Abstract: تهدف الدراسة الى الوقوف على واقع عمل شركة الفارس العامة في مجال ادارة الجهل التنظيمي ودورها في تعزيز الابداع المنظمي واثارة اهتمام القيادات العليا فيها لاهمية متغيرات الدراسة , فضلا عن تشخيص وتفسير طبيعة علاقات الارتباط والتاثير بين المتغير المستقل (ادارة | The study aims at standing at the work reality of Al - Fares Company General in the domain of the management of organizational ignorance and its role in promoting the organizational Innovation and arousing the interest of top leaderships in it due to the importance of the study variables, as well as diagnosing and explaining the nature of correlations and the effect between the independent variable (the management of organizational ignorance) with its four dimensions (complexity, uncertainty, ambiguity, vagueness) and the reliable variable (promoting the organizational Innovation) with its five dimensions (organizational support, organization culture, leadership pattern, supportive environment, possessing necessary resources). The study stemmed from a problem expressed by two dimensions; the first one is cognitive represented by the scarcity of studies related to the topic of the management of organizational ignorance being one of the variables characterized with modernity and need search and study to reveal its variables, in addition to the contradictions posed around the term the promotion of organizational Innovation. As to the second dimension represented by a number of applicable questions related to the study site, the most prominent of which are (what are the states of organizational ignorance in the searched company and how to manage it to promote the Innovation in it? Does the searched company really apply the management of organizational ignorance?). Based on the study problem and in order to explain the relation between the study main and sub variables, two hypotheses were coined from which (10) sub - hypotheses were derived. The questionnaire form as a main instrument to collect the data and information related to the study was relied on, for it was prepared basing on a number of ready measures using Likert quintuple grader, was subjected to validity and reliability tests, and distributed to a sample of (129) in charge person at the level of top leaderships in Al - Fares Company General, specifically to the ones with the position of (Chairman, general director, asst general director, authorized director, asst authorized director, factory director, department director, section director), as well as field visits, personal interviews program and some documents and records related to the searched company. To analyze the responses and test the study hypotheses, the researcher used a number of statistical means like the mean, the standard deviation, difference coefficient, Pearson correlation coefficients, definition coefficient, marginal tendency, the two tests (F,T) and simple linear regression relying on ready statistical programs (SPSS Ver 12) and (Excel 2007). In the light of the obtained results, the study arrived at a collection of conclusions, the most prominent of which were : there is an attitude toward managing the organizational ignorance in Al - Fares Company General the research population, and this attitude was due to the interest of this company in managing (complexity, uncertainty, ambiguity and vagueness),as well as the existence of an interdependence and integration among the dimensions of the organizational ignorance management and the promotion of organizational innovation which role was effectively reflected if used collectively or individually. Also, the higher management of the researched company was able to use the dimensions of the organizational ignorance management collectively in producing the impact on the promotion of organizational innovation of it more than its use in impact individually. Based on the research findings, a collection of recommendations were laid the most important of which were : the necessity for the company to adopt a comprehensive framework for the process of organizational ignorance management with all its dimensions, work at circulating the culture of ignorance management in the company, provide a more suitable, encouraging and supporting environment recognizes the significance of ignorance management in promoting innovation opportunities, lay plans and programs that work at activating the dimensions of the process of organizational ignorance management at the company level, its departments, factories and units.

The research applied on the Electronic Manufacturing Company encompassing a sample of managers and employees consisted of (100) individuals. A questionnaire is the main instrument for data gathering, which has been included (45) questions as well as personal interviews to support the questionnaire's questions and to achieve greater realism for collecting information.Answers were analyzed to reach the final results through the use of a number of statistical methods via the statistical package (SPSS). The research has sought to test main hypotheses with the minor ones regarding correlation and regression relationships for answering questions that express the research problem, especially the basic question related with whether if there is some effect of managerial processes reengineering on the organizational citizenship behavior in the company studied?The research reached into some conclusions, the most important one is that there is a significant correlation and impact relationships between managerial processes reengineering and organizational citizenship behavior in the organization studied. Many commendations has also been reached, the most important ones are the notably increased reliance upon information technology for its vital role in minimizing lost time for operations through the provision of an electronic database that employees rely on their need to catch up with developments and stimulates them to do business more quickly and easily. Moreover, there is a need to develop educational courses and seminars for notifying employees about the importance of volunteerism and its benefits in addition to promote these behaviors through regulations and instructions necessary to reward the spontaneity and voluntarism efforts through various policies and human resources programs

