Al - Husseini rituals shed light on the truth of the eternal struggle between right and wrong , As it forms the identity of the Islamic nation and gives it the true affiliation of the school of islam, So it is an extension of the message of the prophet Muhammad (p.b.u.h) when he said "Hussein is part of me and I am part of him , May Allah love those who love Hussein It is also a test and a difficult test in terms of reviving it. Where the rituals were subjected to the most restriction and prevention during the periods that preceded the period until 1958 and the positions of the government to them, As well as the Historical events experienced by these processions during this period. Through my study of this subject, the following facts will be very obvious. Al - Husseini rituals , in the city of Karbala for all its forms, are civilizational practices when they compared to the rest of the rituals of non - Muslims , at the same time , the city of Karbala is an incubator of Al - Husseini Rituals in the whole world , Because it has the holy shrines of imam Hussein and his brother AL - Abbas , as it attracted thousands of visitors from around the world , Al - Husseini rituals are Considered as a weapon of the people who have been subjected to colonialism, therefore, these rituals were given more importance and holiness to their ability to expose every unjust and oppressor. At a time when these rituals aimed at a social, political and economic function besides their spiritual function , As it aimed to achieve unity of class and emphasis on the spirit of tolerance between our people and different sects and religions. Al - Husseini rituals have undergone multiple roles, on of which is widening and the other shrinking , depending on the nature of the ruling policy. Many types and practices are inserted to Al - Husseini rituals coming from Islamic countries neighboring Iraq, at a time they weren’t Known such as consider and walking on the embers and hit chains. The process of organization and management of these rituals are managed and organized in coordinated and controlled way be the people without government intervention in that period in the recent periods of the history of contemporary Iraq (1921 - 1958) where the government policy began to intervene partially in term of prevention or allowance sometimes. In fact , Al - Hussieni rituals were not only for the Iraqi Shiites, but they were attended by Muslims from all Iraqis and even non - Muslims. And that these rituals have an honorable position on Arab national issues as well as their position on Iraqi national issues. In conclusion, Karbala has he hearts of the believers for its ancient place and traditions where it remains the Centre of the population of the city and the pivot of their social life. It became a station for the influx of visitors from all over the Islamic world, which was reflected on its social and economic reality, where the city has flourished greatly and this is due to the presence of the holy shrine of Imam Hussein and his brother Al - Abbas (peace be up on them) which have become a sanctuary to the Islamic world.

Abstract: Our study tackled the historical narratives only about the personality of Al Mswer Bin Mekhremeh, that we searched about the oldest available references. He was one of the minor prophet's(p.b.u.h.) companion. He lived in the prophet's time. He had a role during the orthodox caliphs, especially in the caliph's Omar Bin Al Khettab time. He had also an important role during the time that followed killing the caliph Omar when he participated with his uncle Abdul Rehman Bin Ouf in choosing the third caliph Othman Bin Iffan when he was the right hand to his uncle to choose the caliph in spite of the signs that he had a tendency towards the prophet's family. He had good stand with Al Imam Ali, Al Imam Al Hassan ,and Al Imam Al Hussein. After choosing Othman as caliph, they depended on him in many issues like sending him as an envoy to Africa and other states. The caliph Othman also relied on him when he sent to MuawehBin AbiSufyan besieging him to raise the blockade when he was surrounded by the angry rebels in the house accident. But Muawehdid not respond to his request, the matter that made the caliph angry on Muaweh. Al Mswer also had an opposite opinion to the Umayyad, but Muawehby his slyness could attract Al Mswer and made him calm. His opinion towards Umayyad remained him clear. That is after Muaweh'sdeath his stand was against the Umayyad when Yazid was chosen as caliph when he stood beside the Zubairis in the war against the Umayyad where he was killed by a canon stone that was thrown towards the hornableKabba which wasbesieged by the Umayyad and he was buried there. What concerns our study, it consisted of three chapters, an introduction, and a conclusion. In the introduction, reasons behind choosing the topic were studied as well as the difficulties that have been faced. The first chapter talks about Al Mswer's social, cultural, and political life. Several issues about Al Mswer's antecedents, fathers, and birth ambiguities ending with his death. Concerning his cultural activity, he was considered one of the legists where he had speeches about the prophet. The political aspects and stands in his life were discussed, particularly the last about Al Zubairi and hid death. The second chapter was about this historical narratives that were before and after prophecy. Some of these were about events that happened during