Abstract: تعد عملية جذب الكفاءات المتميزة والفاعلة هي احدى التحديات التي تواجة المنظمات الحديثة في ضل بيئة متغيرة ولتجنب الهدر المستقبلي في الكفاءات التي من الممكن ان تجذبها وزارة النفط لابد من وضع خطط ستراتيجية واضحة المعالم ذات اسس علمية لتمكنها من تحقيق اهدافها | The process of attracting the competent and efficient people is one of the challenges faced by the modern organizations which work under changing environment. In order to avoid the loss of those competent people who could be recruited by Ministry of Oil in future, it is necessary for the ministryto prepare clear - cut and scientific strategic plans in order to be able to achieve its goals. This study deals with that problem through asking some questions which are : What is the nature of the relationship between building strategies of attracting the competencies and its external sources regarding the effect and the connection? What is the proposed sample to attract the competencies in Ministry of Oil? In order to reach the answers to these questions, this study started to prepare a study case about the oil sector specifically about the Board of Ministry of Oil through taking a deliberate and intentional sample of about 41 persons whose job titles range from (Director Generals and their Deputies, Heads of Departments and their Deputies, and Heads of Sections). The collection of data depended on a test form which was prepared in order to achieve the goals of the study which includes (25) paragraphs. In order to extract the outcomes of the study, the statistical program (SPSS) has been used. This program includes many statistical manners which showed the level of answers, and it tested the study hypotheses and according to its results, the study has reached to a number of conclusions mainly : the strategy of attraction achieved a positive and strong relation with the sources of attraction and this confirms the positive dependence on those sources when dealing with the attraction strategy. Accordingly, a group of recommendations has been drawn mainly : The establishment of database according to the internal and external environment data in order to enable the ministry to put a strategy that conforms to the threats and opportunity of the surrounding environment.This study includes some proposals and the most important of them is presenting a sample for building a strategy to attract competencies in Ministry of oil

Abstract: تهدف الدراسة الى معرفة العلاقة بين الرسمية والمركزية وتاثيرهما في جودة الخدمة الصحية المقدمة في المستشفيات، ولفهم طبيعة العلاقة بين المتغيرات الثلاثة، تم اعتماد الرسمية والمركزية كمتغيرين مستقلين متمثلة باربعة ابعاد ( التعليمات والاوامر، القواعد والاجر | The current study aims to knowing the relation between formalization and centralization and their effect on health service quality in hospitals ,To understand the relation between the three variable , the formalization, centralization, have been adapted as an independent variable with four dimensions ( instruction & commands , rules & procedures , pyramidal sequence and validities accreditation ) and quality of health service as dependent variable through five dimensions ( tangible , depending , safety , responding and empathies ).The study adopted conceptual criteria to collect data which included two questionnaire tools , the first one was prepared for employees of the hospitals , and the second one for the customers ( patients ) ,and according to five sides liker meter. The two tools have been prepared in the light of former studies and then distributed to the employees and for different medical specialization and scientific levels, In fact (50) tools for employees in the searched hospitals ,and same number of tools for the costumers ( patients ). The period of time to preparing the study continued from (2/2008 - 8/2008). The data were analyzed descriptively by spearman rank correlation method to test the hypothesis and simple - stepwise analysis for tasting the effect.The study includes five chapters, the first one was devoted to discuss frameworks and the theoretical information of the three variables (formalization, centralization and health service quality) , the second chapter was devoted to methodology side of the study to discuss the framer and previous studies, and the hypothesis of the study, and its tools, and its procedures, The third chapters explicate the applied aspect of the study as well as analysis the important of variable of studies, the fourth chapter explain the correlation and effectiveness between variables of studies , the fifth chapter showed study results and proposed a number of recommendations which may improve health service quality. The study results showed that the formalization, centralization subordinated as big shaped in management of hospitals and have negative effect on quality of health service which suffer from ugly performance because of several causes like taking care and carefulness from give enough validities for hospital managers afraid from some mistake or absence of efficient managers and emigration of large no. of medical staff as a result of deterioration of security applied. A number of recommendations have been proposed, one of these its necessary to give the managers some validities and training managers to improved their capabilities and abilities and try to built flexible organization structures which can adopted with reigning depositing.

The researcher has visited the Children’s Culture House and met with the appropriate staff as to collect information and reports regarding the strategy, activities, and the works of the house. The researcher has also visited the Center for Psychological Studies that is affiliated with the Ministry of Higher Education and Scientific Research to obtain specialized knowledge about the terrorism phenomenon and the extent to which it affects the culture of the child. Moreover; the researcher has been in contact with representatives of United Nations Children's Fund - UNICEF and the International Organization for Migration - IOM in order to obtain reports detailing the current status and situation of children in Iraq.A descriptive statistical approach is used by the researcher; acheived by closely following the situation in Iraq - a country which has become a field for various terrorist attacks - and how that situation affects and alters the culture of the child in a manner that threatens the future of the country as a whole. Percentages are used to quantitatively depict and describe some of the data that is utilized.The most significant conclusion of this research paper is that the culture of the child falls within the circle of terrorism in Iraq; and it does so in two ways : 1. Field Terrorism : Examples of which include explosions, bombing of cities, gorilla war, assassinations, and kidnaps. 2. Media - Driven Terrorism : Embodied by the plethora of television programs, cartoon shows; and electronic games played on consoles, personal computers, cell phones… etc. These various manifestations of terrorism have caused many problems suffered by the Iraqi child and have adversely affected the cultural level thereof. Developing and nurturing the culture of children is a strategic and evolutionary goal for any society for children are the future of the nation and the holders of its heritage and identity; they also are the nation’s present that reflects where it stands among others.

