Abstract: This research studies how to build a dynamic system for forecasting the electrical demand in Baghdad city by comparing between Statistical Methods in time series analysis such as Seasonal Auto Regressive Integrated Moving Average model (SARIMA),Transfer Function Model with single input - single output(TFMSISO) and Data Mining techniques in prediction using Artificial Neural Networks model such as (Multi - Layer - perception neural networks with sliding windows (MLP - NN - with sliding windows) and dynamic recurrent neural networks RNN's such as the Non - Linear Auto regressive network with exogenous input (NARX Network)), which studies the dynamic relationship between electricity consumption and its relevant variables exogenous variable such as temperature, the Weekly data from January 2007 to December 2014 for all - electric residences in Baghdad are used for this study.Depending on the automated system that built using (Visual C#, Matlab) the results showed the superiority of the non - linear Auto regressive network with exogenous input (NARX Network)) by using some error criterion

Abstract: تشير معايير المحاسبة والابلاغ المالي الدولية الى المبادئ والاسس التي يلتزم بها عند اعداد القوائم المالية, والتي يبدي المدقق الخارجي رايه الفني المحايد عنها على وفق نطاق التدقيق, ويسعى جاهدا لبذل العناية المهنية المناسبة كي لا يتعرض للمسؤولية ايا كان نوعها بسبب الضرر الذي قد يلحق بمستخدمي القوائم المالية الذين اعتمدوا على رايه, ويكمن هدف البحث في التعرف على تاثير تطبيق متطلبات القياس والافصاح لمعايير الادوات المالية الدولية في نطاق التدقيق فضلا عن تاثيرها في مسؤوليات المدقق الخارجي اذا ثبت تقصيره او اهماله باحد الجوانب التي تؤدي الى تضليل المستخدمين.ولتحقيق هدف البحث قام الباحث باختبار فرضيات البحث, اذ نصت الاولى (يؤثر تطبيق متطلبات القياس والافصاح الخاصة بمعايير الادوات المالية الدولية في توسيع نطاق عملية التدقيق), في حين نصت الفرضية الثانية (يؤثر تطبيق متطلبات القياس والافصاح الخاصة بمعايير الادوات المالية الدولية في مسؤولية المدقق الخارجي), واختبرت الفرضيات في عدد من المصارف الخاصة المدرجة في سوق العراق للاوراق المالية, اذ حللت التقارير المالية السنوية للمصارف عينة البحث لمعرفة مدى التزامها بمتطلبات القياس والافصاح الواردة في معايير الادوات المالية الدولية لتحديد تاثيرها في النطاق, فضلا عن تطبيق تلك المتطلبات في القوائم المالية لتحليل الاختلافات ومعرفة تاثيرها في مسؤولية المدقق الخارجي.وقد توصل الباحث الى استنتاجات عديدة من ابرزها وجود اختلافات بين القياسات والافصاحات المحلية والدولية في القوائم المالية, اذ بلغ التباين الحاصل في الاوزان النسبية الخاصة بالقياس والافصاح (48%) و(30%) على التوالي, فضلا عن تفاوت المعالجات المحاسبية للاستثمارات وما يتعلق بها من حسابات للمصارف عينة البحث.وفي ضوء الاستنتاجات قدم الباحث توصيات من اهمها ضرورة قيام مجلس المعايير المحاسبية والرقابية بالتحديث المستمر للقواعد المحاسبية العراقية وادلة التدقيق, فضلا عن تطوير مهارات المدققين الخارجيين في مجالات تدقيق القيمة العادلة, لتغطية نطاق التدقيق وتقليل المسؤولية الملقاة على عاتقه مما ينعكس على جودة عملية التدقيق. | IAS/IFRS refers to the principles and basics that must compliance in the preparation of financial statements, which the auditor express his impartial opinion about it according to audit scope, The auditor is actively seeking make the appropriate and professional care so as not exposed to any kind of liability because of damage to the users of financial statements who relied on his opinion. The research aims to recognize the effect of international financial instruments standards measurement and disclosure requirements on the audit scope and auditor's liability If it is proved negligence to one of the aspects that lead to mislead users.To achieve the research objective, the researcher had test the research hypothesis, the first one stipulated that (international financial instruments standards measurement and disclosure requirements effects on expanding the audit scope), while the other one stipulated (international financial instruments standards measurement and disclosure requirements effects on auditor's liability), these hypothesis were test in the annual financial reports of Iraqi private banks listed in Iraqi Stock Exchange (ISX) to find out the extent of its compliance with international financial instruments standards measurement and disclosure requirements to determine the effect on