The education sector to develop an order is not optional but necessary because of the pressures and environmental challenges faced by the University of Baghdad, the research aims to diagnose and interpret the nature of the correlations and effect between the Entrepreneurial Orientation and organizational excellence, The researon has in the sector of education represented in the 12 faculties of the University of Baghdad, and applied research on a sample of 115 individuals from (Dean, Associate Dean , Head of the Department), has been relying on the search on the questionnaire as a tool head for measurement and data collection with (50) question as well as the style of the interview to support the results of the questionnaire and achieve the greatest degree of realism in the collection of information, Using program ( spss ) statistical analysis of the data based on a set of statistical methods Kalost arithmetic mean , standard deviation , coefficient of variation , linear correlation simple coefficient ( Pearson ) ,and simple linear regression coefficient, has sought research to test a number of key assumptions branched reported hypotheses subset to find out correlations between research and influencing variables, The research found a set of conclusions was the most important of the existence of correlation are significant moral between orientation leadership and organizational excellence , as well as having the effect of a relationship are significant moral orientation leadership in excellence , based on the findings of the research results has developed a set of recommendations, the most important was the need for the university and colleges surveyed support and promote a culture of leadership dimensions trend in creating more opportunities to achieve organizational excellence and the need for colleges surveyed acceptable interest in organizational excellence benefit and strengthen that interest by working on the development of mechanisms that increase the application of these dimensions.

Abstract: This research aims to examine the correlation and the influence of Strategic leadership on Organizational Reputation and the existence of transparency as a variable mediator in some of establishments in ministry of construction and housing which is under public founds, As well as determine the extent of the existence of statistically significant difference between research variables, and then try out, among other recommendations, including contributing to achievement of organizational Reputation in the surveyed organizations.Starting from the importance of research in public organizations and the importance of these organizations to the community, it is rely descriptive analytical methods in achievement of this research, the research involved board of directors, Data has collected from (92) respondents, represent the respondent society exclusively and comprehensively, it involved the general directors, assistant general directors and heads of department, depending on the questionnaire that includes (50) paragraphs, also personal interview were used with field observations as a tool to assist in collection.The research relied programs (Excel 2010, Eviews V.8, Amos V.18, Spss V.21), moreover, some of descriptive statistics tools (Linearity test, Normal distributions test, Confirmatory Factor Analysis, Structural Equation Modeling, Mean , Percentages, Standard Deviation , The Relative Importance, The coefficient of Variation, Simple Correlation Pearson - Coefficients, Simple Regression Coefficients, Path Analysis) to test research's Hypotheses.The main conclusion of the research, in the form of : First : The proposal models has achieved premise a specific percentage after tested, so it is accepted within structural and statistical relations, therefore, the model was adopted and selected.Second : The Strategic Leadership affected directly on Organizational Reputation, and increases their value through Transparency, from this concluded, The Strategic Leadership affect the Organizational Reputation directly and indirectly, also the overall effect becomes higher in case of a intermediary variable for Transparency, on this basis, these indirect effects contributed to increase the value of the influence.Third : The interest in providing a clear vision and declared for the future perceptions, shifted to reality as possible, does not preclude reliance on close examination of Environmental Factors.And Research Remarks are among the Recommendation : First : Upgrade the Application Organizational Reputation in a surveyed establishments, esteem reputation standards adopted for screening their levels and urging for hiring their characteristics are well within the elements of Strategic Planning.Second : Invest reciprocity and Interactive relationship between the Strategic Leadership and Organizational reputation directly and indirectly, with realizing their elements and dimensions are subjected to development change and extend, synchronously with development & diversity of jobs and change in accelerating the environment.Third : Strengthening the elements of infrastructure through acting their Strategies and goals, so as strengthening working communication system efficient and effective, and working through a tools of disclosure of information, clarity in action, empowerment, reengineering, and participatory management.

