Talent management represents modern direction to manage the human resources and the principle source to provide the organizations with high skill employees and distinguished performance. Also The core competency for human resources are regarded as cornerstones execute all tasks and duties that were undertaken by the colleges including the best competencies. Due to the great changes of the environment which are the colleges carry out their responsibilities, several colleges started looking for means and ways to strengthen their competitive advantage. The Problem of Field study is represented by the existence of clear failure in implementation of the activities of Talent management and concentrate on constructing core competencies for human recourse, and negligence of its role in consolidate competitive advantage in Iraqi colleges, Also the research aimed at to achieve several applied and knowledge objectives, and According to such a problem and objective , and in order to verify the variable of the main and sub - study , we formulated (7) principle hypothesis with (24) sun - hypothesis. Adopted The questionnaire as a tool to collect data of the study according to ready criteria and standards by using pentagonal Liker grade. It was subjected to the measures of honest and firmness, and distributed among (69) person from the employees in university performance units in (18) colleges from five Iraqi universities : “ Baghdad , Almustansiriya , Technical , Alnahrain , and AL.Iraqia university “. To analyze the data of the study, we used Statistics programs (SPSS) and (Excel). The statistical instrument that used in the analysis was “curve, available coefficient , correlation coefficient for Spearman , simple and multi linear slope and analyzing of the path”. The statistic approaches showed several results , the most important one was the existence of moral relation between the Talent management and core competency for human resources. Also showed that is moral effectiveness for each of the Talent management and core competency for human resources in consolidating the competitive advantage for the colleges , and the level of the effectiveness increase if they existed together. Regarding discussion of the results , the study presented several conclusions , out of the talent management and core competency for human resources are the competitive advantage for the colleges under dynamic environment that worked in the matter , which required increasing concentration on application of the activities of talent management and construct core competency for human resources ,that a working within , through knowing the advanced experiences of other advanced countries and make use of it in a best way

The research found to a number of conclusions, mainly managed departments marketing that uses factors influencing the selection of distribution channels and evaluate the performance of distribution channels in directly influence customer satisfaction in order to achieve the levels desired satisfaction by senior management, but the influence evaluate the performance of distribution channels to achieve Customer satisfaction was greater than the effect of the distribution channels (totaling), On the other hand, factors affecting the choice of distribution channels have had a deep impact in achieving customer satisfaction, especially the factors relating to the organization totalling axes. Case study has been used in fulfilling this research in the sadr city water treatment plant, which was chosen as a study sample as it facilitates describing and analyzing its current operational situation, collecting and analyzing its own data, in order to get its own desired improvement opportunity be done.Many statistical means and visual thinking promoting methods has been used to achieve research task, at first bar charts visual representation advantages was harnessed to compare the project main treatment processes for the years (2009 - 2014) to appoint weak points to avoid them, by harnessing (P - Chart) to evaluate chlorine and turbidity processes behavior that showed a weak performance in the year (2014), and as the chart shows that these two processes variation is within statistical control limits and follows the common variable law that is inherent to any production process, we went for harnessing Pareto analysis diagram to identify significance of all project business processes variation causes in order to appoint them as main causes in the fish bone diagram to identify root causes of water quality problem, and for accurate diagnosis of variations problems the (X bar - R ) chart has been applied as it shows : changes in the center of the process, which is seen mainly on the (X bar) chart ; changes in the variation between the subgroups of the process, which is seen mainly on the (R) chart.For achieving process incremental improvement by investing in human being natural characteristic of need for achievement, the (Individuals - Moving Range) Chart technique has been applied to achieve process concurrent control, attaining its improvement by best followed acting on its constrains and by means of employees comprehensive participation, and by doing so with aids of series of action plans according to Deming's cycle, improvement results has been achieved through synoptically reduction in observations readings arithmetic means for water quality variables : residual free chlorine ; turbidity. To measure project ability for development, checklist approach has been applied to identify its capability to apply innovative problem solving methodology and continuous quality improvement initiatives, the results showed existence of these two variables in the project business procedural contexts, besides the existence of influence of the first research variable on the second, which was tested and confirmed in research hypotheses testing chapter, which showed beside that a statistical confirmation of the research quantitive improvement results. Finally Practical recommendation have been submitted that reflex research conclusions, the most important one advise adopting suitable innovative problem solving tools that support project treatment processes controlling and improvement, specially intended is the (Individuals - Moving Range) Chart technique, besides the necessity of establishing a new sub - department for quality control with incorporeal and lawful character, and a specialized continuous quality improvement team in every water treatment plant in Baghdad Water Authority

