المستخلص: تختبر الدراسة الحالية التاثير للادارة الالكترونية ومتطلباتها (دعم الادارة العليا , والموارد التقنية والموارد البشرية ) في النجاح الاستراتيجي, وقد تمثلت مشكلة الدراسة بعدد من التساؤلات, تم الاجابة عنها لمعرفة ما مدى اهتمام الادارة العليا بدعم تطبيقات الادا | The current study testes the relationship of electronics management effect and its requirements (Supporting top management ,technological and human resources) in achieving strategic success, the problem of study represented by many of questions were answered by recognition the range of top management in supporting the technical applications consequently by achieving the strategic success of population circle (directorate of Al - Karkh / Second ). Then identifies the relationship of impacts among these variables , the importance of this study rise from the significant rule that played by the electronical management in developing the abilities and develop, improve the presented services that ride the institution to fulfil success in achieving their works in High efficiency. The check list used as a method to collect data designed to support the theoretical aspect and distributed on population of (40) samples represented by the chief of directorate, chief assistants , administration directors and units managers in the Directorate of Al - Karkh / Second, (F) test has been used to identify the moral impacts using statistic programs (SPSS22) , the results agreed with the hypothesis of study.The study concludes many of findings, the significant one that there is a meaningful relationship of electronic relationship in achieving success, then groups of recommendations , the important one is the necessity to apply electronic management by the sample circle as it have many solutions of problems such as the negative effect paper treatments, then study concludes with many of suggestions like a foresight that could give beneficial advantages for future studies

المستخلص: The study is aimed at analyzing the relationship between the strategic direction and business re - engineering through a sample that is consisted of (general managers and their assistants, heads of departments, heads of units) in the Ministry of Construction andHousing. The study highlights the problem of the lack of the ministry to the mechanism of implementing the strategic direction and given their role in achieving the business reengineering such as : (human resources, flexible organizational structure, informationtechnology, policies and procedures, leadership) The importance of the study lies in presenting two important organizational variables in determining the success of the organizations, namely the strategic direction and business reengineering, linking their active role can achieve a work environment with the ability to keep up with all that is new in the field of the organization's work, and defining the concept of strategic direction and its relationship to re business Engineering The researcher sought towards a logical answers to these questions,also to provide a briefing on the theory of the strategic direction and business re - engineering, and to identify the nature of their relationship from the point of the impactof the strategic direction in the business re - engineering. In order to achieve these goals, a hypothetical model has been adopted to express the logical relationship between the variables of the study, in which the strategic directionis considered an independent variable that affects the approved business reengineering variable. For the purpose of discovering the nature of relationships, the study has tended to display a set of hypotheses as an initial answers to see their verification, and thus two major hypothesesare provided as follows : 1.There is a significant correlation between the strategic direction and business reengineering.2. There is a significant effect differences between the strategic direction and business reengineering.To implement this study and test its hypotheses, the Ministry of Construction and Housing has been chosen and the descriptive - analytical analysis approachhas been adopted based on the assumptions that are to be provable through practical tests.The studyadopted samples : (50) members of the (two managers and their assistants, heads of departments and heads of units) in the Ministry of Construction and Housing and tested and proven the correlation and impactthrough the statistical analysis using the methods ofmultiple statistical of the most important of the correlation coefficient (Spearman) and the arithmetic mean, standard deviation, and the results showed that the validity of hypotheses of the study and based on those results several conclusions were formulated most of whicharethat the strategic direction has a large proportion of impact on business reengineering and the most important recommendations addressed by the study are the need for taking into account the dimensions of (information technology, flexible organizational structure, leadership) due to their importance in business process reengineering.