the prophet's time like wars led by the prophet. Some of them belong to Al Mswer's personal issues. Some of the narratives were deeds to Al Mswer which were close to the prophet. The third chapter was about Al Mswer's narratives during the orthodox caliphs and part ofMuaweh's time. In this chapter we found his clear activity during the caliph Omar Bin Al Khettab and his witness to the events at that time such as Al Remadah Year and later killing of the caliph Omar and the election issue as well as his role. Later some narratives during the caliph Othman Bin Iffan and his uncle's Abdul Rehman Bin Ouf deeds were mentioned. After that we see turning his narratives about Othman's mistakes when he gave fortune to his relatives rather than other people. That what made people rebel and kill Othman. Abstract: Al Tebrisi is an author of the fifthly century who took much care with conveying historical events, in particular, the prophet's biography ( Seira). He had an explicit method in conveying the prophet's biography in all science fields when he classified and not only in history. That means, transferring them into interpretation books through explaining the Quranic Aya or through clarifying reasons behind descending the Quranic ayas, beside philology books that imply the prophet's biography (peace be upon him ). Through mentioning the philological issues, he talked about the historical accidents that relate to the prophet's life( peace be upon him ). He devoted some historical books to the prophet's biography and conveyed whatever relate to the prophet's life( peace be upon him )starting from his affinity to his death. In conveying the prophet's biography, he depended on several references which were divided into two groups. The first group includes the explicit such as the narrators and books. The second group includes the implicit which were mentioned as vocabularies, some of these like (it was mentioned by, it was said, …) and other items that was mentioned without a narrator or a book that refer to knowing the resource. The study was divided into three chapters preceded by introduction and followed by conclusion. The first chapter was entitled (Al Tebrisi's era, life, and the scientific status). It has three sections. The first section was entitled Al Tebrisi's era. The second dealt with his life. The third was about his scientific status. Nature of the study imposed that we take from the subject approach to search across the message that began with an introductory chapter we dealt with the internal political developments in Iraq between (1968 and 1973) we have passed on those developments quickly to clarify the picture to the reader regarding the roots of many of the events of the period Research topic. Thesis is divided into five chapters and an epilogue, as well as the introduction, the first chapter came, an introductory chapter we refered to it earlier, entitled : (internal political developments in Iraq, 1968 - 1973) and included four axes first of them allocated to discuss the events of 17th of July coup in 1968, while taking the second the situation the Baath Party government to ward opposition forces, and the third dealt with the government's towards the Kurdish issue, and the fourth talked about the attempt of Abdul Ghani Al - Rawi coup of 1970 and the attempt of Nadhim ikzar coup which take place in 1973. That kind of straggle was projected by the Abbasid house members themselves in militory conforntations as in the civil war that broke out between the tow ruling brothers, AL - Ameen and AL - Aamoon. That collision , however , was not only within the Abbasid governors , but it included another relative house, the Alawid house. Abstract: The abbacy call in Yemen became weak , and degeneration as a result of Yemen political , and economical , and social division , and it's princes whom owed obedience to the abbacy people tended to compete and repulse among each other , and opposite that the Ismailia caller's activity like Mohammed al - sulayhe ( d 459 AH / 1066 AD ) and his son al - Mukaram ( d 477 AH / 1084 AD ) , and his wife al - Sayda Arwa al - Sulayhia ( d 532 AH / 1137 AD ) , Ali al - Sulayhi succeeded in establishing the Sulayhi state in al - Haraz mountain region , and by the year ( 455 AH / 1063 AD ) he was able to subjugate most of Yemen , that enabled the Ismailia call to spread publically through his kingdom , and gave back the Ismailia call it's rightful place in Yemen , which had been weak after the death of Ibn - Hushab ( d 302AH / 914 AD ) , and his sons being divided among each other , and the sermon was held on the state platform for the Fatemean , and al - sulayhi and his wife Asmaa bint - Shehab whom she supported and stood by her husband in managing the state's affairs , for her wisdom and political cleverness , despite the fact the Asmaa didn't rule but she was as the guidance rudder whom her advice never failed in leadership and politics , and Ali - Sulayhi never broke her advice when he consulted her. This family continued ruling Yemen for almost a century ( 439 - 532 AH / 1047 - 1137 AD ) , their are had new type as they united the country under one political banner , and their leverage spread from Hadramout to the south and Al - Hijas to the north , and that never happened neither in ignorance era , nor Islam , and their reign was also unique because the women ruled too just as the women of the Umayyan state ( 41 - 132 AH/ 661 - 749 AD ) , and abbasian state ( 132 - 