Abstract: يكمن التوجه الاساسي للدراسة في تحديد فاعلية الموارد البشرية في اطار توظيف تكنلوجيا المعلومات والاتصالات دراسة حالة في دار الكتب والوثائق الوطنية العراقية، اذ تحظى تكنولوجيا المعلومات باهمية كبيرة لدورها في تغير انماط العمل وتاثيرها في مستقبل المنظمات , ا | The basic thrust of the study is to determine the effectiveness of using information and human resources technology for Iraqi National Library and National documents, as are IT great importance to its role in the changing patterns of work relativity and its impact on the future of the organization, while the human resources it has promised on according to many researchers of the most important resources in any organization.The study aims to identify the extent of the attention of Library and Archives concepts of information technology and the effectiveness of human resources management, to identify the level of use of information technology in the organization under study, as well as to identify it on the level of effectiveness of human resources management in the surveyed organization.For this purpose, formulated the hypothesis of the study ((there is a positive correlation with positive moral significance of information technology and the effectiveness of Human Resource Management)) and branching out of which four hypotheses, as targeted hypothesis determine the relationship between the information technology in the effectiveness of human resources in the surveyed organization. To test the hypotheses of the study were applied to study in a number of sections, namely Information Technology and Human Resources and the Office of Director General of the Department, as the study population was (75) The sample of the study was (40) For the purpose of completing the data collection were employed personal interviews and observations have been using a number of statistical methods for data processing of the arithmetic center - aligned, and standard deviation, and coefficient of variation, and answer the intensity of the sample for the purpose of description and analysis, simple linear correlation coefficient (Spearman) to test the validity of the link hypothesis.The study showed significant results for the majority of the dimensions of information technology networks, with the exception of the Iraqi National Library does not include Extranet network, and Intranet, as the study showed significant results for most of the dimensions of the effectiveness of human resources.The conclusion of the study, a set of recommendations highlighted the need for the library's interest in developing an internal network of Intranet and network between them and the ministry or other, represented Extranet or other modern means as well as increased training and development of staff in various areas if the library aimed to provide excellent services to the beneficiaries.

Abstract: تعد عملية جذب الكفاءات المتميزة والفاعلة هي احدى التحديات التي تواجة المنظمات الحديثة في ضل بيئة متغيرة ولتجنب الهدر المستقبلي في الكفاءات التي من الممكن ان تجذبها وزارة النفط لابد من وضع خطط ستراتيجية واضحة المعالم ذات اسس علمية لتمكنها من تحقيق اهدافها | The process of attracting the competent and efficient people is one of the challenges faced by the modern organizations which work under changing environment. In order to avoid the loss of those competent people who could be recruited by Ministry of Oil in future, it is necessary for the ministryto prepare clear - cut and scientific strategic plans in order to be able to achieve its goals. This study deals with that problem through asking some questions which are : What is the nature of the relationship between building strategies of attracting the competencies and its external sources regarding the effect and the connection? What is the proposed sample to attract the competencies in Ministry of Oil? In order to reach the answers to these questions, this study started to prepare a study case about the oil sector specifically about the Board of Ministry of Oil through taking a deliberate and intentional sample of about 41 persons whose job titles range from (Director Generals and their Deputies, Heads of Departments and their Deputies, and Heads of Sections). The collection of data depended on a test form which was prepared in order to achieve the goals of the study which includes (25) paragraphs. In order to extract the outcomes of the study, the statistical program (SPSS) has been used. This program includes many statistical manners which showed the level of answers, and it tested the study hypotheses and according to its results, the study has reached to a number of conclusions mainly : the strategy of attraction achieved a positive and strong relation with the sources of attraction and this confirms the positive dependence on those sources when dealing with the attraction strategy. Accordingly, a group of recommendations has been drawn mainly : The establishment of database according to the internal and external environment data in order to enable the ministry to put a strategy that conforms to the threats and opportunity of the surrounding environment.This study includes some proposals and the most important of them is presenting a sample for building a strategy to attract competencies in Ministry of oil