المستخلص: يعد تطبيق المواصفة الدولية ادارة الجودة في المشروعات(ISO 10006 : 2003) الاصدار الثاني ضرورة لمواكبة التقدم الهائل في مجال المشروعات, لتفادي المخاطر التي قد تتعرض لها المشروعات ويساعد المنظمات الموجهة للمشروعات( المنظمات المسؤولة عن تخطيط و/او تنفيذ وتسليم) | The implementation of the international standard of quality management in projects (ISO 10006 : 2003) Released the second the need to keep up with the tremendous progress in the field of projects, to avoid the risks that may be exposed to projects and help - oriented projects Organizations (responsible for the planning and / or implementation of organizations and delivery) to get an advantage competitive. The application of international standard moves such organizations from the routine performance in project management to the performance of professional modern strategic character, because most projects oriented organizations have difficulty in evaluating strategic projects due to lack of application of international standard requirements of quality management in the project. Hence the problem of the research in the non - application of international standard requirements of quality management in the project (ISO 10006 : 2003), and not rely on the checklist for evaluating projects. So research aimed to application of quality in project management in the research sample Department of Engineering Affairs / Office of Diyala province, through the preparation of a checklist international standard project management quality (ISO 10006 : 2003), and evaluate the performance of projects strategically in accordance with International Standard quality of the project management. The importance of research to identify the international standard requirements (ISO 10006 : 2003), Second Edition, as well as to provide a broad understanding of the thinking of a firm to manage the projects assisted in the evaluation of strategic projects and to achieve the objectives of the research were to rely on the case study method, which helps in the deep and comprehensive analysis of the problem under study, Use the search and check list for being the head of a tool in data collection, which included (132) items included international standard quality management of project requirements (ISO 10006 : 2003). It was chosen as the Engineering Section in the Office of Diyala province as a location to conduct the practical side in the search for the diagnosis of the gap between international requirements of the standard and the reality of the actual application The research found a lack of interest in the quality of projects and activities for the presence of a large gap between the actual application and the requirements of the standard and its percentage (43.8), which indicates that the application is weak with the requirements of international standard in the research sample. Find recommends applying the international standard of quality management in projects (ISO 10006 : 2003) in a sample of research and benefit from the results of checklists to assess project management practices.

المستخلص: تهدف الدراسة الى معرفة مدى تطبيق وزارة الشباب والرياضة العراقية للانشطة التي لها علاقة بوجود استراتيجية واضحة للتدريب واثر ذلك في مستوى اداء االمشاريع الشبابية فيها، ولقد تكون مجتمع الدراسة من التشكيلات الادارية التابعة للوزارة، اما عينة الدراسة فتم اختي | The study aim to investigate the application of the Iraqi Ministry of Youth and Sports to the activities that are related to a clear strategy including training and its impact on the performance of youth projects. The population of the study are the administrative formations of the ministry. The study sample is a random sample of the ministry employees which covers 50% of the study population by 10 departments. This study targeted the employees and directors of the ministry that work in the departments concerned with training, trainers to the ministry directorates and trainees in economic empowerment which include how to develop a project courses held by the ministry through forums across the provinces of Iraq. The questionnaire was used as a tool for data collection. The study was conducted on 150 questionnaires collected from the ministry. Several conclusions were found, including : 1. There was a positive statistically significant relation between the application of the stages of the training process from a strategic perspective and the youth projects performance at the ministry of youth and sports 2. The presence of a statistically significant positive correlation between the extent of the senior management involvement in training strategy and the project performance. 3. The results of this study showed that there are some constraints that face these companies when adopting an effective training strategy for training such as lack of organizational culture and highly qualified trainers and the rigidity of the laws and regulations. Finally, this study concluded a number of recommendations that include the need for the top management at the Ministry of Youth and Sports to provide more attention and support for a clear training strategies of the overall ministry strategy, as well as the need for specialized training programs provided to its members, and to apply the training methods that suit the ambitions and aspirations and needs of young people.