656 AH / 749 - 1258 AD ) , and Fatemian state ( 297 - 567 AH / 909 - 1171 AD ) after suffering from weakness , disrespect , befor Al - Sulayhi rule , the society looked at her a commonwealth owned by her father , or her husband , and has no value in society , except serving her husband and having offspring, this is a result of shed tribalism , which had an obvious and an important effect on the political life , because she had no other role but the social role at home , except for some period preceded the Sulayhi reign , when the political circumstances in Al - Ziadiyah state ( 204 - 409 AH / 819 - 1018 AD ) , and Al - Najahia state ( 412 - 554 AH / 1021 - 1159 AD ) offered the opportunity for female symbols that had a leading and an active role in the political side , such as Hind Bint Abi Al - Jaish Bin Zyad who worked as a guardian for her nephew in managing the state , and Al - Sayda Al - Hura Alam surnamed by ( Aum Fatik ) who contributed in the policy of Al - Njahia state , and others. During the Sulayhi reign the women's role improved and she was able to be free from the constrains imposed on her , and she had a shared policy with men , and worked in science and knowledge , and the space opened for Yemeni woman to show her ability , after she was neglected , the role of Al - Sayada Arwa Al - Sulaihia ( 477 - 532 AH / 1084 - 1137 AD ) emerged in this position , besides some less relevant roles for some women in state , this woman who played an important role in supporting her husband king Al - Mukarm ( d 477 AH / 1084 AD ) , in managing the state affairs , and ruling by herself after his death , she was able to unit and manage the state under one banner by making reformation and achievements , and put together in her personality ,both the politics and religious leadership , the Fatemian succession didn't give the women only the politics power , but gave her religious authorities , and she was given the position of Al - Huja. by adopting the idea of al - taibia call , after the assassination of Al - Khalifa Al - Amer Bi - Ahkam Deen Allah ( 524 AH / 1129 AD ) , and in both these positions , she had a relationship with the ruling Fatemian succession , and the headquarters of the Ismailian call situated in Cairo. The forth chapter discussed : " Al - Sayda Arwa internal and eternal policy " contained two subjects , the first subject focus on : her internal policy and dealt the managing , social , economical achievements of Al - Sayda Arwa , then her position from Ibn - Najib and the circumstances led to his arrival to Yemen and then her position of the states which ruled Yemen such as Bani - Njah in Zubaid (412 - 554 AH /1021 - 1160 AD ) ,Bani - Zaria in Adan ( 460 - 569 AH / 1067 - 1173 AD ) , Al - Hamadanen in Sanaa ( 494 - 569 AH / 1098 - 1173 AD ). the second subject discussed the eternal policy and showed the relationship between her and Fatemian succession in Egypt starting with Al - Mustanser Bi - Allah (427 - 487 AH / 1035 - 1094 AD ) , and Al - Mustaly Bi - Allah (487 - 495 AH / 1094 - 1101 AD ) and Al - Amer Bi - Ahkam Deen Allah ( 495 - 524 AH/ 1101 - 1129 AD ) , then discussed her position of the Fatemean succession in Egypt after the death of Al - Amer Bi - Ahkam Deen Allah ( 524 - 532 AH / 1129 - 1137 AD ) , and her position of the surrounding states , like Al - Hijaz , Amman , Al - Sanad , north India. The researcher attained a number of results such as : the study shows that Al - Khulafa Al - Fatemeen chose Yemen to be a center for spreading Al - Ismayli call because it's far from the center of Al - Abbasi succession in Baghdad , and the chaos and disturbance and vanishing of political unity , the circulation of Shea in Yemen which is considered the most important factor that helped Al - Ismayli imams to send their callers there , they were able to establish Ismayli state by Ibn - Hushab and Ali bin - alfadhel 270 AH / 883 AD. the study also showed that after the death of Ibn - Hushab and Ali Bin Al - Fadhel , the callers continued in spreading the call in Yemen despite the resistance movements against Al - Ismailia state. The study also proved that one of the most results achieved by king Ali Al - Sulayhi is that his state continued ruling Yemen for about a century , united after the Fatemean Khulafa in Egypt , and it also showed that the relationship between al0sulayheen and Al - Fatemeen is a strong one , and Al - Sulayhi kings represent Al - Fatemeen in Yemen , and the rest of the country like India , Amman , Ihsaa , Sanad , where the Sulayhi kings gave presents to the Fatmean Khulafa , in exchange they gave them titles , these titles increases Al - Sulayhi kings position and strengthen their image against enemies. The study showed us that king Al - Mukrm is one of the strong personalities that strengthen alsulayhi state , he showed a high capability in managing the state's affairs , specially in soling local problems when some tribes disobeyed him ant threated his state , until he was able to eliminate that disobeydance , save his mother from captivity , and take revenge from Saad Al - Ahwal. that happened thanks to the support of a number of Al - Sulahi state , the study also shows that Al - Sayda Arwa had an intelligent mentality enabled her to rule Yemen for a long time , she ruled Yemen besides her son Ali Al - Mukrm ( Abbd Al - Mustanser ) , she was able during her reign with her son to stand against the attempt of Al - Sulayhi leader Sabaa Bin - Ahmed to rule Yemen instead of Al - Mukrm , when her son died she became the actual ruler of Yemen. and nobody could stand against her , because of the support of all Yemeni people and Al - Fatemian succession , and at the end when she died , the Sulahi state vanished , because there was no one qualified to manage the state's affairs , and Al - Taibia call continued in some regions in Sanaa , and turned from public role , to secret role

