Abstract: يسعى البحث الى معرفة اهمية كل من اليقظة الاستراتيجة والثقافة التسويقية وتاثيرهما في توجهات ادارة التسويق، لذا تم بناء مخطط فرضي توضح فيه العلاقات بين المتغيرات واثر بعضها في البعض الاخر. وصيغت ستة فرضيات رئيسة اشتقت منها عدة فرضيات فرعية جرى اختبارها باد | The research tries to identify the importance of the strategic vigilance and marketing culture and their impact on the orientations of marketing management, so a virtual diagram has been established to show the relationship among the variables and the impact of each of them on the other. Six hypotheses are formulated , and derived from them branch hypotheses which were tested by using statistical instruments. The strategic vigilance and the marketing culture are considered as explanative variables and marketing management as responsive variable.The study aims at identifying the marketing philosophy adopted by the management and the extent which suits the company's financial and human capacities as well as its present environmental circumstances within the context of the strategic vigilance and the marketing culture common in the minds and thoughts of the concerned management.The Iraqi Airways Company has been chosen as the society of the research and a questionnaire form is used to collect the data , ( 160 ) forms are distributed out of which ( 150 ) are suitable for analysis. The subjects include personnel in decision - making centers ( such as members of the council of the company management , the department managers ,the heads of the sections and units ) in the company. To enhance the data collected by the questionnaire form , personal meetings ,field observations and annual reports of the company are conducted. The analysis of the data is done by using the ( spss - 22 ) computing programme.The study reached many conclusions the important of which are : 1 - There in an interaction and integration between the strategic vigilance and marketing culture that contributes in making the company management constantly ready to face the unstable environmental circumstances and the sudden events as a strategic vigilance , and the company's internal management based on values and traditions Integration that every individual in the company takes it as marketing culture.2 - The company management adopt in its marketing orientations the philosophy of Selling preferring it to the other marketing philosophies and orientation. From this We conclude that : A - The company management is interested in its internal environment more than the external one which means that producing and offering services are done before knowing the need and desires of the customers , that is from the company's perspective rather than the customers perspective.B - The company concentrates on developing its services offered now without thinking of Vitiating these services and their markets in accordance with the new need and desires of the customers and the necessity of enlarging and vitiating these markets as a strategic aims as long as the opportunity for the markting growth is available. The research is enclosed with many recommendations the important of which are : 1 - It is necessary that the company management invest the integrated and positive relationship and dynamic interaction between the strategic vigilance and marketing culture and marking use of them when applying the scientific method in adopting a marketing philosophy or orientation in accordance with environment and in order to assume a distinguished status among the world airlines companies and to recall its old reputation which it lost when it faced exceptional circumstances.2 - Despite the fact that the marketing orientation of the company towards selling is considered a successful one on the short term , the company management should think of a marketing philosophy that keeps pace with the development of the modern age and on long term strategies based on the outside - towards - inside perspective of the company with an understanding of the customers' actual needs and the way of keeping contact with them for a long time and the nature of the competition and the movement of the competitions in the market and balancing the interest of the customer and that of the company and the society ,and protecting the environment and its resources.