the scope, in addition, the researcher apply the requirements in the financial statements to analyze the variances and find out the effect on auditor's liability.The researcher had reach several conclusions, the most prominent were a gap between local and international measurements and disclosures in the financial statements, as the difference reached in relative weights (48%) and (30%) respectively, as well as disparity of accounting treatments to investments accounts in the banks.The researcher recommend that regulatory and accounting standards board must do continuous updating Iraqi accounting rules and audit evidence with the international standards and develop auditors skills related to fair value auditing, to cover audit scope and reduce his responsibilities which reflect on audit quality

Abstract: يهدف هذا البحث لتقديم منهجية للكشف عن الاحتيال المالي باستخدام تقنيات تنقيب البيانات من خلال تطبيق وتقييم استخدام اساليب تنقيب البيانات في التمييز بين الاحتيال وعدم الاحتيال في البيانات، فضلا عن تحديد اهم العوامل المالية المرتبطة بالاحتيال لاستخدامها من قبل مراجعي الحسابات في تقييم احتمالات الاحتيال المالي. كما ويبين هذا البحث فائدة استخدام خوارزميات اشجار القرار "C4.5"، مصنف بييز "NB"، الشبكات العصبية "NN"، والانحدار اللوجستي "LR" في التعرف على البيانات المالية الاحتيالية ويتم مقارنة النماذج الاربعة فيما يتعلق بادائهم، ناقل الادخال يتكون من النسب المالية المستخرجة من القوائم المالية لعينة الدراسة البالغة (74) شركة مالية وصناعية عن الفترة الواقعة ما بين (2014 - 2009). وقد توصلت نتائج الدراسة الى ان اهم مؤشرات الاحتيال ترتبط بشكل اساسي بنسب الربحية ونسبة العائد على الاصول، كما بينت نتائج اثر اختبار المطابقة ما بين اوساط معدلي الخطا بتصنيف القطاعات المبحوثه الى وجود فروق معنوية عالية بدلالة (P<0.01)، في حين لم تسفر نتائج المقارنة المعنوية الخاصة بمطابقة متوسطات التصنيف باثر الطرائق المستخدمة الى عدم وجود فروق معنوية وبدلالة (P>0.05). | The study aims to provide a methodology to detect financial fraud using data mining through the application and evaluation of data mining techniques to distinguish between fraud and non - fraud data, This study shows the benefit of using Decision Tree algorithms, Naïve Bayesian, Artificial Neural Networks, and Logistic Regression to identify fraudulent financial statements. The four models are compared with regard to their performance; Input vector consists of financial ratios derived from the financial statements (income statement, balance sheet) for the sample adult study (74) financial and industrial company for the period between (2014 - 2009). The results of the study showed that the most important indicators of fraud are mainly related to the profitability ratios and the return on assets. The results of the match test showed that among the error - adjusted sectors, the classification of the surveyed sectors showed significant differences in (P < 0.01), The results of the comparison between the mean and the mean of the methods used did not result in significant differences (P> 0.05).

Abstract: يهدف هذا البحث الى تشخيص تاثير تطبيق حلقات الجودة في الابداع المنظمي، وقد شمل المتغير المستقل(تطبيق حلقات الجودة) ثلاث ابعاد تتضمن ( دعم الادارة العليا، والعاملين في حلقات الجودة، والبنية التحتية لحلقات الجودة)، وقد شمل المتغير المعتمد ( الابداع المنظمي) بعدين (الابداع على مستوى الفرد، والابداع على مستوى المنظمة).تضمنت مشكلة البحث تساؤلات عدة منها، ما مستوى تطبيق حلقات الجودة في (موقع البحث)، ما مستوى توافر الابداع المنظمي في (موقع البحث)، وقد وقع اختيار الباحث على مركزي، الوزيرية والمركز العراقي الكوري التابعين لدائرة التدريب المهني في وزارة العمل والشؤون الاجتماعية لاستطلاع اراء عينة من العاملين فيهوابعدد (100) عامل، (51) من مركز الوزيرية و(49) من المركز العراقي الكوري.تم اعتماد الاستبانة كاداة اساسية لجمع البيانات ومن اجل معالجة تلك البيانات تم استخدام العديد من الاساليب الاحصائية في برنامج (spss) المتمثلة بــــــ (sperman)، واختبار(mann - whitney) لمعرفة الفروق المعنوية لمتغيري البحث.