Also the economic bloom Karbala province had witnessed and less immigrants to another provinces , good health reality due to good social facilities submitted by government with the municipality manage1nent in Karbala province had pm1icipated in improving the educational reality of Karbala province, most prominent services submitted by the government is projects of building residence units for the low income employees notably the teachers who suffered from living in unhealthy houses, to build new residence units called (teachers' neighborhood) in order to let the teacher to be available to teaching process only, without any obstacles that may affect on his efforts in teaching, also the government had commenced in submitting all services and rising the social value of teacher to urge other people to be involved in this cooperation of education, also government granted lands to the poor people in Karbala province which resulted in increasing the population in the new places consequently ensuring schools as a major projects and important facilities that complete the success of inhabitance projects in the Karbala province.3 - Building hospitals and health center a m2~jor factor in the Karbala province have participated in developing the education sector, these health cooperation succeeded in overcome and end the common and infectious diseases that devastated huge ratios of population in Karbala province, during the mass visitors who overwhelmed Karbala province annually, while there were no any health center in the royal regime that can make a direct medical inspections tours belong to the educational cooperation for schools to do the vaccinations that is durable to end or diminish the sates of infectious diseases, Karbala province witnessed a prominent improvement of the health situation after the revolution, at that time the government commenced to build the pupil's health centerin the beginning of the republican regime that time in Karbala province, which ended many infectious disease that devastated many people in the province.4 - The local management in Karbala province worked on applying principle of social justice in primary school, through implementing the program of' school wearing' by distributing clothes to poor and needy pupils, and program of school feeding through distributing free meals in schools notably in the rural schools, in order to enhancing the intellectual activity of the pupil and urging pupils to go schools after ensuring the simplest needs of life for the pupil like food and dressing. 5 - The government has enacted many rules and legislations by the ministry of education and teaching, most prominent rule was the order of ministry of education and teaching no. or (39) for the year 1958, which decided to make the teaching is free and compulsory in all places of Iraq without any exclusion, that motivate the fathers of sons to send them to schools after vanish of the most obstacle which is free teaching.6 - Also the occupational education had witnessed a huge concern from the government after the revolution specially in Karbala province, that was by opening two schools for the occupational teaching are Agricultural school for boys and home arts school for girls in Karbala province after being having only one industrial school for boys. 7 - The public and foreign education in all grades had witnessed big development beside the development in the formal education in the province, cooperation had witnessed a remarkable increasing in numbers of teaching staff or pupils and students within the period of the research, that was as a result to the encouragement of the local goverrnnent in supp01iing these cooperation by financial and moral supporting, due to the big role of these cooperation in enhancing the educational and cultural side of the province.8 - Although the big positive results in the education sector during that period but there were couple of negative impedances that has a hard impact on the flow of education current, political conflicts and the split of the community between supporting and opposite citizens led to political intervening in the educational cooperation and result in lowering the education level in Karbala province.9 - In spite of big reforms done by the ministry of higher education as big efTorts of enlarging buildings of the primary schools and ensuring the teaching stafT for these schools in Karbala province, but the enlargement in occupational building had not witnessed the required concern, exist of one school for industry in Najaf district with two schools for agricultural education and home arts school for girls, there was no any opening for a trade teaching school along that period. 10 - The less number qf'girl schools compared with boys school either primary or secondary school , in spite of the concern of the local government with the female sector, that is a result <~l the tribal attitude of the society which refuse the education qf' girls in schools like boys and consequently the le.ss qf educated girls compared with numbers o.f cultured boJ : s.

