Abstract: The contemporary world is characterized by change and instability due to the successive developments and challenges in all the fields and in all levels, whether local, regional and global. This is why decision makers are required to search in order to identify the changes and the challenges, which the institutions and the organization may face in all sectors in order to improve them and also to cope with the developments in order to deal with them positively, through the use of the contemporary concepts in administration. The reason behind this is to find new active systems which enhance the activity of the organization to achieve uniqueness.The development in administration is the real scale for the development in different aspects of life, and also the first step for the comprehensive development. It focuses on augmenting the efficiency of human beings and putting the organizational structures through organization, assigning the duties which are considered to be the basic activities for the administrative development. This should be done in a way that guarantees doing the duties in a more active way. Abstract: The management science distinguished from other science of its vitality and openness of science to the rest of science, knowledge and different branches fields at the same time the big overlapping and intermingling between the various branches of the administration and specialties including educational administration due to the fact that the heads of scientific departments in the university is occupied the top of the executive administrative system in the university and its responsible for the implementation the decisions as a direct one of the jobs of management, its results especially the administrative performance which has many obstacles.The knowledge , the identification and detection of these administrative problems is a fundamental cornerstone to reach the desired goals So this study was to combine one of vital topics in the field of organizational behavior (administrative) and functional heads of departments by trying to determine the administrative problems and overcome or reduce their level, which is one of the main success factors for any administrative behavior. To achieve this objective of this study which included four chapters devoted the first chapter to determine the problem, the importance of basic research, the main target and define the basic terms where the second chapter proposed the idea of research and theoretical literature which consider for the basic variables (administrative problems) with some previous studies which tried to exposure to the variable and its duration of benefit. The third chapter focused on the description of the nature of society and the method of selecting the sample (simple random) , build a search tool by identifying min areas for the scope of the behavioral component of the independent variable (administrative problems) , build paragraphs measure the behavior that appears on the research sample (heads of departments) was achieved researcher Administration validity of the standard and its characteristics (validity and reliability) in a manner to estimate the virtual honesty and sincerity of construction for the index honesty by re - test ways and analysis of variance of the index stability, as well as the adoption of the views of experts in all stages of the research and procedures where the many statistical means was the most important of the Pearson correlation coefficient to calculate the sincerity of paragraphs and the method of re - testing and analysis of variance (ANOVA) to calculate stability and others.The main results of the researcher as follows : - 1 - The identification of the administrative problems came on in accordance with the areas of research are high in some of them and in others with a low level 2 - The attempt to verify the exact search tool gives a pointer to adopt a unified scale with consistent standards and exact measured characteristics used for the detection of administrative problems and determination the level3 - The weakness of Follow - up by the heads of departments in general, probably as a result of install the efforts , the large number of duties or not distribute them or participated the teaching staff and knowledge of them4 - Do Not show a willingness to find creative solutions to problems or diligence in solving but it enough with traditional solutions and public perception of totalitarianism5 - The concentration on the implementation of decisions without - discussion or trying to find the skills implemented in looking at creativity and give different patterns of leadership, according to the problem.

And in the light of the dissertation results the following inferences were reached : 1 - The educational leadership in the light of fiddler theory is exist for scientific division heads at the colleges of Baghdad province universities and with good level.2 - Divisions heads in the colleges enjoy accomplishment motivation according to Mcliland theory and with good level.3 - Scientific division heads at colleges enjoy with the organizational citizenship behavior according to Oregon sample. The relationship between knowledge management and leadership patterns among high schools Headmasters in the province of Baghdad.The current research is determined by high schools Headmasters in the province of Baghdad department of Education Rusafa (first, second, third) and both sex (male, female) for year (2014 - 2015)To achieve this, the researcher built knowledge management measure and measure of leadership patterns among high schools Headmasters based on previous studies, sources and literature and standards of special research topic relationship were verified psychometric properties in terms of validity and reliability, as the researcher extract the virtual honesty and sincerity construction, as extracted stability for testing and re - testing and coefficient alpha for internal consistency for both scales.And the current research sample amounted to (400) of male and female teachers in high schools in the province of Baghdad / Rasafa (first, second, third) was selected stratified random manner and equal distribution manner.After the use of appropriate statistical methods to search results indicated the following : The results showed that school headmasters have knowledge of management, the democratic pattern is prevalent in more than authoritarian and lawlessness pattern, as results showed no statistically significant differences in knowledge management according to gender differences, as well as no statistically significant differences in leadership patterns (Democrat, lawlessness ) depending on the variable sex while the results showed the presence of statistically significant differences in leadership pattern differences (authoritarian) depending on the variable sex in favor of females, and the results showed a statistically significant positive correlation between knowledge management and democratic pattern, as well the existence of statistically significant negative correlation between knowledge management and style (authoritarian and lawlessness) In view of the search results the researcher put some of the recommendations and suggestions to complement the current search.