The research aims to determine the effect of transformational leadership attributes in the application of total quality management, which applied in the General Company for Dairy Products, it is one of the vital companies that provide an important products to the Iraqi consumer. The Transformational Leadership considers one of the factors affecting the success and permanence since the ability of organizations to cope with environmental change and continue with it depend highly on the ability of its management to adopt appropriate leadership style that achieves high levels of performance. The researcher adopted a descriptive analytical method in the analysis of the research problem, the research included two main hypothesis which are subdivided in to twelve sub - hypothesis subjected to the tests of research, a sample of (100) director has been selected distributed in the upper, middle and executive levels in the mentioned company , the researcher used the way the questionnaire as a tool head for collection data and information as well as structured visits and interviews conducted during the application period in the company. And for the statistical treatment of the research data a lot of statistical methods used including (correlation coefficient, calculation mean, standard deviation, the Spearman rank correlation, simple linear regression model, multiple linear regression model, the global analysis(. The research reached to a set of conclusions and recommendations, among the conclusions there is a strong correlation between transformational leadership attributes and principles of total quality management relationship, with the exception of the principle of participation of individuals working, in addition to that administrative leadership featured with a medium level of transformational leadership attributes and the commitment of the company management to support and implement the Total Quality Management , as for the main recommendations, they are : to raise the level of participation of individuals working in the company through their involvement in the administrative process and show interest in their ideas and opinions, which will impact on their performance, and the management of the company must pay attention to apply empowerment as a modern management strategy seeks to encourage transformational leaderships and their workers for the need to abandon traditional methods and systems for the management to be able to have access to continuous improvement in the services provided, and therefore the impact on the achievement of creativity.

Abstract: يهدف البحث الى تفسير طبيعة علاقات الارتباط والتاثير بين الحوكمة وجودة الاداء في المنظمة المبحوثة، اذ اختبرت فرضيات هذا البحث في الهياة العامة للضرائب (قسم الشركات) وهي منظمة مهمة، كونها تقدم خدماتها الى شريحة واسعة من المجتمع، وادخال اليات الحوكمة في عم | The empirical research problem is determined by the urgent need for adopting a good governance practices in the General Tax Authority due to the importance of this approach for the service and industrial organizations as well as the organization surveyed had not a clear use to governance practices of a high impact on achieving quality performance. Thus, it should search for good ways and means of an administrative work to enhance its capacity via the adoption of governance mechanisms in their work that contribute to the success and excellence of the organization. The research aims to interpret the nature of the link and effect relationships between corporate governance and the quality of performance in the surveyed organization. Hypotheses have tested in the General Tax Authority as an important organization that offer its services to a large segment of society and the introduction of corporate governance mechanisms in its work and improvements which will serve that large segment. The relationship between research variables has clarified through the formulating some hypotheses with their minor ones. The research sample has composed of the top and middle management in the surveyed organization, where as data has collected from 123 members who occupied one of the following administrative positions (director general, assistant general manager, technical expert, director of the department, branch manager, department deputy director, branch deputy director, in charge of division, assessor, auditor) and who have the authority of decision making in the organization. A questionnaire has adopted as a tool for collecting the research data, which included (50) paragraph dealt with the dimensions of the research variables, as it has been prepared on the Quintet Likert scale basis. Using the statistical package (SPSS), it has reached to the final results, where as methods used in the analysis are the descriptive statistics (weighted mean and standard deviation) to determine the strength of the research and methods of statistical inferential (correlation coefficient and simple linear regression ) as well as personal interviews program, which was prepared by the researcher that has included (21) questions related to the research problem in order to support the questionnaire and to achieve a validity required in data collection. The research has reach to many conclusions the most important of them is the positive relationship between governance with its sub - dimensions and the quality of performance indicating the possibility of spreading the culture of governance in the surveyed organization through establishing the governance mechanisms (transparency, accountability, participation, justice, equality, the rule of law) in its work through staff awareness of the importance of this approach in enhancing the quality of performance and improving the service reality of the studied organization.The main recommendations and proposals that the current research reached are : 1. The need to take advantage from the nature of the relationship between governance and quality of performance by creating an administrative leadership, which owns a strategic vision encompass a good governance practices with the achievement of a rational management that appropriately exploit and manage the organization's activities. 2. The need to link the concept of governance with some modern concepts such as e - Governance by taking advantage of information network (the Internet) in the completion of transactions electronically, and government today went towards the adoption of this concept in the various service institutions for providing e - Governance from a high potential for the simplification of procedures in completion of various transactions that contribute to alleviate the burden on the citizen through the elimination of archive paper - based system and replace it with electronic archiving leading to the elimination of red tape and reducing corruption, tax evasion and reduce the cost, time, and upgrading the effectiveness and efficiency in the government's performance and the achievement of a high quality of performance of those institutions, which in turn lead to better services.

