Higher education is responsible for preparing qualified graduates in all walks of life. Hence, the big challenge that faces the decision makers is to provide the society with highest level of capacity in members and to raise the internal quantity of efficiency in all institutions. Hence, medical staff in Colleges of Medicine in Iraq needs to follow this internal efficiency as well as reducing the educational wastage in it. The value of the research1. Higher education is an economic issue for its role in the provision of manpower in different fields of the comprehensive development. 2. Medical colleges are very important in Iraq , and knowing and diagnosing its productivity is an indicator of its contribution to the needs of the society. 3. The quantitative internal efficiency of the colleges of Medicine is a scientific method for estimating the size of the output by measuring the achieved objectives. This may help the planners and decision makers to improve its productivity. 4. Knowing the efficiency quantity of the educational process may cause rationalizing of funds by knowing the cost spent on a graduate student as the expenses are higher than other fields. 5. Knowing the size of the waste as a result of the repetition and drop in surveyed colleges may give an accurate and a clear - cut picture of the size of the effort ,time and money wasted in the educational process. Aims of the researchThe research aims at the following : 1. Identifying the level of internal quantity efficiency in Medical colleges, University of Baghdad by determining the level of productivity for one group for the total batch according to sex variable (males and females).2. The factual educational waste (repetition - dropping in)in these colleges for one group for the total batch according to sex variable (males and Females).3. The impact of educational waste on the average of cost per one graduate in those colleges for one group for the total batch according to sex variable(males and females). Procedures of the researchThe researcher used the descriptive and analytical method has been used by following them up enhanced by flow indicators of students for one session depending on special statistical data analyss.Results of the researchThe results are as follows : ? College of Medicine has got the highest productivity for one year and two years of schooling and the highest in the efficiency coefficient comparing it with colleges of Dentistry and AlKindy where the rate was so weak. The rate of productivity for College of Medicine was( 52.65%)for one year and (74.77% )for two years. This led to have efficiency coefficient( 71.21 )for one academic year and (51.43%) for two academic years. The coefficient of efficiency was( 42.04 %). Whereas the productivity of the college of Dentistry was (43.08%) and (56, 92%) for one academic year and two academic years respectively. The efficiency coefficient was (60.26%).? As for sex variable, the ratio for one academic year at the college of Medicine was the females as it mounted to( 52.41 %) and for males it ranged (46.45%). As for the productivity of the two academic years, the males are higher than females (76.13%) and (71. 08%) respectively. The coefficient of efficiency in females was higher than that of males (68.59)and( 65.95) respectively.? In Alkindy College the rate of productivity in femlaes (47.92%)was higher three times than the rate that of males (13.64%) for one academic year. Whereas the productivity in females ( 66.67%) was higher twice than that of males (31.82%). As far as the efficiency coefficient, it was higher in females ( 61.06) than that of males ( 20). ? In college of Dentistry, the percentage of the productivity for one academic year in females (57.14%) was higher twice than that of males (25%). It was also higher in females for two academic years (69.75%) than that in males (43.18%). Furthermore, the efficiency coefficient in females (70.69) than that in males( 43.18).2. The wasted years in College of Medicine amounted to( 410) years where the highest rate of failure was in the first year (13.71%), whereas the drop was in the fourth year( 15.33%). In Alkindy College , the wasted years were ( 182) where the highest percentage of failure in the fourth year( 20.63%) and the highest waste was in the sixth year (39.05%).As for the College of Dentistry, the wasted years were (277), and the highest percentage of failure was the first year 14.36% and that of the fourth year was(26.86%). Hence, the wasted years were highest in College of Medicine.4. The cost rate spent on each graduate in College of Medicine was (1.51), whereas in College of Dentistry was( 1.76), and College of Alkindy was ( 2, 59). The researcher recommends that : ? There is a need to provide libraries, laboratories and classrooms to cope with the needs of the students. ? It is recommended that resources, information and scientific procedures a strategic plans should be provided to raise the efficiency of the students in terms of those of quantity and quality.? Medical Colleges should motivate staff members as well as students towards creativity and excellence and reward those who have outstanding efforts