Abstract: يهدف البحث الى معرفة واقع ثقافة الطفل العراقي في ظل الارهاب، لاستيعاب سلبيات هذا الواقع من اجل الحفاظ على ثقافة الطفل وتنميتها وتطويرها بما يخدم الطفل والمجتمع، وقد قام الباحث بزيارة الى موقع دار ثقافة الاطفال وبعد عقد مقابلات مع المسؤولين تم جمع المعلوم | This research paper aims to understand the current reality of the culture of the Iraqi child in the shadow of terrorism; to comprehend the negative aspects of such reality in order to protect and develop the culture of the child in ways that will be beneficial for both the child and society. The researcher has visited the Children’s Culture House and met with the appropriate staff as to collect information and reports regarding the strategy, activities, and the works of the house. The researcher has also visited the Center for Psychological Studies that is affiliated with the Ministry of Higher Education and Scientific Research to obtain specialized knowledge about the terrorism phenomenon and the extent to which it affects the culture of the child. Moreover; the researcher has been in contact with representatives of United Nations Children's Fund - UNICEF and the International Organization for Migration - IOM in order to obtain reports detailing the current status and situation of children in Iraq.A descriptive statistical approach is used by the researcher; acheived by closely following the situation in Iraq - a country which has become a field for various terrorist attacks - and how that situation affects and alters the culture of the child in a manner that threatens the future of the country as a whole. Percentages are used to quantitatively depict and describe some of the data that is utilized.The most significant conclusion of this research paper is that the culture of the child falls within the circle of terrorism in Iraq; and it does so in two ways : 1. Field Terrorism : Examples of which include explosions, bombing of cities, gorilla war, assassinations, and kidnaps. 2. Media - Driven Terrorism : Embodied by the plethora of television programs, cartoon shows; and electronic games played on consoles, personal computers, cell phones… etc. These various manifestations of terrorism have caused many problems suffered by the Iraqi child and have adversely affected the cultural level thereof. Developing and nurturing the culture of children is a strategic and evolutionary goal for any society for children are the future of the nation and the holders of its heritage and identity; they also are the nation’s present that reflects where it stands among others.

In addition to that, those businesses often do not align the jurisdiction of the non - governmental organization implemented in a manner incompetent, causing the waste of money and efforts. Hence it highlights the importance of specialization work for non - governmental organizations as a strategy. The case study method have been used through Field homeliness & accessing the official documents , Viewing the organizational structure & strategy of the court beside the Personal interviews with Endowment official managers. one of the main result that have been reached through this research was the Diagnosis the presence of high Centralized and formal approach along with Complexity of Repeating the Official correspondence daily routine that contain the insist of regulations Commitment, instructions , orders, and written procedures which all the employees have to obey , with the exception of some authorities grated to the Chief of Staff management & financial deputy Related to the exchanging of money and issuing administrative orders.In addition to the above , the presence of weak horizontal communication & coordination system between the court office's have been diagnosed with the The absence of twinning in the geographical formations structure between public departments and directorates in the provinces. One of the research most important Proposals was implementing An internal system to the Court 's structure to clarify the instructions and tasks assigned to all formations according to Law No. (57) for the year 2012,and Forming a strategic planning team in the planning and follow - up office , headed by the Director General of the office and membered by the department managers and owners of competence in the planning and follow - up departments that handle the process of Preparing the court's strategic plans alongside with the specialized Consulting firms coordination , beside granting some general managers authorities to the departments managers & Units officials (horizontal distribution) to ensure information exchange & fast work achievement Without referring to official letters and correspondence to reduce the daily official routine work.

And check organizations that deal with the management of its operations and activities of the many advantages and benefits through the visibility of the organization, and to achieve a positive interaction with their environment, and the allocation of resources according to what contributes to exploit potential opportunities and take advantage of the strengths available and avoid the risks surrounding and scalable internal vulnerability factors. The most important research in documenting the phenomenon of forced displacement and stand on the displacement crisis management mode in Iraq. The study also aims to find sustainable solutions internally and address the effects of displacement in coordination with the ministries, local authorities and building on local and international partnerships to develop policies and initiatives and implement programs that will help to respond to the challenges and the way to achieve the goal. While confined to the research community is the Ministry of Displacement and Migration, and the research sample opinions of executives who have been instrumental in the implementation of the emergency plan displacement in Iraq and used some statistical methods such as arithmetic mean. percent to analyze the data in the checklist. The Ministry of Displacement and Migration function in accordance with its holdings of possibilities as a government entity, but lacks some of the ingredients that make them relevant management is superior in the field of crisis management and address the effects of internal displacement and so many ways, such as the lack of the use of modern techniques and lack of dependence on decentralization and the lack of effective participation of those in charge of View and inadequate training but nonetheless make an effort to try to mitigate for internally displaced people through the distribution of emergency relief items and financial grants and other operations, but these efforts need to future plans more integrated.