المستخلص: يواجه العراق صعوبات وتحديات كبيرة في محاولة سعيه لتحقيق امنه الغذائي، لوجود مشاكل في الانتاج الزراعي وفي الاستجابة لمتطلبات السوق من خلال تزايد المعروض من الاغذية المستوردة قياسا بالمعروض من المنتج الزراعي الوطني في السوق العراقي مما ينذر بان مسالة تامين | Iraq faces great difficulties and challenges in his attempts to achieve food security.The research focuses on a number of problems, including large - dumping food products imported policy in spite of the provision of the local product, and Ouksour agricultural production in response to market demands, foreshadowing that the issue of securing the lunch inside Iraq is in great danger and a threat to the issue of food security in Iraq.And highlights the importance of research on the need for attention to the stability of the food security it represents a stable, economically, socially, politically and security of the country, and the importance of achieving self - sufficiency in strategic commodities from the support and development of the national economyThe research aims to analyze the reality of food security in Iraq and the strategies used and analyze the performance of the agricultural sector and models of proposed strategies to achieve food securityIn order to achieve that the researcher has chosen in the sample studied and the Ministry of Agriculture a community of experts in the field of food security, where the study was conducted on 10.05.2015 until 30.12.2016.Researcher found several conclusions that the most important agricultural sector suffers from a food gap and low domestic production rates, where Iraq depends mainly on the agricultural sector to achieve food security, it also offers several recommendations to search the most important.Set a comprehensive national food security strategy with the involvement of national authorities and institutions to achieve economic revival of the country and carry out a thorough survey of all food needs for future phase of the country and to set effective strategic plans for its implementation.

المستخلص: تهدف الدراسة الى تشخيص دور الاصلاح الاداري ( كمتغير مستقل) في ترشيد نفقات موازنة الدولة (كمتغير تابع) من خلال ابعاد الاصلاح الاداري المتمثلة بــ (التطوير التنظيمي، والترشيق الوظيفي، ومكافحة الفساد الاداري) مع متطلبات ترشيد النفقات العامة التي يفترض من اجه | This study aims at diagnosing the role of the administrative reform ( as an independent variable ) in scanting the country's budget expenditure ( as a subsidiary variable ) throughout the administrative reform dimensions represented by ( systematical development , job scantiness and combating administrative corruption ) and the general prerequisites of the expenditure scantiness which are supposed to be controlled by the governmental authorities which precisely determine the objectives the priorities , social justice and achievement control. The problem posed in this study is represented by the excess in the government's responsibilities and its excessive needs for general expenditure at the time there is scarcity in the resources which should sponsor the general budget, which leads to a continual budget deficit as well to the absence of clear - cut aims, of specifying the priorities and of control. this study is based on the assumption that the administrative reform for the country 's institutions is conducive to the scantiness of general expenditure concerning the country's budget. To illustrate the relationship between the variables of the main study and the subordinate study, two hypotheses have been formed, of which the main hypothesis concentrates on the existence a statistical indicator related to administrative reform as to the scantiness of expenditure related to the country's budget. the study relies on the analytical and descriptive approach when treating its variables with the help of the criteria agreeable with the aims and the nature the environment of the ministry in question ( the ministry of finance ) throughout using a number of statistical means to attain the required results such as using a factor analysis, repetitions, percentages, accountancy domain, criterion deviation and relative significance. The study has been applied to the ministry of finance throughout distributing a questionnaire which consists of 30 questions to a sample formed of 40 officials from the center of the ministry including a general director , assistant of a general director , department director and a director of sub - department , together with experts working in it and a group of officials who have long worked in the ministry. all the data have been collected from the processed sample which has been subjected to the descriptive and statistical analysis using the statistical programme called ( amos - VRR 23 and spss - VER 23 ) The study has concluded a group of findings of which the most important ones are : - there is a relatively strong relationship __a positive one inferred from the results of the statistical analysis__ with the variables of the study ( administrative reform and the scantiness of expenditure for the country's budget ), which emphasizes the truthfulness and compatibility of the major and minor relevant hypotheses, and the institutions' need for scantiness. the findings also show that the process of wasting the public financial resources and the increase in expenditure on non - productive sectors will lead to a greater opportunity of stealing and pilfering supporting many aspects of corruption. Finally , the researcher presents some recommendations necessary for preserving the public financial resources, of which the most important one is directing the processes of expenditure on productive projects in all the relevant sectors to ensure bringing about the financial revenue and social progress.

