The problem of the study in several questions such as : Can the units of local governance contribute in developing the dimensions of the social development if it has the suitable support ? Which means investigating the scope of the local governance abilities in developing the social development sectors represented in health and education sector. In order to achieve the objective of the study and to answer the questions of the problem it was studied through analyses of the information of costs for developing health and education sectors in the data bases of the directorate of planning and following in the two studied governorates.The researcher see the study to be a comparison between Baghdad and Karbala. In order to analyze the information the researcher use some statistical methodsThe study concludes some results among the most important; - The study approves that there is no fair in distributing payments between health and education sectors and between other sectors during the period of the study in the studied governorates. This is considered a negligence for the two sectors which shall reflect on the people and on the introducing services. Consequently it leads to unaware for the peoples demands and cause the people to think that the local governments are working individually in making decisions and unjustfy the none comply with.That leads to widen the hole between the people and the local governments that cause the individual to feel of solicitude and distribute the development in the society.The study recommend the necessity to provide the funds necessary to perform the projects and developing plans and to work to support the public participation through participation of as great as possible of society class in social developments in various sectors. The study also emphasize in widening the authorities of local governorates in the committees level in order to develop the various sectors on the local unites.

Abstract: تضمنت الدراسة متغيرات وهي : نوعية حياة العمل، راس المال الاجتماعي، كمتغيرين تفسيريين بابعاد فرعية وهي المشاركة باتخاذ القرارات، والرواتب والحوافز، والموازنة بين العمل والحياة، والفة الفرد مع الاخرين التابع لنوعية حياة العمل، والثقة والتعاون والقابلية | This study dealt with relatively modern variables such as : quality of work life and the social capital as a two explanatory variables of subsidiary dimensions such as contributing in decision making, salaries, bonuses, balance between work and life, and the individual harmony with others which is linked to the business life and confidence, cooperation, and the social ability of the social capital, the high performance variable as a responsive variable with its dimensions which are represented by leadership, personnel and team. All these three variables have been reacted to form the ideological and philosophical frame of this study.The three offices of the Central System of Standardization and Quality Control : The Technical and Administrative Services Office, The Standardization Office and the Quality Control Office, has been chosen to implement the study field side. The study sample has been selected to include all the departments managers, people officials, technicians, and administrators which formed (120) individual. The study method was a descriptive, inferential and analytical method. The researched has experienced six assumptions from which other subsidiary assumptions were created. To achieve the data to test the actual performance, the questionnaire form was designed to include certain questions that each questions group is specialized in answering a certain relation meaning.The assumptions have been tested and results have been extracted by using the ready statistical programs (SPSS). The study achieved a number of conclusions and recommendations such as the fact that the System did not reach the high performance stage. And the study submitted a number of future proposals which should be considered

The research has been based on the opinions of a chosen sample of 75 service officers of the Ministry of Interior who work at the General Directorate of Traffic. The research problem has been identified by the researcher through the field of commensalism with service officers at this directorate. The researcher found that the weak points in the performance of the General Directorate of Traffic came from the lack of knowledge of the empowerment and its relation to the directorate performance at the directorate administration. The research has tried to pursue the following goals : describe the dimensions of administration empowerment and the performance of the service organization as well as the contribution of the empowerment factors in the improvement of the service organization performance, and test the correlation between them in the directorate. The research has used the Descriptive Analytical Approach in order to achieve the goals above. In the practical part of the research survey, interviews and field commensalism has been conducted by the researcher while in the theoretical part previous studies and researches has been used as well as the Statistical Package for the Social Science program (SPSS) to test the correlation between the different research variables. The research found out from the test and analysis of the assumptions on which the study is based, show that The General Directorate of Traffic performance could improve significantly if it follows the recommendation that is suggested in this research.

