Abstract: The contemporary world is characterized by change and instability due to the successive developments and challenges in all the fields and in all levels, whether local, regional and global. This is why decision makers are required to search in order to identify the changes and the challenges, which the institutions and the organization may face in all sectors in order to improve them and also to cope with the developments in order to deal with them positively, through the use of the contemporary concepts in administration. The reason behind this is to find new active systems which enhance the activity of the organization to achieve uniqueness.The development in administration is the real scale for the development in different aspects of life, and also the first step for the comprehensive development. It focuses on augmenting the efficiency of human beings and putting the organizational structures through organization, assigning the duties which are considered to be the basic activities for the administrative development. This should be done in a way that guarantees doing the duties in a more active way. The new trends in administrative development also focus on effecting changes in the behavioral and intellectual activities in the administrative system.They depend also on the integrative and comprehensive view for their elements in order to enable the organizations to adjust to the environmental changes through creating variables for the inputs and activities, in a way that leads to the increase of the abilities to create a healthy milieu and improve its abilities to solve the problems and achieve self - improvement in order to face the environmental demands. Universities are considered the major centers which make the changes and developments, because they have the premises of creativity and innovation, through their academic and administrative qualities, and also through their rare specialization working there. Universities are also considered the intellectual, academic and civilization center in their societies. So, their roles in human and economic development go beyond the university walls to serve the society and interact with the other societies through the process of education, production and the other services.The influence of the university in the society is determined by the roles which it does in activating the self - potentials of the society, to eradicate illiteracy, achieve total development, redeeming the gap between the society and the leading societies. This will not be achieve if the university is confined inside its walls, to lay ties with the society. It must expand its duties and roles to support the efforts of economic and social growth.The following are some of the important conclusions : 1 - The weakness of the university in making use of its qualities in a way that best reflects their fields. Many specialists are assigned to work in a work that is not their field of specialization and there is also no accurate job description for many of them.2 - The organizational Structure needs the management engineering which makes it more flexible and more diverse in a way that best suits the contemporary trends and advancements.

Abstract: هدفت هذه الدراسة التعرف على (القيادة التربوية ودافعية الانجاز وعلاقتهما بالمواطنة التنظيمية لرؤساء الاقسام العلمية في جامعات محافظة بغداد ) لذلك تم صياغة اهداف البحث التالية : 1 - التعرف على مستوى القيادة التربوية لدى رؤساء الاقسام العلمية في ضوء نظرية فيد | This dissertation aimed to identify "The educational leadership and accomplishment motivation and their relation to the organizational citizenship for the scientific division heads in the universities of Baghdad province" for this reason the following goals were molded : 1 - Identification of educational leadership for scientific divisions heads in the light of fiddler theory.2 - Identification of accomplishment motivation for scientific divisions heads in the light of Mcliland theory 3 - Identification of organizational citizenship for scientific heads division in the light of Oregon sample.4 - The identification of the statistical reference relation between educational leadership and accomplishment motivation for scientific divisions heads.5 - The identification of the statistical reference relation between educational leadership and organizational citizenship for scientific division heads.6 - The identification of the statistical reference relation between accomplishment motivation ands organizational citizenship for scientific divisions heads.7 - The identification of the statistical reference differences between the mode of educational leadership in the light of fiddler theory for the scientific divisions heads according to dissertation following variables : A - Gender "male - female" B - occupational service8 - The identification of the statistical reference differences between accomplishment motivation in the light of Mcliland theory for scientific divisions heads according to the following variables of the dissertation : A - Gender "male - female" B - occupational service9 - The identification of the statistical reference differences between the organizational citizenship in the light of Oregon sample for scientific divisions heads according to dissertation following variables : A - Gender "male - female" B - occupational serviceThe research society include heads of scientific divisions at the colleges of Baghdad province universities for the academic year 2014 - 2015 who were totaled to "374" divisions heads, and the dissertation sample was chosen by random casts method and consisted of "299" divisions heads, i.e. 80% of the research society and to verify the research goals the researcher built three scales for the dissertation where the first scale for the educational leadership consisted of "50" items, as for the second scale for accomplishment motivation it contained "45" items, and the third of the organizational citizenship included "45" items, the collected data from the respondents responses for the questionnaire items statistically by using the following statistical means : "alpha kro nbach equation - person connectionFactor - t - test for one sample - t - test for two independent samples - Bi - diverging analysis - cherei test for after comparisons " The present dissertation results showed : 1 - The existence of differences between the Arithmetic mean of the marks of the sample which was "82.224" and the assumed arithmetic mean which was "60" and for the advantage of the arithmetic mean of the sample marks "divisions heads" on the scale of the educational leadership. 2 - The existence of differences between the Arithmetic mean for sample marks which was "141.217" and the assumed arithmetic mean which was "135" and for the advantage of the arithmetic mean of the sample marks "divisions heads" on the scale of the accomplishment motivation. 