Abstract: يهدف البحث الى اختبار تاثير مجموعة من الخصائص تتميز بها المنظمة المتعلمة في نجاح ادارة المشروع , وهذه الخصائص تميز هذا النظام وتبعث فيه الحياة وتسهم في جعل البيئة التنظيمية بيئة تستند الى التعلم المستمر والتحليل والتفكير الشامل لفهم الظواهر والاحداث ومسب | This research aims to test compilation of characteristic help to achieve the successful of project management. through group of internal values coordinated by singe , which is distinguished this system ,contribute to making the regulatory environment based on Continuous learning and radical analysis to understand the phenomena and events and their causes on the results and thus contributing to the completion of the organization projects. Because of the General Commission for Roads and Bridges one of the formations of the Ministry of Housing and Construction. Responsible for projects of great significance To promote the reality of civilization and urbanization Strengthen the infrastructure of Iraq , So research sought to investigate the direct relationship between the two variables, which did not have a direct interest by the above researchers.From here the problem of the study by develop questions about the extent of knowledge of responsible about These concepts of intellectual and availability , if any are there In the organization surveyed ? Is there an overview of the organization's management about the problems faced by the staff for the management of their projects? Does management of the Organization aware the Important relationship to the characteristics of the learning organization's in the success of projects management ?And how they can strengthen this relationship?For this purpose, a special Court of used a questionnaire with personal interviews. As applied to an intentional sample of individuals working jointly surveyed employees in the organization , And as members of special task forces completion of projects , The total members of the sample (43) individuals of Managers and team works members that worked at the Commission Projects , And for the purpose of obtaining the results were used a number of statistical methods for data processing, Including the arithmetic mean and weighted percentage, standard deviation and analysis of simple linear regression, The researcher found a set of the most important conclusions 1 - Individual and collective learning and organizational levels is contributing to improve the performance of the individual and the organization. 2 - The characteristics of Learning Organization have Clear relation and effect with project management success.3 - Despite the perception of the importance of Commission learning organization characteristics and their impact on the success of the project management, but they need to pay more attention to these characteristics and integration. basis of these findings built a set of recommendations including : 1 - Emphasis on publishing concept of the learning organization and its benefits that can be achieved. 2 - Adoption of advanced scientific methods to improve the quality of the project Management through - Creating Institute similar to (PMI) , in order to ensure efficiency in the management of projects and Creating websites to give giving benefit for the interested in project management.
