Abstract: The vivid health was and still an aim and goal seeked by a human kind by all media , though that media is firstly connected with the survival instinct and avoiding pain and suffering of sickness, it wasn’t far or detached from its part to keep human being able to practice his daily activities in the first place the economical activity.Basing on that we can say that the need for health is as an essential necessity as an important and necessary element for human’s survival and later for the development , growth and productivity as well as enjoying life.Some of the environment problems face health , some are modern such as pollution caused by development activities for some of the economical fields which may participate by may or another to effect negatively on the environment health , and some are traditional such as polluted water ill drainage and treating local garbage.As environment is very important for human and economical development and its effect on the sort of life and the continuity of development so, the modern development attitudes faxed on returning human to his natural position.After the steps of the traditional development had hindered in most of underdeveloped countries which tried to apply developed samples succeeded in other countries despite the stander or the actual fact of its economics and societies. This had made the interest of economists at the beginning of the nineties fall on the human race and the necessity of increasing the human investment continuously (Knitting development around human considering him its aim and media at the same time) and this makes (health) of the human as a base for the nature of the mutual relation between him and the environment from a side and environment and economical development from the other side.Development is connected by away or another with the increasing of tasks on environment with its different parts, also it was necessary that quickness in development should be consider with supporting the health of the environment and to make the conjunction between health and environment , social, economical development more effective , this demands coordination between the efforts of all the sections that may participate in the prosperity of people , besides that the look at the health should be as inseparable part of development.Health and human rights also should prevailed or any economical , political norms because human’s life in it’s pest form is the ultimate goal of development to achieve happiness for human’s kind and their prosperity without causing any harm for their land, air or water.The evaluation of the impact on the health of the environment should represent an inseparable part of all the development activities to ensure decreasing the possible bad effects of the industrial , agricultural , transport developments , and the new methods of conserving water and the health of the environment to the least possible minimum. Iraq is one of countries that tried participating in these fields through adopting the concept of the sustainable development and through the emphasis on the necessity of taking care of the different sides of the environment in an attempt to set the bases of the political environment for the country and conserving the health of Iraqi citizen , yet , there is a lot of obstacles that face this policy especially wars , economical embargo imposed at the beginning of the nineties and the influence of its negative results on all the economical and serving sections which increased the problem of pollution reflecting its negative effects on health as the average of deeds , rate of infectious diseases and bad tumors which it’s effect will last clearly on the health of Iraqi citizen for several coming years reflecting that in the down of the average of the expected age of any person and here is the importance of the research.The research’s problem’s appear as follows : The Iraqi country had suffered during the previous decades from the problem of getting rid of pollutions which reflects in hindering the achievement of development for health and human beings, which also will be reflected negatively on the economical performance and the future of the economical and social development.Therefore , the research is intending to present analysis to the faces of polluted environment and explaining the nature of pollutions in the Iraqi environment as well as the relation and the direct and indirect influence on human’s health also, the research presents suggestions to decrease the negative effects of pollutions on both human’s and environment health.So far, the research is based on hypothecy its theme is that the continuity of throwing pollutions to environment without radical and compromise treatment leads to hindering the process of human’s health development and also the whole economical , social development.The research had depended on the descriptive analysis to prove its theory that is based on specialized sources and modern published studies concerned with environment and development , besides some other studies and related conferences through the internet and some schedules obtunded from the concerned ministries (ministry of health, planning transport and communications) also the direct interviews with the specialists doctors , engineers of environment.As for covering the sides of the research (the impact of the environmental pollution on developing human's health in Iraq) and to get its goal the research is divided into four sections the first one is the concepts collection which shows and tackles some concepts in environment and pollution which is showed through two parts, the first is the concept of environment and its elements and its main problems while the second is the nature of pollution and the consequences.The second section searches the mutual relation between environment health , and human development and it includes two parts , the first is the conceptual birth and growth for human development , while the second explains the essential relations between environment health , and development.The third section tackles the most important effects of development for the economical fields in Iraq and its influence on the health of the environment and this was done through three parts : 1 - The role of the industrial section in polluting the environment elements , and the results caused by.2 - Explains the role of the agricultural section in polluting environment and its deformed and the most important results caused by.3 - Deals with the role of transportation in polluting environment and the results caused by too.The fourth and the last section tackles covering the essential needs for the health of the environment and its reflections on health in Iraq. The fourth section is of two parts , the first explains the economical , and social effects to supply the essential needs for the environment health , while the second explains the down in trend of health in Iraq and in unhealthy , unsaved environment the Iraqi country lived and lives it the long years of wars , economical embargo as well as the average of deeds and rate of spreading diseases.The research writer had come to conclusions and recommendations through the research as these recommendations were molded basing on the research’s results, hoping it will be useful for the concerned sides.At last I hope I achieved what I am longing to.Thanking God for enabling me to finish my research as best as it could be and my efforts to be well appreciated.