Abstract: يهدف البحث الى بناء برنامج تدريبي لمديري المدارس الثانوية على ادارة التغيير في ضوء مهماتهم، وقد اقتصر على مديري المدارس الثانوية ومديراتها ذوات المرحلتين المتوسطة والاعدادية. وتتطلب تحديد هذه المهمات اولا التي اصبحت بصيغتها النهائية مكونة من (60) مهمة، م | The present study aims at a training program for the principals of secondary schools on change management in the light of their change tasks. The study is confined to the principals of the intermediate and secondary stages. This requires much specification of the task first which has become in their final form of (60) task, distributed on the domains of regulation, study, the management of educational and teaching processes, management of teachers and records and school documents and the human and educational relationship with the students, and the relation with the local community and the parents, the activities, the educational and health consulting, the evaluation and examinations, the equipment and the school buildings and the library as (10, 6, 14, 6, 4, 6, 4, 6) respectively. The researcher verified their apparent validity and the constancy of each task by the re - testing method on a sample made up of (30) male and female principals. After determining the general objectives of the program which aim at training program for the principals of secondary schools in performing their tasks in the light of change management tasks, the researcher determined the sub - objectives of the program which include (16) sub - objectives distributed to (10) domains, (9) of them tackle the tasks and one tackle the change and its requirement’s. The researcher depended on the training the principals with the self - training method, by using the program distribution on the school principals included in the sample of evaluation of (30) principals. They were chosen by the method of random selection from each directorate of the General Education Directorate in Baghdad governorate according to the size in the research community distributed to the Directorate of Baghdad Rusafa the first, Rusafa the second, Rusafa the third , Karakh the first, Karakh the second and Karakh the third in (4, 8, 2, 4, 6, 6) principals respectively as (10) male principals and (20) female principals. After the distribution of the sample members after measuring of the performance of the sample (pretest) by the using of others’ evaluation. It depends on the evaluation of the two teachers in the field of the school management according to the average scores of the assistants’ evaluation and two teacher evaluation for the principals for each task. Before applying the program, the evaluation results of the principals’ performance included in the sample of the study showed that their performance was average and did not come up to the desired level of change management except in the domains of (evaluation and examination). Their performance was poor in comparison with the theoretical average at the level of (0.05). After the passage of a year of training so that the principals’ performance appears on all the tasks that extend to the whole scholastic year, the evaluation was repeated of these tasks. The results of the t - test show the excellence of the principals’ performance after training as follows : 1 - At the level of (0.01) in the domain of regulation, study, the management of educational and teaching processes, the human and educational and the relation with the local community the activities, the educational and health consulting, the evaluation and examinations,.2 - At the level of (0.01) management of schools.3 - At the level of (0.01) in management of teachers and records and school documents and relationship with the students and parents, and the domain of the equipment and the school buildings and the library.In the light of the procedures of the structure of the training program and the result of evaluation the researcher concluded that tasks of the secondary school principals that required by the change management are more variable and diverse than the current management. The self - training program of the principals on these tasks. Thus, the researcher recommends the Ministry of education to the necessity of going in the direction of change management in the secondary schools and the training of the male and female principals on this management by depending on self - training according to the prepared program. The researcher suggests making subsequent studies of this study on the principals of primary stage pupils and a study of the cognitive variables that can contribute successfully to change management and a study of the change management in some variables.