Abstract: The tribe was one of the most powerful elements in the Yemeni cause. It had power and authority that exceeded the authority of the central government. Saudi Arabia exploited this matter and turned its attention to them because of the importance and location of Yemen to them and several regional and international countries intervened in Yemen after the fall of the monarchy. The people who took the leadership of Yemen، since the reign of the Imam and until the fall of the last leaders، were soldiers and not civilians، which had the result that they were in a clash and a permanent conflict with the authority of the tribe. The government was composed of the Presidential Council (the Revolutionary Command Council)، the ministers and the Advisory Council. The Advisory Council speaker was the elder Abdullah Bin Hussein Al - Ahmar and this had always made the government and the council in a permanent conflict. The conflict was between the government، the tribes and the elders. The elder Al - Ahmar was always the one who represented the conflict. In 1973، the Yemeni authority entered a dark path due to internal political disputes and conflicts. Abdul Rahman Al - Iryani decided to resign and agreed with the Advisory Council chairman that he would also resign. Yemen then entered a new phase، the stage of President Ibrahim Al - Hamdi. During this period، the power of the tribe was withheld and its influence removed from the army، which made the elders in enmity to Ibrahim Al - Hamdi. Abstract: The humanity has spent an arduous journey in search for its creator and for the foresight and purpose of its existence. However, searching in the accounts and the verses of the scriptures has revealed that the vision of God in the Old Testament is incarnated in the command, in the New Testament is in the affection and in the Qur'an is in the mercy. Thus, according to the principle of relativity, Almighty God's will in the genesis cannot be precisely realized. But it seems that God's love of his creatures was behind his intent of the creation. So, God knows what else.Anyway, the destination of man in this context is represented in his following the example of God's teachings and morals for the sake of reaching the eternal happiness, the perfection and the salvation. For this reason it has been reported in the narration of the prophet Muhammed (pbuh) that "Oh people, acquire the manners and the characters of God ". Nevertheless, a Qura'nic verse provided that God said "I did not create the jinn and the humans except to worship me"1, suggests to another expression. It refers not only to an earthly worship, but, to the furthest types of cult. Hence, the worldly idols, Adam and his progeny, could have got the highest ranks in getting closer to God, in preference and honor when they could have achieved superiority over the jinns and also could have followed the righteous path till the judgment day. Indeed, it could be said that we have been created as a result for the divine honor of Adam by science when Allah said " And He taught Adam the names, all of them; then He represented them to the angels and said tell Me the names of these, if you are sincere."2 Therefore, we are as human creatures must represent the Godly morals and behaviors and fill the earth with love and mercy because we are the successors of Allah in his land. So, we are in a glorious march of grace and power towards winning the ever lasting paradise of the blessed havens.

