high capacity to develop recommendations and make decisions and thus can make the organization effective.The study also recommended a number of recommendations including : - ? المستخلص: The researchers interested in studying the situation of accounting theory assumptions about (compensation administration, the premise of religion and political costs) and its relation to the positions and behavior of the administration towards the selection of specific accounting policy without the other on the grounds that these policies provided by accounting standards as substitutes for measurement and disclosure. But most of those studies and research have taken place in the stable economic conditions or implicitly assumed it as well. But this research is trying to test the ability of accounting standards on the production of lists (accounting numbers) have the ability to interpret the economic conditions of economic units under the conditions of the financial crisis and the behavior towards those standards departments under the same circumstances. Thus, the problem of the research revolves around the appropriateness of the current financial reporting (measurement and disclosure) in the Iraqi banking sector in the presentation and interpretation of the real results of economic conditions of the units in the shadow of the financial crisis, and included the importance of the study to understand the relationship between the stomach accounting standards in accordance with the statutory entrance and behavior of departments in reporting activity results and financial position in light of the financial crisis and considering that this behavior and their reactions and the impact on the basis of financial reporting in the development of standardsin the local environment, also aims to study the criteria ability (local rules and international accounting) in interpreting the results of economic units and predict their situation under conditions financial crises. The researchfound a set of conclusions and perhaps the most important : 1. The theoretical situation close to reality compared to the theory of the standard, the former concerned the interpretation to know the reasons for the preference management of this practice without the other, and by the assumptions that explain the administrative behavior and predict the results of the accounting practice on the financial position of economic unity second Contrary to that put forward plans for what ought to be practice.2. Despite the emergence of the entrances for various construction accounting theories, but that all the entrances are focused on the first two approaches and modes based on the empirical basis using a realistic analysis of accounting practice, and the second standard is based on the trends and keep accounting theory to reach the ideal goals and believes the need for taking into account the fact when building a practical standard theory in order to be viable.3. that the financial reporting of the results do not reflect the real results of the unit in the shadow of the financial crisis, and for several reasons, including the administration's desire to retain administrative positions or to avoid losing their customers from existing and potential investors, especially in light of the low value of the assets and the recognition of the changes associated with crises He also recommended that the search : 1. The need for accounting and regulatory standards of the Iraqi Council in response to update issued by the accounting standards, particularly with regard to the acute financial crisis times.2. trend towards the application of international accounting standards in order to unify the financial statements with the countries of the world for the purpose of comparison and the expansion of foreign investment in the local environment.3. the necessity of activating the role of regulatory bodies for the application of professional and ethical standards and the application of corporate governance to curb the exploitation of accounting practices in conditions of crisis.

المستخلص: يعد الاستيراد احد الظواهر الاقتصادية التي تساهم في تحقيق الامن الغذائي وسد الفجوة الغذائية، وللتمكن من دراسة التغيرات التي تحصل في الظواهر الاقتصادية في المستقبل وتحديد قيم هذه التغيرات لابد من الاعتماد على انشاء السلاسل الزمنية وتحليلها، ويعد اسلوب تحليل | The import of the economic phenomena that contribute to the achievement of food security and bridging the food gap, and to be able to study the changes that happen in the economic phenomena in the future and determine the values of these changes to be relying on the establishment of the time series and analyzed, as is the style of the time series of the most important statistical methods analysis used in the prediction of random phenomena in the future values based on what happened in the past, which helps in the development of sound future plans for economic development. In this research were compared between two methods to predict the import quantities of rice, wheat and sugar for the next five years (General Trend Methods, and the Method of Box - Jenkins), where he was relying on the criterion of the Mean Absolute Percentage Error (MAPE) to compare the methods used to figure out the best way to predict. Proven method of Box - Jenkins superiority on the General Trend Methods while the best model of Box - Jenkins models to predict the quantities of imported rice is ARIMA(0,1,2), and the best model to predict the quantities of imported wheat was ARIMA(1, 1,1), either imported sugar amounts was the best model ARIMA(0,1,1), and based on the predicted values through the Box - Jenkins models, it was observed that there is an increase in imported quantities for each of rice and wheat in the next five years, either sugar amounts appeared there proven to import.

The back of investment in human capital in general and the average human capital and his management has achieved a good position in the long term.The most prominent of the recommendations need to develop an integrated strategy to invest in human capital as the general trend of decline in investment, which will reflect negatively on human capital and management. المستخلص: Assured Traditional and modern economic theories about foreign trade and its role in the development of the economy, The study of both exports and imports of Iraqi great importance due to the adoption of Iraq to meet most of the requirements of goods and services through imports compared to the lack of diversity in exports and the importance of the issue has been addressed to the study of economic relations between Iraq and some neighboring countries , as analyses some of Iraq's Gross domestic product (GDP) variables and some neighboring countries (Turkey , Iran, Syria, Jordan) in terms of its evolution and the average percentage of product components, as well as the exposure indicators analysis of trade with Iraq.In order to complete all the requirements had to be theoretical and analytical framework standard paradigm for the study and analysis of the phenomenon in question isthe impact of Iraq's foreign trade with some neighboring countries on GDP and the third chapter has been divided into two sections : a theoretical framework for the standard side and the second section : theoretical side and standard side is divided into two parts, the first sign of Iraqi imports from some neighboring countries and the second concerns the impact of Iraqi exports to some neighboring countries (Turkey, Iran, Syria, Jordan) on GDP for Iraq, the results indicated a relationship long term balancing of Iraqi imports fromsome neighboring countries and Iraqi GDP causal results indicated the existence of a causal relationship in one direction of Iraqi imports to some neighboring countries to GDP, export side results indicated a relationship between Iraqi exports balancing to some neighboring countries and these countries ' GDP and causal results explained the absence of a causal relationship between Iraqi exports to some Neighboring countries and GDP for these countries.In the end, we review of major findings and recommendations of the research.

