Abstract: استندت هذه الدراسة الى فكرة مفادها ان لمجالات الاصلاح الاداري دورا فاعلا ومؤثرا لاحداث نقلة نوعية في تحسين كفاءة اداء الموظفين في الشركة العامة لتجارة المواد الانشائية واعادة الهندسة الفكرية لهذه الكفاءات لصيانة حال المنظمات العراقية على وجه العموم وال | This study is based on the idea stating that fields of administrative reform plays an active and effective role in creating a quality transformation in improving the performance efficiency of the State Company for Construction Materials Trading and re - shaping the intellectual engineering of these competencies to enhance the of Iraqi organizations in general, and the company in question in particular. The study aims at pinpointing the scopes of administrative reform as an independent variable for its fields (human resources development - spreading and supporting electronic governance, developing standard work systems and procedures) as secondary variables in improving employees performance efficiency, the dependent variable, in its aspects (competence, efficiency, increasing productivity) as secondary variables at the Company under study. The study relied on descriptive analytic method in dealing with its variables, based on measurements conforming to the Company’s goals and nature, in addition to descriptive and statistical methods in processing data. The problem of the study was expressed through a number of theoretical and practical questions put in a hypothetical diagram for the study, from which a number of major and minor hypotheses emerged. The study was applied to a sample of (41) employee at the levels of : general manager, assistant manager, department head, and division head. Data was collected through a questionnaire containing (56) questions covering the aspects of the study. The questionnaire was analyzed descriptively and statistically by using electronic computer to obtain the results through statistical application. The study reached a number of conclusions, most notable among them is that there is a significant correlation between the variables of the study at the company under study. This indicates that the hypotheses of the study are correct, in various degrees. Based on these conclusions, the researcher made a number of recommendations.

This study was applicated in the General Directorate of Education Baghdad \Rusafa 2. About (80) directors from various levels (director of department, director of division ? unit official) were involved as samples to gather information.Questionnaire was depended as a main method for getting information Concerning this study. The statistical program (spss) was used to analyze the final results of the answers to the questionnaire. Interviewing a number of directors of the surveyed organization was to enhance the questions of the questionnaire and clarify its sections as well. the study was produced by testing a number of main and sub hypotheses. The results have produced a relationship of connection and impact of organizational detriments of its dimensions (organizational structure communication, organizational culture, Information Technology) to manage change in the surveyed organization. The study also has produced a number of recommendations, the most prominent of which was emphasis on developing and enhancing the process of technological change in the surveyed organization. This was achieved by using work techniques systems and equipment of new mechanism as well as using various new technology methods to diagnose and resolve problems faced and the need to focus the attention of the surveyed organizations in organizational structure and make it more flexible in order to be in response to the requirements of change as well as to enhance the role of communications in the surveyed organization because of its impact in coordination processes between the various departments at all levels in order to achieve the goals of the organization

Abstract: تشهد الاسواق العراقية اليوم تحديا ومنافسة شديدة من السلع الاجنبية المماثلة للمنتجات الوطنية اذ اصبحت تلك السلع خطرا يهدد الصناعة الوطنية ولمواجهة هذا التحدي والوقوف بوجه هذه المنافسة اوجب على المنظمات العراقية ضرورة رسم استراتيجياتها الكلية بناء على ال | Iraqi markets witnesses a challenge and competition from the foreign products similar to the national products. These products began to pose a threat to the national production. To face that challenge and to confront the competition, the Iraqi organizations have to draw their strategies based on the care for the quality of their products. Hence, the importance of the research is attract the attention to the higher administration in the State Company for Mineral Industries in particular and all the national companies in general to the necessity of considering the quality dimensions when designing the products and showing the importance of these dimensions in achieving the highest revenues of the company, and spread the awareness for all the administrative levels in the company with these dimensions. These have a role in promoting the national product to be a parallel to the imported foreign products in addition to the enhancement of legislations that limit the random importation of foreign products. The present research aims at testing the effect of the quality dimensions aims at testing the effect of the quality dimensions (performance, characteristics, dependency, compatibility, durability, usability, aesthetic, quality) in the strategies of protecting the national product (enhancement of the law of costumes, enhancement of the Iraqi product production, enhancement of consumer protection law). That was done through a questionnaire form to the sample from the State Company for Mineral Industries of (54) persons. The obtained results of the form were analyzed and processed statistically. The research depends on a number of statistical methods such as (arithmetic preferred means, standard deviation, relative importance, Limitation coefficient R2, simple correlation coefficient, Z - test, and F test). The research comes up to a number of findings such as : there is a significant weakness in the realized quality (the impression generated by the consumer towards the product), and a poor interest in product quality standards the consumer prefers the foreign product because its outside appearance. The study also concludes the most of the sample members have no knowledge of the law of consumer protection, and of the costume tariff law, and Iraqi product protection law which have the effect of protecting the Iraqi market against the invasion of the national products. The research comes up with a number of findings about the variables of study such as the necessity of working in the tariff and the law of Iraqi product protection and also applying more effectively the law of consumer protection and educating the consumers about their rights on one hand, and caring of the study system with the quality standards on the other. That will enhance the laws pertaining to the protection of the national product over the foreign products. Thus, the national product will attract the attention of the consumers and achieve the greatest share on the local markets.