The research problem came from an assumption which has an implication related to the matter that the two researched companies are suffering from the lack of recognition about environmental total quality management, and by applying the international specifications on them as a competitive weapon and one of the competitive advantage factors that may leads it not implemented and developed in the right way, to a negative effects on the environment and to an increasing in the dangerous polluted materials that throwed out this factories and which will be a threat to the general healthiness became of the emanation of pollutions, the refuses and the retains.The research based on for basic assumptions. The second and third basic assumptions branched into three sub - assumptions. The first assumptions have alight degree of acceptance and stability. The study conclude to each companies must be able to control it self through adopting the whole steps that are responsible for managing its operations without any negative effect on the environment. The benefits that have been achieved by the environmental management system and those that came from acquiring the (ISO 14001) certification are multiple and so it must have great attention from the industrial companies. Abstract: This study "The Relationship Between Human Resources Management Strategy And Operations Strategy" an Reconnaissance study of the actual views of a specimen of administrators of the public company for Electrical Industries is linked between the two knowledge links of human resources management and operations management to prove the general hypothesis for research, namely "the existence of a relationship and influence of moral significance between the strategies of human resources management,(selection strategy, incentive strategy, training& development strategy) and operations strategy (process focus , intermediate focus and production focus). An intentional specimen inside the Enterprise comprised of board of directors members, director general, his assistants, department directors, some factory directors and some production line directors is selected. This study had a group of targets which strive for its realization. Some of the most important targets are : 1 - Demonstration of the role of strategies of human resources management at facilitating the implementation of any of the afore - cited operations strategies.2 - Reconnaissance opinion of study simple about the range effect of human resources management strategy on operation strategy. 3 - Determination of the relationship and effect between the strategies of human resources management and operations strategy. To achieve the goals of the study, I derived from the general supposition for research six main suppositions, three of which to satisfy the relationships, while the other three to clarify the influence between selection of incentive of training& development with operations strategy encompassing the strategy of positioning and its types (process focus , intermediate focus and production focus) There is availability fit and agree marked between human resources management and operations strategy (study variable) inside administrators of the public company for Electrical Industries.The study is appeared that achievement of results of positive relationship / influence and extent of success of strategies of human resources management plays a great role at realizing the success of implementation of operations strategy with very high flexibility. This has a great impact at boosting the level of progress and success at the organization performance

The study found a range of results, including the following : - 1. The application of the critical path method (CPM) Dorkber in providing the most important project resources, a "time" and Maatertb on it from the rationalization of costs, while providing alternatives and provide the perfect solution for trade - off between time and cost through the application of accelerated phase of the project process, which complete the project for less than the planned duration for Using the web for planning (35) days and less than the period granted to the company by executing (50) days, with the provision of approximately (22.000.000) million Iraqi dinars.2. The application assessment and review of the program (PERT) role in assessing the total time of the project hematology center where they were determining the total duration of the completion (533) on total cost (9.195.398.000) Iraqi dinars, according to "Three Times technology Bert, the period granted to the company executing (700) day.3. The application of network analysis techniques and the use of supervisory tool "earned value" impact in detecting deviation of time and deviation cost and determine the cost / schedule performance index value for the project Hematology Center and in three time stations and the values ranging (0.08, 0.50, 0.87) and this indicator helps directing the focus towards the reasons for the deviation and take corrective action in a timely manner.

In order to provide effective solutions to the research problem and answer its empirical questions, a non - random sample was chosen included (40) forty Iraqi Joint - Stock companies traded at Iraq Stock Exchange distributed evenly between industrial and service sectors with a research horizon of (3) years (2011 - 2013). Then, variables are measured and analyzed on the financial and statistical levels, descriptively and explanatory, using panel data analysis technique to examine the spatial variation (between) and temporal one (years). The measures of central tendency and dispersion, correlation and regression have also been used for statistical description and interpretation. Furthermore, after analysis of quantitative data of the sample companies were examined, and research hypotheses were tested on the two subsamples levels, it has reached to a number of conclusions confirm the validity of research hypotheses on the enhancement of investment in IT the relationship between value added intellectual capital and financial performance with positive trends as to banking sector; not the industrial one. Many recommendations have proposed the necessity of investment in intellectual capital which is expected to improve the efficient use of the organization's resources and adding value to it and to achieve an adequate return for the competitive positions in the market. Future works have also indicated focusing on other research designs in the way of scientific investigation and theory improvement.

