All these three variables have been reacted to form the ideological and philosophical frame of this study.The three offices of the Central System of Standardization and Quality Control : The Technical and Administrative Services Office, The Standardization Office and the Quality Control Office, has been chosen to implement the study field side. The study sample has been selected to include all the departments managers, people officials, technicians, and administrators which formed (120) individual. The study method was a descriptive, inferential and analytical method. The researched has experienced six assumptions from which other subsidiary assumptions were created. To achieve the data to test the actual performance, the questionnaire form was designed to include certain questions that each questions group is specialized in answering a certain relation meaning.The assumptions have been tested and results have been extracted by using the ready statistical programs (SPSS). The study achieved a number of conclusions and recommendations such as the fact that the System did not reach the high performance stage. And the study submitted a number of future proposals which should be considered

The research has been based on the opinions of a chosen sample of 75 service officers of the Ministry of Interior who work at the General Directorate of Traffic. The research problem has been identified by the researcher through the field of commensalism with service officers at this directorate. The researcher found that the weak points in the performance of the General Directorate of Traffic came from the lack of knowledge of the empowerment and its relation to the directorate performance at the directorate administration. The research has tried to pursue the following goals : describe the dimensions of administration empowerment and the performance of the service organization as well as the contribution of the empowerment factors in the improvement of the service organization performance, and test the correlation between them in the directorate. The research has used the Descriptive Analytical Approach in order to achieve the goals above. In the practical part of the research survey, interviews and field commensalism has been conducted by the researcher while in the theoretical part previous studies and researches has been used as well as the Statistical Package for the Social Science program (SPSS) to test the correlation between the different research variables. The research found out from the test and analysis of the assumptions on which the study is based, show that The General Directorate of Traffic performance could improve significantly if it follows the recommendation that is suggested in this research.

The research reached to number of inferences and recommendations the most important were that the sample individuals responses were all directed toward the agreement for the existance of the variables of the organizational power and humane resources management stratigies, in addition the research identified the existance of connection relation and affect between the organizational power and humane resource management strategies ingeneral in addition to the existance of connection and effect between the sub variables between the dimensions of the organizational power and humane resources management strategies in their axes, so all the main the sub research assumption were acceted, the research was concluded with anamber of recommendation which the most important were : taking care to the types of the organizational power especially the individuals who consist the source of experience power for the importance in developing the reality of humane resources management strategies in the competitive environment in addition to the nessisaty for the council to take care to appointing and employing strategies for their importance that is reflocting on the other strategies and identify its success or failing.

Abstract: يهدف البحث الى الوقوف على دور الذكاء الاخلاقي في تحقيق الالتزام التنظيمي عبر تحليل اثر ابعاد المتغير الاول في مستويات ابعاد المتغير الثاني، وقد حاول البحث عرض اطار نظري حديث لابرز ما قدمه الكتاب والمفكرون بشان المتغيرين المدروسين، ولاسيما ان المتغير المست | Research aims to identify the role of a moral intelligence in achieving regulatory compliance through the analysis of the effect of the dimensions of the first variable in the second variable dimensions, levels and has tried to find a modern theoretical framework to display highlighted his writers and intellectuals on the variables studied, particularly the independent variable of a moral intelligence as a new dawn in the fields of organizational behavior and human resources management and public administration in particular and in the right for the Organization in General, because the subject of relatively recent return appearances to the 1990s, and is still the focus of discovery and the difference between theorists, the dependent variable of organizational compliance has garnered widespread attention as a basic organizational outputs which play a major role in influencing organizational life, as well as coverage of the study on analytical framework of selected sample of employees in the Ministry of higher education and Scientific research (directors of sections and divisions, employees), the importance of levels both diagnosed variables (moral intelligence, regulatory compliance), answering a number of questions using the questionnaire as the main instrument of data collection including sample (200) and the data was processed using SPSS researcher has tested the relationship and influence between independent variable "moral intelligence" and "changing organizational commitment in the field of higher education, specifically in the center of the Ministry of higher education and scientific research.Among the conclusions reached that moral intelligence that contributes to the achievement of organizational commitment of employees through the three dimensions, the main recommendations are strengthening the ethical dimensions of intelligence in establishing regulatory compliance in the Ministry discussed.