Stages of higher education development in Iraq during 1908 - 2012.2. The nature of the quantitative development that occurred during 1908 - 2012.3. The most prominent qualitative development s that characterized higher education in Iraq during 1908 - 2012.The researcher used the historical and descriptive analytical method. The research used the chronological order in tracing the evolution and development of higher education in Iraq. These stages are as follows : 1. The status of higher education in the era of Ottoman Empire during1908 - 1914. The school of law was the only higher school until the end of Ottoman Empire.2. High Teachers College and the Royal College of Medicine were established. Many scholarships for students studying in the European and American colleges were increased.3. The stage of the national rule witnessed qualitative and quantitative development during 1958 - 1932. Furthermore the Ministry of Education established a number of colleges and high schools, and brought committees and specialists in the area who contributed in developing and the project of establishing University of Baghdad.4. The stage of the Republican government during 1959 - 2012. The stage of establishment of the University of Baghdad and other colleges that were under the wings of the university and the expansion of Higher education in Basra, Sulaymanyiah and Mosel universities during 1959 - 1979. The establishment of Al Mustansriya University and the establishment of Ministry of Higher Education and scientific research in Iraq in 1970.Then the establishment of University of Technology in 1975. There were changes during the second phase 1980 - 2002 where new developments.These developments were the establishing of colleges of public and private colleges like AlQadisiyah ,Kufa, Alanbar, Tikreet and Iraqi University. Furthermore, the qualitative and the quantitative developments accompanied the establishment of these universities.The third phase tackled the changes in the situations in Iraq and the subsequent qualitative and quantitative developments that accompanied the institutions ogf Higher Education like the establishment of a number of governmental and private universities in Wasit, Kirkuk,Mayssan,Muthana and Samarra during 2003 - 2012.. The researcher found that the higher education in Iraq marched escalating pace of evolution in (quantity and quality) during these time periods, despite the constraints and difficulties experienced by which brought down a shadow over its long career. The main conclusions are as follows : 1. Though Higher education established School of Law during the Ottoman Empire, it was weak in terms of programs and plans.2. Education was influenced by the political and economic factors during 1915 - 1931, though Higher Teachers Institute were established in 1923 and Medical College in 1927.3. During the period 1932 - 1958 Iraq was able to take a significant step in the development of higher education colleges and high schools and send students abroad to study.4. Higher Education during the period 1958 - 2012 has seen increased interest in higher education and higher economic level of the Iraqi people, setting up a large number of universities on the Iraqi provincial level in spite of the circumstances of the war and the blockade during the two decades through the eighties and nineties, which were one of the factors affecting the higher education institution.The most important recommendations : In light of the research findings by the researcher to a number of recommendations : 1. Concern the preparation and graduate teachers for secondary schools in a high level of scientific and moral.2. Set plans for higher education to meet the needs of the markets, and the outputs to replenish the governmental institutions as well as private ones. In light of the research findings by the researcher, a number of to a number of proposals : 1. Conduct a study on education strategy until 2022 and the possibility of their application.2. The study of the factors that influence the evolutionary process of higher education.

Abstract: The researcher has assessed the vocational training of educational colleges according to the comprehensive quality criteria. This assessment has been started from the indication that the performance level of teachers (primary, secondary and colleges for both humanities and scientific studies) has not reached the satisfied level that come with the ministry of education's systems, competencies and methodologies. The weaknesses of teachers' competencies can be attributed to the low vocational training at college's level which leads to the low academic level of students. The case of incompetent teachers represents a problem that lead to great critics against the ministry of education out comes from social, educational and media centers besides the critics of the students parents.Accordingly, it becomes very important to decide the vocational training level of educational colleges' students who will be primary and secondary schools teachers. Thus, there should be a need analysis to diagnose the weaknesses and shortcoming at teachers' training level and modern universal scales that are constructed according to comprehensive quality criteria to be used at training and development programs of educational colleges.The present study aims at finding out : 1. The vocational training level of educational colleges' students according to the comprehensive quality criteria from college teachers' perspective.2. The significant differences of the colleges' teachers' opinion at the vocational training level according to the following variables : (university, college, the scientific rank of the teacher).The study limits are : 1. Human limits : Educational college teachers at Baghdad universities.2. Place limits : the educational colleges of Baghdad city (university of Baghdad, university of Al Mustansaria, university of Al Iraqia).3. Time limits : Academic year 2014 - 2015.4. Subjects limits : The vocational training level of educational colleges' students according to the comprehensive quality criteria of Iraqi higher studies.The descriptive study is used to verify the study aims. The study sample consists of (230) teachers at the departments of educational and psychological studies of educational colleges at (university of Baghdad, university of Al Mustansaria, university of Al Iraqia) the sample is selected randomly from the population of (2156) individuals.The study tool which is constructed by the researcher is represented by a questionnaire of (120) items distributed into (6) fields (the aims of vocational training field, the subject matter field, teaching skills field, methodologies and learning sources