The essence of risk management in the project to anticipate needs and identify uncertainty which would threaten the process of achieving the objectives of the project from delays in delivery dates and cost overruns which causes the failure of the project itself and the lack of confidence in the project manager.We have embodied the problem of the study in the weakness of the adoption of the community studied and appointed researched to the trends of risk management of modern, including the International Standard (ISO 31000 : 2009) and Standard Australian / New Zealand (AS / NZS 4360 : 2004) may encounter a project many of the risks in the exercise of its activities, and vary the ability of projects to bear this risks according to their nature.The aim of the study to detect the level of risk management in the study population, and for this purpose, a questionnaire was used according to the Standard Australian / New Zealand (AS/NSZ4360 : 2004) for the diagnosis of risk management at the level of Al - Mansour Contracting Construction (study population). And have been adapted according to the ISO standard )ISO31000 : 2009) and the Iraqi environment, as applied to a sample of managers of the company's departments and the total of the sample (11) individual data were collected by questionnaire and field visits, interviews and used a number of statistical methods for data processing of the middle mean and the percentage, standard deviation and the severity of the answer for the purpose of description answers to the sample, with respect to construction three projects (study sample), has used a checklist to according to the terms of ISO standard (ISO31000 : 2009) in each of the (building project the province of Baghdad, and the project of establishing corridors of Ibn AL - Bitar hospital, and the project of establishing the role of judges / Karkh) and use the arithmetic mean weighted and the percentage of the extent of conformity for the diagnosis of the gap compared to reality, the actual implementation and documentation of requirements of international standard (ISO31000 : 2009), also used the matrix of probability and impact in order to determine the level of threats to the three projects (sample study) and prioritize those risks using technology Failure Mode & Effect Analysis.Was reached to a set of conclusions, including : 1. does not company's includes an independent function and specialized risk management essential role that the company faced in the implementation of their projects, and that the president is the executive sponsor for the management of risk and limited role in providing advice, support and increase awareness of the benefits of risk management.2. take the organizational culture in the company's position of neutrality in the desire to take risk or not to deal with him.3. weakness company's training on risk management and policy with regard to practices and procedures for management and afford, in spite of their need to understand the company's technical skills in the management of risk.The study concluded, among the most important recommendations : 1. the need to develop a new section entitled (risk management) is the primary activity of the various risks in an efficient and better able to anticipate fluctuations and rapid changes in the surrounding environment.2. requires the application of risk management actors need to instill a culture of risk management in the values and habits of members of the company and the willingness and ability to withstand various conditions to address them.3. Abstract: ستند هذا البحث, على تصميم وتطبيق برنامج (تقنية) (CRAFT), بغية اعادة تخصيص مراكز عمل مصنع المامون / الشركة العامة لصناعة الزيوت النباتية, لارتفاع كلف المناولة بين مراكز العمل التي تصل الى (63,026) دينار / اليوم, وطول المسافة الخطية المقطوعة بين مراكز العمل | This research based on design and application a program (Technique) (CRAFT), in order to Re - allocation work centers of (Al - M'ammon Factory / The General Company for Vegetable Oils Industry), the high handling costs that reach to (63,026) dinars / day, and length of the distance travelled between work centers which up to (21,778) m / day. The research aims to reach to optimal layout of the factory. In order to reduce the handling costs and reduce the distance travelled between work centers to a minimum, The technique was applied in two stages : - Stage 1 : - Apply (CRAFT) technique according to the initial layout.Stage 2 : - Apply (CRAFT) technique according to the proposed layout reaching to the optimum layout. The results of these layouts has obtained from these two stages, compared with the result evaluation of the initial layout of the factory. As well as, compare the result obtained from the first stage with the result obtained from the second stage, in order to obtain optimum layout of the factory. After procedure these comparisons, optimal layout achieved for the factory from the second stage. Being reduce the costs of material handling rate (22.6%) of the total handling costs for initial layout. As well as reduce (19.2%) of the total distance for initial layout.The research found a set of conclusions. The most important weakness of the efficiency of the initial factory layout, Which turn causes the wasting and losing of a lot of time and effort jacks and persons who transfer materials, and increasing the overall time of production, is produced in the loss of the factory because of high material handling costs between work centers. This research concluded with several recommendations, the most important work on the application of the new layout, which obtained from the application of technique (CRAFT) in the second stage.