The study aims to reach the results of the relationship and impact between Organizational Learning and Organizational Competencies , in order to achieve the objective of the study was the formulation of hypotheses basic, first there is a correlation significant moral between Organizational learning dimensions of subparagraph (creative thinking , developing Team Work , Empowerment Employees , Senior management support )and sub - dimensions of organizational Competencies (effective communication, developing performance, implementation tasks, labor relations), and the second basic hypothesis is the impact of moral significance between the two variables. To achieve the hypotheses of the study, used the field study in the Ministry of Oil , was taking a stratified random sample of (the team leaders, as was the sample size (32), and Functional personnel reaching the size of the sample (62)), bringing the total for both samples (94), were collected data by questionnaire, as was the use of standards of modern scientific, and personal interviews, and some official documents obtained by the researcher to complete the study requirements, and the purpose of handling such data used a group of statistical methods included (Component Analysis, correlation coefficient Kendall, correlation coefficient Spearman, and the coefficient of simple regression, and test (Mann Whitney), and (Alpha Cronbach)), and in light of the study found a number of conclusions and recommendations, most notably, the correlation is positive between Organizational Learning and Organizational Competencies at the level of my sample study and this means that the high level of Organizational Learning ministry examined, leads to increased organizational Competencies. As for the relationship to influence the results that the effect of Organizational learning in organizational Competencies were weak at the level of functionality as the Angels did not achieve total moral impact Organizational learning in organizational Competencies , while the variable has a moral effect Organizational learning in organizational Competencies at the level of the team leaders. The study concluded a group of recommendations was the most important : the need to support and enhance Organizational Learning processes in the ministry examined, including contributing to creating and enhancing Competencies with in the Ministry

The current research's main issue is answering the question (aware is MOI of the importance of the practices of human resources management and their short comings in crisis management. As an independent variable by its proportion ( selection - training - performance - evaluation - motivation) In order to achieve effectiveness of orgnaise crisis management as an Dependent variable by its three dimensions ( quick response - communication and information flow - mobilization of resources) using for that the descriptive - analytical research proceeded by the academic research. As for the purpose of this research was to identify the influence and the relation of these practices in the effectiveness of orgnaise crisis management in (MOI) This research was implemented on a specimen of managers assistant manager - nead of, departments - division directors working in the general directorate of human resources in total of (765) individual,(115) were selected a sample as ration of 15% of the population. The data were collected by questionnaire ,field visit , personal interviews and some official document s as well as many of tools for the handling data suchas ( distribution recurring ,weighted mean - spearman) to measure the kind and the degree of relationship between the variables, and the simple regression coefficient to measure the effect of several variables in one variable and reliability coefficient for the questionnaire. They study to a group of conclusions on top of them ( the statistical results showed a relationship between human resources practices and the effectiveness of regulatory crisis management in(MOI), and the study's main recommendation was ( the engaging of the manager of human resources with the higher management and execution of ministry strategy, to create a work groups whose main duty is to diagnosis crisis before it occurs , and to report the scan results done every month to the higher management,.

The importance emanated through the identification and dissemination of cultural intelligence and work to entrench the concept in a scientific and practical in the minds of members in order to enhance the value and type of local politics drawn by them to get to a state of satisfaction among the individual and the community alike ,The current research adopted the descriptive analytical method to accomplish, since the data were collected from 31 members representing the research community full form to be considered the most specialized in the research variables and employed for this purpose resolution, adopted the research program (SPSS V.21) (Excel 2010) with methods of statistics descriptive (Cronbach's alpha test of truthfulness , percentages, mean, coefficient of variation, standard deviation, simple Pearson correlation coefficient, simple regression coefficient) to test the hypotheses , The research concluded the most prominent among the findings of an association and the influence of moral and cultural intelligence in shaping domestic policy dimensions with a weak effect was not significant to the cultural dimensions of intelligence (behavior, knowledge) in drawing local politics , the research included four axes first went to the methodology and second to theoretical frame and the third to view and analyze the results and test hypotheses while the fourth was devoted to the conclusions and recommendations.