Abstract: This study "The Relationship Between Human Resources Management Strategy And Operations Strategy" an Reconnaissance study of the actual views of a specimen of administrators of the public company for Electrical Industries is linked between the two knowledge links of human resources management and operations management to prove the general hypothesis for research, namely "the existence of a relationship and influence of moral significance between the strategies of human resources management,(selection strategy, incentive strategy, training& development strategy) and operations strategy (process focus , intermediate focus and production focus). An intentional specimen inside the Enterprise comprised of board of directors members, director general, his assistants, department directors, some factory directors and some production line directors is selected. This study had a group of targets which strive for its realization. Some of the most important targets are : 1 - Demonstration of the role of strategies of human resources management at facilitating the implementation of any of the afore - cited operations strategies.2 - Reconnaissance opinion of study simple about the range effect of human resources management strategy on operation strategy. 3 - Determination of the relationship and effect between the strategies of human resources management and operations strategy. To achieve the goals of the study, I derived from the general supposition for research six main suppositions, three of which to satisfy the relationships, while the other three to clarify the influence between selection of incentive of training& development with operations strategy encompassing the strategy of positioning and its types (process focus , intermediate focus and production focus) There is availability fit and agree marked between human resources management and operations strategy (study variable) inside administrators of the public company for Electrical Industries.The study is appeared that achievement of results of positive relationship / influence and extent of success of strategies of human resources management plays a great role at realizing the success of implementation of operations strategy with very high flexibility. Abstract: ان الخاصية الاساسية لتمييز البيانات المكانية عن بيانات السلاسل الزمنية هي الترتيب المكاني للمشاهدات , وعينات البيانات المكانية تمثل مشاهدات ترتبط بنقاط او مواقع وتتميز هذه البيانات بان ارتباطها يضعف كلما بعدت المسافة وكذلك تتميز بتدرج المكان (( المناطقية | The main property to differentiate the spatial data from time series data is the spatial arrangement of observations and the samples of spatial data represent observations related to points or locations these data are distinguished with the weakness of their connection each time the distance getting far away and the place graduation (location)on the spatial relations of observations are represented in matrix named spatial weights matrix. The spatial econometrics is used in following up the spatial effects like the spatial dependence of observations in different points of place, and spatial heterogeneity arising from relations or parameters model that change with sample data in each time we move within the place , those two points have been neglected in traditional econometrics because of their sinconsistency of statistical assumptions and when taking those spatial effects into consideration ,the statistical influence will be of high efficiency. On the contrary, ignoring these effects will lead to loss the information and will not be as efficient as the dependant sample.Because of the difficulty of deriving the posterior function (on which the Bayesian inference depends) up on applying the Bayesian methods especially in cases that the number of probable models is very large as computing the posterior functions for all these samples requires integration for large dimensions functions which is very difficult Mathematically or inapplicable that requires proper methods can deal with such cases like Gibbs and Metropolis - Hastings sampling by analyzing the posterior distribution to number of conditional distributions for each parameter in the model and then the simplicity of inference for each parameter in the model.The matrix of spatial weights is built by registering the contiguity relations for each location with others in a matrix row (w?) and given (1) if there is a relation between two locations (wij=1) and zero, if it doesn’t (wij=0)as i and j refer to the rows and columns in sequence. For making the summation of each row in the matrix w? equal to 1 , the elements of matrix will be calculated according to the proportion : wij/ ?wij and i=1,2…,n j=1 Consequently, we will get the adjusted matrix W.The practical side was focused on the counting of spatial autoregressive model parameters, and these parameters is the vector ? and it is an ordinary regression parameters vector, and error variance parameter (?2) , and the most important of them is a countig of the parameter (?) which is represent spatial dependance parameter.In order to show the role of the spatial, the practical side included taking the real population for childrens between(1 - 19) year, that had iron deficiency anemia (due to from iron deficiency) that admitted to children’s hospitals in Kurkh district of Baghdad (which had been divided into five geographic regions) for 2010. We have suggested that computing the elements in the adjusted matrix to be on basis of the actual length proportion of the joint borders among different locations that lead to get the accurate estimated value of spatial dependence parameter، where value result of spatial dependence parameter (?) was (0.43) when use Metropolis - Hastings sampling method while value of this parameter when use spatial outoregressive function and by using the adjusted matrix was( 0.57) and value of this parameter when use the same regression function but by using the suggested matrix was (0.85).