المستخلص: جاء البحث من ضرورة الاهتمام بالمعوقات التي تقف امام تطبيق مفاهيم ادارة الجودة الشاملة من خلال اطار التحليل الاستراتيجي الذي يهدف الى تزويد المعنيين بالمعلومات المهمة بقطاع المشاريع الانشائية وتوضح لهم الانحرافات الحالية والمحتملة التي تحدث في اثناء عملية | The research comes to focus on constraints which face the application of total quality management concepts within the framework of the strategic analysis, which aims to provide stakeholders with important information related to construction projects sector and illustrate current and potential deviations which occur during the design process, implementation, and the works in order to overcome them, and correct the ways and minimized the threats which challenge the work of the projects department office.The theoretical side for the research problem outlined that construction organizations is going toward avoiding the delay problems which occur in construction projects as well as to reduce the cost for maintenance, rehabilitation and the cost for spare parts requests due to errors in the design or implementation, or the weakness of the executed company.The aim of the research is to identify the most fundamental obstacleswhich face the application of total quality management.The research tackles the importance of strategic analysis for the construction sector and its role in identifying the obstacles which prevent to carry out the aims" TQM" such as reducing of cost and time too, as well as achieving high quality.The research outlined two theoretical assumptions which had been tested via statistical tools for example , the arithmetic mean, and the relative importance.The office of projects department had been chosen, which is represented by the party responsible for the implementation of the project (specialist center for nuclear treatment and radiotherapy ).The research has relied on scales which were used in previous studies after they have been adapted to suit The objectives of the research and the nature of the Iraqi environment.The researcher concluded multi results as the most important of them is the lack of interest of the office ,under the study, with external threats which surround the organization which lead to hinder the application of total quality management requirements" TQM. The researcher suggested to pay the attention by the surveyed office with the total quality management requirements to create a state of balance between what is planned for and what is actually achieved on the ground, follow - up the implementation for the purpose of correcting the ways in its times, and the occurred errors shouldn’t be allowed to be accumulated as it would be too difficult to be controlled in the future.

المستخلص: تسعى الدراسة الـــــــى بيان اثر التدريب المستمر( كمتغير مستقل ) في تدعيم الاداء الاستراتيجي المنظمي (كمتغير معتمد) عن طريق ابعاد التدريب المستمر المتمثلة بــ (المعرفة التخصصية، المعرفة العامة , حالة الترابط) مع ابعاد الاداء الاستراتيجي المنظمي التي يفتر | The study is seeking a statement of the impact of ongoing training (variable continuous) in the strengthening of performance strategic organizational (variable certified) through the dimensions of ongoing training represented by (specialized knowledge, public knowledge, the case of bonding) with the dimensions of performance strategic organizational which assumes of state devices attention marked by (field of performance , performance done) And the problem of the study was to answer the following questions ;..(is there a relationship with a link between the total dimensions of ongoing training and overall dimensions of performance strategic organizational ?)(is there a relationship with the effect of significant correlation between the total dimensions of ongoing training and overall dimensions of strategic organizational ?)And this study adopted on the curriculum descriptive analytical processing variables , depending on the gauges agree with the objectives of the nature of environment organization related category(the third military college ) and this study began of the hypothesis that the ongoing training leads to strengthen the performance of strategic organizational.The study application been in the third military college of the distribution of the identification composed 34 questions to sample the study is made up 65 officer by the college commander and deputy commander of the college and suite physical training commander and the second regiment commander deputy suite teaching commander and commander of the second and the first regiment commander and other officers in college , and then collected data taken from the sample that underwent to the analysis of the descriptive and statistical using the software statistical (spss - ver10)And the study found a group of conclusions and it was the most important ;..(there associated significantly relationship with the specialized knowledge and performance strategic , and therefore any change in the continuous training combined about to change the same direction performance strategic).( there is clear effect non - significance for continuous training its dimensions combined on the performance strategic , and therefore can be used ongoing training its dimensions combined forecasting the level of performance strategic dimensions combined).