Abstract: تضمنت الدراسة الحالية " التعلم المنظمي ودوره في بناء الكفايات التنظيمية "، اذ ازداد الاهتمام بموضوعي التعلم المنظمي والكفايات التنظيمية في السنوات الاخيرة في مجال الفكر الاداري مقارنة بالموضوعات الاخرى، نتيجة للتغيرات البيئية المتسارعة في البيئة الخار | Addressed the current study, " Organizational Learning and its Role in building Organizational Competencies " as the increased attention to the themes of Organizational learning and Organizational Competencies in recent years in the administrative culture compared to other topics, as a result of environmental changes accelerated in the external environment and the emergence of new concepts such as globalization, and the information revolution and caused of structural changes in the structures of organizations. The study aims to reach the results of the relationship and impact between Organizational Learning and Organizational Competencies , in order to achieve the objective of the study was the formulation of hypotheses basic, first there is a correlation significant moral between Organizational learning dimensions of subparagraph (creative thinking , developing Team Work , Empowerment Employees , Senior management support )and sub - dimensions of organizational Competencies (effective communication, developing performance, implementation tasks, labor relations), and the second basic hypothesis is the impact of moral significance between the two variables. To achieve the hypotheses of the study, used the field study in the Ministry of Oil , was taking a stratified random sample of (the team leaders, as was the sample size (32), and Functional personnel reaching the size of the sample (62)), bringing the total for both samples (94), were collected data by questionnaire, as was the use of standards of modern scientific, and personal interviews, and some official documents obtained by the researcher to complete the study requirements, and the purpose of handling such data used a group of statistical methods included (Component Analysis, correlation coefficient Kendall, correlation coefficient Spearman, and the coefficient of simple regression, and test (Mann Whitney), and (Alpha Cronbach)), and in light of the study found a number of conclusions and recommendations, most notably, the correlation is positive between Organizational Learning and Organizational Competencies at the level of my sample study and this means that the high level of Organizational Learning ministry examined, leads to increased organizational Competencies. As for the relationship to influence the results that the effect of Organizational learning in organizational Competencies were weak at the level of functionality as the Angels did not achieve total moral impact Organizational learning in organizational Competencies , while the variable has a moral effect Organizational learning in organizational Competencies at the level of the team leaders. The study concluded a group of recommendations was the most important : the need to support and enhance Organizational Learning processes in the ministry examined, including contributing to creating and enhancing Competencies with in the Ministry

The current research's main issue is answering the question (aware is MOI of the importance of the practices of human resources management and their short comings in crisis management. As an independent variable by its proportion ( selection - training - performance - evaluation - motivation) In order to achieve effectiveness of orgnaise crisis management as an Dependent variable by its three dimensions ( quick response - communication and information flow - mobilization of resources) using for that the descriptive - analytical research proceeded by the academic research. As for the purpose of this research was to identify the influence and the relation of these practices in the effectiveness of orgnaise crisis management in (MOI) This research was implemented on a specimen of managers assistant manager - nead of, departments - division directors working in the general directorate of human resources in total of (765) individual,(115) were selected a sample as ration of 15% of the population. The data were collected by questionnaire ,field visit , personal interviews and some official document s as well as many of tools for the handling data suchas ( distribution recurring ,weighted mean - spearman) to measure the kind and the degree of relationship between the variables, and the simple regression coefficient to measure the effect of several variables in one variable and reliability coefficient for the questionnaire. They study to a group of conclusions on top of them ( the statistical results showed a relationship between human resources practices and the effectiveness of regulatory crisis management in(MOI), and the study's main recommendation was ( the engaging of the manager of human resources with the higher management and execution of ministry strategy, to create a work groups whose main duty is to diagnosis crisis before it occurs , and to report the scan results done every month to the higher management,.

And for achieving the main objectives, the research tried to achieve the subsidiary objectives represented in recognize the characteristics of the Non - Governmental organizations and to know its objectives and its contents and what is concerning its independence.Finally, recognition of the development activities that these organizations are undertaking, and analyzation these organizations for knowing the role they play in the development of the local community in Karkuk.The thesis was generated by the question : do the non - governmental organizations, in Karkuk, play a role in the development of the local communities? Is there an interest in a certain dimension of the local development dimensions (economic, social, political) more than the other dimensions? Is the announced specialization of the organization plays a role in determining the dimension on whish based the local development? The research stemmed from two intellectual bases, the first one was represented by the theoretical base including the scarcity of writings addressing the steps and dimensions of these two main important variables for the organization and its future strategic attitudes, The second base was applied represented by the non - application of such research in Iraqi organizations or the researched ministry before. Due to the importance of HR which is regarded as one of the basic resources owned by the organization today in building its sustainable service advantage, it was a duty to be interested in them and prepare all necessary means at work environment so as to sustain, develop and invest them in the best way in order to achieve the higher results expected at work. For the role played by HR planning in activating the work environment that encouraged creativity which is considered as one of the developed styles in administration science on which modern researches depend to increase the employees' performance and improve the service in organizations, the selection of Iraqi work environment came to embrace such modern thoughts as an advanced step towards taking the responsibility towards the work, the decisions made for development and the organizational success in the country all the same. The followed research method was a descriptive analytical method applied to a sample of general managers, their assistants, heads of departments and the in charge persons of research - related sections at the offices of Ministry of Planning center (Minister's office, the administrative and financial office, the legal office, office of planning sectors, office of economic policies, office of human development, office of government investment programs, office of regional development, office of international cooperation and office of governmental contracts), while the number of sample individuals was (101). The questionnaire was the fundamental instrument to collect the data as well as the field visits, personal interviews and some official documents to complete the research requirements. Some statistic means to treat the data including (the mean, percentage and standard deviation) to describe the sample and (the simple linear correlation coefficient - Spearman) to verify the correlation and effect hypotheses. The research arrived at a group of conclusions and recommendations, the most important of which were : the statistic results recorded that all correlations for HR planning and work environment that encouraged creativity were strong and significant. As to effect relations, they were all significant except the insight step in the greater context, which the conclusions proved they were insignificant and had no effect on activating the work environment encouraging creativity, referring that all steps of HR planning influenced the activation of work environment encouraging creativity except this step. The research ended with a group of recommendations, the most prominent of which were : the increase and expansion of interest in applying the methodological steps for HR planning, ascertaining the necessity of being interested in studying and assessing the external environment to stand at change attitudes, what were the factors which will affect the process HR planning, seeking to remove and lessen the organizational obstacles in the way of any attempt to present creative thoughts, and providing the necessary facilities to reach the required resources for achieving the work. Also, the research recommended making sure of the continuity of promoting the ministry the dimensions of work environment encouraging creativity in it.