Abstract: اصبح المناخ اليوم من الموضوعات الرئيسية المهمة التي تحتل مرتبة الصدارة لدى جميع دول العالم المتقدمة والنامية، لاسيما بعد ان تبين بوضوح مدى التغيرات التي شهدها في العقود الاخيرة. والتي تحدث اما لاسباب طبيعية نتيجة اختلال في توازن النظام البيئي او لاسباب بش | Climate has become a key topic that occupies the forefront of all developed and developing countries around the world, especially after the climate change witnessed in recent decades, These changes occur due to either natural causes as a result of an imbalance in the ecosystem, or human causes such as human economic activities, these changes affected many aspects of life, one of which is the agriculture, including palm cultivation and dates productionThe aim of this research was to study the effect or the relationship between climate and dates production, which is considered one of the most important crops that can be relied upon economically. This research uses the method of Multiple Linear Regression Analysis to find out the climatic elements effecting the productivity of two types of dates (Helawi and Zehdi). The independent variables (climatic side) were the average of the yearly rates for (Maximum temperatures, Sunshine duration, Relative humidity, Wind speed and Suspended dust) in Basra city for the period (2005 - 2014), and the dependent variable was the average of the palm tree productivity measured in (kg), which represents the (agricultural side). The results showed that there are three factors (variables) affecting dates production of (Helawi), which are (sunshine duration, suspended dust and wind speed) because they were statistically significant. As for the (Zehdi), there were two statistically significant variables, which are (Sunshine and Maximum temperatures). The conclusions and recommendations were founded by using the Stepwise regression in statistical package (SPSS v19)

Abstract: يهدف البحث الى تحليل وقياس اثر الانفاق العام في النمو الاقتصادي في العراق والامارات للمدة (2014 - 1997) , وتم استخدام نموذج متجه الانحدار الذاتي او متجه تصحيح الخطا , فقد تم تقسيم البحث الى ثلاثة فصول لغرض تحقيق فرضيته واهدافه , ولغرض الوصول الى هذه المنه | The research aims to analyze and measure the impact of public spending in the economic growth in Iraq and the United Arab Emirates for the period (2014 - 1997), was used vector autoregressive or vector error correction model, it has been divided into three chapters for the purpose of achieving its premise and its objectives, and the purpose of access to the methodology used researcher statistical programs (Excel, E views7) for the purpose of the standard model to estimate the impact that the knowledge of public spending to economic growth in both countries.The researcher concluded that public spending affect the economic growth in my sample and its impact was uneven in them, and Research Hypothesis achieved in a positive relationship between public spending and GDP growth rate in my sample, and clarified the statistical results using preprocessing tests contain time - series variables public spending (current spending and investment spending) and gross domestic product growth in the (Iraq and the United Arab Emirates) on the root of the unit, where the GDP and investment spending in the general level of growth rate, settled in while current expenditure has stabilized in the second difference. As well as the search reached several conclusions and recommendations