وتوصل البحث الى مجموعة من الاستنتاجات كان من اهمها، تحصل المنظمة من خلال تطبيق حلقات الجودة على اهداف ومنافع متعددة لعل من اهمها، تحسين عمليات الاتصال داخل المنظمة، تحسين فرص حل المشكلات، خفض الضائع من الوقت والجهد، تحسين بيئة العمل، تمكن حلقة الجودة الافراد العاملين من التعبير عن ارائهم بحرية تامة، ومع ذلك ينبغي ان تستفاد المنظمة من الاهداف والمنافع على وفق طبيعة النشاط، وتحقق وجود علاقة ارتباط وتاثير ذو دلالة معنوية بين تطبيق حلقات الجودة والابداع المنظمي، اما اهم ما جاء بالتوصيات، ضرورة الاهتمام بتطبيق حلقات الجودة حيث ان زيادة الاهتمام تقود الى زيادة الابداع المنظمي، ينبغي على المركزين استمرارية استعمال اسلوب تطبيق حلقات الجودة وجعلها سياسة مستمرة باستمرار تقديمها للخدمات. | This research aims at diagnosing the Effect of Applying the Quality Circles in the Organizational innovation, the independent variable included (applying the quality Circles) three dimensions including (Supporting the highest manage men, the quality circles), the reliable variable included (the organizational innovation) two dimensions (the Innovation on individual level )and the innovation on organization level), the research problem included several acquirements such as, what is the level of applying the quality circles in the (research) site, and what is the level of organizational Innovation availability in the (research site), the researcher chose Al - Wazirya and the Iraqi - Korean centers a scribed to the vocational training directorate in the ministry of Labor and Social affairs for exploring the opinions of workers in , (100) workers, (51) from Al - Wazirya Center and (49) from the Iraq - Korean center. The questionnaire was approved as an essential tool from collecting the data. Several statistical methods have been used for processing that data in (SPSS) Program represented by (the prop able arithmetic mean) normative deviation, and correlation coefficient (Sperman) to know the intangible differences for the research variables. The research reached a set of conclusions, the most important ones are : through applying the quality circles, the organization obtains several objectives and benefits, the most important ones are : improving the communication operations inside the organization, improving the opportunities of solving problems, the quality circle enable the working individuals from expressing their opinions freely, in addition to that the organization should benefit from the objectives and interests according the activity nature and the achievement of existing connection relationship, and effect of intangible indication between applying the quality circles and the organizational innovation , The most important recommendations are : the necessity of giving interest in applying the quality the organization innovation, The tow centers should continue using the method of applying the quality circles and making it a continuous policy with its continuity in delivering services.

Abstract: نتيجة للتغيرات الحادة التي تتسم بها البيئة الخاصة للشركة العامة للمنتوجات الغذائية / مصنع المامون وما تتضمنه من منافسة شديدة ، جعلتها تبحث بشكل مستمر عن السبل التي تساعدها في تحقيق الميزة التنافسية ، ولعل ابرز هذه السبل هي ادارة الجودة الشاملة اذ تعد مصدرا للميزة التنافسية وان تعزيز الادارة العليا قدرتها في تحديد توجهها الاستراتيجي يضمن نموها ضمن دائرة المنافسة والحفاظ على الحصة السوقية . تمثلت مشكلة الدراسة بوجود ضعف في تحديد التوجه الاستراتيجي للشركة سيما ما يتعلق (بالتوجه التكنولوجي) وبعض ابعاد التوجه الريادي ( البعد الاستباقي وبعد المخاطرة ) ، مما يتطلب تفعيل مفاهيم واساليب عمل معاصرة مثل متطلبات ادارة الجودة الشاملة يساعدها في تحديد التوجه الاستراتيجي. هدفت الدراسة الى تحليل واقع متطلبات ادارة الجودة الشاملة في الشركة وتحديد مستوى التوجه الاستراتيجي فيها، فضلا عن اختبار علاقة الارتباط والتاثير بين المتغيرين وتحديد اكثر متطلبات ادارة الجودة الشاملة (دعم واسناد الادارة العليا ، التركيز على الزبون ، التركيز على الموارد البشرية ، التحسين المستمر) تاثيرا في التوجه الاستراتيجي للشركة العامة للمنتوجات الغذائية / مصنع المامون. تبرز اهمية الدراسة كون موضوع ادارة الجودة الشاملة فلسفة ومنهج عمل بديل عن الادارة التقليدية تستخدمها المنظمات لتحقيق النجاح وتحسين الاداء وتحقيق رضا الزبون فضلا عن اهمية ابعاد التوجه الاستراتيجي ( التوجه نحو السوق ، التوجه الريادي ، التوجه التكنولوجي ) التي من خلالها تستطيع التنافس والنهوض بالصناعة العراقية في ظل العولمة والمنافسة الشديدة اعتمد الباحث المنهج الوصفي والتحليلي ، واعتمدت الاستبانة اداة في جمع البيانات، والمعلومات الخاصة بالدراسة، ووزعت على عينة قصدية بلغت (72) مديرا ضمن (المستوى الاداري الاول والثاني) في الشركة العامة للمنتوجات الغذائية / مصنع المامون، واستخدم البرنامج الاحصائي الجاهز (SPSS.V.20) لتحليل البيانات لاستخراج : الوسط الحسابي