field, ethics field and evaluation field).After displaying the questionnaire to the jury members the final number of indicators becomes (82) divided into five fields. The scale alternatives are represented in (verified, nearly verified, not verified).The SPSS is used to analyze the results, person correlation coefficient, weighting mean and percentage.The results of the present study are as follows : ? (78) Indicators exist in vocational training assessment of educational colleges' students and (4) indicators do not exist.? The following indicator (the aims of vocational training at the college guide are clear for the teachers, officials, students and society) gets the first rank and the second rank is for the following indicator (the department has annual and quarterly plans for its subject matters). On the other hand the indicator : the department compare the training of its students with other colleges students, gets the rank (81st ) and the last indicator states that the department shares the students with the assessment of the department activities by giving their opinion.? The teaching field gets the first rank while the evaluation field gets the last rank.? There are no significant differences in the vocational training of educational colleges' students according to the scientific rank (professor and assist professor).According to the results the researcher puts forward several recommendations and suggestions. 1 - Due to check the overall quality indicators in a professional setting for students of colleges of education researcher recommends the need to increase the interest in this calibrator indicators and make them part of the subjects that contribute to the process of professional preparation in the colleges of education in order to help graduates in their specialization and their future academic teaching.2 - The need for increased attention to vocational students preparing for colleges of education so as to benefit from the experiences of Arab and international experiences in the field of the overall quality of the educational process to provide different aspects such as the provision of curriculum and methods of teaching methods and examination system and everything related to the educational process. 3 - Students need to views and suggestions in care programs and courses of professional preparation for being Mahmor educational process. It suggests the researcher follows 1 - Conduct research to evaluate the academic preparation in light of the quality indicators mole. 2 - Conduct research to evaluate the professional preparation for students of other institutes and colleges in the light of the overall quality indicators. 3 - Conduct research to evaluate the scientific preparation of specialization for students of colleges of education in light of the overall quality indicators.

Abstract: لقد استحوذت مشكلة التسرب على اهتمامات الباحثين لانها تمثل تحديا للنظام التعليمي باعتبار ان ذلك التسرب يشكل عبئا كبيرا وخسارة فادحة لموارد وامكانيات الدولة علاوة على ان الامية التي يتسبب التسرب في زيادتها ما زالت تشكل عائقا امام تحسين مستوى السكان ومعي | The problem of school drop - out has acquired the concerns of researchers because it represents a challenge to the educational system as this school drop - out is considered a big burden and a great loss to the resources and potentials of the State additionally , illiteracy, which school drop - out causes in its increase is still forming an obstacle against improving the level of the population and living standard of the individual, however , the phenomenon of school drop - out problem in which having much of the complexity in terms of the factors leading to them, it does not appear and spread because of just one fact but because different factors.Styles of socialization and family attitudes towards education and community circumstances surrounding the individual and controlling all of his behavior factors strengthening together to generate this problem , school drop - out is considered an educational phenomenon rooted socially in broad sense generally , the social structure in particular , as well as extends in the economic system and with a group for business, educational , values.In spite of the physical and human efforts invested by countries in this field , but the educational systems in most countries suffer from weakness in production efficiency.in its educational systems of both internal and external aspects , but in varying and different degrees , since there is no country that the internal efficiency of the educational is complete one , especially in Developing Countries where waste in high percentage.So the researcher has preferred delve into the problem of high school students dropping out of in the city of Baghdad. The problem of this research can be formulated through the following questions : 1 - What is the size of the school drop - out for high school students in the city of Baghdad?2 - What impact of the internal school drop - out on quantity production efficiency in secondary schools in the city of Baghdad?3. What are the affecting factors in increasing school dropout among students of secondary schools in the city of Baghdad from the standpoint of school principals and Guides in ?Importance of the Research : The importance of research on the subject of drop out high school students to the following points : 1 - The importance of secondary education as a stage covers self - build and configure personal of age category of young people's lives is a preparation phase and the concomitant changes in their construction, perception and behavior. As it is considered a basic rule for higher education.2 - Research may help in shedding light on some of the important problems of educational system like dropping out school , that participating in waste and the loss of material and human resources in the education system which the concerned people in the educational field could benefit from can benefit from it