Abstract: يكمن التوجه الاساسي للدراسة في تحديد فاعلية الموارد البشرية في اطار توظيف تكنلوجيا المعلومات والاتصالات دراسة حالة في دار الكتب والوثائق الوطنية العراقية، اذ تحظى تكنولوجيا المعلومات باهمية كبيرة لدورها في تغير انماط العمل وتاثيرها في مستقبل المنظمات , ا | The basic thrust of the study is to determine the effectiveness of using information and human resources technology for Iraqi National Library and National documents, as are IT great importance to its role in the changing patterns of work relativity and its impact on the future of the organization, while the human resources it has promised on according to many researchers of the most important resources in any organization.The study aims to identify the extent of the attention of Library and Archives concepts of information technology and the effectiveness of human resources management, to identify the level of use of information technology in the organization under study, as well as to identify it on the level of effectiveness of human resources management in the surveyed organization.For this purpose, formulated the hypothesis of the study ((there is a positive correlation with positive moral significance of information technology and the effectiveness of Human Resource Management)) and branching out of which four hypotheses, as targeted hypothesis determine the relationship between the information technology in the effectiveness of human resources in the surveyed organization. To test the hypotheses of the study were applied to study in a number of sections, namely Information Technology and Human Resources and the Office of Director General of the Department, as the study population was (75) The sample of the study was (40) For the purpose of completing the data collection were employed personal interviews and observations have been using a number of statistical methods for data processing of the arithmetic center - aligned, and standard deviation, and coefficient of variation, and answer the intensity of the sample for the purpose of description and analysis, simple linear correlation coefficient (Spearman) to test the validity of the link hypothesis.The study showed significant results for the majority of the dimensions of information technology networks, with the exception of the Iraqi National Library does not include Extranet network, and Intranet, as the study showed significant results for most of the dimensions of the effectiveness of human resources.The conclusion of the study, a set of recommendations highlighted the need for the library's interest in developing an internal network of Intranet and network between them and the ministry or other, represented Extranet or other modern means as well as increased training and development of staff in various areas if the library aimed to provide excellent services to the beneficiaries.

"while the second major hypothesis, "there is a significant moral influence to listen to the voice of the customer in achieving the competitive superiority" these hypotheses targeting to determine the role played by listen to the voice of the customer in the leadership of companies researched to achieve superiority over its competitors, while the hypothesis major third "there are significant differences between Zain telecommunications company, Asia - Cell telecom in the level of listen the voice of the customer to achieve a competitive superiority".To test the hypotheses of the study were applied in two sections in the Asia - Cell telecom and two in the Zain telecom, the total study sample (109) by (60) for the Asia - Cell telecommunications and (49) of Zain telecom for the purpose of completion of data collection were employed personal interviews and observation, and used a number of statistical tools for data processing like mean, standard deviation and coefficient of variation for the purpose of description and analysis of the sample, the simple linear correlation coefficient (Spearman) to test the validity of the hypothesis correlation, and simple linear regression to testthe validity of the hypothesis impact, as well as test (Mann Whitney) to test the validity of hypothesis of the moral differences between the two companies researched.And the study showed significant results for most stages of hearing the voice of the customer to achieve competitive superiority, as well as the study reached the existence of significant differences between the companies researched the level of listen the voice of the customer and to achieve competitive superiority, and led the results of the practical side of the study on a number of conclusions was the most prominent of which contribute to listen to voice of the customer to make the organization more able to achieve competitive superiority and dominating the target markets, as well as the existence of significant differences between the two companies researched the level of listen to voice of the customer and the achievement of competitive superiority.The end of the study a set of recommendations highlighted the necessity for attention Zain telecom to develop most recent methods to capture the voice of the customer such as the use of the model Campa and the model of Kano or other of modern methods as well as activate new ways of interpreting and translation and publication of voice of the customer in the company as a function of deployment quality if they target continue to ascend the site is superior to competitors, and the necessity for Asia - Cell telecom to listen the voice of the customer a higher level if they target the achievement site is superior to competitors.

Abstract: يدرس البحث الضبابية والتي مفهومها ان كل قيمة تقع ضمن فترة معينة،ونعتمد في تحديد حدود هذه الفترة على الخبرات السابقة حول موضوع الظاهرة المدروسة.وفي بعض الاحيان يصعب تحديد هذه الفترة ونتعامل مع القيمة الضبابية وما حولها من القيم القريبة دون الاعتماد على ا | This paper concerned with studying the fuzzy which means that each value is within specific period and to determinate the limits of this period depends on previous expertises about the studies phenomena subject.Some times it is difficult to determine this stage or period ,in this case we deal with the fuzzy values and other proximate ones without depending on previous expertises ,because they are not available or because of te differences in points of researches,view about the determination of minimum and maxmum restriction for there values.Through this research we will treat fuzzy lifetime data that each value does not have minimum and maximum limitation which enable us to appoint the sutable belonging degrees but all lifetime data have minimum restriction which represent the begininning life time , and maximum one that represents the end of lifetime And by using membership function of Ching to determing a membership function for those data , This paper discussed two procedures to estimate the fuzzy reliability ,Bayes procedure that includes the following : 1 - Sample data are fuzzy and the prior distribution for parameter includes an unfuzzy parameter.2 - Sample data are unfuzzy and the prior distribution for parameter includes an unfuzzy parameter. 3 - Sample data are fuzzy and the prior distribution for parameter includes a fuzzy parameter. 4 - Sample data are unfuzzy and the prior distribution for parameter includes an unfuzzy parameter And FRDP (Fuzzy Reliability Definition Procedure) that uses component trapezium method,to find numerical integration ,by using the Exponential distribution form for sample data,and Gama distribution for the prier distribution for the parameter of Exponential distribution ,and four value for sample size.And depending on the results that have been conducted in the experimental side ,it is shown that bayes is the best in estimating the fuzzy reliability when the fuzzy sample data have membership degree equal to 0.1for samples of small sizes. When the failure times average value is bigger than one ,so Bayes is the best in estimating the fuzzy reliability for small samples sizes,and FRDP is the best in estimating the fuzzy reliability for sizes of big samples The data which have been taken from the state company for electrical industries of foundation machine Toshiba are used as well after bayes method and FRDP method are applied to estimate the fuzzy reliability,it is noticed that results of both the applied and experimental side are th