We have appointed them among the ceremonies of Allah. Therein ye have much good ". so, the camels is the plural of camel which is the camel. It was named so for its great body In the Folding Up "And when the camels big with young are abandoned" The word " the camel" was mentioned in seven Ayas in the Quran, three times in the Cow Sura (Aya 196), three times in the Table Spread (Ayas 95, 97), and in one time in the Victory (A ya 25), the Camels were also mentioned. The first thing that calls sight in the chaste prophet biography is the prophet saying camels are pride to its owners" The prophet recommended the care with camels when he said "if you pass through green land, let camels take their chance and if you pass throughr mountainous land try to accelerate" Thus, this clear case that green land is for grazing while in dryness it should not stay for long time. The study included the Mawali all over the Arab Islamic State. In this study, the researcher investigates their intellectual influence in Iraq; shedding light on their contribution as a group which was said to be marginalized and whose simple humanitarian rights were denied, as such, they resorted to make up the inferiority by excelling intellectually. The researcher presents a positive picture of the Mawali's intellectual activities since the Early Islamic Era until the end of the Umayyad Era.The study consists of five chapters with an introduction, conclusion, and a list of bibliography. The meaning of the term "Mawali" is explained in chapter one, with the Mawali's social and economic life. Chapter two is entitled The Influence of the Mawali in the Religious Sciences, these sciences include the sciences of the Quran, interpretation, Quranic readings, prophetic tradition (Hadith), and Kalam (Islamic scholastic theology). In chapter three tackles the Mawali's contribution to the military, while chapter four examines their achievement in the social sciences like the Arabic language and the science of Qasas (Quranic stories). The newspaper did not overlook the regional position and indicated the Turkish position which was similar to Egyptian position in condemning the invasion as well as the position of Iran and Israel. Iran condemned the invasion and supported the Security Council resolutions. Israel, however, was cautious in its position, without specifying its position and showing its gains from the crisis. The newspaper gave great attention to the international position, starting with the position of the Security Council, where Al - Ahram New paper was in favor of international legitimacy and the sanctions imposed by the Security Council on Iraq, as well as the position of the United States. The position of the newspaper was in line with economic pressures. The international crowd in Saudi Arabia justified the pretext that Saudi Arabia wanted To preserve its entity from the Iraqi threat. Abstract: The Iraqi - Iranian war (1980 - 1988) is considered as one of the greatest regional conflicts known to have continued for a long period of time. It continued because of certain internal and external factors coming from both arguing parties. This war broke out in the Arabian Gulf region, which is considered to be one of the most important regions where the most beneficial and energetic areas of many major nations lie. The Soviet Union was one of these nations, for it is known to be the leader of social military and plays therefore an essential role in international politics. This nation tried extremely hard to reach the area where the conflict was taking part before and after the war started, using thereby different strategies to spread and regulate its dominance in the area that is close to their borders from the south, not to mention that it also had riches of possessing many oil resources. That is why this thesis sheds light on the position of the Soviet Union in the Iraqi - Iranian war. Their position is considered to be one of the most important and influential positions over the course of this war, because it possesses significant political and economic relations with both sides.This thesis includes an introduction, four chapters and a conclusion. Chapter One, entitled (The Soviet Strategy in the Arabian Gulf and the Outbreak of the Iraqi - Iranian War), includes three sections. Section one entitled : The Soviet Strategy in the Arabian Gulf (1970 - 1977), has dealt with the interest the Soviet Union had concerning this region which borders their country from the south. Other rivals like the United States and its allies were also present in this area, revealing the ways the Soviet Union used to reach this area. Section two entitled : (The Relation of the Soviet Union with both Conflicting Sides) includes in its first part a discussion of the Iraqi - Soviet relationship after the coup that took place in 1968 until 1979 explaining the close relation that was created between these two sides. The second part has dealt with the Soviet - Iranian relationship, where Iran was an ally to the West because of its strong bonds with the Soviet Union on both economic and military levels. However, after 1978 and the success of the Islamic revolution in Iran, the Soviet Union started to support Iran fearing any coup they might start to show their loyalty to the United States.The third section entitled : The Iraqi - Iranian war, 1980 - 1988, considered the beginnings of the war and the media attacks and accusations between the two sides, unfolding the most important parts of this war and its stages. Chapter Two entitled : The Soviet Union's Position Concerning the Iraqi - Iranian War, 1980 - 1981, includes two sections. The first section has shed light on the Soviet Union's part in the war between the years of 1980 - 1981. This stand reveals how the Soviet Union took its stand with Iran, causing an increase in conflict between them and Iraq. These tensions increased until the Soviet Union accused Iraq of starting the war. That is why the Soviet Union refused to provide Iraq with weapons during this period despite an agreement of friendship and cooperation they had assigned. Chapter three entitled : The Soviet Union's Position in War from 1984 - 1988, includes two sections : the first section entitled : The Soviet Union's Position in War from 1984 - 1985, discusses the Soviet Union's position taking sides with Iraq due to the stands Iran had taken against the Iranian party named ''Todah'' that was devoted to the Soviet Union. This Soviet - Iranian bonds started to break apart due to the previous reasons mentioned. Iraq made use of these