The research problem was that some believe that the individual does not need to train as he acquires experience through fieldwork. The research sample included staff from different specializations (administrators, technicians, accountants, engineers) from the sections of Administration Department in the Municipality of Baghdad. a sample consisting of 40 trainees Was randomly selected include 20 males and 20 females ,some information had been collected about them such educational qualification , years of service and the number of training sessions in which they participated. The researcher has built its research tool which is a questionnaire consists of 31 questions divided into two axes : the first axes about the trainee opinion about the training programs, the second axes : the impact of training programs to improve their job performance and how they agreed on the questions mentioned in the questionnaire. the researcher also prepare Modulus of Sincerity and consistency to the research tool , Statistical analysis was performed to the data that has been collected through the questionnaire by using the Statistical Package (spss) to evaluate the fields and aspects that the questionnaire seek to display and to show the importance of the training program in improving the workers performance within the organization mentioned in the research. As well as testing of scientific hypotheses that set for determine the correlation and the impact of training programs on the employees performance.The most important results that have been obtained from this research : 1. The training programs are not commensurate with the needs and aspirations of the employees and their desires to develop.2. Commit with the time of the training courses.3. Deficiency in use a variety of clarifying tools in implementing the training programs.4. Weakness in providing practical examples commensurate with the theoretical content of the programs.5. Openness and harmony of the trainers with the trainees and their interaction in discussion and accepting suggestions.6. the administration support did not live up to a high degree to the training programs and did not get enough attention.

The research problem is concluded in the decision makers of this organization not adopting this matrix in the strategic decision making process also the lack of awareness to the importance to its dimensions and the deep impact. The importance of this research is by highlighting the methodology of this matrix in organizational decision making. It endeavored to initialize the analytical tools and working mechanism that can be used to know the Environmental components into external environment (opportunities & threats) and internal environment (Strengths & weaknesses) that effects the organization in general, therefor identifying the dimensions of this matrix is a work plan to determine the right path for organizational future work.The researcher selected a sample consist of 30 director from the work field and in order to get the required information the researcher conducted personal interviews and personal investigation have been taken in addition to questionnaires. First one is the independent variable of the strategic financial performance while the second is the dependent variable represented by the corporate value. This work is to study a sample of Iraqi banks included in the Iraq Stock Exchange room. The focus is on the role of the financial performance analysis and its impact in determining the value of the banks in a sample of 10 commercial banks for nine years from 2005 to 2013. The problem description is about the nature of the existing relationship between the strategic financial performance and the corporate value, in the light of this forward a series of questions and inquiries that embodied the dimensions of the problem.This study is based on the financial statement set in the balance sheet and the income of the banks in Iraqi companies listed in the Iraq Stock Exchange room, this information is analyzed and presented as financial ratios to determine its impact on the market value and market value - added using the statistical method of simple linear regression.The study is based on two major assumptions. First major hypothesis is that (there is no significant effect of strategic financial performance indicators in the market value indicators) and give rise to a range of sub - hypotheses, while the second hypothesis is that (there is no significant effect of strategic financial performance indicators in market value - added indicators) and give rise to a range of sub - hypotheses. Hypotheses is tested using a set of the most important means of statistical regression analysis.The study found the most important conclusions : the lack of a statistically significant effect between financial performance and strategic value of the business in the companies of the study sample. That is, based on the results found that there is a series of other factors that established the value and takes the control of speculative factor or financial market efficiency.