To reach the objectives of the research were selected independent variable standards, according to the model of excellence by the EU and adopted in the King Abdullah II Award for Excellence, while identified dimensions of the dependent variable, according to the views of a number of researchers and writers, have reached research through the findings to the existence of significant positive significant correlation between Find variables, also show a correlation effect statistically significant of the five criteria for strategy performance evaluation with organizational effectiveness, and in the light of the findings and conclusions were formulated a number of recommendations, the most important was the need for the Office of the Inspector General staff about the importance of the work according to certified standards within the strategy to evaluate the performance, because of its the impact of the interaction with them on the ground to get to the target effectiveness, and senses the senior management of the positive and important role to evaluate performance and that follow - up activities associated with it and reports resulting from it because they provide realistic ground stimulating performance actor at various organizational levels

I believe that in nursing we need a protocol for every nursing work that takes into account the quality of performance that leads to satisfaction. Customer Health, The hospital also suffers from a poor evaluation of nursing performance, as the hospital does not follow a specific guide to control personal relationships, whether with the owners themselves or with patients.The aim of the study was to evaluate the quality of the nursing performance provided by Al - Shaheed Al - Sadr Hospital and to apply it to international standards and to apply scientific methods to contribute to upgrading the level of Arab and international hospitals The field research method was adopted as a research method. A checklist of quality assurance standards was prepared for the assistant director of nursing. A special questionnaire was designed for the satisfaction of sick patients in some sections of the hospital, which were distributed to 28 patients and patients, The first stage was to collect the examination list data before the application of the program, with the patient's questionnaire distribution, to diagnose the patient's satisfaction, and the second stage Done The collection of the data of the examination list after application in some sections of the hospital. A number of statistical methods were used including (frequency distribution, percentages, arithmetic mean, standard deviation, difference coefficient) and SPSS program for processing the data collected.The main findings were that the hospital applied the standard (access to services by 88.9%). And there is satisfaction by patients about the quality of nursing services provided to them

We found that Baghdad is still suffering from low level of production in the productive sectors and low level of it’s infra structure and management sector as well as in services. The real status of investment in Baghdad is not helpful in building economical and social development for many reasons, and in order to solve these problems we have to understand the important of the following points 1 - Highlights the investment importance and its growth of local section and economical targets. And this includes Baghdad Provincial council.2 - Produce the main important investment chances and evaluate it with Baghdad level.The research aim depend on that the progress in investment of Baghdad city because it’s the capital of Iraq and that cause the improvement in local institutions in many governorates.The aim of this research is to study Baghdad governorate and most important chances in investment depending on the available sectors to produce the special priorities in investment sectors as well as to study reality, and advertising about these chances that is compatible with development aims.The researcher reached to two conclusions : 1. The investment is still (locally) and suffering weakness as a result of dependence of local sectors on the central governorates in foundation and that is because of failure of transferring independency to governorates.2. Despite the importance of the investment process in Baghdad the support didn’t reach to acceptable level because of lack of facilities, and also there are no guarantees for the investors

المستخلص: يعد الانفاق الصحي من العوامل الاساسية التي لها الدور الكبير في رفع مستوى جودة الخدمات الصحية لما له من الاهمية الكبيرة في توفير ماتحتاجه المنظمات الصحية من اجهزة ومعدات وادوية ومستلزمات اخرى في اداء خدماتها الصحية الى المحتاجين لها.وتهدف الدراسة الى است | Health spending is a key factor in raising the quality of health services because it is of great importance in providing health organizations with the necessary equipment, equipment, medicines and other supplies to perform their health services to those in need.The study aims to review the structure of health expenditure, know the level of quality of health service, and determine the relationship between the size and structure of health expenditure at the level of quality of health service.This study is a retrospective study of the structure of health expenditure in the hospitals of the Department of Health Najaf for the period 2011 - 2015, through data extracted from hospitals and the Najaf Department of Health Najaf.In a correlation analysis, Pearson correlation coefficient was used to measure the relationship between the two quantitative variables. A simple regression analysis was used in the tests to determine the effect of ( (Health service quality), and the Beta coefficient for the expected change in the dependent variable (QoS) due to the change in one unit of the independent variable (health expenditure) of Know the ability of the model to explain the relationship between independent and dependent variables.The study concluded that the level of quality of health service in all hospitals is very high for all years of study. This carries a very important conclusion. Either the hospital departments are 100% successful so that they invest all their resources properly. The quality assessment is wrong, especially that it is conducted by committees of the hospital itself. The study reached a number of recommendations, the most important of which is that the hospital departments are specialized in the management of hospitals and the adoption of indicators of maternal and infant mortality as an important indicator of quality of health service
