In spite of all that, woman still suffers to find her actual social entity status; therefore this study seeks to identify this status by her structural independent entity in the government. The researcher was based on drawing possible scenarios for The State Ministry for Woman Affairs and applied of Measures that inconsistent with objectives of researched environment where four scenarios have been drawn, namely (first scenario : State Ministry for Woman Affairs, Second Scenario : The Ministry of Women - the portfolio, Third Scenario : The Independent Commission for Women's Affairs, Fourth scenario : Merge the national machinery for women's affairs with another institution). The researcher expressed the problem of the study by a set of theoretical and practical questions that have been formulated in the form of hypotheses. The study applied at community representing The State Ministry for Woman Affairs and the sample consisted of two types : The workshop sample and case study sample to answer (46) questionnaires such as current and ex ministers, members of the Committee of Women in the House of Representatives, civil society organizations and the staff of the ministry - community of the study. Data were collected via workshop and the form of questionnaire which included (72) questions were distributed among the four scenarios mentioned previously, their answers have been subject to descriptive analysis using measures of Central Tendency as well as Factor Analysis through electronic calculator within the program (spss ver. 10).The researcher found a number of conclusions and recommendations , the most important that there is a clear tendency of consensus to choose the second scenario as a special machinery for women's affairs represented by (The Ministry of Women - The portfolio) as a real structural machinery to get the woman's rights in the future.

The study aims at pinpointing the scopes of administrative reform as an independent variable for its fields (human resources development - spreading and supporting electronic governance, developing standard work systems and procedures) as secondary variables in improving employees performance efficiency, the dependent variable, in its aspects (competence, efficiency, increasing productivity) as secondary variables at the Company under study. The study relied on descriptive analytic method in dealing with its variables, based on measurements conforming to the Company’s goals and nature, in addition to descriptive and statistical methods in processing data. The problem of the study was expressed through a number of theoretical and practical questions put in a hypothetical diagram for the study, from which a number of major and minor hypotheses emerged. The study was applied to a sample of (41) employee at the levels of : general manager, assistant manager, department head, and division head. Data was collected through a questionnaire containing (56) questions covering the aspects of the study. The questionnaire was analyzed descriptively and statistically by using electronic computer to obtain the results through statistical application. The study reached a number of conclusions, most notable among them is that there is a significant correlation between the variables of the study at the company under study. This indicates that the hypotheses of the study are correct, in various degrees. Based on these conclusions, the researcher made a number of recommendations.

Interviewing a number of directors of the surveyed organization was to enhance the questions of the questionnaire and clarify its sections as well. the study was produced by testing a number of main and sub hypotheses. The results have produced a relationship of connection and impact of organizational detriments of its dimensions (organizational structure communication, organizational culture, Information Technology) to manage change in the surveyed organization. The study also has produced a number of recommendations, the most prominent of which was emphasis on developing and enhancing the process of technological change in the surveyed organization. Abstract: تشهد الاسواق العراقية اليوم تحديا ومنافسة شديدة من السلع الاجنبية المماثلة للمنتجات الوطنية اذ اصبحت تلك السلع خطرا يهدد الصناعة الوطنية ولمواجهة هذا التحدي والوقوف بوجه هذه المنافسة اوجب على المنظمات العراقية ضرورة رسم استراتيجياتها الكلية بناء على ال | Iraqi markets witnesses a challenge and competition from the foreign products similar to the national products. These products began to pose a threat to the national production. To face that challenge and to confront the competition, the Iraqi organizations have to draw their strategies based on the care for the quality of their products. Hence, the importance of the research is attract the attention to the higher administration in the State Company for Mineral Industries in particular and all the national companies in general to the necessity of considering the quality dimensions when designing the products and showing the importance of these dimensions in achieving the highest revenues of the company, and spread the awareness for all the administrative levels in the company with these dimensions. These have a role in promoting the national product to be a parallel to the imported foreign products in addition to the enhancement of legislations that limit the random importation of foreign products. The present research aims at testing the effect of the quality dimensions aims at testing the effect of the quality dimensions (performance, characteristics, dependency, compatibility, durability, usability, aesthetic, quality) in the strategies of protecting the national product (enhancement of the law of costumes, enhancement of the Iraqi product production, enhancement of consumer protection law). That was done through a questionnaire form to the sample from the State Company for Mineral Industries of (54) persons. The obtained results of the form were analyzed and processed statistically. The research depends on a number of statistical methods such as (arithmetic preferred means, standard deviation, relative importance, Limitation coefficient R2, simple correlation coefficient, Z - test, and F test). The research comes up to a number of findings such as : there is a significant weakness in the realized quality (the impression generated by the consumer towards the product), and a poor interest in product quality standards the consumer prefers the foreign product because its outside appearance. The study also concludes the most of the sample members have no knowledge of the law of consumer protection, and of the costume tariff law, and Iraqi product protection law which have the effect of protecting the Iraqi market against the invasion of the national products. The research comes up with a number of findings about the variables of study such as the necessity of working in the tariff and the law of Iraqi product protection and also applying more effectively the law of consumer protection and educating the consumers about their rights on one hand, and caring of the study system with the quality standards on the other. That will enhance the laws pertaining to the protection of the national product over the foreign products. Thus, the national product will attract the attention of the consumers and achieve the greatest share on the local markets.