المستخلص: تعد الاساليب التدريبية الذكية من المؤشرات والعناصر المهمة في عملية رفع وتحسين الاداء المراسيمي في نظم الادارة الحديثة، وبذلك تتحدد مشكلة البحث في ضعف الاداء المراسيمي لمجلس الوزراء العراقي ومعرفة الاسباب وراء هذا الضعف او الخلل واليات معالجته اذ يهدف الب | Considered the smart training methods one of indicators and important elements in process of raise and improve performance of Ceremony in modern management systems, and thus determined by the research problem in weakness of Ceremony performance of Iraqi Council of Ministers. and the knowledge of Causes behind this weakness or imbalance and the mechanisms for handling, where the researcher aims through this research to how improve, develop, and raise the level of performance of government Ceremony according to adoption of smart training methods, modern, and sophisticated, and rehabilitation the ceremony cadres of Council of Ministers for the purpose of obtaining a quick and effective results in vision of the current reality and the requirements of administrative reform campaign provided for in the general framework of the government's program for Prime Ministers. The researcher reached to set of conclusions that diagnosed the reality of Ceremony performance, from the most important, interesting of leadership and management of the organization in training element as an active ingredient in supplement staff expertise, skill, and knowledge through the use of smart training methods that designed to increase the level of Ceremony performance for staff, which leads to reducing the financial burden on the organization's budget as a result of efficiency in the utilization of available resources, and the keenness of employees to gain Ceremony skills through specialized training programs in the ceremony and Protocol, local and foreign, the futility of the use of traditional training methods lead to a reluctance of staff for training and low morale to achieve and improve performance now and in the future. Based on the conclusions, researcher presented a set of recommendations from the most important, the interest in exploiting the optimization of the resources of the organization in achieving Ceremony tasks and improve performance Ceremony and searching for new ways to raise that level through the radical handling or alternative scenarios for facing the obstacles or challenges the Organization, and Invest the International methods to enhance the Ceremony performance aim processors upgrading its level commensurate with the work of our organizations and putting mechanisms within the strategic framework with focus on the function of planning and plans for improving the Ceremony performance strategically that must be analyzed and tested before being applied.

المستخلص: يركز موضوع الدراسة على دراسة متغيرين رئيسين ضمن عمل الوكالة الادارية والمالية في وزارة الداخلية العراقية,وهما (العمل الفرقي وفاعلية الانجاز) وتمحورت هذه الدراسة على معرفة طبيعة علاقة وتاثير العمل الفرقي بوصفه المتغير الرئيسي من خلال ابعاده, (العمل الفرقي | The subject of studying focuses on the two main variables study within the administrative and financial functioning of the Agency in the Iraqi Ministry of Interior, they are (teamwork and effective achievements of work) and this study focused on the knowledge of the nature of the relationship and the impact and dimensions of teamwork as the main variable through its dimensions (functional workteam, working multiplifunctional teams and cross work) on the effectiveness of achievement as responsive variable and the primary goal is to state the role of teamwork to achieve effective achievement of the researched organization, it is worth noting that the importance of the subject as result from the subjects which it limited interest of studies teamwork and its types in the administrative and financial agency, in order to test the research hypotheses were accommodate its variables in the form of a questionnaire prepared by depending on the number of metrics related to the search topic was distributed to 126 officers for many levels (manager , head of the Department, principles' Division, and principles' units) and the research conducted on the administrative and financial agency and its branches the questionnaire was main way for gathering the information which Adopted by the researcher and used many statistical methods to treat the required information, as he introduced a researcher in the field - side analysis of the (alpha Cronbach) way to the stability and addresses a researcher for the statement that the paragraphs of the fortieth questionnaire represent a studied phenomenon as best representation through the test of the facts in two ways exterior facts and structural exploration facts through factor analysis exploratory, followed by an analysis of the level of importance of the paragraphs of the questionnaire with its secondary and primary variables, using the arithmetic mean weighted and standard deviations and the relative importance of each paragraph of the questionnaire and all secondary variables which expressing for the study of b variables (types of work Alvrgi and effective achievement), where he used a researcher in data collection analysis statistical methods and standards developed up to the objectives of the study, by statistical analysis program Amos version twenty third.One of the main conclusions reached by the study is : - ? Multidisciplinary committees in the administrative and financial agency have a high capacity to develop recommendations and make decisions and thus can make the organization effective.The study also recommended a number of recommendations including : - ? Work to stimulate multi - tasking committees in the administrative and financial agency by the heads of these committees to increase their ability to overcome the difficulties and challenges faced