Hence the importance of this study is to find out the role of the accounting system of government currently approved in the evaluation of the performance of government units and what it needs to develop.Here the study highlights the problem of (The government accounting system applied in public universities do not Ioafr information necessary to evaluate the efficiency and effectiveness of the performance of government services).The study was based on the premise that (the accounting system of the government's role in evaluating the performance of the units centrally funded within the state budget).In light of the foregoing , the study aims to indicate the role of the accounting system of government in evaluating the performance of the units are centrally funded under the general budget of the state of the application on the Mustansiriya University, To achieve this goal has been to prepare a questionnaire and analyzed statistically, as well as dependence on final statements of the Mustansiriya University and four faculties of colleges for the period from 2009 to 2012.And that the most important conclusions reached by the study are : 1 - The accounting system of government is designed to assist in the evaluation of government performance by providing the necessary information about the programs and activities carried out by government units and ensure achievement of objectives and specific programs and achieve its expected results.2 - The requirements of performance evaluation of government provide information about targets that seek unity government to achieve, as well as provide information on the costs of planned and actual activities of the unit of government, and that these requirements are not available in the state budget in its current form is not in the accounting system of government and thus can not know the extent of the efficiency and effectiveness of the government's performance.Either the most important recommendations of the study are : 1 - The need to do a performance evaluation in government units, so as to find out the reasons behind the failures in their work and try to correct it and to find out those responsible for these failures and to hold them accountable in order not to be public money likely to be extravagant and wasteful, and contrast knowledge of factors successes, disseminate and reward those responsible for there to be an incentive for all employees in government units to provide the best.2 - should be the development of the style of the current budget by starting the application programs and budget performance, because the current budget is not able to diagnose problems and provide solutions due to lack of the possibility of follow - up and evaluation of the performance of the programs and activities of government. 3 - The need to use the accrual basis and cost accounting In the accounting system of government.

First one is the independent variable of the strategic financial performance while the second is the dependent variable represented by the corporate value. This work is to study a sample of Iraqi banks included in the Iraq Stock Exchange room. The focus is on the role of the financial performance analysis and its impact in determining the value of the banks in a sample of 10 commercial banks for nine years from 2005 to 2013. The problem description is about the nature of the existing relationship between the strategic financial performance and the corporate value, in the light of this forward a series of questions and inquiries that embodied the dimensions of the problem.This study is based on the financial statement set in the balance sheet and the income of the banks in Iraqi companies listed in the Iraq Stock Exchange room, this information is analyzed and presented as financial ratios to determine its impact on the market value and market value - added using the statistical method of simple linear regression.The study is based on two major assumptions. First major hypothesis is that (there is no significant effect of strategic financial performance indicators in the market value indicators) and give rise to a range of sub - hypotheses, while the second hypothesis is that (there is no significant effect of strategic financial performance indicators in market value - added indicators) and give rise to a range of sub - hypotheses. Hypotheses is tested using a set of the most important means of statistical regression analysis.The study found the most important conclusions : the lack of a statistically significant effect between financial performance and strategic value of the business in the companies of the study sample. That is, based on the results found that there is a series of other factors that established the value and takes the control of speculative factor or financial market efficiency.