3 - The existence of differences between the Arithmetic mean for sample marks which was "178.003" and the assumed arithmetic mean which was "135" and for the advantage of the arithmetic mean of the sample marks "divisions heads" on the scale of the organizational citizenship. And in the light of the dissertation results the following inferences were reached : 1 - The educational leadership in the light of fiddler theory is exist for scientific division heads at the colleges of Baghdad province universities and with good level.2 - Divisions heads in the colleges enjoy accomplishment motivation according to Mcliland theory and with good level.3 - Scientific division heads at colleges enjoy with the organizational citizenship behavior according to Oregon sample. The most important recommendations of the researcher are : 1 - Divisions heads are preferred to revise the different theories of leadership, and especially the stances theories, because they are easier in application and more realistic as the specialists indicate.2 - That divisions heads take care for the humane sides in their leading for their divisions as they are consider the spirit of the work and its care and for its positive role and effect in raising moral spirit of the teachers in the division. 3 - Give importance to accomplishment motivation and direct the different researches to this field, for its importance in raising the educational productivity, improving the performance, and achieving the psychological health. 4 - Empowering the divisions heads for volunteering behaviors and actions which show their willing for helping the teachers and the employees.As for important suggestions : The researcher suggests conducting the following researches and studies : 1 - Making study about the educational leadership in the light of "Redn theory" and its relation to the organizational citizenship in the light of more man and blacky sample. 2 - Conducting study about the accomplishment motivation for high schools headmasters and its relation to the educational quality. 3 - Conducting study about the level of the organizational citizenship for the teachers and its relation to the leadership behavior to their supervisors.

Abstract: يهدف البحث الى بناء برنامج تدريبي لمديري المدارس الثانوية على ادارة التغيير في ضوء مهماتهم، وقد اقتصر على مديري المدارس الثانوية ومديراتها ذوات المرحلتين المتوسطة والاعدادية. وتتطلب تحديد هذه المهمات اولا التي اصبحت بصيغتها النهائية مكونة من (60) مهمة، م | The present study aims at a training program for the principals of secondary schools on change management in the light of their change tasks. The study is confined to the principals of the intermediate and secondary stages. This requires much specification of the task first which has become in their final form of (60) task, distributed on the domains of regulation, study, the management of educational and teaching processes, management of teachers and records and school documents and the human and educational relationship with the students, and the relation with the local community and the parents, the activities, the educational and health consulting, the evaluation and examinations, the equipment and the school buildings and the library as (10, 6, 14, 6, 4, 6, 4, 6) respectively. The researcher verified their apparent validity and the constancy of each task by the re - testing method on a sample made up of (30) male and female principals. After determining the general objectives of the program which aim at training program for the principals of secondary schools in performing their tasks in the light of change management tasks, the researcher determined the sub - objectives of the program which include (16) sub - objectives distributed to (10) domains, (9) of them tackle the tasks and one tackle the change and its requirement’s. The researcher depended on the training the principals with the self - training method, by using the program distribution on the school principals included in the sample of evaluation of (30) principals. They were chosen by the method of random selection from each directorate of the General Education Directorate in Baghdad governorate according to the size in the research community distributed to the Directorate of Baghdad Rusafa the first, Rusafa the second, Rusafa the third , Karakh the first, Karakh the second and Karakh the third in (4, 8, 2, 4, 6, 6) principals respectively as (10) male principals and (20) female principals. After the distribution of the sample members after measuring of the performance of the sample (pretest) by the using of others’ evaluation. It depends on the evaluation of the two teachers in the field of the school management according to the average scores of the assistants’ evaluation and two teacher evaluation for the principals for each task. Before applying the program, the evaluation results of the principals’ performance included in the sample of the study showed that their performance was average and did not come up to the desired level of change management except in the domains of (evaluation and examination). Their performance was poor in comparison with the theoretical average at the level of (0.05). After the passage of a year of training so that the principals’ performance appears on all the tasks that extend to the whole scholastic year, the evaluation was repeated of these tasks. The results of the t - test show the excellence of the principals’ performance after training as follows : 1 - At the level of (0.01) in the domain of regulation, study, the management of educational and teaching processes, the human and educational and the relation with the local community the activities, the educational and health consulting, the evaluation and examinations,.2 - At the level of (0.01) management of schools.3 - At the level of (0.01) in management of teachers and records and school documents and relationship with the students and parents, and the domain of the equipment and the school buildings and the library.In the light of the procedures of the structure of the training program and the result of evaluation the researcher concluded that tasks of the secondary school principals that required by the change management are more variable and diverse than the current management. The self - training program of the principals on these tasks. Thus, the researcher recommends the Ministry of education to the necessity of going in the direction of change management in the secondary schools and the training of the male and female principals on this management by depending on self - training according to the prepared program. The researcher suggests making subsequent studies of this study on the principals of primary stage pupils and a study of the cognitive variables that can contribute successfully to change management and a study of the change management in some variables.