developments as the Iraqi president made a visit to Moscow on the 16th of December, 1985 in order to gain Soviet support. The second section entitled : The Soviet Union in War from 1986 - 1988, signifies the period where the Iranian - Soviet relationship started to strengthen despite the Soviet's warning against Tehran after they had invaded the Iraqi city of Foa in 1986. In addition to this, many important changes happened because of war tankers and the attacks done by the United States on the Iranian harbors, causing the destruction of an Iranian civil aircraft in 1987 and issuing decision 598 that continued during the maneuvers and international consultations for as long as one year that demanded the Soviet Union to consider the withdrawal of the European and American military from the Arabian Gulf region.Chapter four entitled : The Soviet Union Position to Initiate International Peace Stopping the War. This chapter includes two sections; the first section which is entitled : The Soviet Union's Position Concerning International Peace Initiatives, reveals that the Soviet Union had no real part in solving the on - going conflict. Their stand was only concerned with invitations and calls to stop the war. They also took a powerful stand in making decisions in the UN Security Council as an attempt to stop the war.The second section entitled : The Soviet Union's Position Concerning Decision 598, discusses the Soviet Union's participation in forming this decision. This section also discusses the Soviet's position in refusing decision 598 Iran has set and the attempts of the Soviet Union to take political benefit for their own sake.This thesis has depended greatly on many different sources, especially on unpublished Iraqi documents saved in the Iraqi National Library and Archives. They include the most valuable information concerning the topic of this thesis and helped covering most of its aspects. Documents from the Iranian Ministry of Foreign Affairs and documents from the Islamic Iranian news agency have also provided valuable information. Abstract: The social and commercial sides formed two basic principles to develop nations due to their direct connection with the individuals and society for better future. Accordingly, many studies including the current study tried to shed the light on The social and commercial conditions of various cities. Karbala city had its share of this search. There was a study concerning Karbala social and commercial states from 1921 - 1939 which showed a significant and valuable part of the most prominent of the city in addition to what distinguishes the city of religious privacy due to the Imam Hussein and his brother Al Abbas ( p.b.u.t.). this added another importance to the city which became a polestar for visitors from all over the world; the matter that reflected on the social and commercial sight and activity. This in turn, formed a motif to the researcher to study it from1939 - 1958 completing his previous colleague's beginnings. The year 1939 is considered as a decisive stage of contemporary Iraqi history, the date of King Ghazi's death in the fourth of April 1939 and receiving regency by Abdul Ellah on King Faisal, the second which was followed by disturbing political and commercial situations, besides beginning the second world war. In addition, reflection of all the above on the commercial and social reality ofKarbala city; the matter that formed the second motif to choose the topic. From another side and since Karbala is a religious center in the Islamic world. It is a place that attracts hearts from various nations that had influence on the community nature and its populated structure as a materialistic constituent, and also on the city culture, ideology, arts, civilization as a moral constituent. This led it to move in isolation with some privacies that recognized its paralleled religious cities which deserves to be studied in particular in accord to that variety and importance. If you ask, why do we study the religious school? Karbala has its own religious center and contains many religious men, scientists, and scholars that why there were many religious Hawza schools. And for the question, why there are customs, traditions, and social sights in Karbala city? This is because the city has its own privacy, especially from the religious side that made customs and traditions differ from other cities, such as gatherings and Husseini processions, AIrbeen, Sha'abaniyah visits, a method of practicing rituals in mosques and Husseiniyahs. There are customs held in the blessed Ramadan month, for they are specific traditions inKarbala city as kids circumcision, vows, and playing. All these and other traditions has special influence. The answer for why the medical situation is concerned is due toits deterioration from1939 - 1958 when different diseases attacked the city where we are going to devote a table to clarify their types and essence. Concerning education, it depended mainly on traditional teachers, and religious scholars, whereas the governmental schools were very bad with weak learning. So, the primary learning almost was nothing with a small number of learners. Even their number in the high school was very low. This led to spreading of illiteracy and ignorance in the Karbala community till women entrance to school was considered in the Karbala community as a sort of corruption and behavior deviation. If one inquires why the economic side in Karbala is concerned, then we know that vocational side has special influence for what distinguishes Karbala, since it has various main vocational works like shrowed production, rope twisting, treacle, holy clay, gowns, etc. if somebody asks why the water resources are concerned, this is because Karbala is a tourist city which gets money from inside and outside Iraq such as the almsgiving, fifth, vows, and ouda almsgiving, and all these are charity funds come to holyKarbala from Indians' and other countries shia people. The study deeply tackled the general conditions of Karbala city, starting with the name origin, establishment, the administrative organization, the most important political development in the ottoman era and Karbala's city position, Karbala's stand towards the British occupation in 1914 as the parties and associations, as well as the influence of the political, social, commercial events in Karbala city. This produced number of newspapers and various magazines. The researcher also mentioned the social and commercial impact of the different political and social development in Karbala.
