Abstract: This research is addressed the concept of the oil refinery industry and its processes. And how refining capacity evolved specifically in the Arab countries, and what is the major challenges faced by this industry in general. It tackles the experiences of the UAE and Saudi Arabia in this respect via illustrate the current reality, progresses and future projects. Also, the study has discussed main issues and challenges of the oil refinery industry in Iraq. And for utilizing the refinery sector experiences of the UAE and Saudi Arabia, the study has conducted a comparison the oil refinery between Iraq and the said two countries.However, the study found that the refinery industry has a big significance in stimulation of economic development in all aspects. And the UAE and Saudi Arabia have achieved a tangible success, where this industry in both countries has met the domestic needs with possibility of exporting the surpluses abroad. While Iraq is still facing many restrictions that hinder its progress. It is worth noting, that Iraq was a pioneer in this industry, but the absence of a sound economic policy and critical security situation has led this sector for more deterioration. Therefore, it is an important target to set an evident strategy and future vision, which assist to surpass the current situation and evolution this vital sector accordingly. This aim, however, ought to be subject to following suitable rules for attracting investments and using advanced technologies and experiences through the joint ventures with efficient foreign companies. It also could be via a collaboration with other countries through field visits and technological twining.

In the study, the researcher initially depended on (CHECKLIST) for the purpose of diagnosis and identifying the problem of the study and to reach to a questionnaire design experiential and be under the opinion of professional professors and to use it as a basic tool to collect the data and then to get results.Questionnaire research sample is distributed to (120) of Maysan Oil Company employees.For the purpose of determining the strength relationship between the study variables, the researcher using statistic tools in the analysis and treatment the data and information using (SPSS 13). The study consists of four chapters, the first chapter deals with the methodology and literature review. the second chapter shows the theoretical frameworks of the study, the third chapter is devoted to analysis and revision, the Four chapter is for conclusions and recommendations.The study indicated to theoretical and practical conclusions which diagnosed the reality of training process in the application environment.The study provided a set of recommendations which had based on the study conclusions and researcher's observations

The model is based on the interactive relationship between the supply risk management strategy and the requirements of operations system flow continuation Some help was available quantitative methods, relying on a combination of descriptive and quantitative approaches, in order for the accuracy of the results. Findings : Al - Faihaa Ready Construction Co. has been the subject matter of the research . It lacks the conceptual pattern that systemizes , integrates and directs its main components towards a comprehensive improvement of the company . In addition it requires relative interest in the strategic role of the supply series and its dual effects on both the production process and the comprehensive performance of the operations system . Research limitations/implications : The study could deal with wider and deeper dimensions in terms of the theoretical aspects but it was restricted to the existing theoretical material and the statistical analysis patterns. Furthermore , it was constrained by the circumstances through which it was conducted and other reactions to the identified work . Practical implications : The findings encourage researchers and professional managers to be more interested in the role of supply series that improve the operations system tracks and the comprehensive performance as well .Originality/value : Throughout the researcher's investigation of the related studies , this research is obviously featured with deeply and comprehensively indulging in the subject matters of the relationship between supply , production and operations system . It introduced a new pattern of analysis and theorization .The study has also emphasized the profound understanding of the supply series interactive role as a basic proposal for the future studies .

