It has been gathered data from the main relevant sources directly. As a result, it has been indicated that there have been a weakness into applying the strategic planning owing to some obstacles. Most important conclusions are listed below : 1. The goals the plan includes (in Diyala) are modest and unambitious one , thus , the goals would be unqualified to carry out investment projects or to develop them in the governorate. It has been also noted that there has not been quality control and lab to test the substances that are used to implement the projects in the governorate aforesaid. This actually would motivate and impel most companies to go the private labs and universities for testing the materials. This, in return, being exposed to corruption for not being there quality control on these labs by the governorate. 2. Abstract: قد تبدو ظاهرة السكن العشوائي مشكلة عمرانية بحتة لكنها في الحقيقة نتاج لمجموعة من الاسباب والعوامل التي يمكن تصنيفها الى اسباب سياسية واقتصادية وتخطيطية وحتى اسباب اجتماعية وعلى الرغم من التشابه الواضح في معظم خصائصها العمرانية والاجتماعية والقانونية عا | It seems to be that the phenomenon of The Random Residence is a pure problem, but in fact it is a result of a range of reasons and factors that can be classified into political, economic or planning or even social reasons and in spite of the clear similarity in most urban, social and legal characteristics globally, they differ in some characteristics from region to another and from time to time.The study aims to shed light on this Random Residence phenomenon and to identify the causes, consequences and implications of them and the attempt to gain access to the strategies contribute to face, address ,and reduce this phenomenon inside the cities as well as to enrich the scientific and service institutions with these studies, which would contribute to the improvement and development of the performance of Municipal enterprises and offers many solutions to this problem to move flexibly within the urban and constructional fabric of the cities.The problem of the study represented in the spread of construction and random housing resulting from the violations and abuses in the territory of the State and agricultural lands, orchards and building violations, which were estimated at about 30% of the area of the holy governor of Karbala, and its manifestation of the negative on the urban and civilized fabric although there are a number of laws and regulations that prevent the spread of this phenomenon, but to no avail, so the problem of the study can be summarized by type of strategies which can be used to face the Random Residence in the holy governorate of Karbala.The study uses an analytical approach to view the data connected by the research through the view and what the researcher gained of documented data which were held by the municipal offices in the governorate of holy Karbala in addition to the collected data through using the form of survey, and the study of the reasons behind the emergence of this problem, depending upon the display of the previous studies and experiences of Arab and foreign countries in addition to Iraq, regarding how to deal with the Random Residence in their cities and what are the strategies used in treating them. The study found a number of findings and recommendations which would contribute to providing a key database to the municipal offices in governorate of holy Karbala, that are concerned with the implementation of the design foundation for the governorate and gives clear results for the reality of the abuses of housing for the extent of the suitability of urban life, and to identify the case of abuses of residential, over - stepping's and the level of services through information gathered from the sample under study of (100) family within the limits of municipal institutions. The most prominent result is the inability of the residential areas to provide the basic functions (educational, commercial, recreation, roads & services) to serve the residents due to their regularity of buildings and its violence to the standards of planning, or as a result of an imbalance in the providing the space required for these activities, and that a high proportion of buildings are in bad condition as the status of urban poor do not provide a suitable climate to live and the great variation in areas of land resulting from the random and illegal isolation for the region. Which requires the adoption of several strategies to solve these problems, and the possible dissemination of these treatments on all Iraqi cities because of the correlation of the majority of the relevant departments in the same legislation, taking into consideration the attractions of the cities and sincere intention for treatment.

Abstract: سعى هذا البحث لبيان انواع الفساد واشكاله المستشرية في المؤسسات العامة وعلاقته بعملية الاختيار والتعيين, وما مدى تاثيرة على اجراءات الاختيار والتعيين في المؤسسات , وتبرز اهمية البحث وسبب تناوله لهذا الموضوع كون اجراءات الاختيار والتعيين تلعب دورا فعالا | Sought this research to demonstrate the types of corruption and forms rampant in public institutions and its relationship to the process of selection and appointment , and its impact on the selection and appointment procedures in institutions , and highlights the importance of research and the reason for eating this Thread universe selection and appointment procedures play an active role in raising the efficiency of institutions and selecting people who meet the efficiency , experience and skill any putting the right person in the right place , has been applied questionnaire research on the Integrity Commission as the most important in the regulatory institutions in Iraq and the fact that its employees engaged in the dangerous task , namely the fight against financial and administrative corruption in government institutions and the fact that this task requires a level of efficiency and good Biography and career and personal behavior for its members , the researcher turned to indicate what procedures in body regarding selection and appointment process and how they are free forms of corruption or not , The researcher has designed a questionnaire especially for measuring the most important types of corruption , a financial and administrative corruption being one of the most common types of corruption prevalent in society and administrative dimensions ( bribery , mediation , favoritism , nepotism , abuse of public office ) and its impact on the dimensions of the selection and appointment process , and distributed to ( 86 ) Authority staff in the offices of the Middle Euphrates. The researcher found a number of conclusions , including : The results of the analysis of the side of the practical absence of cases of administrative corruption or Mali in the appointment procedures in the Integrity Commission and the efficiency measures body in the selection and appointment procedures , although the body depends on the new appointment of individuals and not with a tendency to attract people from Other government institutions The main recommendations Vtmthelt the need to create a single government competent process of selection and appointment falls upon themselves to choose people for jobs appropriate to their qualifications , increased rates of acceptance for those with graduate degrees , and attract people from other government institutions experienced.
