Project management represents a unique systematic proficiency which runs the changes and pushes the organizations and companies to a remarkable competition and consequently achieves results according to the company’s strategy. Because of the importance of the project management, several institutes and specialized entities in project management submitted number of project management maturity models which aim to determine the level of the project management maturity in organizations and companies. However, there is still a need to submit a perfect maturity model containing the characteristics which the other international models have; besides the characteristics the models have ignored in addition to some characteristics submitted by writers and researchers to be a guide that helps organizations and companies to assessment the level of the project management maturity and to continue improving it. The study aims at designing a project management maturity model and then to apply it to a sample company of the Ministry of Construction and Housing. The study also aims at designing a system for evaluating assessment the level of the project management maturity by using programming languages (Microsoft Visual Basic 6.0) and Data Base (Microsoft Access) to construct the data base system. in order to calculate the average level of the project management maturity and to count the two indicators of cost and scheduling performances, and in the light of them particular basics will be deterring the projects are classified according to excellent , success and challenge. as well as detraining the failing projects in some of the excellent , successful and challenged by the management of the project and high administration The system has been designed in a general form and it is not confined to handling the case related to the sample study.An example case is taken from the Ministry of Construction and Housing to fulfill the aims of the study, the method of studying was taken into account so as to obtain all the required data and information to apply a sample project management maturity in it.The researcher, together with teams of evaluation in the companies dealt with, performed the evaluation of the level of the project management maturity and using the project maturity level evaluation system afterwards to determine the level of project management maturity and to determine the indicators of cost performance and scheduling performance and classifying companies’ projects to several categories as well putting a plan to improve the level of the project management maturity in the companies dealt with.The study has reached several conclusions such as : The results of the study showed that the studied companies have achieved the level of project management maturity distributed between the two levels (1) and (2) of maturity which pointed out that the contracting companies in the Ministry of Construction and Housing are still in the beginning of maturity because they did not apply the concepts and philosophies related to the project management maturity and The results of the circumstances the constructional industry sector went through. The study has had many conclusions, the most important one is that current Iraqi situation has a negative effect on the Iraqi investment field that has affected all the requirements for establishing hedge funds as economy is the corner stone for other supplemented requirements, a strong investment will not be achieved without an effective economy, accordingly it is useless o to talk about any other requirement. The study has concluded to a basic recommendation represented by the attempt to develop the security and economic reality by the concerned authorities through making changes in the plans and strategies related to these two variables, as the current situation of the country prevents the success of any investment enterprise like the establishment of hedge funds.

The results proved the efficiency of the model in the distribution of the amount of grain where the total cost was reduced to (24%) with ensuring the existence of reserve stocks and meet the demand of mills.where the reserve stocks sufficed nearly to a month and half , The total expense was reduced by (32%) and the profits ratio was maximize at (7%) , the mathematical model was solved by using,hadvancedrsoftware(LINGO14.0)

Therefore, this research was selected using the data of the survey of the poverty map and maternal mortality in Iraq carried out during the year 2013 by the Central Statistical Organization and using the SPSS to reach the variables that have a direct impact on the level of the infrastructure of the Iraqi family. The analysis was used to analyze the relationship between the twelve variables to reach the factors that actually affect the level of infrastructure, which included housing, electricity, water, sewage system, basic services. The cluster analysis method was adopted and the data of the twelve variables were converted to the standard formula. To eliminate the difference of units of measurement of these variables and thus ensure the validity of the implementation of the stage related to the process of data classification and determine the extent of the relationship between the Iraqi provinces in terms of similarity or difference and in the last stage to enter the methods of analysis and analysis. Two main methods of analysis were used : the main vehicle method and the main axis method. It was obtained through the results of the main vehicles method that there were two factors (the value of the underlying root is greater or equal to the correct one) namely housing, electricity, water and basic services factor with an explanatory capacity of 85.469 (847.82%) of the total variance, and the remaining 17.153% of the total variance, and the remaining 14.531% Due to other factors. Thus, the cluster analysis used two methods of hierarchical analysis, ie, the single link and the total linkage. The results were close to some minor differences among them. Most of the aggregates' tables were close to a small difference in transactions. This difference depends on the methodology of each method.