These organizations play role witch ranges from presenting services to defend the right of individual, and to maintain the environment.One of the objectives of the thesis is to clarify the role of the “NGO” the non - governmental organizations in Karkouk in order to achieve the local development through studying a sample/example of an organization working there. And for achieving the main objectives, the research tried to achieve the subsidiary objectives represented in recognize the characteristics of the Non - Governmental organizations and to know its objectives and its contents and what is concerning its independence.Finally, recognition of the development activities that these organizations are undertaking, and analyzation these organizations for knowing the role they play in the development of the local community in Karkuk.The thesis was generated by the question : do the non - governmental organizations, in Karkuk, play a role in the development of the local communities? The questions of the thesis have been answered and conclusions have been made, which the most important are : there is no balance in the geographic distribution for providing the activities of the non - governmental organizations, for the interest of the city on the count of the countryside; the limitation of the participation of the non governmental organizations in the economic development field while it ontributes highly in the political and social development field. Abstract: تضمن البحث الحالي دور وظيفة تخطيط الموارد البشرية في تفعيل بيئة عمل المشجعة على الابداع, لذا فهو يركز على متغيرين، يتمثل المتغير الرئيسي الاول في وظيفة تخطيط الموارد البشرية وابعاده الستة (النظر في السياق الاوسع، وتحديد اتجاهات العمل المستقبلية، والتعرف ع | The current research addressed the role of the human resources (HR) planning in activating an encouraging work environment of creativity; thus it focused on two variables, the first main variable was represented in HR planning and its six steps (insight in the greater context, defining future work attitudes, identifying the present HR, filling the gap, providing a sound base for effective execution, control and assessment), as to the second dependent variable, it was the work environment encouraging the creativity including five dimensions (encouraging the organizational creativity, supporting work groups, sufficient resources, pressures of work load and organizational obstacles). The research stemmed from two intellectual bases, the first one was represented by the theoretical base including the scarcity of writings addressing the steps and dimensions of these two main important variables for the organization and its future strategic attitudes, The second base was applied represented by the non - application of such research in Iraqi organizations or the researched ministry before. Due to the importance of HR which is regarded as one of the basic resources owned by the organization today in building its sustainable service advantage, it was a duty to be interested in them and prepare all necessary means at work environment so as to sustain, develop and invest them in the best way in order to achieve the higher results expected at work. For the role played by HR planning in activating the work environment that encouraged creativity which is considered as one of the developed styles in administration science on which modern researches depend to increase the employees' performance and improve the service in organizations, the selection of Iraqi work environment came to embrace such modern thoughts as an advanced step towards taking the responsibility towards the work, the decisions made for development and the organizational success in the country all the same. The followed research method was a descriptive analytical method applied to a sample of general managers, their assistants, heads of departments and the in charge persons of research - related sections at the offices of Ministry of Planning center (Minister's office, the administrative and financial office, the legal office, office of planning sectors, office of economic policies, office of human development, office of government investment programs, office of regional development, office of international cooperation and office of governmental contracts), while the number of sample individuals was (101). The questionnaire was the fundamental instrument to collect the data as well as the field visits, personal interviews and some official documents to complete the research requirements. Some statistic means to treat the data including (the mean, percentage and standard deviation) to describe the sample and (the simple linear correlation coefficient - Spearman) to verify the correlation and effect hypotheses. The research arrived at a group of conclusions and recommendations, the most important of which were : the statistic results recorded that all correlations for HR planning and work environment that encouraged creativity were strong and significant. As to effect relations, they were all significant except the insight step in the greater context, which the conclusions proved they were insignificant and had no effect on activating the work environment encouraging creativity, referring that all steps of HR planning influenced the activation of work environment encouraging creativity except this step. The research ended with a group of recommendations, the most prominent of which were : the increase and expansion of interest in applying the methodological steps for HR planning, ascertaining the necessity of being interested in studying and assessing the external environment to stand at change attitudes, what were the factors which will affect the process HR planning, seeking to remove and lessen the organizational obstacles in the way of any attempt to present creative thoughts, and providing the necessary facilities to reach the required resources for achieving the work. Also, the research recommended making sure of the continuity of promoting the ministry the dimensions of work environment encouraging creativity in it.