The most research problem in question the existence of the main deficiencies in the application of the concepts of organizational alienation and attention to the quality of work life and their role in the omission of the surveyed University To clarify the relationship between research key variables was drafted mainly by two assumptions branched (10) subset.Tool resolution has been adopted in data and information relating to research collection, it has been prepared based to a number of standards ready to use the runway (Likret) Quintet, was subjected to a test validity and reliability.And distributed to a sample of (75) teaching in Anbar, Baghdad University Center and data analysis research used statistical program Ready (SPSS) and program (EXCELL) One of the most used statistical tools in the analysis are : the percentage of recurrence, and the arithmetic mean and standard deviation, and coefficient of variation, and the coefficient Pearson correlation and simple linear regression.The study produced a number of conclusions Perhaps the most prominent of a correlation relationship between the dimensions of the quality of work life and organizational alienation, as it emerged that there are significant effect between the dimensions of the quality of work life and organizational alienation.And no statistically significant differences between the responses of the respondents about the impact of Aavadnoaah working life in the organizational alienation attributable personal and functional variables (gender, age, educational qualification, marital status, years of career service).In the framework of the discussion of research results made a number of recommendations including : 1 - The need to pay greater attention to improving the quality of working life and regarded as the key to creating the right conditions for the University surveyed.2 - . The study adopted a descriptive analytical approach to interpret the role and effectiveness of information and communication technology in the marketing mix banking and smart card, and the study sought to answer a number of questions and through the drafting of main and subsidiary hypotheses, which were tested and correlated to impact relations between the dimensions of the independent variable and the dimensions of the variable adopted, The study on a set of standards was developed, ready - made some of them, and collected data for a sample of workers and customers through questionnaires prepared for each of them in the banks under study, which was selected on the basis of momentum and location. To ensure the validity of the assumptions the research was applied on an intentional sample of (72 ) employees at Kirkuk province council who have posts (consil member, department heads,units responsibles, and emplyees),and we used questionair as main tool to measure the research variables and to deal with the data, we used number of the statistical means which the most important were (the ration and the repeatition, mathematical means, standard deviation, correlation sample, simple linear Regression sample) by using spss. The research reached to number of inferences and recommendations the most important were that the sample individuals responses were all directed toward the agreement for the existance of the variables of the organizational power and humane resources management stratigies, in addition the research identified the existance of connection relation and affect between the organizational power and humane resource management strategies ingeneral in addition to the existance of connection and effect between the sub variables between the dimensions of the organizational power and humane resources management strategies in their axes, so all the main the sub research assumption were acceted, the research was concluded with anamber of recommendation which the most important were : taking care to the types of the organizational power especially the individuals who consist the source of experience power for the importance in developing the reality of humane resources management strategies in the competitive environment in addition to the nessisaty for the council to take care to appointing and employing strategies for their importance that is reflocting on the other strategies and identify its success or failing.

The main results of the research are the following : The (HPIO) is functioning according non recorded goals except the year 2005 (a recorded goal has placed according to a political manner), the (HPIO) are functioning according to a short period planning (one year) without using the known ways of forecasting , the(HPIO) are lacking the Alternative revenue because they depend on governmental budgets , according to that the (HPIO) cannot Evaluate the Alternative revenue , making decision directed towards expenditure according to the governmental budgets chapters , budgets are prepared by financial planning department in the (MOH) , ) Implementing achieve by distribution of budgets on the medical departments , follow up is achieve to follow up all the above operations.Conclusion : the financial planning in (HPIO) are lacking the scientific steps, there is no arrangement between total & partial administration & there is centralization & subordinate

Abstract: يهدف البحث الحالي الى تحديد مدى تاثير التوجه الاستراتيجي باعادة هندسة العمليات الادارية، وذلك في ديوان وزارة النفط وللوصول الى ذلك الهدف تم بحث عينة من مجتمع البحث، تمثلت ب (50) فردا من القيادات العليا، وكان نوع العينة قصدية شاملة، وتم استعمال الاستبا | The current research aims to determine the impact of Strategic orientation in the Business Process Reengineering, in the Ministry of Oil Center To reach that goal was a sample of research society search, represented by 50 members of the senior leadership and was intentional comprehensive sample type, was use the questionnaire the interview and observation to obtain the necessary research information, and processing of the data by the statistical system (spss) such as percentages, arithmetic mean, standard deviation, and coefficient of variation, and to know the correlation between the two variables were dependence on simple correlation coefficient (Pearson) ,and The impact of the independent variable and use of simple regression coefficient, and research found to a set of conclusions that there is a correlation between the Strategic orientation and business process reengineering and also the Strategic orientation affects the Business Process Reengineering, having a hierarchical organizational structure of the complex is reflected in the slow pace of proceedings carried out by, and recommended research need to formulate strategic orientation of the vision, mission and objectives in a manner active that includes Strategic orientation has the potential application of Business process Reengineering and make Radical changes to the human, organizational and technological and operational level in the surveyed organization.