والانحراف المعياري، ومعامل الارتباط (Spearman) والانحدار الخطي البسيط ، والتحليل العاملي . افرزت الاساليب الاحصائية مجموعة من النتائج اهمهواجود علاقة ارتباط معنوي ذات دلالة احصائية بين متطلبات ادارة الجودة الشاملة والتوجه الاستراتيجي، وظهر كذلك ان هناك تاثير معنوي لمتطلبات ادارة الجودة الشاملة في التوجه الاستراتيجي لمصنع المامون ، وان مستوى التاثير يزداد بوجودهما معا وكانت العوامل التي تضم متطلب التحسين المستمر هي الاهم تاثيرا في التوجه الاستراتيجي. توصل الباحث الى عدد من الاستنتاجات اهمها : هي عدم استعمال مصنع المامون للتكنولوجيا الحديثة مما يؤدي الى عدم معرفة مصنع المامون لمكانته الابداعية ازاء هؤلاء المنافسين ، وعدم مقدرتها على مواكبة التطورات التكنولوجية. توصل الباحث الى عدد من التوصيات اهمها : على مصنع المامون تبني تقنيات جديدة لانتاج منتجات عالية الجودة وقادرة على منافسة المنتجات المحلية والاجنبية المنافسة بشكل افضل، واسرع، وارخص. | As a result of the great changes that characterize the private environment of the General Company for Food Products / Al - Ma'moun Factory and its strong competition, it continuously seeks ways to achieve competitive advantage. The most prominent of these is TQM as a source of competitive advantage. So strengthening senior management for its ability to determine its strategic direction ensures its growth within the range of competition and maintaining market share. The problem of the study lies in a weakness in determining the strategic direction of the company, especially with regard (to technological orientation) and some of the dimensions of the leading approach (the proactive dimension and risk dimension), which requires the activation of contemporary concepts and methods such as TQM requirements to determine the strategic direction. The aim of the study was to analyze the reality of the TQM requirements of the company and determine the level of strategic direction therein, as well as to test the correlation and impact relationship between the two variables and determine the most TQM requirements (support of senior management, customer focus, focus on human resources, continuous improvement) effected by the strategic direction of the General Company for Food Products / Al - Ma'mun Factory. The importance of the study is that the topic of TQM is a philosophy and an alternative approach to the traditional management used by organizations to achieve success, improve performance and achieve customer satisfaction as well as the importance of strategic orientation dimensions (market orientation, Entrepreneurial orientation, Technology orientation) through which it can compete and promote the Iraqi industry in presence of globalization and fierce competition. The researcher adopted the descriptive and analytical method. The questionnaire was used as a tool for collecting data and information concerns the study. It was distributed to a sample of 72 managers within (the first and second administrative level) in the General Company for Food Products / Al - Mamoun Factory) and the ready statistical program (SPSS.V.20) was used for data analysis for extraction : arithmetic mean, standard deviation, spearman, simple linear regression, and operator analysis. The statistical methods produced a number of results, the most important of which was the existence of a significant correlation relationship with statistical indication statistically between TQM requirements and strategic direction. It also showed that there is a significant effect of the TQM requirements on the strategic direction of Al - Ma'moun factory. The level of impact increases with their presence together and the factors that include the requirement of continuous improvement are the most important influence in the strategic direction. The researcher reached a number of conclusions, the most important of which are : The non - use of Al - Ma'mun Factory for modern technology, which leads to the lack of knowledge of Al - Ma'mun factory for its creative position towards these competitors and its inability to cope with technological developments. The researcher reached a number of recommendations, the most important of which are : Al - Ma'mun factory adopts new techniques to produce high quality products and is able to compete with local and foreign products that compete better, faster, and cheaper.
