The progress of society in the fields of science and civilization must be based on the educational systems governed by educational philosophy and purposeful thought sophisticated aims to build on the personal level of thinking and composition of the leading communities seek to progress and improve. The increasing importance of educational administration from other departments in the fact that its dealings with the man seeking to development and development of all aspects of personal They are responsible for developing policies and programs, in addition to translating educational goals into reality and undertake the implementation of these policies and achieve the goals of educational administration which prevails spread across the country, large and small.In order to achieve educational goals comes the role of school management evaluates and strengthens relationships and achieves the goals of the school community, and modify the behavior of workers in the school even more than that of cohesion and solidity to ensure their trust and their respect and cooperation, and has become a matter requires the care of all areas that have a connection directly and indirectly in this process and requires it to be Director of the school leader for the development of educational program and work on offer.Research Goals : The aim of this study, entitled "The tasks of the principals in the light of the high school system in Iraq, from the standpoint of teachers" to know : 1.level application of the principals of the tasks set by the high school system in Iraq, from the standpoint of teachers. 2. The relative importance of the practices of the principals of those tasks from the viewpoint of teachers. 3. Statistically significant differences in the extent of the application of the principals of the tasks set by the high school system from the viewpoint of teachers depending on the variable (sex, specialty, number of years of service). Find the limits : 1. spatial boundaries : high school and junior high official of the morning (of the General Directorate for Educational Baghdad's Karkh / second, and the General Directorate for Educational Baghdad Rusafa / second) (males, females) 2. border human : teachers in secondary schools and junior high affiliate of the General Directorate for Educational Baghdad (Karkh / second, and the General Directorate for Educational Baghdad Rusafa / second) (males, females). 3. border objectivity : the high school system in Iraq No. (2) for the year 1977 average number of secondary school system (23) for the year 1981. 4. temporal boundaries : the academic year 2013 - 2014.Search procedures : The researcher used the descriptive analytical method for suitability subject of the study, but in order to achieve the purposes of research, the researcher has designed a questionnaire examined consisted of 70 paragraph distributed to the seven areas (conservative always, care a building school and cleanliness,overseeing the work of faculty, overseeing the exams, correspondence , reports, school records) has been introduced resolution on arbitrators and experts were checking the veracity of resolution and stability has been applied to the questionnaire on a group of teachers of secondary schools and junior high of the departments of Educational Baghdad (Karkh / second, Rusafa / second) where total study sample (450) and a school teacher (21) High School and junior subordinate The departments of Educational Baghdad (Karkh / second, Rusafa / second), (10%) of the society for the study of the original (4497) and hired a researcher bagful of statistical (SPSS) to analyze the responses of the sample. The research includes four chapters as included : Chapter One : (definition of research), which included the research problem, and its importance, and its goals, and its limits, and determine the terms. Chapter II : (a theoretical background and previous studies), including studies of the Iraqi, Arab and foreign. Chapter III : (research methodology and procedures), which pointed to the methodology followed in the search and characterization of the researchcommunity and appointed by the tool and used it in addition to the procedures and statistical methods adopted to get to the search results. Chapter IV : (display and discussion of results and their interpretation, and conclusions and recommendations and proposals)Based on the responses of the sample was reached the following results : 1. A high level of application of the principals of the tasks set by the school system for secondary schools in Iraq. 2. concentration of secondary school principals and junior high on some of the areas identified by the secondary school system and the lack of attention by the other search results and showed that the correspondence has received the highest weight percentage between areas (79.4%), while the area got supervise the work of the faculty on the weight percentage (73.4%), although it is important dimensions in the educational process. 3. and there were statistically significant differences in the level of application of the principals of the tasks set by the high school system in a sample study is due to the variable of sex in favor of males. 4. and there were statistically significant differences in the level of application of the principals of the tasks set by the high school system due to the variable length of service for the benefit of those who serve for less than ten years. 5. There are no statistically significant differences in the level of application of the principals of the tasks set by the high school system are attributable to variable specialization.Based on the conclusions have been putting some of the most important recommendations : 1. to hold training courses for managers of secondary schools and junior high in order to raise the level of their effectiveness in the administration of their schools. 2. balance between the areas identified by the school system, private secondary school administrators, and the lack of focus on the field and neglecting the other area, including a negative impact in their school. 3. involve teachers inside the school in the process of decision - making, teamwork and give the powers in addition to empowerment and delegation.4. hold training courses for managers of secondary schools and junior high, especially new ones related to the secondary school system in Iraq No. (2) for the year (1977) as amended and the rules and attitudes of its application.Proposals : 1. studies in secondary education schools around the high school system in Iraq No. (2) for the year (1977) the average level of other provinces. 2. studies for the high school system in Iraq No. (2) for the year (1977) average include variables other than those covered by this research. 3. conduct a study on the calendar administrative tasks practiced by secondary school principals secondary school system in Iraq No. (