المستخلص: يهدف البحث الى معرفة واقع ثقافة الطفل العراقي في ظل الارهاب، لاستيعاب سلبيات هذا الواقع من اجل الحفاظ على ثقافة الطفل وتنميتها وتطويرها بما يخدم الطفل والمجتمع، وقد قام الباحث بزيارة الى موقع دار ثقافة الاطفال وبعد عقد مقابلات مع المسؤولين تم جمع المعلوم | This research paper aims to understand the current reality of the culture of the Iraqi child in the shadow of terrorism; to comprehend the negative aspects of such reality in order to protect and develop the culture of the child in ways that will be beneficial for both the child and society. The researcher has visited the Children’s Culture House and met with the appropriate staff as to collect information and reports regarding the strategy, activities, and the works of the house. The researcher has also visited the Center for Psychological Studies that is affiliated with the Ministry of Higher Education and Scientific Research to obtain specialized knowledge about the terrorism phenomenon and the extent to which it affects the culture of the child. Moreover; the researcher has been in contact with representatives of United Nations Children's Fund - UNICEF and the International Organization for Migration - IOM in order to obtain reports detailing the current status and situation of children in Iraq.A descriptive statistical approach is used by the researcher; acheived by closely following the situation in Iraq - a country which has become a field for various terrorist attacks - and how that situation affects and alters the culture of the child in a manner that threatens the future of the country as a whole. Percentages are used to quantitatively depict and describe some of the data that is utilized.The most significant conclusion of this research paper is that the culture of the child falls within the circle of terrorism in Iraq; and it does so in two ways : 1. Field Terrorism : Examples of which include explosions, bombing of cities, gorilla war, assassinations, and kidnaps. 2. Media - Driven Terrorism : Embodied by the plethora of television programs, cartoon shows; and electronic games played on consoles, personal computers, cell phones… etc. These various manifestations of terrorism have caused many problems suffered by the Iraqi child and have adversely affected the cultural level thereof. Developing and nurturing the culture of children is a strategic and evolutionary goal for any society for children are the future of the nation and the holders of its heritage and identity; they also are the nation’s present that reflects where it stands among others.

المستخلص: The objective of the research is to promote the reality of the oil sector in Iraq by reviewing the options available to achieve this.The research focuses on building strategic scenarios for the future situations that could be the future of the oil industries in Iraq and how to deal with these situations depending on the main influencing forces and this is a session that represents an initial readiness for the virtual future, which provides the opportunity to know the strengths and weaknesses of each future, thus avoiding threats and investing opportunities as much as possible.This research also helps decision makers in the Iraqi Ministry of Oil to take the correct procedures and measures to deal with future situations and expand the prospects of strategic vision from the researcher's perspective. The researcher relied on the checklist as an initial diagnosis of the views of a sample of the senior management managers (directors and divisions in the Southern Oil Company mainly and some other places such as the center and the north and inside the ministry) regarding the technical, economic and legal aspects of licensing contracts as well as the role of scenarios in keeping with the future conditions of the company.The questionnaire (the five - degree Likert scale) was then used to estimate the responses of the sample. The results showed that the strategic scenario plays a major role in how to deal with future situations in the future. Given that, the scenarios address almost all future situations, making them semi - deterministic to predict what might happen. The researcher presented a number of results, the most important of which was that the strategic scenario is a useful approach to deal with oil licensing contracts due to the broad considerations of the different future prospects and not to focus on the likely ones only. Moreover, that it takes into account as much of the interests of internal and external stakeholders, so that the scenario reduces the blind areas that abound in the traditional formal plans. And the recommendations for each of those strategic scenarios and most important of the preparation, development, training and rehabilitation of Iraqi oil cadres scientifically and practically, and provide material and moral support in all its forms of the Iraqi oil academies and institutes so that the Iraqi side to take over the affairs and have the upper hand in the management of licensing contracts