We concluded that JOLLIFFE method was the best one in analyzing the studying phenomenon data among these three methods, we found the most distinguishing factors effecting on the phenomenon was (the number of the lectures the university instructor has, the administrative routine, the entertainment activities, family situation, shortage in academic staff, pages number, the use of the internet and the political attitude). So , we should begin with treating these factors as a first step for motivating university instructor to develop his thinking capabilities.

In view of the importance of markove's chains in explaining, and analyzing many of the phenomenae through succession, our research incentive has therefore came to represent markov chains applications on the DNA and considering the conditional transitional probabilities of these chains elements for its great importance in finding the hereditary genetics from DNA compositions. Markov chains has been implemented for the probable alignment of the first, second, third, fourth, and fifth orders. Three means depending on these alignments have been used. Experimentation on four of DNA chains was carried out for human growth hormone and relied on DNA succession for comparison between the three ways that nominate the chain of the greater probability to represent the gene.In addition, a program was created to code and translate the three models of the ORF for the DNA succession and the chains for the three models which start with the start code and end with the stop code. The program was written by Visual basic language to carry out these operations and to yeild sequence alignment between the human growth hormone gene and other chains.The program implemented DNA chains in which the nucleotide number is less than 3000 bases examplified by the human growth's hormone, mouse and chicken growth hormone.As well, entrotoxins produced by E.coli, salmonella , shigella representing prokaryotes were also included one of the most significant conclusion reached is that markov assessment method of calculated weights by means of Chi Square is the best mean for identifying genes from DNA sequences.

The importance lies on the governments and developed countries which are racing feverishly and fatally in investing more money and resources to develop their human resources and knowledge. The choice of investment is always considered the winner.Hence, the research's problem is highlighted by raising questions about the essence of what this research addresses such as : What the level of administrations' awareness to mechanisms and sources of knowledge acquisition as well as the negotiation strategies in the General Automobiles & Machinery Company and the relationship of knowledge acquisition and negotiation strategies with the effectiveness of the negotiation teams? Does the impact of the knowledge acquisition increase the effectiveness of the negotiation teams through negotiation strategies in the company which is the research's sample?The research aims firstly to answer those questions through theoretical and conceptual framing their variables and secondly to test relation's samples and the impact on the role of knowledge acquisition in the effectiveness of the negotiation teams through appropriate negotiation strategies as well as what the impact of the knowledge acquisition in the effectiveness of the negotiation teams on the one hand and the impact of negotiation strategies in the effectiveness of negotiation teams on the other hand. There are seven main hypotheses have been presented in this study.For the purpose of achieving the goal of the research and answer the problem questions, the selected sample consisting of (50) negotiators in the General Automobiles & Machinery Company. The researcher adopted (the questionnaire as an essential tool, other than the personal interviews) to collect data and information that have been collected and analyzed by using a number of statistical techniques represented by ( frequencies, percentages, account mean, standard deviation, variation coefficient, and the Pearson correlation coefficient, and simple regression analysis, and track analysis ).The researcher reached to several results : There is a significant correlation between knowledge acquisition and negotiation strategies as well as that there is an increasing influence to gain knowledge in the effectiveness of the negotiation teams through the negotiation strategies mediation. The main recommendations were the General Automobiles & Machinery Company should integrate both the knowledge acquisition and strategy together in order to achieve the effectiveness of the negotiation teams more than if the two variables were used individually.