This research has been tested in the Iraqi banking sector represented by (Gulf) Commercial Bank and the Bank of Ashur International), and applied research on intentional sample of 85 managers and staff distributors in several administrative levels (Director, Department manager, branch manager, senior management staff) and use the search questionnaire head for the collection of data and information tool as well as personal interviews program and some private banks and annual reports, as well as the researcher used some statistical methods which (arithmetic mean, standard deviation, coefficient of variation, Pearson correlation analysis, and analysis of simple regression, financial ratios) The research has come to a set of conclusions was the most important, the presence of correlation and the relationship of positive influence strategic direction of the three for its removal in the performance of Iraqi private banks, the research community, and the dimensions of the strategic direction has sparked mixed on the performance of banks research sample, it is found that the impact of the pioneering trend in priority first, interactive approach in the second priority, and market - oriented in the third priority. Abstract: The current research addressed " Internal Environment Factors and it's Reflection in Employees Performance Appraisal Process " where the aim of the research is to reveal the nature and level of the internal environment factors and the reality of the Performance Appraisal Process in the ministry surveyed (Oil Ministry) and the reflection of the internal environment factors in the Performance Appraisal of employees Process in the ministry for this purpose formulated two main hypotheses of the search, the first there is a correlation relationship refers to moral and positive guidance between the two variables Internal environmental factors (organizational structure, organizational culture, leadership style) and the Employees Performance Appraisal Process of dimensions (Standards for the performance Appraisal, methods of performance Appraisal, feedback, Impediments for the performance Appraisal) and the second main hypothesis refers to be impact is moral guidance for the internal environment factors in the Employees Performance Appraisal Process , to achieve the tests of these two hypothesis the research used the style of comprehensive inventory that include all heads of departments in the ministry who numbered (52) department head and the rate of response was (100%), and used the resolution as an essential tool For data and information were complete data collection through field visits by the researcher interviews and some official documents, and data analysis was used (SPSS) program through which was obtained percentages and frequencies, and test Alva kronbach, and the coefficient of simple linear correlation (Spearmen) and simple linear regression to test the validity of hypotheses above and other analyzes have been used to test the research hypotheses were also used a number of statistical methods for data processing the most important of the arithmetic mean and standard deviation and the relative importance for the purpose of description answers the research sample, were used the style (Factor Analysis) in order to analyze the good paragraphs which will involve under scale search and what is the dimension to which they belong, and I've found search to a set of conclusions that the most important of all correlations statistical results between the internal environment factors and the process of evaluating the performance of employees was strong and significance , also the relationship impact have a moral guidance, in the conclusion the research concluded in a set of recommendations involving the interest in the human resource management and increasing consciousness and attention to the Performance Appraisal Process within the ministry

Abstract: يعد مؤشر سوق الاوراق المالية احد المؤشرات الرئيسة للاستثمار في الاوراق المالية، اذ ترتبط المخاطرة النظامية باليات بناء مؤشر سوق الاوراق المالية، وتتجسد مشكلة الدراسة في جوانبها النظرية بوجود اليات لبناء المؤشر على اساس الترجيح بالقيمة السوقية او الترجيح | The stock market index is one of the main indicators of investment in securities, as linked to systematic risk build Securities Market index mechanisms, and the study embodied a problem in theoretical aspects the of mechanisms for the construction of the index on the basis of market value or weights equal or this individual share and price, on the other hand, the research problem is in systematic risk, which is one of the basics of investment securities, on the practical side, the construction of the index, according to these mechanisms reflect the systematic risk, and it has been chosen intentional sample (26 companies) of the shares listed on the Iraq stock