Abstract: تتركز مشكلة البحث الحالي في حقل التعليم العالي بشكل عام وكليات جامعة بغداد بشكل خاص التي تواجه تحديات كبيرة منها توسع نطاق القطاع الخاص وتوجه الجامعات العراقية للدخول في التصنيفات الاقليمية والعالمية, لذلك فان تطوير القطاع التعليمي امرا ليس اختياريا بل ضر | The problem of current research in higher education in general, and the faculties of the University of Baghdad field, especially facing big challenges, including expansion of the private sector, the scope and direction of Iraqi universities to engage in regional and international rankings. The education sector to develop an order is not optional but necessary because of the pressures and environmental challenges faced by the University of Baghdad, the research aims to diagnose and interpret the nature of the correlations and effect between the Entrepreneurial Orientation and organizational excellence, The researon has in the sector of education represented in the 12 faculties of the University of Baghdad, and applied research on a sample of 115 individuals from (Dean, Associate Dean , Head of the Department), has been relying on the search on the questionnaire as a tool head for measurement and data collection with (50) question as well as the style of the interview to support the results of the questionnaire and achieve the greatest degree of realism in the collection of information, Using program ( spss ) statistical analysis of the data based on a set of statistical methods Kalost arithmetic mean , standard deviation , coefficient of variation , linear correlation simple coefficient ( Pearson ) ,and simple linear regression coefficient, has sought research to test a number of key assumptions branched reported hypotheses subset to find out correlations between research and influencing variables, The research found a set of conclusions was the most important of the existence of correlation are significant moral between orientation leadership and organizational excellence , as well as having the effect of a relationship are significant moral orientation leadership in excellence , based on the findings of the research results has developed a set of recommendations, the most important was the need for the university and colleges surveyed support and promote a culture of leadership dimensions trend in creating more opportunities to achieve organizational excellence and the need for colleges surveyed acceptable interest in organizational excellence benefit and strengthen that interest by working on the development of mechanisms that increase the application of these dimensions.

Abstract: This research aims to examine the correlation and the influence of Strategic leadership on Organizational Reputation and the existence of transparency as a variable mediator in some of establishments in ministry of construction and housing which is under public founds, As well as determine the extent of the existence of statistically significant difference between research variables, and then try out, among other recommendations, including contributing to achievement of organizational Reputation in the surveyed organizations.Starting from the importance of research in public organizations and the importance of these organizations to the community, it is rely descriptive analytical methods in achievement of this research, the research involved board of directors, Data has collected from (92) respondents, represent the respondent society exclusively and comprehensively, it involved the general directors, assistant general directors and heads of department, depending on the questionnaire that includes (50) paragraphs, also personal interview were used with field observations as a tool to assist in collection.The research relied programs (Excel 2010, Eviews V.8, Amos V.18, Spss V.21), moreover, some of descriptive statistics tools (Linearity test, Normal distributions test, Confirmatory Factor Analysis, Structural Equation Modeling, Mean , Percentages, Standard Deviation , The Relative Importance, The coefficient of Variation, Simple Correlation Pearson - Coefficients, Simple Regression Coefficients, Path Analysis) to test research's Hypotheses.The main conclusion of the research, in the form of : First : The proposal models has achieved premise a specific percentage after tested, so it is accepted within structural and statistical relations, therefore, the model was adopted and selected.Second : The Strategic Leadership affected directly on Organizational Reputation, and increases their value through Transparency, from this concluded, The Strategic Leadership affect the Organizational Reputation directly and indirectly, also the overall effect becomes higher in case of a intermediary variable for Transparency, on this basis, these indirect effects contributed to increase the value of the influence.Third : The interest in providing a clear vision and declared for the future perceptions, shifted to reality as possible, does not preclude reliance on close examination of Environmental Factors.And Research Remarks are among the Recommendation : First : Upgrade the Application Organizational Reputation in a surveyed establishments, esteem reputation standards adopted for screening their levels and urging for hiring their characteristics are well within the elements of Strategic Planning.Second : Invest reciprocity and Interactive relationship between the Strategic Leadership and Organizational reputation directly and indirectly, with realizing their elements and dimensions are subjected to development change and extend, synchronously with development & diversity of jobs and change in accelerating the environment.Third : Strengthening the elements of infrastructure through acting their Strategies and goals, so as strengthening working communication system efficient and effective, and working through a tools of disclosure of information, clarity in action, empowerment, reengineering, and participatory management.