But the estimation with Bayesian methods for these equations , especially when the internal variables (classified binary ) being considered one of the subjects that have not been researched greatly. Thus , the researcher has tried to shed light on some methods of Simultaneous equations in case of binary variable by using the classic method and Bayesian method , along with a suggested way that being applied on the samples of the relationship between blood pressure and psychological pressure. The researcher has used the classic method and considered it as raw information for using the method of Bayesian in estimating the Simultaneous equations system. It has been compared between the classic method and Bayesian method and also methods of Bayesian with the suggested method according to the measurement of ( Mse) for specifying the better method for estimation. Problems have been specified lying in non - functionalizing the former information about the parameters in the process of estimation by using the known traditional methods and that lead to the less efficiency if not using it. Thus , it should resort to other methods as method of tradition , The goal of the study is to know the mutual interaction between the blood pressure and psychological pressure and comparing the traditional and Bayesian method in the estimation of Simultaneous equations of internal variable , classified binary by using many methods for Bayesian estimation with the suggested method for getting to estimations that are more close to values of the real parameters. it has been reached to many results ,most of which is the Bayesian method and suggested method that have been better in estimation than the classic method, besides there are mutual effects between blood pressure and psychological pressure and the most losing functions in estimation which is the " Q losing function"

The proper planning of capacity is a crucial factor in satisfying the demand on the company's products or services, and in identifying the proper mix of the company's resources needed to satisfy its customers and maintain the company's market share. This research work deals with the problem of capacity planning at Babyl 1 Factory, at the State General Company for Batteries Manufacturing. Through field observations, interviews, and the Factory's records, the searcher realized that the production level of the factory has decreased significantly compared to the production levels achieved in the previous years. In addition, the searcher noticed that capacity levels of the production departments reflect great variations. Therefore the searcher decided to study and analyze this problem to reach practical solutions to help the company better planning capacity. A case study approach was adopted in studying, analyzing, and data presentation in this research. The searcher used a number of tools such as : descriptive statistics in gathering and presenting and analyzing the data which pertains to this problem, Microsoft Excel in designing and running the simulation model designed by the searcher, Visual Basic in designing the Computerized Capacity Options Model ( CCOM ). The results of this research confirmed the existence of a capacity problem at the factory which lead to accumulated effects of capacity variation between the departments at the factory, In addition the simulation results revealed the running the factory for two shifts could increase the production up to 77 units a day. Although this figure is not typical of the factory, however it shows that the capacity could be increased if real action is taken to solve the capacity problem at the factor. The searcher recommends the used of simulation in studying and analyzing the capacity problem at the factory to reduce the capacity gaps between departments and to increase the daily production rate.