concerned to take the sound decision - making in the planning of the educational process and the rationalization of spending them.3 - To identify the school dropouts among secondary school students give an objective picture of the size of the impact on production efficiency of dropping out on the educational process especially with regard to gender.4 - Diagnosis of the factors may lead to drop out girl students as well as may contribute to develop processors and leading to the provision of appropriate conditions and to achieve the desired goals of that stage.Objectives of the Research : The research aims to identify the following below : 1 - Size of school dropout among secondary girl school students in the departments of education in the city of Baghdad.2 - The effect of school dropout with girl school students in the city of Baghdad on the internal quantum efficiency of those schools.3 - Factors affecting in the increase of school dropout among students of secondary girl schools in the city of Baghdad from the standpoint of school principals and Guides in.4 - Statistically significant differences in the views of school principals and Guides in secondary schools in the city of Baghdad in the affecting factors in increasing dropping out in accordance with the variable (Directorate of Education) site.The Research has stood to the review of several studies to drop out in schools (5) Iraqi and (4) Arab and (4) Foreign.The researcher has followed the descriptive analytical method as it is considered the best and the suited one to the nature of this research, community of research has included (headmistress of morning & evening schools for Girls and Girl Guides , the total size of the community has reached to (259) headmistresses and educational guides for the academic year (2015). Samples was chosen as purposely random method the number has reached , as well , to (69) headmistresses and (69) educational guides in the departments of education in the city of Baghdad (Rusafa I 'first' , Rusafa II 'second' , Rasafa III 'third' , Al Karkh I ' first' , Al Karkh II 'second' which the research is set out. The researcher has relied on data and statistics from the Ministry of Education, which refers to the number of girl students dropping out from schools n the morning Directorates of Education in the city of Baghdad for the academic years that were covered by the (2004/2014) to know the size of the school drop - out students.Resolution adopted as a tool for the detection of the views of the research sample of (headmistress morning for girls in the city of Baghdad and Educational Guides about the factors that affect the increase dropping out school students as it included 37 items distributed within the following fields (economic sphere, the social sphere the security field, the field of education), as the researcher followed the statistical package (SPSS) to address the statistical data.The most important results of the research are : 1 - High dropping out girl students ' rate in secondary schools in the districts of the city of Baghdad.2 - Having a great impact on the students to drop out internal quantum efficiency of respondent of the girl students in secondary schools.3 - The results of a sample of headmistresses that social and security fields get the high strength while others get weakest degrees , but sample of educational got for the first three domains (social, security, and educational) on the strength of the field while the latter got the weakest force.4 - There were no statistically significant differences in the views of the research sample is attributable to a variable (the Department of Education site.Through the above , researcher recommends the following : 1 - Media can play a key role through educational programs that emphasizes on the importance of education for the children, along with the age of deterrent laws, obliges the competent authorities to take the necessary measures to reduce the phenomenon of lack of enrollment, each within one's jurisdiction.2 - Cooperation with civil society institutions in holding central seminars and sectorial for parties of the educational process, peoples and private schools areas which suffer from high rates of girls dropping out to raise awareness of the importance of education and the negative effects of the dropping out on the girl and on society.3 - Embracing students from displaced families or needy one through the provision of all necessary in order to support them keeping up with their peers in the classroom and provide material and moral support to them or to admit facilities at strengthening lectures courses to relieve their suffering.4 - To find a mechanism so as to identify students who are at risk of dropping out and encouraging them from lifting their spirit to assist them stay in school.5 - Work on linking students who repeated their absence from school activities such as radio or Class Monitor.6 - Holding annual training courses for most teachers of secondary schools for the purpose of raising awareness of the educational stage manifestations of loss, gravity and its causes and treatments , as well.7 - Educating and enlightening Girl Students in secondary education stage with the importance of school attendance and continue until the end of the stage and through private educational lessons.8 - Educating and enlightening Girl Students to the damage resulting from the staying up at night through radio programs, seminars, and that negatively affect the study thus leads to dropping out them of the study.9 - Expanding circle of interest in supporting the families of the students and the most needy and poorest, implemented by the Ministry of Labor and Social Affairs.10 - Activating the role of the educational guidance and attention to problems faced by the students which they are related to the educational system or the social and economic problems in order to provide services that cope with the problems and needs.