One of the main reasons for the researcher to choose the subject of The impact of the training elements in enhancing the performance of employees as an applied study in the Mayoralty of Baghdad , Due to the importance of training for the workers in the service departments and develop their skills , experience and functional knowledge on an ongoing basis which leads to develop their performance. The research problem was that some believe that the individual does not need to train as he acquires experience through fieldwork. The research sample included staff from different specializations (administrators, technicians, accountants, engineers) from the sections of Administration Department in the Municipality of Baghdad. a sample consisting of 40 trainees Was randomly selected include 20 males and 20 females ,some information had been collected about them such educational qualification , years of service and the number of training sessions in which they participated. The researcher has built its research tool which is a questionnaire consists of 31 questions divided into two axes : the first axes about the trainee opinion about the training programs, the second axes : the impact of training programs to improve their job performance and how they agreed on the questions mentioned in the questionnaire. the researcher also prepare Modulus of Sincerity and consistency to the research tool , Statistical analysis was performed to the data that has been collected through the questionnaire by using the Statistical Package (spss) to evaluate the fields and aspects that the questionnaire seek to display and to show the importance of the training program in improving the workers performance within the organization mentioned in the research. As well as testing of scientific hypotheses that set for determine the correlation and the impact of training programs on the employees performance.The most important results that have been obtained from this research : 1. The training programs are not commensurate with the needs and aspirations of the employees and their desires to develop.2. Commit with the time of the training courses.3. Deficiency in use a variety of clarifying tools in implementing the training programs.4. Weakness in providing practical examples commensurate with the theoretical content of the programs.5. Self - efficacy among the students of the university. 2. Differences in the level of self - efficacy depending on the variables of sex (male - female), and a course of study (Science - a human). Find represented the limits of the following : 1. Spatial boundaries : the College of Education and the Faculty of Science at the University of Mustansiriya. 2. Temporal boundaries : the academic year 2013 - 2014 3. Limits of mankind : the students and the second phase of the fourth morning Studies specialization (scientific - human) 4. Was used in this research descriptive approach based on the monitoring of what is there, and analysis, as identified research community with students of the University of Mustansiriya totaling (23517) students for studies of primary morning for the academic year (2012 - 2013) spread (12) Faculty of them (5) scientific and (7) of humanity, and by (11056) male and (12461) Female and distributors, according to scientific specialization by (10867) students and (12650) students in the major humanitarian, was selected (300) students spread over the faculties of Science and education by (150) students of scientific specialization and (150) students of specialization humanitarian, felt researcher building measure self - efficacy among the students of the university, including the researcher adopted a definition of Pandora (1977, Bandura) have been required to adopt the areas of self - efficacy at Pandora which is the field (ability to deliver), the field (competitiveness), the field (to control the vague positions), and after that was collected expert opinions and analysis were retained paragraphs which were the differences between supporters and opponents are statistically significant at the level (0.50) by (83%) or more for the benefit of those who backed the validity, and thus became the number of paragraphs (31) paragraph, as the initial ones (15), paragraph positive and (16) paragraph negative, put the researcher included five for estimating the responses to items of the scale, namely, (apply to always , apply to often apply to sometimes, apply to rarely, does not apply to never), was selected (300) students by 150 students, and 150 students the way (random) from the research community, and applied