Abstract: The analysis of the nonlinear time series, namely the Nonlinear Autoregressive with Exogenous Variable (NARX) model, is considered one of the complex problems.Correct order determination is very important to identify the model. Two different methods are proposed to determine the order for (NARX) model. The researcher also uses three different nonparametric methods to estimate nonlinear regression function of the model.The first proposed method to determine the order for (NARX) model was the Additive Splines Estimation to determine the correct order of the model. This method is based on Additive Property to treat the augmented ( Curse Dimensionality ) problem.The second proposed method was Cross - Validation approach leave one out, based on the kernel estimate of regression function which is directly based on data. Three different methods are used for model estimation. The first method is Smoothing Splines. The second is Artificial Neural Networks (ANN) ,and the third is the BRUTO algorithm which is an adaptive backfitting and uses Generalized Cross - Validation.For comparison purposes between the various estimation nonparametric methods and to find out the best fitting for the data, two Criterion are used : Mean Square Error (MSE) and Mean Absolute Proportional Error (MAPE), and select the best method which gives the best fitting of the data ; then applying the best method on the Electrical Loads and Temperature in Basra Governorate for the months (from May to October) in 2015. The researcher concluded that Additive Splines method play an effective role in order determination for the used model and the results show that the identified order is close to the correct order; and that the ANN is the best estimation for (NARX) model

Abstract: تناول البحث نظم التخطيط المتمثلة بنظام تخطيط الاحتياجات المادية (MRP) ونظام تخطيط العملية باستعمال الحاسوب (CAPP) كادوات ستراتيجية , قادرة على تقديم الحلول والمعالجات الفكرية والعملية للتحول من استراتيجيات التصنيع المستندة الى الانتاج وفق التخطيط التقليدي اليدوي نحو استراتيجيات التكامل والتزامن بين التخطيط والتصنيع بمساعدة الحاسوب بما يعظم القيمة المضافة والاستغلال الامثل للموارد والقدرات الاستراتيجية عبر تفعيل اليات التنسيق والتكامل بين متطلبات التصنيع وتخطيط الاحتياجات , ووظف البحث تكامل كلا النظامين لحل مشاكل تخطيط العمليات وتخطيط الاحتياجات المادية بالاساليب التقليدية التي تعاني منها الشركة العامة للصناعات الكهربائية التي تم اختيارها مجتمعا للبحث كونها من الشركات الصناعية الكبيرة التابعة لوزارة الصناعة ومن الشركات القليلة التي لازالت تعمل ببعض خطوطها الانتاجية لحد الان ,وقد هدف البحث من خلال تكامل نظام (MRP) ونظام(CAPP) في تحقيق بعض اهداف اداء العمليات المتمثلة في (الجودة العالية ، الكلفة المنخفضة ، تخفيض الوقت اللازم للانتاج والتسليم في الوقت المحدد) فضلا عن رفع كفاءة الشركة من خلال الاستغلال الامثل لمواردها وتقديم معالجات فعالة وواقعية وسريعة لبعض مشكلات جدولة الانتاج الرئيسة من جهة وتخفيض كلف انجاز الطلبيات نتيجة تخفيض مستوى الخزين الى الحد الادنى من جهة اخرى، وقد صمم البحث وباستعمال لغة الماتلاب برنامج (CAPP) المقترح للشركة وبالاعتماد على مخرجات نظام تخطيط الاحتياجات المادية (MRP) التي تم الحصول عليها من خلال استعمال برنامج (POM) (Production Operation Management) ولغة الماتلاب , واشارت النتائج التي تم التوصل اليها في البحث ومن خلال حل الانموذج الرياضي باستعمال لغة الماتلاب (2008b) الى امكانية النظام العالية في تصنيف اجزاء المنتج الى مجموعات ضمن ال (GT) وحسب عدد الاجزاء المكونة لكل منتج اذ ساهمت هذه الطريقة في تخفيض التكاليف وتقليل وقت التخطيط والتصنيع فضلا عن تحسين الجودة من خلال الاستغلال الامثل للموارد وتقليل التالف ما ادى بالنتيجة الى تحسين اداء العمليات لعينة البحث، وقد اوصى الباحث بتطبيق انموذج المقترح لاكتسابة اهمية خاصة فضلا عن تحسين اداء عمليات عينة البحث , ممكن استعماله في اي شركة اخرى بعد اجراء بعض التعديلات البسيطة وفقا لاجزاء منتجات الشركات الاخرى . | This research Include planning systems Represented material requirements planning system (MRP) and computer aided process planning (CAPP) as tools strategy, Able to offer solutions to the Intellectual and practical processors To convert from manufacturing - based strategies to production accordance with traditional manual planning Towards integration Synchronization strategies Between planning and manufacturing, including computer - aided maximize the added value and optimum utilization of resources and strategic capabilities through activation mechanisms of coordination and integration between the manufacturing requirements and planning needs And hired a research integration both systems to solve problems of operational planning and planning of material needs with conventional approaches suffered by the General Company for Electrical Industries, which have been selected community to search being one of the large industrial companies of the Ministry of Industry and the few companies that still operate some of their production lines so far. The research goal through the integration system (MRP) system (CAPP) in achieving some performance targets operations represented In (high - quality, low - cost, reduce the time required for the production and on - time delivery) In addition to raising the company's efficiency through the optimal use of resources and to provide effective and realistic and fast processors for some of the main production scheduling problems from direction and Reducing the cost Achievement orders As a result of reducing the level of inventories to a minimum from another direction, The research was designed by using MATLAB language Program (CAPP) proposed for the company and based on material requirements planning system outputs (MRP), which has been obtained through the using of program (POM) and the language of MATLAB. And indicate the results that have been reached in the search by solving mathematical model using MATLAB language (2008b) to the possibility of high system in the classification of parts of the product to groups within the (GT) According to The number of component parts for each product where this method has contributed to lower costs and reduce the planning and manufacturing time in addition to quality improvement through optimization of resources and reduce the damaged What has led the result to improve the performance of the operations of the research sample, the researcher has recommended the application of the proposed model To acquire special significance in addition to improve the operations performance of a sample research Possible use it in any other company after making some minor amendments, according to parts of other companies' products.