On other hand , the organizational Climate is seen as a basic factor that effects especially in Instructors' skills and goodness as the organizational Climate has an effective role to erect the field work rules on sound bases in order to raise the standards of loyalty for work for the sake of instructors and to reach their scientific , educational and professional p[products to the highest degree of goodness. For the purpose of achieving a positive relationship between the administration of establishment and the Cadres in , it is very important to offer many important factors such as Organizational Loyalty for the University that strengthen the devotion and to raise morale "spirits" , then , to raise the level of performance and achieving the planned aims.Study of (Al Kerotii,1994,72) had mentioned "Organizational Climate in Jordanian Universities in accordance with point of views Instructors" had confirmed that Studying the prevailed Organizational Climate in the University has the real influence in stability of Instructors staff and raising their own activities in teaching and educating as well, besides their feeling of peace and confidence , and to effect on their activities and their practical and scientific products(Al Kerotii, ,72).(Al - Dabagh, 2012) had mentioned to the necessity of studying the Organizational Climate because of the success influence for each establishment in great form due to the positive aspect of organizational Climate in it , it reflects the harmony scale and familiarity among individuals themselves so as to raise their products and their efficiency for the purpose of achieving the planned aims (Al - Dabagh, 2012,34).It is worthy to say that this Thesis is an attempt to identify the relationship between Organizational Climate and the Organizational Loyalty in Colleges of Baghdad University and in the Scientific Departments so as to focus on the nature of Climate that Instructors work in and to concentrate on its participation in strengthening their belonging and loyalty to University and for the purpose of progress and promotion in the level of performance and goodness as well.In connecting with the close relationship between the Organizational Climate and the Organizational Loyalty in any Social Establishment that may effect in the level of work for this establishment in general , and the University Establishment especially.For Researcher information ,there is neither Local or Iraqi Study that seeks between the Organizational Climate and the Organizational Loyalty in Baghdad University and its Colleges as well as in its Human "Non - Scientific" and Scientific Departments , therefore the need to this research is emerged and come into the force.Thesis Problem can be summarized with the following questions : 1. What is the real level of Organizational Climate in Colleges of Baghdad University?2. What is the real level of Organizational Loyalty in Colleges of Baghdad University?3. What is the real relationship between the Organizational Climate and the Organizational Loyalty for the Instructors in Baghdad University?The importance of Thesis The importance of this Thesis is relied on the significance of offering Organizational Climate in Baghdad University and in all its Departments including ( Colleges and their Scientific departments) which is represented by the ability and the capacity of the Establishment Administration to deal , activate and impact in Instructors Climate , additionally to encourage them to achieve the tasks and the duties they are authorized with in cooperative , activated and understandable Climate. This impact is considered the main base in erecting the loyalty for instructors that reflects on the level of performance for their works in Departments they work in.The Organizational Climate has great importance in the standard of administration as it is interested by with researchers interests , so the significance of Organizational Climate is reflected in accordance with the Cadres' behavior in the establishment , then in the Organizational Behavior especially in the space of activating between the Employee and the Organizational Climate in general, and the Establishments ,including Employees. So the presumption is concentrated that the two parties look forward to reach a work Environment which is prevailed by Opening Organizational Climate as there is a joint interest which is represented by the brilliant performance and the ratification of Cadres. The establishment which is characterized with Organizational and sound Climate is not sufficient only to express on its ability to be survived but to show the continuous ability to deal effectively with the workers "the cadres" that make it developed system and developed Climate ,as well (Al - Ta'amna ,1996,134).Thus , the interest in Organizational is belonged to its close connection with several behavior aspects whether what are related to workers or the social establishment in general , or the University in especial manner. loyalty is considered variable behavior that doesn't represent tangible fact but representing intangible idiom. And it could be recognized within the results. Ready Loyalty couldn’t be obtained < and couldn't be imposed by means of compulsion and force but it’s a result of many interactions and many other factors and variables , as it's not a factor or a system but it is , in the same time , a result of many regulations , policies , and interactive behaviors between the administration and the cadres that effects on several variables ( Al - Fahdawi &Al - Katawna ,2004, 9 - 18). It could be said that interesting in study the