Abstract: احدث اقتصاد المعرفة الذي ارتكز على تكنولوجيا المعلومات والاتصالات تغيرات كبيرة في الواقع الاقتصادي وذلك بالاعتماد على راس المال البشري وعلى منظومة البحث والتطوير والتي تعد شريان الحياة في الاقتصاد الجديد. انطلقت الدراسة من فرضية مفادها لم يواكب العراق التغيرات الحاصلة في مجال اقتصاد المعرفة اذ لا يزال اقتصاده غير قادر على بناء اقتصاد معرفي متطور . ويهدف البحث الى دراسة الامكانات التي يمتلكها العراق لبناء اقتصاد المعرفة والوقوف على العوائق التي تحول دون ولوجه الى اقتصاد المعرفة, والاستفادة من نتائج الدراسة في تقديم بعض المقترحات التي تساعد العراق في تبني اقتصاد المعرفة . قسمت الدراسة على ثلاثة فصول استعرض الفصل الاول الاطار المفاهيمي لاقتصاد المعرفة الذي كان بمثابة اطار عام للدراسة, وجاء الفصل الثاني ليستعرض دور مؤشرات اقتصاد المعرفة في الاقتصاد العراقي, اما الفصل الثالث فقد تناول مقومات وعوائق الولوج الى اقتصاد المعرفة في العراق. وقد خلصت الدراسة الى جملة من الاستنتاجات والتوصيات ذات العلاقة التي جاءت متوافقة مع اهداف البحث وفرضيته وكان الاستنتاج الاهم هو هناك عدد من العوائق تقف بوجه اقتصاد المعرفة في العراق اهمها هجرة الكفاءات واختلال الهيكل الاقتصادي يقابلها عدد من المقومات التي من الممكن ان تساعد العراق في تطبيق اقتصاد المعرفة والاستفادة مما يقدمه من معطيات وامتيازات, اما اهم توصية فكانت ان لتحقيق اقتصاد المعرفة لا بد ان تتوافر بنية تحتية مجتمعية واعية وتهيئة عمال وصناع معرفة يمتلكون المعرفة ولديهم قدرة على التحليل والابتكار وتوظيف منظومة فاعلة للبحث والتطوير, فضلا عن توفير الربط الالكتروني الواسع واتاحة وصول افراد المجتمع الى الشبكة المعلوماتية ونشر ثقافة مجتمع التعلم فكرواتطبيقا في مختلف المؤسسات التعليمية والاقتصادية . | The knowledge - economy which is based on information and communications technology made major changes in economic reality by relying on human capital and the system of research and development, which is considered the lifeblood of the new economy The study started from the premise that Iraq did not keep pace with the developments in the field of knowledge economy innovations, as such its economy is still not based on the knowledge economy indicators. The study aims to study the potential possessed by Iraq to build a knowledge - based economy and stand on the obstacles to the face and to the knowledge economy, and benefit from the results of the study provide some suggestions that will help Iraq to adopt a knowledge - based economy. The study was divided in to three chapters, the first chapter reviews the conceptual framework of the knowledge economy which served as a general guideline for the study, and in the second chapter reviews the role of the knowledge economy indicators in the Iraqi economy, while the third chapter dealt with the potentials and obstacles to access to the knowledge economy in Iraq. The study revealed a number of conclusions and recommendations of significance, that were in line with the objectives of the research and its hypothesis. The most important conclusion was that there are a number of obstacles stand in the face of knowledge economy in Iraq, the most prominent of them is the migration of competencies and the disruption of economic structure, countered by a number of potentials that can help Iraq in the application of the knowledge economy and making use of provided data and privileges, while the most important recommendation is that to achieve a knowledge - economy there must be an infrastructure of a conscious - community and the preparation of workers and knowledge - makers that have the knowledge and ability for analysis and innovation and employing an effective system for research and development, as well as providing a wide area electronic network that is made accessible to all members of the community and spreading the culture of a scholar community, both intellectually and practically in various educational and economic institutions

Which requires on Iraq, to put effective strategies to address the water crisis, and reduce the negative effects on economic activities, social, environmental, and to achieve the Iraqi water security, through the development and management of water resources, and regional cooperation among the riparian states, and move at the international level, to force Turkey to abide by international conventions, for the exploitation of shared water basins, and the conclusion of the Convention on the division of water, to ensure the rights of Iraq gained, and to achieve stability and security in the region

On this basis has been selected a sample of five investment Commissions of investment Commissions in the provinces to characterize the study population, namely, (Basra, Karbala, Babil, Missan and Diwaniya) and has been Taking the projects analytical perspective in terms of completion rate and the cost of the initial investment and the sectors of investment, As a sample of ten investment projects from different provinces of the selection and evaluation financially and scientifically analyzed to find out the reality of the application of the financial feasibility study and application of the theoretical foundations, and used also means search field and use the questionnaire as a tool for it to show the opinion of both investors and employees in the process of financial feasibility studying and the nature of their dealings with them.The study concluded that the financial feasibility of investment projects studies far from the theoretical and scientific aspects and cannot be relied upon in making financial and investment decision and deal with it as a routine requirements and non - interest, and that the evaluation process carried out by the investment commissions of the feasibility study is weak and far from scientific and theoretical foundations.