The aging of the nursing staffing crisis causes a lack of staffing and the nursing shortage crisis, increasing the leaving is not registered or recognized and even in the case of compensation during the current lack of employment there is the problem of shortage of nursing faculty to teach these new educational programs through appropriate nursing. The problem of the research is the absence of clear role of the nurses in dealing with medical waste in the researched hospital (Neuro - surgical teaching hospital ) , The researcher used the case method to study the problem, that have been collected from the relevant information depending on checklist which include two divisions, the first division relates to the management of medical waste, and the second part relates to nursing staff and their role in the management of medical waste, as it was distributed to a sample of (25) an individual, including department managers, units responsible persons, and members of control pollution committee , and ( graduate ,technical ,skilled) nurses. In order to address the data results, the researcher used statistical methods, including percentages (%), the frequency and (Z) test to compare the role of MWM (medical waste management) with the role of nursing staff in the management of medical waste. The most significant results are : absence of participation of nursing staff in transferring medical waste from it's source to collected containers in admission rooms , in addition to uncertainty of transfer of these wastes to the central storage position, because of they are not notified by hospital management or medical waste management , also most of nurses refuse in participation to transfer medical wastes, refuse in daily and monthly documentation to size and type of medical wastes because of job - interference and lack of clarity of roles. The main recommendations were to clarify the role of nursing staff in dealing with medical waste through meetings and seminars as one of responsibilities and duties. The research also include a proposal for the establishment of the department for processing medical waste at the level of the hospital and develop a job description for graduate nurse management of medical waste.

The first of which is maintenance service (represented by measures of reliability engineering), which has been adopted by the current researcher as an independent variable (explanatory). The second is healthy laboratories service quality (represented by the five main dimensions of the service quality), which has been adopted by the current researcher as a dependent variable (responsive). The core of this research is concerned with the maintenance measures, namely : mean time between failures, mean time to repair, availability and failure rate and what extent they are connected to the main service quality dimensions (tangiblity, reliability, responsiveness, assurance and empathy) and if may effect them eventually. As regards the practical side of this research, it focuses on the maintenance reality in Kadhimiyah teaching hospital / Branch of teaching laboratories. Actually, the health sector is as vital as the industrial and the commercial ones; it is indispensable in countries' development. The maintenance data have been collected from (18) medical laboratories devices; (2) devices per lab. The four maintenance measures have been studied in nine laboratories which have been chosen randomly. As regards the medical service quality, it has been investigated via a questionnaire when data have been collected from (135) customers (patients). Those data have been processed by different statistical methods such as : mean, rates, standard deviation, coefficient of variation, correlation coefficient and regression. The current research aims to determine the relationship between the maintenance to medical devices service and the quality of medical service presented to citizens or (patients). The reasons behind this research are : firstly, the modern concept of the medical service quality in studies and researches. Secondly, investigating how effective the maintenance of service is, in terms of quality improvement and the perfect medical service presentation.This research adopts two main hypotheses which in turn, are subdivided into eight assumptions. The main ones are : (There is a correlation with statistical significance between the medical devices maintenance and the medical service quality) and (There is effect statistically signifigant between the medical devices maintenance and the medical service quality). The research has reached several conclusions regarding it's theoretical and practical sides as well as the investigated system. One important conclusion is that there are a connection relationship and influential relationship between the maintenance service presented to the labs and the medical service quality presented to the customers by labs. Abstract: ان تسارع التغييرات في بيئات الاعمال وحدة درجة المنافسة اوجبت على المنظمات وحفاظا على وجودها اتباع استراتيجيات حديثة, واحدى اهمها هو مبدا اعادة هندسة عمليات الاعمال (BPR) التي تستهدف اعادة تصميم عمليات اعمال المنظمات وكان المجال الصحي من اهمها, حيث انها بح | Because of the highly speed of changes in work’s environments and the strong ness of competitions, obligate organizations to follow new Strategies. One of the most important of them 1s the Business processes reengineering which leads to redesign the processes. Because of the highly importance of the health field which need’s a radical revolution in all it’s aspects. That’s mean complete obliteration, doesn’t automate. This research aims to determine the relation between shape and effect of application of (BPR) program and the most important criteria’s of performance which are (coast, quality, speed, flexibility) in organizations and exactly in hospitals, which are responsible to fulfill customers desires and needs. To reach study objectives a simulate diagram had built to determine the nature of this relationship. In general view this study consist of two aspects : First of them is the theoretical part explain the (definitions, concepts principles, steps, criteria’s, importance, advantages, disadvantages difficulties) of (BPR) and it’s relation with other administrative approaches like total quality management (TQM). While the second part covers the practical aspect of the study. A questionnaire used as a method to collect data, and interviews, moreover field living with The sample consist of 72 one. Differs between them in age, sex, employing years and scientific degrees. Hypothesis were examined through group of statistical method, the result were used by application of prepared program (SPSS 13). Which proofed (the existing relation between BPR application and the criteria’s of performance, which are (coast, quality, speed, and flexibility). Eventually : the study recommended several points. The most important one was adopting (BPR) programs in all health organizations. Also proposed several points suggesting that if will be implicated it would elevate the level of this health organization