Exchange companies Finance for a period of five years and a daily sessions (888 sessions).Along with the research issue, which discuss these point below : Do the market index mechanisms realistically measure systematic risk? Is that the mechanism used in the construction of Iraq Stock Exchange index accurately reflects the systematic risk? What are the most appropriate mechanisms in building Iraq Stock Exchange statistical notably {arithmetic mean, geometric mean and the correlation coefficient}. And of these questions aforementioned emerged hypotheses of the study, which centered on whether to reflect the different mechanisms of the market index and there were no significant differences in the risk of regulatory mechanism, and test three mechanisms for the construction of the index (stock price, market value, weights equal) in the Iraq Stock Exchange, and propose a fourth mechanism of a percentage of market value of shares traded to the market value of the company listed on the stock market within the index sample (as a future study). Notable among the findings of the study : in the financial market index values depending on the different mechanisms to build the index. And it does not mean convergence in the financial market index averages of the three mechanisms which previously discussed convergence of financial market returns. The essential problem of this study can be summarized that we lack an applied Iraqi or Arabian study concerns with the relationship of social capital with the supporting of organizational work to achieve competitive advantages. So, we attempt in this study to answer on such questions : what do we mean with social capital, its importance and components?. How is social capital built and invested?. , And what is the nature of social capital in the Iraqi organization that selected for the sample of our research. In order to handle the research problem and to achieve its aim, we suggested three main hypotheses, and of each one, some sub hypotheses are subdivided. The first one states “social capital has no effect on supporting organizational work”. Wherease the second one states “the supported organizational work has no effect on competitive advantage of organization”, and the third hypotheses states “there is no statistical relation of physical meaning between social capital and competitive advantage”.The three zero hypotheses are rejected, and other alternative hypotheses are accepted and tested with a number of statistical methods. Questionnaire is used to gather the data and information from study sample of (240) individuals, the workers in state establishment for electric industries.The study depended on ready measures for measuring the whole variables, and the all is tested according to validity and confirmation testing.This research come out with many conclusions, of which, the social capital with its four dimensions (Intellectual capital, trust, Associability and cooperation) led to the best division to knowledge ascribed to high levels of trust and proactive networks and to common objectives and frameworks in the company upon our research. In addition to that the lower turnover rates showed decreasing variability & training costs, the use of human resources, and the decisions characterized with stailty because they stem of common understanding in hand and development of social capital in other hand.The researcher recommends the following : the benefit of intelligent workers who are known of their accuracy in work, by distinguishing them and making them on the top of groups that make social capital. Those will give their ideas that present social and intellectual innovation to improve competitive advantage.

The present study focuses on the impact of the knowledge managing strategies on the competitive advantage by considering the process of entrepreneurial business as an indicator of modern knowledge managing strategies in validating the competitive advantage in Iraqi private banks. The problem of the study lies in presenting a number of questions on the essence of modern knowledge managing strategies theoretically and practically. The study aims at finding possible and satisfactory replies to these questions relevant to the theoretical framework and relation samples. Six hypotheses are presented.The present study is applied on (seventy) subjects selected randomly from (ten) Iraqi private banks. Questionnaire , interviews, and the researcher's personal observations are all regarded as strategies for data collection. Many statistical procedures are used ,like Mean, Standard Deviation, Spearman correlation coefficient , variance, Multiple Regression.The main findings are : The administrative authorities of Iraqi private banks have adopted the symbol strategy to simplify the banking process which in turn leads to add additional competitive advantages especially in terms of time and achievement. But, unfortunately, this was not totally effective especially in competitive price strategy. Also, it is found that the influences of change in knowledge managing strategies lead to create positive influences in the selected banks. This is done by regarding pioneering business strategy the cornerstone in issues related to time, speed and achievement of customers' services.The recommendations of this study are all relevant to the processes adopted by Iraqi private banks in implementing creative entrepreneurial business dimensions , which will evidently lead to consolidate the importance of knowledge managing strategies in creating positive changes in the competitive strategy of time , speed, achievement of customers' services, and its relevance in increasing more market share.

