Abstract: This research is addressed the concept of the oil refinery industry and its processes. And how refining capacity evolved specifically in the Arab countries, and what is the major challenges faced by this industry in general. It tackles the experiences of the UAE and Saudi Arabia in this respect via illustrate the current reality, progresses and future projects. Also, the study has discussed main issues and challenges of the oil refinery industry in Iraq. And for utilizing the refinery sector experiences of the UAE and Saudi Arabia, the study has conducted a comparison the oil refinery between Iraq and the said two countries.However, the study found that the refinery industry has a big significance in stimulation of economic development in all aspects. And the UAE and Saudi Arabia have achieved a tangible success, where this industry in both countries has met the domestic needs with possibility of exporting the surpluses abroad. While Iraq is still facing many restrictions that hinder its progress. It is worth noting, that Iraq was a pioneer in this industry, but the absence of a sound economic policy and critical security situation has led this sector for more deterioration. Therefore, it is an important target to set an evident strategy and future vision, which assist to surpass the current situation and evolution this vital sector accordingly. This aim, however, ought to be subject to following suitable rules for attracting investments and using advanced technologies and experiences through the joint ventures with efficient foreign companies. It also could be via a collaboration with other countries through field visits and technological twining.