Abstract: Weibull failure model considered being one of the well known failure models because of its different applications in addition to its importance in the reliability field and life tests.This thesis focused on a comparison of standard Bayes estimators for reliability function of the two parameters Weibull distribution by usingsix different loss functions, three of them have been suggested by the researcher.And for that, the methodology of this thesis depended on the following methodologies : - First : - Theoretical study, the standard Bayesian estimations has been derivatives elaborately to reach the Bayes estimators forms for the reliability function of Weibull distribution by using symmetric and asymmetric loss functions which been explained elaborately, and these are quadratic loss function, logarithm loss function and precautionary loss function to reach to the standard Bayes estimators which called quadratic Bayes estimator (QB), logarithmic Bayes estimator (LB) and precautionary Bayes estimator (PB)) respectively. And those loss functions have been Modified by suggested three modified loss functions counterpart to the functions above to reach proposed estimators which called (modified quadratic Bayes estimator (MQB), modified logarithmic Bayes estimator (MLB) and modified precautionary Bayes estimator (MPB)) respectively.Second : - Experimental study by designing number of simulation experiments using various values of parameters and sample sizes, and with repetition of (10000) times for the comparison among the estimators and by using the mean square error (MSE) to reach efficient estimators with minimum variance. And a collection of real negative and positive values have been tried for the constant which is used in proposed loss functions to reach the best value may used in the comparison, and then a comparison between the six preference estimators is done to show which estimator is the most accurate to be used for estimation the reliability function of Weibull failure model, and best results have been obtained from those simulation experiments.The results of these experiments showed that the modified precautionary Bayes estimator (MPB) is the best for the reliability function of Weibull failure model than the other estimators which have been used in this thesis, and the second best method is the modified logarithmic Bayes estimator (MLB), and after that the precautionary Bayes estimator (PB) and then the modified quadratic Bayes estimator (MQB), also all proposed estimators are better than the logarithmic Bayesestimator (LB) and the quadratic Bayes estimator (QB) which results not to be shown in preferences.Also the results of these experiments show that every proposed estimator is better than its known counterpart.Third : - Application study by taking the best Bayesian estimator in the simulation experiments which is the proposed modified precautionary Bayes estimator (MPB) and applied practically on two experimental real data from WeatherFord company for oil well digging in the Bazergan area of Misan governorate which are represented by the time to failure of the operation of the drilling fluid pumps.From all above, the most important conclusions and recommendations have been offered from the results of this thesis as a specific contribution in the reliability field.