المستخلص: The research aims to measure the impact of the application of total quality to improve the performance of the Office of Diyala province management requirements in addition to identifying the nature of the relationship between the requirements of comprehensive quality management and institutional performance of the Court of Diyala province. The problem of research is that there is a weakness in the implementation of the requirements of Total Quality Management which reflected negatively on the quality of services provided to citizens and the lack of infrastructure in some areas of the province and the delay in the completion of many important projects such as road projects and school buildings, as well as the administrative procedures and mechanisms within the Diwan still largely routine weighing on citizens and causing delays in the completion of transactions In order to achieve the objective of the research, a questionnaire was adopted which consists of (the main variable) which is the requirements of TQM and the sub - variable of (improving performance) and distributed in the Diyala Diyala Governorate the research community to the managers and their assistants and heads of departments and their meanings and heads of the people and their assistants and a number of employees and the number of questionnaires distributed 189 Questionnaire 186 was recovered, including a questionnaire, while the rest was considered damaged, was tested two major research hypotheses which, one assumes the existence of a positive relationship between the application of quality and performance improvement and other management requirements assumed the existence of the Tathirlttbaiq administration requirements Improve the quality of the performance of the Office of the province, and some of the assumptions made were rejected sub - hypothesis concerning the existence of a positive relationship between the support of senior management and performance improvement sub - hypothesis concerning the existence of a positive relationship between continuous improvement and performance improvemen . The research found that the concern of officials of the security implications of the province has had a significant impact in the delay of projects and the deterioration of services provided to citizens as well as the senior management have a great desire to mobilize financial resources and the necessary support to implement this methodology was to start forming a quality team to take on The researcher recommended the need to develop a comprehensive strategic plan for the Diwan of the province, which is shared by the directors of the service departments associated with the ministry. It also recommended the assignment of responsibilities and powers in accordance with the qualifications and experience of the ministry. Assigned to him so that there is no loss of resources

المستخلص: The progress of attracting Investment basically depends on availability of good investment climate because the climate represents an important role in the decisions of investors and in the movement of Capital generally, many of political, Economic, legal, administrative, cultural considerations, the investor is preferring the country that provides to him the proper climate to invest his funds in it, for this he prefers the country which characterized with the political, economical, legal and safe stability, he prefers to invest in the country which has the basic determines to attract investment, the open market and the provided the main structure and the clarity of the legal system and its stability and balance, the low cost of production represent the most important attracting determines, and from the desire of Iraq in the economical reform basing on modern economic bases which guarantee full investing for its sources and the variety of the sources and encouraging the private sector and developing and supporting the operation of establishing investing projects and expanding them and developing them on the different economical levels and granting privileges and exemptions for these projects, the Iraqi investment law No. 13 for the year 2016 was legislated, though the Iraqi law of investment didn’t participate only in a limited limits in attracting the work sector and the investment still within a very low levels due to many obstacles which reflect on many indicators especially the indicator of practicing work activities, which mean that the investing environment in Iraq needs a proper environment and effective rule for the state to secure a competitive environment which supports the law of investment.As a result the study deals with the reality of investment in Iraq and its obstacles and its location in determining the work activities, and the requirements of creating an attracting environment for both national and international private investment.

