Abstract:
جاء هذا البحث لبيان اهمية واثراستخدام بعض اساليب التخطيط العلمية ومنها اساليب التخطيط الشبكي في تخطيط ومتابعة المشاريع الانشائية الحيوية في محافظة بغداد, بهدف تحقيق الوقت الامثل لانهاء المشروع في ظل الموارد المتاحة والميزانية المحددة له, وقياس مستوى الادا | This study was to demonstrate the importance and the impact of the use of some scientific planning methods including network planning methods in the planning and follow - up construction of vital projects in the province of Baghdad, in order to achieve the optimal time to finish the project in light of the resources available and the budget set for it, and measure the level of performance of the project through a measurement tool associated with these methods a planning tool (earned Value) , In the current search has been used the most prominent network planning methods and two stylistic (CPM / PERT), was the application of the critical path method on standard - design school project (traditional) to draw Action Network according to confirmed times for the activities of the project and calculate the time Altjeela him, it was Bert technique applied to the project hematology center in dignity Teaching Hospital - Baghdad, draw action Network according to the "three times (optimistic, pessimistic and most likely") technology as a result of the special circumstances surrounding the uncertain conditions of the project implementation time, And calculating the ratio of the probability of completion of the project, and measure project performance level by measuring the cost / schedule for the project performance level values in the three time stations, it was used ready - made computer programs in ways that networking planning to process the data and get the results and draw retinas projects respondents, and the programs that were used (MS Project, Win - QSB). The study found a range of results, including the following : - 1. The application of the critical path method (CPM) Dorkber in providing the most important project resources, a "time" and Maatertb on it from the rationalization of costs, while providing alternatives and provide the perfect solution for trade - off between time and cost through the application of accelerated phase of the project process, which complete the project for less than the planned duration for Using the web for planning (35) days and less than the period granted to the company by executing (50) days, with the provision of approximately (22.000.000) million Iraqi dinars.2. The application assessment and review of the program (PERT) role in assessing the total time of the project hematology center where they were determining the total duration of the completion (533) on total cost (9.195.398.000) Iraqi dinars, according to "Three Times technology Bert, the period granted to the company executing (700) day.3. The application of network analysis techniques and the use of supervisory tool "earned value" impact in detecting deviation of time and deviation cost and determine the cost / schedule performance index value for the project Hematology Center and in three time stations and the values ranging (0.08, 0.50, 0.87) and this indicator helps directing the focus towards the reasons for the deviation and take corrective action in a timely manner.