In universities of ( Baghdad ,Al - Mustansiriyah, university of Technology ,Al - Nahrain, and the Iraqia), of percentage (8%) of the research community of (182) chairmen of Dept. among them(131) males,(51) females and(67) assistant dean amongst (56) males and(11) females, and after analyzing the information obtained from the sample and processing them statistically using (SPSS), it has reached the following results : 1 - The chairmen of Depts. have points of view that the deans using information techniques in their administration duty. And the assistants' points of view have revealed that the deans using information techniques in their administration work with medium degree. 2 - There are no differences statistically significant in the individuals of the sample points of view about using information techniques for the deans of colleges according to the variables of gender and the administration position, besides there is no interaction between the variables of the gender of its two (types) and the administration position of its two different levels from the individuals sample point of view of the chairmen of Depts. And assistants dean concerned the deans' using information techniques in their administration work.3 - The individuals sample from of the research has illustrated chairmen of Depts. And assistants dean that the colleges deans have the ability to take a decision in their administration work.4 - There are no differences of statistical significance from the individuals of the research sample points of view concerned the colleges deans to take decision according to the variables of gender and the administration position, besides, non - existence of interaction between the gender and the administration position variables in these points of view and the administration position in its two different levels from the individuals' of the research sample point of view of the chairmen of Depts. Based on what was presented conferences and problems and weaknesses, and studies of the recommendations made, as well as the interview conducted by researcher The problem with current research in the administrative performance development, and as the administrative work does not evolve, but the evolution of the existing performance of the exercise, change roles so is a set of ideas and routers work and the introduction of updates and make changes designed to improve the performance of heads of academic departments at the University of Wasit mode. And which will reflect positively on the administrative functioning of the first academic work and secondly in teaching, scientific research and community service. The importance of this study is being dealt with very topic in importance, namely the administrative performance development of the heads of academic departments at the University of Wasit in light of the administrative functions based on the areas of (planning, organization, guidance, administrative communication, monitoring and evaluation). Thus is the positioning of the new study and research topics from the university's success is linked to the successful divisions, and effective leadership for scientific department is always seeking to improve its performance in accordance with contemporary management trends. To achieve the aim of the research scholar at the descriptive and analytical approach has been adopted, and employed a questionnaire which included five areas (planning, organization, direction, management and communication, and monitoring and evaluation), which included (60) paragraph, after the presentation to a group of experts in accordance with methodology Delphi method, and used statistical methods (the proportion of the agreement, and the weighted average, the weight percentile). And clear some of the paragraphs above areas as follows : The adoption of e - mail provides an enabling environment through the provision of data and information as the introduction of information and communication technologies contribute to change the administrative work style and effectiveness and performance of the mechanism of action which develops adoption of electronic correspondence deliver the performance and the speed of a good investment of time.In light of the search results, the researcher suggested some of the conclusions, including : 1. To achieve the aims of the study, some of aims related to the relation between administrative engineering and functional performance have been worded. The descriptive approach is adopted in describing the variables of this study. A questionnaire is used as the main instrument to collect the data important for this study from the sample and to support the theoretical framework of the study. After surveying the related educational literature and previous studies, two scales are constructed. The first is an administrative engineering scale and the other is intended to measure the functional performance. Having the required data been collected, the (SPSS) program has been used to analyze the collected data. This analysis reveals the following results : 1. Private colleges' deans have an average level of the recognition and awareness of the benefits of the administrative engineering through the skills and techniques of work accomplishment and achieving the intended aims.2. Private colleges' deans have a good level of functional performance through running their colleges issues and being aware of the administrative instructions and principles.According the results achieved, the following conclusions are drawn : 1. There is a strong correlational relationship between the two variables (administrative engineering and functional performance).2. There are no statistically significant differences in the sample responses to the scales of administrative engineering and functional performance according to the study variable (the academic title). Finally, the following recommendations are put forward : 1. The necessity to enroll colleges' deans and individuals, by the Ministry of Higher Education, in the training and qualification courses to promote their functional performance.2. The necessity of private colleges' deans working to spread the culture of change and development of their employees.3. The necessity to spread and promote the concept of administrative engineering in the private colleges for all employees whether academic or administrative.

The middle school administrators have a great level of performance management.2. The middle school administrators have a high level of administrative contact.3. No statistically significant differences in performance management according to the variable sex (males - females) in favor of females.4. There were statistically significant differences in the administrative contact on the variable according to sex differences (males - females), and in favor of females.5. There are statistically significant differences between the performance management and administrative contact relationship.6. There is no statistically significant difference between the performance management and administrative contact variable according to sex (male - female).In the above results, the researcher interpretation according to the theories and models and then made some recommendations and suggestions.