Abstract: State policy issue can be outstand in the change of ownership and/or administration public sector to private sector and what might be produced and flow out FDI to the recipient economy and its important influences reconcile with the translation of theories for the above phenomenon on the economical area in the present situation which might be reflected on the country in the field free economy and might be connected to negative or positive influences in structural changes in the sense of the increase of capacity of these operations and their influences on production system and labor force (Market), this research is to be launched from a theory that states "Privatization and direct foreign investment are in connection with structural changes in selective developing economies.", which was designated to Egypt and Morocco for the periods 1985 - 2003 for the goal of examining the research theories in order to obtain wanted targets so it has included in addition to the summary, conclusions and recommendations, three chapters. The first chapter deals with theoretical bases of the study and exposes the references of them, while the second chapter includes the economies of the selected states and their variable structures, and the third chapter includes the standard experimental study for the influence of privatization and direct foreign investments in the structural changes in the main economic sections in Egypt and Morocco.The research was ended in number of conclusions and recommendations which where contrived from methodical research which inclusive theoretical program and the methodical experimental standard, and these are the main points : 1. privatization and FDI had entered on the industrial and service sectors in very attractive way and was in various industrials sectors and participated by their income in reducing the general external loans and insufficiency of budget - balance fund while it feels in achieving in new labor force to the opposite what was hopped and wanted from the policy in the mid and far future, while revenues went over to refund the lavish expenditures of the state and allowed on the very small portion to the redundancy problem.2. appeared from the standard study that the privatization and direct foreign investment in Egypt and Morocco along the past years the results of both, of little or weak influence on the variables which represent the structural economy but does not represent moral statistics which its influence was negative to be used in Egypt and Morocco economy. The most important necessary vision to observe or appreciate in the recommendation built on the conclusions extracted from scientific research was : A. On the government of developed countries must develop private sector and give it priority of attention as to create suitable environment to encourage industrial activities by ways of legalizing laws to grant tax concessions and give loans to establish and erect national industry and save up part of directive interest and attention to attract foreign direct investment towards local investments which the later has general redevelopment for the economy and advantage which cover all the country; sufficiently enough that it does not represent any fears or damages from political point of view and does not transfer or leak out vast portion from the acquired income and revenue abroad, also create balanced competition within economical sectors and develop and nourish economical brains and talents and this would be one of the main reasons to attract migrated capital to return back home and also the flow of the FDI.B. Because the influence of the entrance of the direct foreign investments and the process of privatization on the Egyptian and the Moroccan economy, in general , positive but its very weak on production and does not represent important percentage in the variable changes of the structural for both economies, and negative on the use of labor force for the same economies.For this reason the policy of the state to adopt "Free Market" unsuccessfully applicable in the developing countries that is to say centralizing of planning, support and participation of private sector in the economical areas and fields is more fruitful than to be left.

That leads to form it’s identity and it’s mental image which will hold the field more than others.The study depended on a number of principals and subsidiary hypothesis which have a feature of relationship between the human capital and Enhancing Culture of Excellence Performance the Organizational Position. A center of petroleum ministry in governorate of Baghdad is chosen for practicing the filed aspect. In that I used a questionnaire as a principal appliance to collect in formation and data from thirty - one of administrative mangers and managers of departments , and fifty - five of chiefs of branches , All those have formed eighty - six persons as a samples for this study. For achieving the goals of study, that study have adopted a hypothesis sample which reveal a logical relationship among changeable of study for it had considered a human capital and the remarkable Culture of Excellence Performance as independent modifications that will affect virtually on Organizational Position. The studied sample and hypothesis are chosen by using a group of statistical methods. The researcher have cleared the theoretical senses of changeable of the study and getting a number of scientific comprehensions which can be applied, the highadministration in the ministry estimates the employee performance yearly by putting an appreciation - on grading, but the need a program of descrying a clear point of view a bout performance which in clouds a capable and efficient under standing of jobs. That assessment should be on a standard scientific base. The study has been concluded by offering a group of recommendations and the most important one was , the best performance and distinguishing feature about work of administration of human resource aim at practicing a description of jobs in the ministry in order to do justice in distribution of employees.

In order to achieve the objective of the study and to answer the questions of the problem it was studied through analyses of the information of costs for developing health and education sectors in the data bases of the directorate of planning and following in the two studied governorates.The researcher see the study to be a comparison between Baghdad and Karbala. In order to analyze the information the researcher use some statistical methodsThe study concludes some results among the most important; - The study approves that there is no fair in distributing payments between health and education sectors and between other sectors during the period of the study in the studied governorates. This is considered a negligence for the two sectors which shall reflect on the people and on the introducing services. Consequently it leads to unaware for the peoples demands and cause the people to think that the local governments are working individually in making decisions and unjustfy the none comply with.That leads to widen the hole between the people and the local governments that cause the individual to feel of solicitude and distribute the development in the society.The study recommend the necessity to provide the funds necessary to perform the projects and developing plans and to work to support the public participation through participation of as great as possible of society class in social developments in various sectors. The study also emphasize in widening the authorities of local governorates in the committees level in order to develop the various sectors on the local unites.