The financial infrastructure measured by using different indicators such as institutional environment, regulatory environment and access to finance. The thesis found that the development of financial infrastructure is varied among the selected countries. It was highly developed in Malaysia where it was less developed in both other countries. The applied econometric model (Granger Causality) proved the thesis’s hypothesis which stated that the sophisticated financial infrastructure directly and indirectly leads to more inflows of foreign investments for Iraq, Malaysia and Indonesia. The thesis divided into three chapters in order to achieve its objectives and tackle its problem as well as approve the hypothesis. The first chapter includes the theoretical and conceptual framework of both the foreign investment and financial infrastructure. The second chapter analyzed the role of financial infrastructure in attraction more of foreign investments in the three mentioned countries. The second type called (Abridged life tables) were assumed from equal death rate for ages converged with each other and are therefore based on the age at death on the five - year age groups (0 - 1, 1 - 5, 5 - 10, 10 - 15,..., 80+) which is different from its predecessor and less accuracy than is obtained in a manner sample survey. In the absence of census of our beloved Iraq, where the last census was in (1997), so be getting the calculated probability of survival through accurate (survival function) within the life tables for single - year age groups was extremely difficult and mired with disorder problems you need to mathematical treatment in accordance with the distribution of probabilistic statistical but it's distributed data showed the distribution of the Generalized Gamma : (GG) with three parameters as the best fit of the data, with this distribution in turn includes the integration of (incomplete gamma function) is implicitly making it more difficult traditional appreciation. So two major goals were arise in this thesis.The first goal of a practical application goal, using (Sprague multipliers) to convert a five - year age groups into single age. The second goal of theory using the method of Principle of Maximizing Entropy : (POME) in assessing the function of survival and to deal and overcome the turmoil and volatility demographic data collected from (Iraq Household Socio - Economic Survey : IHSES II 2012). This thesis had studied the function estimating survival data mentioned above on two parts : the first part, parametric estimation methods which is the method of Principle of Maximizing Entropy : POME, the Classical method is the Maximum Likelihood : ML. The second part, has included nonparametric method to estimate survival function by nonparametric method (Kernel Smoothing) been used as (Gaussian function). The estimation methods were compared using statistical criteria are the root mean squares error (RMSE), and the average absolute percentage error (MAPE). Among the most important conclusions, was the preference for a ML method and kernel method when a simulation to get the proportions views of the probability distribution (GG) and in a manner Inverse Transformation Method : ITM only single - year age groups sized by (n = 81) and repeat the experiment (300) replicates. As well as to reach that way entropy is the best method dealt with five - year age groups, where in the case of single - year age groups, the nonparametric kernel was best in when the practical application part. Life tables using MORTPAK program as it has been considered survival function results (UN) calculated values real and comparing the methods of the three appreciation. One of the main recommendations, the use of the (POME) to overcome the turmoil of demographic data, especially a five - year age groups and the use of Sprague data conversion from five - year age groups to transactions single - year age groups and the use of nonparametric method of kernel to assess the function of survival of the single - year age groups and entropy for five - year age groups data.

Abstract: تعد عملية جذب الكفاءات المتميزة والفاعلة هي احدى التحديات التي تواجة المنظمات الحديثة في ضل بيئة متغيرة ولتجنب الهدر المستقبلي في الكفاءات التي من الممكن ان تجذبها وزارة النفط لابد من وضع خطط ستراتيجية واضحة المعالم ذات اسس علمية لتمكنها من تحقيق اهدافها | The process of attracting the competent and efficient people is one of the challenges faced by the modern organizations which work under changing environment. In order to avoid the loss of those competent people who could be recruited by Ministry of Oil in future, it is necessary for the ministryto prepare clear - cut and scientific strategic plans in order to be able to achieve its goals. This study deals with that problem through asking some questions which are : What is the nature of the relationship between building strategies of attracting the competencies and its external sources regarding the effect and the connection? What is the proposed sample to attract the competencies in Ministry of Oil? In order to reach the answers to these questions, this study started to prepare a study case about the oil sector specifically about the Board of Ministry of Oil through taking a deliberate and intentional sample of about 41 persons whose job titles range from (Director Generals and their Deputies, Heads of Departments and their Deputies, and Heads of Sections). The collection of data depended on a test form which was prepared in order to achieve the goals of the study which includes (25) paragraphs. In order to extract the outcomes of the study, the statistical program (SPSS) has been used. This program includes many statistical manners which showed the level of answers, and it tested the study hypotheses and according to its results, the study has reached to a number of conclusions mainly : the strategy of attraction achieved a positive and strong relation with the sources of attraction and this confirms the positive dependence on those sources when dealing with the attraction strategy. Accordingly, a group of recommendations has been drawn mainly : The establishment of database according to the internal and external environment data in order to enable the ministry to put a strategy that conforms to the threats and opportunity of the surrounding environment.This study includes some proposals and the most important of them is presenting a sample for building a strategy to attract competencies in Ministry of oil