Organizational Climate and its relationship with Organizational Loyalty is emerged from Establishment 'Success in general , and University Establishment in especial manner. For the purpose behind its realizing its aims , its activating with its aspects for its needs for renewal and modernization in order to cope with the continuous variables for the external Climate that confirming on the importance of this Thesis at the present time.The importance of the current Thesis is summarized in the following points : 1. The significance of Human Member especially Instructors in the educational process in establishments especially Universities as it's considered an effective element in the teaching and educational process.2. The current research for administrates and instructors , including, Baghdad University offers the opportunity to identify kind and nature of Organizational Climate in their University and in all of its Scientific Departments and their relationships with Organizational Loyalty for them, and to take in consideration with every positive and sound aspects in consistent with the development of Educational Establishments.3. The proposed research considers the Organizational Loyalty as the reflective form that reveals for us the prevailed organizational Climate Baghdad University in accordance with the point of view and the scale of their own loyalty for their work positions.4. The ability of each of Ministry of Planning and Ministry of Higher Education and Scientific Research , and all other establishments to benefit from recommendations and proposals which are introduced from this Research to take the administrative and scientific procedures.5. Enriching the scientific knowledge for Baghdad University Instructors in their different levels , in addition to the importance of realizing the components and elements role of the Organizational Climate in their works with estimating and evaluating the level of workers 'Loyalty in.Thesis Aims : The current thesis aims to identify the following below : 1. Organizational Loyalty is consisted of (Two Iraqi Studies , Two Arab Studies and Two foreign Studies).Chapter Three (Methodology of Research and its Procedures) : Researcher had relied , in her current research , on analytical and descriptive Approach , as it is considered the best and the most suitable one for the research. - Research Societies : is divided into two the following below : 1 - Society of Colleges : This society is (24) colleges , and it's included (145) Departments , with (16) Scientific Colleges including (94) Scientific Departments , and (8) Humantrain Colleges including (51) Departments.2 - Society of Instructors , Instructors in (24) Colleges are estimated (5980) Instructors (Men & Women) in Scientific colleges , and (1616) Instructors (Men & Women)in Departments of humanitarian Colleges.Samples of Research : which is divided into the following : 1. Colleges' Sample : It is estimated (12) Colleges with (6) Scientific Colleges and (6) Humanitarian Colleges , this sample is selected by intentional method.2. Instructors 'Sample : it's estimated (3674) Instructors (Men & Women) in (12) Colleges with (1428) Instructors in Humanitarian Colleges and their Departments are as well as (2245) instructors in Humanitarian Departments. Research Sample is selected in random manner as it is estimated (419) Instructors which forms (11.40%) of sample , (3674) Instructors who are classified in (12) Colleges and (84) Scientific Departments with (245) Instructors in the Scientific Departments and (174) Instructors in Humanitarian Departments.Research tools : To achieve the aims of the research , the researcher has established the two tools , which are the questionnaire (The Organizational Atmosphere) and (The Organizational Loyalty) which is prevailed in Colleges of Baghdad University and in the Scientific Departments. After depending on many steps included (58)items in five spaces (Space of leadership , Human Relationships , Rises , Academic Freedom and means of Communication). The second means is represented by the Organizational Loyalty including (27)items , after approvals they became in final form, the Organizational Climate is erected from (45)items in five spaces (Space of leadership , Human Relationships , Rises , Academic Freedom and means of Communication). The performance of the Organize Loyalty is included of (20)items.The Researcher has relied on (spss) in analyzing the answers and responses of Sample Answers including the following statically means such as (Person Correlated Coefficients , ALFA Kronbakh Equation , T Test for one specimen and T Test for two separated specimens and Analyzing the Three Variable).Chapter Four : The most important results : The current research has achieved the following below results : 1 - The results have shown that the level of the Organizational Climate in the concerned Departments was under the middle one , as it is reached to (4.420 - ) as it is lower that T. Tabled Value which is estimated by (1.96).2 - Furthermore , the results have shown that Instructors staff in concerned Colleges and Departments , as well, have Organizational Loyalty higher than the middle level despite that the Organizational Climate that they work in under the middle level because of Instructors ' clinging to their works and because of their real desire to success and for their best efforts to develop their establishments as they have feeling of peace , security and comfort in work , that may related to moral and believing reasons , besides their desire to be a sample for others in work in other related establishments.3 - Additionally , results have shown that there is a guided relationship between the Organizational Climate and the Organizational Loyalty.4 - There are no statically variables at the level of (0.05%) for the level of the Organizational Climate and the Organizational Loyalty according to the Instructors points of view that related to the variable of (Gender : Males - Females) or (Specializes : Scientific and Non - Scientific one).5 - Results have shown , as well , statically variables at the level of (0.05%) for the level of the Organizational Climate and the Organizational Loyalty according to( The Scientific Title (Ass. Instructor , Instructor , Ass. Prof. ) and for the sake of Instructor Title , this will relate to his / her experience and information as well as to the years of long service that strengthen his real love to work with consideration.Chapter Five : Recommendation and Suggestions : In accordance with the results Research Results , the researcher has reached to several suitable Recommendation and Suggestions for the research.

However, the most important challenges that face knowledge diffusion in Iraqi society are : first, the inability to discover the new ways of their diffusion, reach the solutions that based on knowing the administrative and human devices and new tools for transforming them, realizing their capabilities and then make use of their services according to the needs of the researchers, teachers and students depending on their scientific specialization - learning ,educating, training, and diffuse the cognitive awareness.Obviously, the knowledge devices are still traditional and incapable to cope with the enormous progress and development of knowledge. Their weaknesses represented by the inefficiency of computers and internets webs, the weaknesses of the continuous learning programs and activities, the weak services at laboratories and their unsuitability to the supposed conditioning, bad libraries services and the rarity of the new sources and weak using of new informational technologies specifically at university of Baghdad. These knowledge sources cannot cope with the exceeding scientific and cognitive development in the world in spite of their great role at universities. Therefore, the researcher treated the study problem by evaluating the knowledge sources through the following question : (the extent of implementing the plans, programs, and activities that related to knowledge sources according to national strategy of education and higher education). The importance of the study is clarified in that nowadays, the knowledge is listed under comprehensive modern project that need to preparations and utilization. The mass plays an important role in this project since there is a need for transformation, comprehension, possessing and settling for this project. Additionally, the effective using of the knowledge on the different technical sources requires the creation of generation able to use them through physical foundations to the rules of knowledge and sciences. Accordingly, the importance of the study is a reflective to the importance of the University of Baghdad as the university plays an important role in learning process and an important source of knowledge with its libraries, laboratories, technological sources such as computers and internet units, and continuous learning, meanwhile there is hardly range of progress without those sources of knowledge. The study aims to : 1. Evaluate the implementation of the activities, plans and programs for knowledge sources (libraries, laboratories, techniques and continuous learning) ‎in light of the strategy from the teacher’s point of view.2. Evaluate the implementation of the activities, plans and programs for knowledge sources (libraries, laboratories, techniques and continuous learning) ‎in light of the strategy from the employees’ point of view.3. Find out the statistically significant differences of using the knowledge sources at University of Baghdad according to the following variables : 1) Sex : male and female.2) Specialization : scientific and humanistic.3) Scientific rank : assist instructor, instructor, assist professor and professor.4) Length of service duration.The study is limited to four colleges, two scientific and others humanistic at University of Baghdad for the (2013 - 2014) academic year. The sample (300) teachers and (41) employees at the university, is selected to evaluate the knowledge sources according to the national strategy of education and higher education for the duration (2012 - 2022).The theoretical back ground includes three sections. The first one handles the historical display of the knowledge, the philosophy of knowledge, theories of knowledge, and the characteristics, principles and types of knowledge. The second section handles the displaying of the knowledge sources (libraries, labs, techniques, continuous learning). The last section handles the concept of the strategy, and the national strategy of education and higher education.On the other hand the previous studies are represented by (4) Iraqi, (8) Arabic and (2) foreign studies.The descriptive approach is used to find out the aims of the study by constructing two knowledge sources questionnaires, one of (37) items submitted to teachers and others of (63) items submitted to the employees. Each classified into four areas, namely (libraries, laboratories, techniques and continuous learning). The results show that : 1. The activities, programs and plans of the strategy are implemented and the libraries area is the area that implemented more than others from the teachers’ point of view. 2. The activities, programs and plans of the strategy are implemented and all the areas (libraries, labs, techniques and continuous learning) are implemented from the employees’ point of view.Based on the results, recommendations and suggestions for further studies are put forward