Abstract: تتناول هذه الدراسة الميدانية تقييم مستوى الذكاء الشعوري للقادة الاداريين في بعض شركات قطاع الصناعة العراقي، وعلاقته بمجموعة من المتغيرات المتعلقة بهؤلاء القادة، وهي الجوانب الشخصية (الجنس، العمر، الحالة الاجتماعية، التحصيل الدراسي وسنوات الخدمة) والان | This study implies measuring and evaluating level Emotional Intelligence (EI) of leaders and investigate the relationship between (EI) and certain personal variables at the Iraqi public industries sector (Age, Gender, Social Status - single or married - , Education and Work experience), leadership style, and managerial levels. The research used a large data set comprised of (124) leaders of various management levels (Top, middle and first - line) working in public industrial sector in Iraq (State Company of electrical industries & State Company of batteries industry). The purpose of the study was to test certain hypotheses (Three main hypotheses and eight subordinate ones) particularly that one presuming correlation between (EI) and the behavioral style of the leader. Consistent with the significance of (EI) for business firms leadership and due to no previous research has been conducted in respect to this topic, this research would be considered as precedent so that to pave the way for future researches. Data of questionnaires have been statistically calculated and descriptively analyzed by using computer software according to (SPSS) model to estimate Chi - square, Mean, Median, Balanced proportions, Standard Deviation, Spearman Rank Correlation Coefficient and Factor Analysis. The results of the study led to several conclusions, most important of them are : Difference level of (EI) by disparity of Personal traits and leadership style of leaders. Some of the results agreed with the hypotheses, while others did not agree with other pertaining ones, It is highly recommended to consider (EI) upon filling the leadership position at subject firms.

And business strategies makes them against the changes in the changing and volatile markets.As a result of the increasing of the importance in small and medium enterprises recently because its specialisity, importance and multiplicity of parties that interested in them so that it takes an important role in the economic advancement of the country through providing services that benefit all sectors, and operates a variety of human resources , as well as change it to new products, because of the fragility of these enterprises infrontof the strong competition from other enterprises as a result of regional and international developments.This matter insist on developing which support activity.The research problem for mulated on the theoretical level of where quotient controversy about hiring of human resource management inorder to the success of the effectiveness of enterprises, the relationship between it and the business strategies, and the debate about the expected results of this recruitment on the field level of the application. The problem is it managers can hiring human resources in the small and medium enterprises effectively and ensure on effective management as well as the development of best management practices , motivation and maintain their employees.The objective of this research was directed to achieve the effectiveness of small and medium enterprises with its various dimensions, according to the analysis of the relationship business strategies, for strategies human resource management, in order to get out of the framework system gathered more dimensions and concepts, and trying to exam the Iraqi environment to be aware of these modern concepts , following descriptive analytical method. The research has identified a set of hypotheses that have been tested statistical tools , including the arithmetic mean , standard deviation, and correlation coefficient , and the regression coefficient , and path analysis , has dealt with that role Strategic human resources which contributes to maximizing the value of small and medium enterprises through capacity owned by workers and their potential to achieve effectiveness , and then to expand its market share , and maximize their strengths , leading to acquire a competitive advantage in the emerging Iraqi market After viewing and benefit from the results of these surveys that examed by field research , the researcher has selected a random sample of (100) people from the managers and staff responsible for these enterprises and the competence of managers of these projects in the ministries of planning , labor and social affairs. The supposition main of the research has deal with the extent of the impact of the effectiveness of small and medium enterprises, with the relationship between business strategies and human resource management strategies. The reported finds that human resource management strategies affect the effectiveness of small and medium enterprises positive and negative. In addition, there search set of conclusions the experience that create small and medium enterprises in Iraq is at at the not in the sense it is a new idea , but new experience of the state, which requires the support of this kind of enterprises and attention to their quality and development , as well as the development of resources human which they operate, as research was presented a set of recommendations that can benefit all Iraqi ministries and institutions , particularly the Ministry of Planning and Labour and Social Affairs as an incubator for these enterprises.