the scale on the sample in question. The sample was building differ from the sample discriminatory, any researcher to apply the scale once a sample of construction, and the second time on a sample application, has been applied standard on the research sample comprised of 300 students from the faculties of Science and Education at the University of Mustansiriya and by (150) students and a student of the Faculty of Science and (150) students from the College of Education after it has been deleted paragraph (11) is distinctive and thus amounted to items of the scale (30) paragraph, the results showed that the sample of current research enjoy a high level of self - efficacy, as shown by the existence of differences statistically significant differences between males and females in the effectiveness of self - interest and the female, as the results showed the presence of statistically significant differences in the course of study (Science - a human) in self - efficacy. The results indicated that the value of alpha calculated for the interaction between the sexes and a course of study (0.527), which is smaller than the value of alpha spreadsheet (3.84) at the level of significance (0.05) and with two - freedom (296.1) and this result indicates a lack of statistically significant differences with the interaction between sex and specialization in academic self - efficacy, in the light of the results of this research came researcher with a number of recommendations and suggestions

Abstract: يناقش الباحث متغيرين يتمثل الاول في مركز النافذة الواحدة والمتغير الثاني الاداء المكتبي اذ يعد نموذج النافذة الواحدة من الاتجاهات الحديثة الذي يستخدم لتقديم الخدمة من منفذ واحد او سقف واحد لتقليل الجهد للزبون والسرعة في اجراء المعاملات دون عناء يذكر.وقد حددت مشكلة البحث بعدد من التساؤلات كان اهمها تحديد مستوى العلاقة بين ابعاد النافذة الواحدة والاداء المكتبي واختبرت الدراسة في دائرة جوازات ميسان وقد تمت صياغة فرضيتين رئيستين تنبثق منها فرضيات فرعية وكانت الفرضية الرئيسة الاولى هل توجد علاقة ارتباط ذات دلالة معنوية بين النافذة الواحدة والاداء المكتبي, اما الفرضية الرئيسة الثانية فكانت هل يوجد تاثير ذو دلالة معنوية لمركز النافذة الواحدة في الاداء المكتبي .ولاختبار فرضيات الدراسة تم جمع البيانات من خلال استخدام استمارة الاستبانة بوصفها اداة رئيسة طرحت من خلالها ( 36) فقرة وزعت جميعها على مجتمع وعينة الدراسة والبالغة (47) منتسبا من موظفي دائرة الجوازات استخدم الباحث مقياس (ليكرت ) الخماسي فضلا عن تحليل البيانات باستخدام مجموعة من الاساليب الوصفية والاحصائية وتم استخراج النتائج باستعمال برنامج ( spss) وقد افرزت النتائج والتحليلات الاحصائية وتوصل الباحث الى اهم النتائج هي( هناك ميل لدى دائرة الجوازات باهمية النافذة الواحدة لانها تساهم في وضع افراد المجتمع امام مسئولياتهم وعدم التساهل امام المحسوبية وكافة اشكال الفساد الاداري والمالي) وكذلك يوصي الباحث باهم التوصيات منها( استخدام ابعاد النافذة الواحدة والعمل على تفعيلها في الدائرة المبحوثة بشكل صحيح بعد ان تبين ان هناك علاقة ارتباط في الاداء المكتبي وهذا يؤدي تقديم خدمة جيدة للزبائن) | The study aims at testing and measuring the impact of the single - window center on the performance of The office. The single - window model is considered one of the modern tendencies used to provide the services via one single ceiling, or one single outlet, so as to reduce the effort exerted by the customers, and to accelerate the performance of motions with the least possible effort. The problem of the study is limited to a set of questions at the top of which is the level of relation between the dimensions of the single - window and the offices performance. The study selected Missan Governorate Passport Directorate. Two major hypotheses were formed form which several minor hypotheses arise.The first major assumption is : Was there any significant correlation between the single window and the office performance? As for the second assumption, it is : Was ther a significant impact for the single - window and the office performance?In order to verify the hypotheses of the study, data was collected by means of a questionnaire form as being a main tool which contained 36 items distributed on the study population and sample which included 47 staffer from the personnel of the passports Office. The researcher used the five - dimensional Likert scale, in addition to the analysis of the data using a set of descriptive and Statistical methods. Results are deduced by using 'SPSS' program. Results and analyzsis were reached at and the researcher concluded that : "There is a statisticslly significant correlation between the independent variable of the single - window center and the variable of the office performance