The research includes four chapters as included : Chapter One : (definition of research), which included the research problem, and its importance, and its goals, and its limits, and determine the terms. Chapter II : (a theoretical background and previous studies), including studies of the Iraqi, Arab and foreign. Chapter III : (research methodology and procedures), which pointed to the methodology followed in the search and characterization of the researchcommunity and appointed by the tool and used it in addition to the procedures and statistical methods adopted to get to the search results. Chapter IV : (display and discussion of results and their interpretation, and conclusions and recommendations and proposals)Based on the responses of the sample was reached the following results : 1. A high level of application of the principals of the tasks set by the school system for secondary schools in Iraq. 2. concentration of secondary school principals and junior high on some of the areas identified by the secondary school system and the lack of attention by the other search results and showed that the correspondence has received the highest weight percentage between areas (79.4%), while the area got supervise the work of the faculty on the weight percentage (73.4%), although it is important dimensions in the educational process. 3. and there were statistically significant differences in the level of application of the principals of the tasks set by the high school system in a sample study is due to the variable of sex in favor of males. 4. and there were statistically significant differences in the level of application of the principals of the tasks set by the high school system due to the variable length of service for the benefit of those who serve for less than ten years. 5. Many studies indicate the weak management capacity of the headmasters and their assistants and their failure to provide an atmosphere that leads to good behavior such as student participation in decision - making, tending towards the authoritarianism in administrative methods, central and bureaucratic domination on the administration, and the lack of harmony among the administration, the teacher, the student and the family. Many studies approved that there are significant weaknesses and shortcomings of educational institutes, whether at the level of the stuff social and humanity relations, or at the level of managing and administrating of their resources, problems and activities as well as their interaction with the community and with teaching - learning process. Therefore, parents, and the community complain and grumble of these weaknesses and shortcomings. Consequently, the research problem is crystallized by answering the following question : Do the administrations of secondary schools in Bagdad use the dialogue skills and consider it a way to enhance communication in dealing with teachers and school staff?The importance of the study focuses on several axes‎ such as : the education is the process of preparing, nurturing, guiding, reforming and leading the man in different stages of his life and different aspects of his entity; Education is not merely a process of learning and the transferring of ideas, concepts, knowledge and information, but it is the design of human constructing in accordance with the principles, foundations and educational curricula that reflect the awareness of the educators; Furthermore, The democratic education that related with the idea of humanity is the education that agree with the diversity and the respect for individual rights and the necessity for effective solidarity. The communication has great importance in the physical and cognitive relationships among the individuals and the groups. It is necessary for multiple education sectors as there is a need for exchanging of knowledge.Accordingly, communication and educational dialogue play a major role in the development of programs and curricula and they are the main task of workers in the educational field.Another importance of the present study is represented by the presentation of communication and educational dialogue as effective means of contacting between individuals as the diversity in ideas, opinions and attitudes are a human nature and the dialogue comes to converge between views especially in the family and society. Hence, the process of preparing secondary schools headmasters for developing their skills of communication and educational dialogue is one of the basic steps in the educational process.The present study aims to find out the skills of educational dialogue as a tool of reinforcing the communication to the secondary school headmasters from the teachers’ point of view. The study limited to the teachers of public schools/morning studies at Baghdad/Al - Karkh2 and Al - Rusafa2 for academic year (2013 - 2014).The sample of (300) teachers is selected from a population of (13051) teachers to gather the data by using the descriptive analytic approach. A questionnaire is used as a tool for verifying the aim of the study.The results show that : 1. The secondary school headmasters have the skills of educational dialogue.2. The fifth area of the questionnaire, the ethical skills, is the highest among other areas.Based on the results, recommendations and suggestions for further studies are put forward.