المستخلص: يهدف البحث الى معرفة العلاقة بين (القيادة الاستراتيجية وفرق العمل التنظيمية) للمنظمة المبحوثة (الامانة العامة لمجلس الوزراء) ومن اجل معرفة ذلك فقد طبق البحث على المجتمع المتمثل بالقيادات الادارية والمكون من (67) فردا واعتمدت الباحثه اختيار العينة القصدية ضم (المدراء العامين ، معاونين ، مدراء اقسام، مدراء شعب وخبراء) وبنسبة 35% من مجتمع البحث ، وتم استعمال (الاستبانة) كاداة رئيسة لجمع البيانات والمعلومات مضافا اليها المقابلات الشخصية باستطلاع اراء القيادات عن بعض فقرات الاستبانة، وقد تم اختبار الفرضيات الرئيسة والفرعية التي قام عليها البحث والمتعلقة بعلاقات الارتباط والتاثير وقد تم استعمال عدد من الاساليب الاحصائية مثل (الوسط الحسابي، الانحراف المعياري، التحليل العاملي، ومعامل الارتباط كندال ووالانحدار البسيط) ، والافادة منها من خلال تعميم نتائج البحث على الميدان المبحوث حيث توصل البحث الى مجموعة من النتائج كان من بينها ان هناك علاقة ارتباط طردية ذات دلالة معنوية بين متغيرات البحث القيادة الستراتيجية وفرق العمل ووجودتاثير ايجابي للقيادة الستراتيجية على فرق العمل وبالاخص بعد الرؤية ، اضافة الى التاثير الايجابي للقيادة الستراتيجية على بعد الجودة ، والاستنتاجات كانت ان القيادة مهتمه بوضع رؤية لتطوير عملها وتعزيز قدرات راس المال البشري في حين تراجع في المقدرات الجوهرية والثقافة التنظيمية وجاءت التوصيات التاكيد على القيادة الستراتيجية بدور العمل الفرقي واهمية بناء قاعدة بيانات دقيقة بالمعلومات اللازمة لمتخذي القرار ووضع نظام لتحفيز عمل الفريق والاهتمام بدعم الافكار الجديده والثقافة التنظيمية بين افراد فريق العمل وتوزيع متوازن للصلاحيات. | This research aim to show the relationship between the main variables (Strategic leadership and its role in managing organizational team work) of the surveyed organization (Council of ministries : The Secritorate ) and in order to knowledge that, this research has been applied on the society of administrative leadership, consisting of 67 member distributors by The organizational structure (general managers and their assistants, Department managers, Director of the Division and experts), approximately 41% from the community is changing continuously. The researchers adopted choosing intentional sample by using a number of statistical methods to demonstrate the relationship between research variables and the levels of engagement and influence to take the benefit from that by dissemination the results on the research fields. (The questionnaire) used as the main tool to collect data and information as well as the personal interviews by exploring views on some of the questionnaire paragraph , the main and branched hypotheses of the research has been tested on which is related to the relationships of the engagement and influence and a number of statistical methods such as (Range, Mediam, Factor Analysis ,Kendal Correlation Coefficient, Alpha - Cronbach), in addition of using a number of shapes and diagrams to illustrate the relationship between the research Sub dimensions and variables.This search led to a set of conclusions, among them was that there is a positive correlation relationship of moral meaning between the variables of the study with a moral effect between the variables of the study, and this confirms that the results are accepted with that assumed assumptions of the research.From the obtained results, the correlation relationship showed a positive relationship of high moral meaning between the strategic leadership and teamwork, in addition there is decline in the core capabilities except the capital, and the recommendations emphasize the importance of formation of an accurate data base of necessary information for decision - makers and development a stimulate system for teamwork and have interest of supporting the new ideas among team members.

المستخلص: The researcher presents a study of the safety procedures , efficiency and performance effectiveness of travelers service at Baghdad International Airport / Ministry of Transport .The research problem lies in an identifying the services presented by Baghdad International Airport to the travellers in addition to the safety procedures , how the airport applies thestandards of International Civil Aviation Organization and what are the significant troubles and failure that the airport administration faced . The research aims at submitting a realistic analysis of Baghdad International Airport and determining the capacity of applying the safety International requirements through determine the gap between (ICAO) International organization requirements and Airport reality . The research's importance talk about the most importance airports and the essential and important axis in the air navigation movement as well as that there are not enough studies deal with the safety procedures and performance efficiency in the airports . The research in the scientific aspect relies on the standards studyof ICAO , regarding the requirements of International safety and its relation with work in Baghdad International Airport .The researcher evaluated the service that is presented to the travellers and the efficiency of its staff performance according to the Check list which the researcher filed it , calculated the gap and determined it , as well as adopted SWOT analysis to know the reasons of gaps appeared and clarified the followed procedures to close it . The results of research appeared that Baghdad International Airport has several standards of safety and procedures , present most best services to the travellers and the performance level and apply the international safety of ICAO are good . Moreover, the application of international standards that are imposed by ICAO will have great impact to achieve the goals of Baghdad international airport with great efficiency and effectiveness for reaching to Global Aviation Refineries , the airport's adoption of procedures safety and service performance efficiency system based on ICAO standards requirements as a strategy decision of the supreme administration , in addition to promote the continuous development of workers who worked in the General Establishment of Civil Aviation and Aviation Companies in the Baghdad international airport and the organization culture by publishing the instructions and requirements of International Aviation Organizations .