Abstract: This study aims to find out the causes weakness of the strategic planning and its impact on the quality of performance in Iraqi universities, by studying how top management (University Council) practice for the strategic planning and its impact on the level of quality assurance. The study included Basrah University focusing on the University Council of the University leaders sampled intent, the society of the study consisted of (N=40) person. The researcher initial test through individual interviews and conducting preliminary survey of a sample of (n=20) person, which shows a clear and significant gap of integration variables, the strategic planning and quality performance.Referring to the qualitative and quantitative indicators for quality assurance and accreditation of Arabic universities as a base to launch in this study, therefore, two parts questionnaire was conducted, the first part is dealing with strategic planning process requirements by reading the opinions of the respondents and the extent of their agreement with the need to use those requirements to improve strategic planning processes and the quality of University performance, the second part is dealing with the quality of University performance through qualitative and quantitative indicators for quality assurance and accreditation of the Arab Universities by reading the opinions of the respondents and the extent of their agreement to adopt those measures to improve the quality of University of Basrah performance.The researcher used a proposed sample, like correlation coefficients, to explain the strength of a statistical relationship between the study variables (the strategic planning and quality performance), Regression analysis was used to test the direct effects between the two variables. It was concluded that the outcome of results highlighted the effectiveness of the implementation of the strategic planning process to the quality assurance of University performance.

Abstract: This study is divided into two parts. The first part focuses on the measurement of synergy effects on improved performance of the self managed work teams in term of the impact of the reaction of the social loafing. Based on the fact that synergy is the trait of the self managed work teams which basically relies on authorizing team members to achieve their tasks fluently in a corporative manner. However literature reviews in the recent researches have produced what is called social loafing. Social loafing is the reliance of the team members on the others to accomplish the work that is assigned to them which leads to an unproductive loafing which leads to a negative team productivity and extreme complications. On the other hand, the second part of this study focuses on creating Dashboard and measure the work of the self managed work teams and to measure the effects of the synergy on the level of the teams accomplishments and their proactivity's as well as the level of the teams social loafing which has a negative impact on the teams. In an attempt to create a wide and developed database system that allows the decision makers to monitor the self managed teams continuously and accurately, this study is conducted in the Iraqi Drilling Company which is one of the most important oil companies in Iraq. The dashboard was put into action actively according to the letter (15042), appendix (B). The core of this study is represented by chief executives and members of the self managed teams in the senior management of the mentioned company. The study also uses a questionnaire based on four essential variables which are (synergy, social loafing, the performance of the self managed teams and dashboard) to form the cultural frame of this study. The study commenced to address the problem that is represented in the poor performance of the self managed teams to escalate the team work by comforting synergy and eliminate social loafing.To prove the thesis, several statistic tools were used in the field to analyses the study which includes (natural analysis, exploratory labor analysis, path analysis, Pearson correlation coefficient, and hypothesis test) and based on those analytical studies, the deductions were produced. The study findings were that applying synergy will reduce social loafing and increase the performance of the self managed teams in the Iraqi Drilling Company while the dashboard the performance of the team members by defining the conditions that support synergy and reduce social loafing.

So has adopted this study a new methodology we tried through which address the problem of measuring and evaluating the efficiency of the performance of academic institutions through vector estimate of the weights for the inputs and outputs of Colleges University of Basrah and prioritize according to the views of decision makers, where this study aims to adopt an integrative methodology between the two methods are important in decision - making and evaluation process efficient performance under multiple Criteria, as well as the adoption of curriculum Fuzzy Logicaddressing the situation of uncertainty in the views of decision - makers, so the study adopted in its approach to the style of fuzzy analytic hierarchy process (F - AHP) to estimate the vector of weights for inputs and outputs of the Colleges University of Basrah, and then these weights adoption in development of Data Envelopment Analysis (DEA) models within the Input and Output orientation of return for constant and variable for assessment the efficiency of the performance of the Colleges University of Basrah, consisted study in the approach of the three first chapters included methodology of the study and previous studies, The second chapter included the theoretical framework of the study as it enables us which determine the theoretical foundation and Mathematical modeling of the study, was introduced four sections, The third chapter included the practical aspect of the study, which was able to discuss the results in a number of scenarios to assess the efficiency of the performance of the Colleges University of Basrah, it was able study to identify efficient and inefficient colleges, reference and colleges per unit inefficient, as well as that of the study was able to determine the improvement in the values of the required inputs and outputs of colleges is efficient in order to achieve full efficiency.This study was applied to the University of Basrah institutions of society study included (16) College, has been the program of Data Envelopment Analysis V.2 adoption, Excel 2010, SPSS 21 in the initial assessment data analysis, Matlab7 Programmers, to get the desired results in the analysis The study data. Finally, was able to study to reach a number of conclusions and recommendations, the most important of the adoption of the Stochastic and fuzzy approaches in the development DEA models for the purpose of evaluating the efficiency of performance, and comparison between them under the multiplicity of Criteria, the adoption of the approach periodic assessment to measure and evaluate the efficiency of the performance of all institutions and stand at the level of performance in those institutions ... etc.