To achieve the research objectives and for non - existence standard tools designed for the targeted category, the researcher set two standards of information techniques and decision making for deans of colleges in governmental universities in Baghdad governorates from their assistants and chairmen of the scientific Depts. According to the variables of the administration position (chairman of Dept. - assistant dean ) and the gender( males - females), and after investigation their standard characteristics, due to sample of the research amounted(249) assistant dean and chairmen of Depts. In universities of ( Baghdad ,Al - Mustansiriyah, university of Technology ,Al - Nahrain, and the Iraqia), of percentage (8%) of the research community of (182) chairmen of Dept. among them(131) males,(51) females and(67) assistant dean amongst (56) males and(11) females, and after analyzing the information obtained from the sample and processing them statistically using (SPSS), it has reached the following results : 1 - The chairmen of Depts. have points of view that the deans using information techniques in their administration duty. And the assistants' points of view have revealed that the deans using information techniques in their administration work with medium degree. 2 - There are no differences statistically significant in the individuals of the sample points of view about using information techniques for the deans of colleges according to the variables of gender and the administration position, besides there is no interaction between the variables of the gender of its two (types) and the administration position of its two different levels from the individuals sample point of view of the chairmen of Depts. And assistants dean concerned the deans' using information techniques in their administration work.3 - The individuals sample from of the research has illustrated chairmen of Depts. And assistants dean that the colleges deans have the ability to take a decision in their administration work.4 - There are no differences of statistical significance from the individuals of the research sample points of view concerned the colleges deans to take decision according to the variables of gender and the administration position, besides, non - existence of interaction between the gender and the administration position variables in these points of view and the administration position in its two different levels from the individuals' of the research sample point of view of the chairmen of Depts. And assistants dean concerning, the deans' ability to take decision in their administration work.5 - The relation between mastering of information for the deans of the colleges at governmental university of Baghdad is positive, means when using mastering of information increased for the deans of colleges, then their ability to take decision in their administration work increased from the sample point of view of the chairmen of Depts. And assistants dean.

Abstract: هدفت هذه الدراسة التعرف على واقع (الهندسة الادارية وعلاقتها بالاداء الوظيفي لدى عمداء الكليات الاهلية في محافظة بغداد وجهة نظر رؤساء الاقسام والتدريسيين، ومن اجل تحقيق اهداف الدراسة تم صياغة بعض الاهداف التي تخص العلاقة بين الهندسة الادارية والاداء الوظيف | This study aims at finding out the administrative engineering and its relationship to the functional performance of private colleges' deans in Baghdad according to heads of departments and instructors. To achieve the aims of the study, some of aims related to the relation between administrative engineering and functional performance have been worded. The descriptive approach is adopted in describing the variables of this study. A questionnaire is used as the main instrument to collect the data important for this study from the sample and to support the theoretical framework of the study. After surveying the related educational literature and previous studies, two scales are constructed. The first is an administrative engineering scale and the other is intended to measure the functional performance. Having the required data been collected, the (SPSS) program has been used to analyze the collected data. This analysis reveals the following results : 1. Private colleges' deans have an average level of the recognition and awareness of the benefits of the administrative engineering through the skills and techniques of work accomplishment and achieving the intended aims.2. Private colleges' deans have a good level of functional performance through running their colleges issues and being aware of the administrative instructions and principles.According the results achieved, the following conclusions are drawn : 1. There is a strong correlational relationship between the two variables (administrative engineering and functional performance).2. There are no statistically significant differences in the sample responses to the scales of administrative engineering and functional performance according to the study variable (the academic title). Finally, the following recommendations are put forward : 1. The necessity to enroll colleges' deans and individuals, by the Ministry of Higher Education, in the training and qualification courses to promote their functional performance.2. The necessity of private colleges' deans working to spread the culture of change and development of their employees.3. The necessity to spread and promote the concept of administrative engineering in the private colleges for all employees whether academic or administrative.
