Abstract: The management science distinguished from other science of its vitality and openness of science to the rest of science, knowledge and different branches fields at the same time the big overlapping and intermingling between the various branches of the administration and specialties including educational administration due to the fact that the heads of scientific departments in the university is occupied the top of the executive administrative system in the university and its responsible for the implementation the decisions as a direct one of the jobs of management, its results especially the administrative performance which has many obstacles.The knowledge , the identification and detection of these administrative problems is a fundamental cornerstone to reach the desired goals So this study was to combine one of vital topics in the field of organizational behavior (administrative) and functional heads of departments by trying to determine the administrative problems and overcome or reduce their level, which is one of the main success factors for any administrative behavior. To achieve this objective of this study which included four chapters devoted the first chapter to determine the problem, the importance of basic research, the main target and define the basic terms where the second chapter proposed the idea of research and theoretical literature which consider for the basic variables (administrative problems) with some previous studies which tried to exposure to the variable and its duration of benefit. The third chapter focused on the description of the nature of society and the method of selecting the sample (simple random) , build a search tool by identifying min areas for the scope of the behavioral component of the independent variable (administrative problems) , build paragraphs measure the behavior that appears on the research sample (heads of departments) was achieved researcher Administration validity of the standard and its characteristics (validity and reliability) in a manner to estimate the virtual honesty and sincerity of construction for the index honesty by re - test ways and analysis of variance of the index stability, as well as the adoption of the views of experts in all stages of the research and procedures where the many statistical means was the most important of the Pearson correlation coefficient to calculate the sincerity of paragraphs and the method of re - testing and analysis of variance (ANOVA) to calculate stability and others.The main results of the researcher as follows : - 1 - The identification of the administrative problems came on in accordance with the areas of research are high in some of them and in others with a low level 2 - The attempt to verify the exact search tool gives a pointer to adopt a unified scale with consistent standards and exact measured characteristics used for the detection of administrative problems and determination the level3 - The weakness of Follow - up by the heads of departments in general, probably as a result of install the efforts , the large number of duties or not distribute them or participated the teaching staff and knowledge of them4 - Do Not show a willingness to find creative solutions to problems or diligence in solving but it enough with traditional solutions and public perception of totalitarianism5 - The concentration on the implementation of decisions without - discussion or trying to find the skills implemented in looking at creativity and give different patterns of leadership, according to the problem.
