Abstract:
انطلقت مشكلة البحث الحالي من مؤشرات عدة، منها ان المؤسسة التربوية العربية والعراقية منها تعاني من مشكلة السلطوية، لاسيما في الجانب الاداري، وعادة ما ياخذ ذلك شكل المركزية الشديدة التي تعني الاتجاه نحو تركيز السلطة، وهناك دراسات تشير الى ضعف القدرات الادار | The problem of the present study is launched from several indicators in that Arabic and Iraqi educational institution suffer from the problem of authoritarianism, especially in the administrative side and usually this take the form of highly centralization and tending towards authority. Many studies indicate the weak management capacity of the headmasters and their assistants and their failure to provide an atmosphere that leads to good behavior such as student participation in decision - making, tending towards the authoritarianism in administrative methods, central and bureaucratic domination on the administration, and the lack of harmony among the administration, the teacher, the student and the family. Many studies approved that there are significant weaknesses and shortcomings of educational institutes, whether at the level of the stuff social and humanity relations, or at the level of managing and administrating of their resources, problems and activities as well as their interaction with the community and with teaching - learning process. Therefore, parents, and the community complain and grumble of these weaknesses and shortcomings. Consequently, the research problem is crystallized by answering the following question : Do the administrations of secondary schools in Bagdad use the dialogue skills and consider it a way to enhance communication in dealing with teachers and school staff?The importance of the study focuses on several axes such as : the education is the process of preparing, nurturing, guiding, reforming and leading the man in different stages of his life and different aspects of his entity; Education is not merely a process of learning and the transferring of ideas, concepts, knowledge and information, but it is the design of human constructing in accordance with the principles, foundations and educational curricula that reflect the awareness of the educators; Furthermore, The democratic education that related with the idea of humanity is the education that agree with the diversity and the respect for individual rights and the necessity for effective solidarity. The communication has great importance in the physical and cognitive relationships among the individuals and the groups. It is necessary for multiple education sectors as there is a need for exchanging of knowledge.Accordingly, communication and educational dialogue play a major role in the development of programs and curricula and they are the main task of workers in the educational field.Another importance of the present study is represented by the presentation of communication and educational dialogue as effective means of contacting between individuals as the diversity in ideas, opinions and attitudes are a human nature and the dialogue comes to converge between views especially in the family and society. Hence, the process of preparing secondary schools headmasters for developing their skills of communication and educational dialogue is one of the basic steps in the educational process.The present study aims to find out the skills of educational dialogue as a tool of reinforcing the communication to the secondary school headmasters from the teachers’ point of view. The study limited to the teachers of public schools/morning studies at Baghdad/Al - Karkh2 and Al - Rusafa2 for academic year (2013 - 2014).The sample of (300) teachers is selected from a population of (13051) teachers to gather the data by using the descriptive analytic approach. A questionnaire is used as a tool for verifying the aim of the study.The results show that : 1. The secondary school headmasters have the skills of educational dialogue.2. The fifth area of the questionnaire, the ethical skills, is the highest among other areas.Based on the results, recommendations and suggestions for further studies are put forward.