Becauseof the wars fought by Iraq and the economic blockade of 1991 tochange the system in 2003 deteriorated extractive industrysignificantly, which called on the Iraqi government to contract withforeign companies for the development of this industry In 2009contracted the Iraqi government through the Southern Oil Companywith specialized international companies Such as British Bp and ENIItalian and American EXXONMOBIL and other companies, andthese companies adopt advanced systems in recording the costs ofthe oil industry such as SAB system and IDEAS system andMaxiSan system and the consequent South Oil Company to adaptthese outputs to ensure their compatibility with the unifiedaccounting system in the calculation of production costs. The issueof production costs is of great importance to those involved in the oilsector and officials in the Iraqi state and researchers, especially since2010 after contracting with foreign companies in the field ofdevelopment of oil fields for the purpose of increasing productioncapacities. In the opinion of those interested in this area that thesecosts will be high because of the licensing rounds in comparison tothe costs in previous periods and accordingly some researchersbelieve that licensing rounds are a waste of economic resources andthe loss of the Iraqi economy, while others believe that the rise incosts is limited to Short term while these costs are low in the longrun. We will try to highlight the actual costs of oil production byexamining the production volume and production costs of the SouthOil Company, which is one of the most important nationalcompanies producing crude oil in Iraq.

Abstract: The infrastructure is of the most important cornerstones of economic activity in any country in general and in Iraq in particular. It is through this the study has showed that there is a clear lack of services provided by the infrastructure in Iraq as a result of wars, economic blockade times, and the absence of economic vision at other times. Infrastructure contributes in the expansion of economic activities, whether they are agricultural , industrial or service in a hand, and the intervention in the welfare of the population on the other hand through the provision of water, electricity and sanitation services. The study has diagnosed some of the problems of the infrastructure, and then has proposed some solutions in order to overcome these problems so as to ensure the completion of new projects and the maintenance and restoration of existing projects, according to the reality of Iraq to ensure the preservation of political, economic and social stability

Abstract: Iraq has suffered greatly from the failure of the natural gas industry, where Iraq was for many years the burning of massive amounts of associated oil production in the producing fields of gas. Because of the development in oil production in the fields of natural, the gas rates scorched increases while the need for the gaseous products in different uses has grown.The southern fields of oil - producing (Rumaila, Zubair and West Qurna) were under the responsibility of the South Gas Company, but the company does not have sufficient capabilities to exploit the quantities of gas supplied in these fields, for this reason the gas has been burned on the burners, and to meet the local needs from the gaseous products Iraq imports the gaseous products from abroad.Basra Gas Company comes to solve this problem of the burning of associated gas in the three mentioned fields, and to stop the burning and exploitation through the developing and rehabilitating of existing facilities in the South Gas Company to be able to absorb the amount of gas supplied mounting with oil, as well as the developing the factories of the pressing and processing to make of gas products natural industry growing and also to fill local needs.Basra Gas Company has succeeded in increasing production rates to some extent, but this research was to shed more light on the amount of the increasing, and touched on some of the criteria and economic indicators and apply them to the company for the purpose of evaluating their performance over the duration of the study which is the last four years of the company's life (2013 - 2016)

Abstract: The current study aims to find out the relationship and interactions between the strategic logic dimensions and the stock's value in Iraq capital market, by utilizing the highest returns on average model as a moderating variable.To measure and test the relationship of effect between the different study variables, a number of research methods mainly the empirical and historical research methods.The sample of study consisted of all (25) insurance and industrial shareholding companies of private sectors in Iraq. A total of 95 in top and middle management were interviewed and their views were gathered by a questionnaire. This questionnaire was designed based on international standards after being adapted to local environment. The data was tested by statistics tools as discovery and Confirmatory factor analysis to choose the questionnaire variables. To analysis the data correlation and regression analysis, and structural equation model (SEM) were used, utilizing (Amos : v.21) and (SPSS : v.21) to reach the results and determined a proposed model.Certain conclusions were reached : 1. Profitability analysis (return on investment and return on equity) results in both sectors (insurance and industrial) were varying between companies within the same sector and both sectors. Insurances companies were achieving continuing but rather low profits while the industrial companies were mostly gaining losses.2. Return per share is higher in industrial sector than insurance due to decrease profitability and the dividends per share. The reason is that the high costs in the industrial sector than insurance. 3. Stock's value analysis showed that in the industrial sector the stock's value is higher than in Insurance despite the decrease profitability. This come to contradicts The financial rule which states that profitability and dividends increase the stock's value. That means there are other factors determine the stock's value in capital market