It was elucidate the hypotheses of the nature of the relationship and influence between strategic audit as an independent variable - dimensions "mission and strategic goals, implementation, information and communication system, scarce resources, governance " on Organizational performance as responsive variable - dimensions "learning and growth, internal operations , financial perspective, focus on customer, social and environmental responsibility "that make up the financial and non - financial perspectives , operational and environmental for balanced performance. The strategic audit through diagnostics and performance review is an important and strategic tool for the development of important strategic and organizational performance improvement, particularly municipal performance units and departments of the Municipality of Baghdad and the advancement of the level of services and projects submitted Baghdadi citizen, who is the ultimate and most important goal of the Municipality. The sample of 55 director and unit responsible at various levels of departments and sections , distributing a court questionnaire by 14 academically experts and consists of 50 fifty paragraph covers ten, five for each of the independent variable and responding variable included general information and test variables and dimensions of their answers are designed according to dimensions Quintet Likert scale. The questionnaire was distributed in a way intentional - quota sample according to ratio 1/2/3/4 , in addition to the use of personal interviews style bouquet comprised of 12 managers and officials in Baghdad Municipality at various levels in order to obtain data and information enriches research and enhance its methodology on the field in parallel with the questionnaire.The descriptive analytical method has been adopted which combined the description the situation analyze and draw conclusions from their own in determining the relationships between the strategic audit and organizational performance and their dimensions, and identify indicators in the surveyed organization in terms of the statistical correlation coefficient Pearson as well as statistical other means such as percentages, and the arithmetic mean, standard deviation and simple regression coefficient, with the use of advanced statistical software SPSS to test and analyze the hypotheses relationship and the impact between research variables. The research found a set of conclusions, notably that the strategic audit actively contributes to the strategic decision - making and performance evaluation and enable management to identify imbalances and to find the necessary solutions to them, and that the Municipality is rich with ready - made expertise to supplement its organs and the development of their overall performance on all the levels which requires direct and agitated by the leadership of the Municipality consciously with development projects, business and the delivery of services to the Baghdadi - citizen , where data confirmed that the management of the Municipality does not usually respond to emergency variables which negatively affect the stages of performance implementation, and doubles the risk and aggravate the emergence of crises , it also causes the curb and weaken the tendency to adaptation with environmental factors and circumstances.

The most importantconclusions of the study show that the company hasno law and it doesnt conduct periodical examination to its employee to identify theirhealth level to prevent the aggravation of their casualties in future and among them , examinations and survey tests inaddition to the non - availability of the medicinces required to treat the casualties whatever their simplicity was, the non availability of the specialized staff in diseases that cam happen inside the company that the available staff is not enough to meet the requirements of the company in addition to the lack of medical equipments required by the medical staff,the matter that aggravates the situation and the occurence of difficiency and the non - availability of the staff of the first aid required in special cases The most prominent recommend are the serious interest in perducal examinations of the employee to discover any early professional casualty to treatit quickly ,the availability of preventive equipments like prevntive glasses and shoes and others , organizing aspecial register for the employee to organize their health information from thear appointment to their retirement,subjecting the employee to the punish ments because of their contraverce to standards of safety and health. The study depends on five main hypotheses and other branch hypotheses, tested by nonparametric analytic, statistic methods and it uses the questionnaire method o gather data from a sample consists of (140) professionals who are working in Ministry of Higher Education and Scientific Research center. The study reaches to a group of results, the important one was decreasing of study variables levels, and this is a Goode indication regarding the dependent variable (employees Burnout) in comparison with the two independent variables (Organizational Justice and Organizational Trust) which their level retreating has clear effect absolutely on the employees and the Organization under study, as well as the result’s emphasizing of significant relationship between tem, the matter that increases their size but what lessens the severity of these results is the non existence of any significant effect on employees burnout whose dimensions indicators are weak between the affiliates of the Ministry of Higher Education and Scientific Research. The study has many recommendations concerning the Ministry under study as wall as a number of suggestions in the hope of contributing in illuminating he rood of researchers concerned wit the subject and developing the study about it.