Abstract: تعد المخاطرة من اهم التهديدات التي تواجهها المؤسسات المالية وغير المالية على حد سواء بسبب التغيرات البيئية التي تشهدها الصناعة المالية العالمية نتيجة انشطة التداول, التي عرضت المصارف الى خسائر كبيرة ناتجة عن مخاطرة السوق التي تصاحب الانشطة التداولية للمصا | The risks are most important things that threaten the financial establishments and non financial establishments because of the changes in global financial industry which is the results of circulating activities that make the banks face large losses because of market risks which combined with banking activities. this brought global attention toward market risks and the train to measure them according to the value at risk model being the modern scale that measures predictable losses.this paper ,therefore, aim to define all types of market risks which facing the banks and their administrations and measure it through lighting the price changing which value facing risks measure to expand the understood and know the complex calculations which it followed by this measure where attention is directed towards the important of banking market risk scale to assess the resulting loss as currency value. Enabling banks to product the size of the potential threat they are to face which in term brings higher profit on one hand and reduces the risk and circulating cost on the other hand. Using the mathematical and statistical method in calculating the value at risk through the JP Morgan model to assess the market risk for the circulating portfolio in risk of profit amounts , foreign exchange rates and the risk of property (shares)prices as well as analyzing the portfolio into three areas : fixed income instruments ,foreign exchange and equity risks (shares) beside analysis of portfolio to three fixed paper centers (fixed income ,foreign exchange and shares ,and measure the value that could face a risks for each center that face market risks to reach to single figure value represent total market risks through matrix of JPMorgan model. By using statistic science to analysis risks through show the domain of the distribution of income is natural distribution which is one of the condition to calculate the risk value because it depend on the standard deviation and arithmetic mean and depend on the period of retention is 10 days and trust percent is 95 %. The case study was done on the credit bank of Iraq for six years from 2005 to 2010.the result shows that the risk value for portfolio which represents total market risks increased for the last few years which results from calculating connection matrix showing that var1 for fixed income market papers (treasure bills )that facing changing in interest price maximize for the last few years while var2 for foreign exchange position exposed to the change in the dollar exchange rate and could minimize by time and var3 of the equity position (shares) (shares of trading bank )result from vicissitudes of shares price have miner exposed compare with var1 and var2. after extracting market return as financial index from the market portfolio which consist from eight banks selected for conformation market portfolio and adopt VaR index in Iraqi banks work , to manage their risks result from exposing to market risks , the study based on main assumption that is " market risk measured by VaR with trust percent 95% result from exposed values to interest price risks having greater effect from values exposed to foreign exchange risks and that result from values exposed to shares price". This assumption proved by extracting total VaR values to market risk and proved that it effected by interest price more than risk of foreign exchange and equity risk.

Municipalities are in the top of the list of these Governmental Systems whose work is connected with the citizens and they should provide services to them. This study enlightens the real fact of the municipality work in Al - Rasheed Municipality in Baghdad City. The purpose of this study is to show how equally the municipality services are distributed and the factors that affected it and this was done by consulting those who work in the Municipality and provide the municipality services. The municipality services, we are studying, are : sanitation, garbage collecting, water supply, waste water drainage, establishing gardens and parks, paving streets and pavements, as they are the priority needs of people. This study also declares the main factors that affect distributing municipality service which are represented in : the sources availability, administrative processes and the outside factors. The purpose of this study is, also, to measure the equality in distributing the municipality services, their quality and the relationship between them from the citizen’s (the client) point of view as he is the beneficiary of it. We used the analytic adjective and field studying method. We prepared two enquiry forms for our study; the first enquiry form was made for the officials to measure the municipality service distribution and the facts that impact them and the second one was made for the citizens to measure municipality service distribution and the quality of them from their point of view. The study included the whole research society represented in the officials and some citizens from five districts (Mahala). As a result of the study; weakness in the administrative process in Al - Rasheed Municipality was detected, represented in : the planning, organizing, leading, and control; and the decision makers in that municipality have no adequate and effective data base or information system which affected directly on Municipality service distribution and the quality of the service provided to the districts was medium. The study shows, too, that there is a moral relationship between Municipality service distribution equality and the quality of the Municipality service, because whenever Municipality services distributed equally, the quality of the service increased and vice - versa. Equality in distributing Municipality services has a moral impact relationship on Municipality services quality; and there are moral differences with statistical indications between the Municipality workers’ opinion and the citizens’ opinion about the equality in Municipality service distribution. The recommendations of this study could help in improving the municipal work and the Municipality offices.