Abstract: This study was carried out on medical waste responsible personnel at ministry of healthy, AL - Karkh health directorate , AL - Rasafa health directorate and three large hospital at Baghdad. Data collection started from 1st Oct - 2006 - 1st March 2007 Each participant was subjected to five questions and checklist including 62 paragraphs, in addition to a meeting for about 2 - 2.5 hours for each one. The results indicate that 50% (3 / 6 ) of Participant don’t have medical degree related to waste management such al community medicine or hospital administration. The percentage of those who get training about the subject was found to be 33.3% (2/6). Most of the participant reported that they depend on WHO system for managing medical waste, and they don’t have any idea about Iraq’s law regarding waste management. It has been found that majority of health care establishments having many gaps in their medical waste management system such as : 1. Lack of starting medical waste management plan. 2. Lack of conduction an medical waste survey and invite suggestion. 3. Lack in recommend improvement , allocate human and financial resources and arrange for implementation. 4. Lack in draft of medical waste management plan. 5. Lack in Approvement of medical waste management plan and start implementation. 6. Lack in the periodic review of the plan All of the participants reported that there is designation of responsible personnel for medical waste management in their establishments There is statistically significant relation ships between all hypothesis mention in the results by using computerized statistical program (Spss), x2 and t - test

Abstract: تعتبر دراسة مؤشرات الصحة والتعليم وتحليلها، من القضايا المهمة بالنسبة للعراق الذي يهدف الى تحقيق التنمية الاقتصادية والاجتماعية بصورة اكثر واقعية.لذلك اختار الباحث هذا البحث وبالاستعانة ببيانات مسح شبكة معرفة العراق IKN للاسرة في العراق الذي نفذ خلال ال | The study of health and education indicators and analysis of important issues for Iraq, which aims to achieve economic and social development of more realistic.So chose researcher this search , using the scanning knowledge network Iraq IKN family in Iraq who carried out during the year 2011 from the Central Bureau of Statistics and the subsequent construction plans for health and education depending on the data of this survey, and using the bag statistical programs ready (SPSS) to reach the variables health and education have a direct impact on the level of the country.Showed signs of health and education in Iraq as follows : The number of households surveyed 29785 , while the number of families not responding has reached 910 families at a higher rate 3.9% , meaning that the response rate was % 96.9 , as the number of households responding 28875 Dynasty recorded the highest rates of response each of the provinces ( Qadisiyah , Diyala and Salah al - Din ) the lowest response rates were in the provinces ( Dohuk and Erbil ) as the average number of individuals in the family 6.4 persons.As has been the adoption of style cluster analysis and conversion data variables ten ( which is the health situation : - the difficulty in vision , difficulty hearing , difficulty in movement , difficulty remembering or concentrating, difficulty communicating with others, difficulties in self - care , assess the health of the individual, educational status, enrollment of individual educational institutions, the number of years its entirety individual successfully) to the formula normative and to get rid of the different units of measure these variables and thus ensure the health of the implementation phase of the process of data classification and determine the extent of the relationship between the elements in terms of similarity or difference and are in the final phase entry in clustering methods and analysis.The study includes four chapters of the first chapter includes the introduction and the goal of the research and the research methodology and the data source in addition to the historical background of the analysis of the cluster , Chapter II contains the theoretical side , which includes statistical analysis using the method of cluster analysis , while the third chapter goes out to analyze the data ( the practical side ) and using the bag statistical programs ready (version20) SPSS to get to the health and education indicators which have a direct impact on the country's development and health education , the fourth quarter from which to determine the conclusions that are accessible through this study also includes recommendations and sources.The results of the cluster analysis to health and education indicators that there is a convergence between neighboring provinces a bilateral clustering problem , linked to adjacent provinces , which demonstrates the striking similarity in patterns of health and education between these provinces.There are provinces have autonomy relative from other provinces and sometimes appear individually , such as conservative ( Erbil , Dohuk, Diyala) being characterized by the conditions of health and education are different from others, it is useful to recall that the Diyala province was experiencing exceptional circumstances during the period of the survey , and the provinces and in particular the province of Kurdistan Erbil so it passes through the economic growth phase sets it apart from the rest of the provinces.Characterized by the province of Baghdad ( urban) and ( rural ) Convergence the ( health and education ) with the Central provinces of Iraq in the late stage as moving away from clustering with its neighboring provinces in the early stages of being the capital.There are no general trend for the clustering of Maysan province , as we see Sometimes clustered with the central provinces , we see Sometimes clustered with the northern provinces, and sometimes we see other clustered with the province of Anbar , Diyala and reflects the instability of this poor province.In general , the central and southern governorates health and educational characteristics differ from the characteristics of the northern provinces. The results showed that there is a similarity between attended the provinces for health and education variables , and note the complete hierarchical cluster assembly reflecting the early stages of the provinces affected by the conditions of the country in general.Rural province of Sulaymaniyah as special - way found clustring the late stages , and along the tree line in the chart evidence of the lack of similarity of conditions of health and education from other provinces countryside.
